		<official-title>To encourage spectrum licensees to make unused spectrum
		  available for use by rural and smaller carriers in order to expand wireless
		  coverage. </official-title>

		<section id="S1" section-type="section-one"><enum>1.</enum><header>Short
			 title</header><text display-inline="no-display-inline">This Act may be cited as
			 the <quote><short-title>Rural Spectrum Accessibility Act
			 of 2012</short-title></quote>.</text>
		</section><section id="id9E3EAE042CC04C0FAF95EEDC0463EE41"><enum>2.</enum><header>Extension of
			 licenses</header><text display-inline="no-display-inline">Section 307 of the
			 Communications Act of 1934 (47 U.S.C. 307) is amended by adding at the end the
			 following:</text>
			<quoted-block display-inline="no-display-inline" id="id9D35B4063EB7403A95C517CD862F2F87" style="OLC">
				<subsection id="idA4CBDB991190462BB5DDCE594F1C07EA"><enum>(g)</enum><header>Extension of
				licenses</header>
					<paragraph id="id25576A64C64948CA89CEE41BB9071767"><enum>(1)</enum><header>Definitions</header><text>For
				purposes of this subsection—</text>
						<subparagraph id="id70B344D538BB4320B0C0B773C14B3A0A"><enum>(A)</enum><text>the term
				<term>rural area</term> means any area other than—</text>
							<clause id="id59EBAC07638F44B1B7D5699DE55901B1"><enum>(i)</enum><text>an area described
				in clause (i) or (ii) of section 343(a)(13)(A) of the Consolidated Farm and
				Rural Development Act (7 U.S.C. 1991(a)(13)(A)); and</text>
							</clause><clause id="id63712c9fb58a4209a9dd515d30099b00"><enum>(ii)</enum><text>a city, town, or
				incorporated area that has a population of greater than 20,000 inhabitants;
				and</text>
							</clause></subparagraph><subparagraph id="idC8FA4B90137A48DABFB59B01F36F8348"><enum>(B)</enum><text>the term
				<term>small carrier</term> means a carrier with annual revenue less than
				$500,000,000 or that provides wireless service to less than 1,500,000
				customers.</text>
						</subparagraph></paragraph><paragraph id="id509FFEC05C00461D9F85B7E055CB7A51"><enum>(2)</enum><header>Establishment
				of program</header><text>Not later than 90 days after the date of enactment of
				<short-title>Rural Spectrum Accessibility Act of
				2012</short-title>, the Commission shall establish a program under which a
				carrier that receives a license under this section may partition or
				disaggregate the license in order to make unused spectrum available to small
				carriers or carriers serving a rural area.</text>
					</paragraph><paragraph id="idF26FE3FD9C8144A18AAF9D15DAEB0047"><enum>(3)</enum><header>Extension of
				license term</header><text>Any carrier that receives a license under this
				section and participates in the program established under paragraph (2) shall
				receive a 3-year extension of the license granted under this
				section.</text>
