		  budget.</official-title>

		<section id="S1" section-type="section-one"><enum>1.</enum><header>Short
			 title</header><text display-inline="no-display-inline">This Act may be cited as
			 the <quote><short-title>Cut, Cap, and Balance Act of
			 2012</short-title></quote>.</text>
		</section><title id="idDB24892DA8114A6285ABFCE43AEBD094"><enum>I</enum><header>Cut</header>
			<section id="id865A396663CC47F7875674E75B7A2E1B"><enum>101.</enum><header>Reduction of
			 2013 spending</header><text display-inline="no-display-inline">For purposes of
			 section 302(a) of the Congressional Budget Act of 1974, the estimated
			 allocation of the appropriate levels of budget totals for fiscal year 2013 for
			 the Senate Committee on Appropriations shall be—</text>
				<paragraph id="idCC88CEDA3584444A88C66436B64E959A"><enum>(1)</enum><text>$985,000,000,000
			 in total new budget authority; and</text>
				</paragraph><paragraph id="idB23B7C79645E4C739152C1705ACFA5BD"><enum>(2)</enum><text>$1,118,000,000,000
			 in total budget outlays.</text>
				</paragraph></section></title><title id="id9730A50E91A54209A735A0F5A1DEEE72"><enum>II</enum><header>Cap</header>
			<section id="idF1A67B9C8F8C439FB0A0528F44C9C38D"><enum>201.</enum><header>Sense of
			 Congress</header><text display-inline="no-display-inline">It is the sense of
			 Congress that Congress should enact comprehensive tax reform that lowers
			 marginal rates, broadens the base, and simplifies the tax code to increase
			 economic growth while generating revenues that are in line with the historical
			 average of 18% of GDP.</text>
			</section><section id="IDe77489c8d8384a25b61282db996e4ad1"><enum>202.</enum><header>Modification
			 of the Congressional Budget Act</header><text display-inline="no-display-inline">Title III of the Congressional Budget Act of
			 1974 is amended by inserting at the end the following:</text>
				<quoted-block display-inline="no-display-inline" id="id1A66877F9FD74DEB909F8E25102FAD00" style="OLC">
					<section id="IDc0201bf632b94c8db12ea00493c45670"><enum>316.</enum><header>Discretionary
				spending limits</header>
						<subsection id="ID961a4703348e437db8e53e858c92dcf4"><enum>(a)</enum><header>In
				general</header><text>It shall not be in order in the House of Representatives
				or the Senate to consider any bill, joint resolution, amendment, or conference
				report that includes any provision that would cause the discretionary spending
				limits as set forth in this section to be exceeded.</text>
						</subsection><subsection id="IDd7a31c56c27b41b9903dcb239f68fe81"><enum>(b)</enum><header>Limits</header><text>In
				this section, the term <quote>discretionary spending limits</quote> has the
				following meaning:</text>
							<paragraph id="ID06ff55ee4bcb4592b6b2e31d52ee879c"><enum>(1)</enum><text>For fiscal year
				2013—</text>
								<subparagraph id="IDfaa5a48f9865409492cc8d2bdf8a6fce"><enum>(A)</enum><text>for the defense
				category (budget function 050), $546,000,000,000 in budget authority;
				and</text>
								</subparagraph><subparagraph id="IDba27307225b14703ae3d32f4cc675064"><enum>(B)</enum><text>for the
				non-defense category, $439,000,000,000 in budget authority.</text>
								</subparagraph></paragraph><paragraph id="IDec84a1c67e0b42acbdb47fe101902167"><enum>(2)</enum><text>For fiscal year
				2014—</text>
								<subparagraph id="ID0a36ef982b8e441897cb934533a89083"><enum>(A)</enum><text>for the defense
				category (budget function 050), $556,000,000,000 in budget authority;
				and</text>

								<subparagraph id="ID1a55cf0ab16543fdbf1c00013bcfd07f"><enum>(A)</enum><text>for the defense
				category (budget function 050), $654,000,000,000 in budget authority;
				and</text>
								</subparagraph><subparagraph id="IDb5f45931b2b14c1d92acc3536e9187ae"><enum>(B)</enum><text>for the
				non-defense category, $449,000,000,000 in budget authority.</text>
								</subparagraph></paragraph></subsection><subsection id="IDef229d0f12234765824607d311ca4533"><enum>(c)</enum><header>Adjustments</header><text>After
				the reporting of a bill or joint resolution relating to oversees deployments
				described in subsection (d), or the offering of an amendment thereto or the
				submission of a conference report thereon—</text>
							<paragraph id="IDe9e98b29901b4abe95428d46ba21415c"><enum>(1)</enum><text>the Chairman of
				the Senate Committee on the budget may adjust the discretionary spending limits
				provided in this section, the budgetary aggregates in the concurrent resolution
				on the budget most recently adopted by the Senate and the House of
				Representatives, and allocations pursuant to section 302(a) of the
				Congressional Budget Act of 1974, by the amount of new budget authority in that
				measure for that purpose and the outlays flowing therefrom; and</text>
							</paragraph><paragraph id="IDe23d7df7569b4492a6328f26bb6bb4b5"><enum>(2)</enum><text>following any
				adjustment under paragraph (1), the Senate Committee on Appropriations may
				report appropriately revised suballocations pursuant to section 302(b) of the
				Congressional Budget Act of 1974 to carry out this subsection.</text>
							</paragraph></subsection><subsection id="ID16ce65c1636a4ded8e683e32003163ac"><enum>(d)</enum><header>Overseas
				deployments</header><text>If a bill or joint resolution is reported making
				appropriations for fiscal year 2013 or 2014 that provides funding for overseas
				deployments and activities undertaken as a result of a declaration of war or
				Congressional authorization of force, the allowable adjustments provided for in
				subsection (c) shall not exceed the following:</text>
							<paragraph id="ID7e93cb30a8084fd7815e044af8585b29"><enum>(1)</enum><text>For fiscal year
				2013, $90,000,000,000 in budget authority.</text>
							</paragraph><paragraph id="IDbf47475488864e02bb8acc5f1f8305c8"><enum>(2)</enum><text>For fiscal year
				2014, $20,000,000,000 in budget authority.</text>
							</paragraph></subsection><subsection id="ID6433dd0c7a904eb184e0fd6336730aa7"><enum>(e)</enum><header>Point of order
				in the Senate</header>
							<paragraph id="ID7719f0455974482f944cc50c2b44e441"><enum>(1)</enum><header>Waiver</header><text>The
				provisions of this section shall be waived or suspended in the Senate
				only—</text>
								<subparagraph id="IDf76d9870d9a04505b8cae1184311eaf3"><enum>(A)</enum><text>by the
				affirmative vote of two-thirds of the Members, duly chosen and sworn; or</text>
								</subparagraph><subparagraph id="ID3eef019e17d2403ca7a522e4f21202fe"><enum>(B)</enum><text>in the case of
				defense budget authority, if Congress declares war or authorizes the use of
				force.</text>
								</subparagraph></paragraph><paragraph id="ID438cd93d28a94d88a10b7a1932cfb244"><enum>(2)</enum><header>Appeal</header><text>Appeals
				in the Senate from decisions of the Chair relating to any provision of this
				section shall be limited to one hour, to be equally divided between, and
				controlled by, the appellant and the manager of the measure. An affirmative
				vote of two-thirds of the Members of the Senate, duly chosen and sworn, shall
				be required to sustain an appeal of the ruling of the Chair on a point of order
				raised under this section.</text>
							</paragraph></subsection></section><section id="ID5f8fcc85658f4779a094eac10808a206"><enum>317.</enum><header>Certain
				mandatory spending limits</header>
						<subsection id="id672F4EBDEE944F3A8B0B4E8596F49D3C"><enum>(a)</enum><header>In
				general</header><text>It shall not be in order in the House of Representatives
				or the Senate to consider any bill, joint resolution, amendment, or conference
				report that includes any provision that would cause total on-budget mandatory
				spending, except as excluded in subsection (b), to exceed the limits specified
				in subsection (c).</text>
						</subsection><subsection id="ID921a5aec928c42c89505d57d48cb9f54"><enum>(b)</enum><header>Exempt from
				specified limits</header><text>The mandatory components of the following
				functions are exempt from the limits specified in subsection (c):</text>
							<paragraph id="ID91c631040a3f4bf49c7ff2e7d03c403a"><enum>(1)</enum><text>Social Security,
				function 650.</text>
							</paragraph><paragraph id="IDc1aebbd89c804fbe811e5eddbb118ee9"><enum>(2)</enum><text>Medicare,
				function 570.</text>
							</paragraph><paragraph id="ID2330884a5e8e4015a2b5e1dc6565599b"><enum>(3)</enum><text>Veterans Benefits
				and Services, function 700.</text>
							</paragraph><paragraph id="ID762e1136174b4dd981f9a65320ffde3e"><enum>(4)</enum><text>Net Interest,
				function 900.</text>
							</paragraph></subsection><subsection id="ID35bd761d7cd94c618d4fa06e2d8fc8ee"><enum>(c)</enum><header>Limits on
				remaining mandatory spending</header><text>The total combined budget authority
				for all mandatory spending not exempted in subsection (b) shall not exceed the
				following limits:</text>
							<paragraph id="ID88c97043266c48b0a51c52b0f939ee76"><enum>(1)</enum><text>For fiscal year
				2013, $759,000,000,000 in budget authority.</text>
							</paragraph><paragraph id="IDeb8ddbd7fd814796bea89e469eeceee3"><enum>(2)</enum><text>For fiscal year
				2014, $697,000,000,000 in budget authority.</text>
							</paragraph><paragraph id="ID6680fa7702cf4efcbbe42becc8351572"><enum>(3)</enum><text>For fiscal year
				2015, $662,000,000,000 in budget authority.</text>
							</paragraph><paragraph id="ID6590a872954d495fa986083ffcf1f0b1"><enum>(4)</enum><text>For fiscal year
				2016, $641,000,000,000 in budget authority.</text>
							</paragraph><paragraph id="IDcef87038e8224225a343f037c946c6da"><enum>(5)</enum><text>For fiscal year
				2017, $628,000,000,000 in budget authority.</text>
							</paragraph><paragraph id="ID229896810c8c4c098a174656177257c9"><enum>(6)</enum><text>For fiscal year

							</paragraph></subsection><subsection id="ID25ef7328ee58420ebd6ca55cd7ab6463"><enum>(d)</enum><header>Point of order
				in the Senate</header>
							<paragraph id="ID0dd0878422ae43c28acfec77f360b898"><enum>(1)</enum><header>Waiver</header><text>The
				provisions of this section shall be waived or suspended in the Senate only by
				the affirmative vote of two-thirds of the Members, duly chosen and
				sworn.</text>
							</paragraph><paragraph id="IDc4ec705bbadf46b580fbe68f5d8c5b79"><enum>(2)</enum><header>Appeal</header><text>Appeals
				in the Senate from decisions of the Chair relating to any provision of this
				section shall be limited to one hour, to be equally divided between, and
				controlled by, the appellant and the manager of the measure. An affirmative
				vote of two-thirds of the Members of the Senate, duly chosen and sworn, shall
				be required to sustain an appeal of the ruling of the Chair on a point of order
				raised under this section.</text>
							</paragraph></subsection></section><section id="ID7f6d8f44357c443fbb2ecaa2cb7bcf99"><enum>318.</enum><header>Limits for
				Social Security</header>
						<subsection id="idE48EFF237FD6451BAABA60F64EF20710"><enum>(a)</enum><header>In
				general</header><text>It shall not be in order in the House of Representatives
				or the Senate to consider any bill, joint resolution, amendment, or conference
				report that includes any provision that would cause total mandatory spending
				for Social Security (function 650) to exceed the limits specified in subsection
				(b).</text>
						</subsection><subsection id="ID7949af55d47745d0916efe9582712663"><enum>(b)</enum><header>Limits</header>
							<paragraph id="id7D78BB29F81E46DBA3ABE82DE35302CC"><enum>(1)</enum><header>In
				general</header><text>For purposes of this section the limits are as
				follows:</text>
								<subparagraph id="IDf53ff37bb25b416cb29feca752b74668"><enum>(A)</enum><text>For fiscal year
				2013, total outlays shall be $812,950,000,000.</text>
								</subparagraph><subparagraph id="IDd0e86f59870146d4b375f7730ba79ff3"><enum>(B)</enum><text>For fiscal year
				2014, total outlays shall be $855,960,000,000.</text>
								</subparagraph><subparagraph id="ID6e7275b52caf4b61bdd1e13ce91da13a"><enum>(C)</enum><text>For fiscal year
				2015, total outlays shall be $900,380,000,000.</text>
								</subparagraph><subparagraph id="ID228d404eda2b476ab69a249c3ab76820"><enum>(D)</enum><text>For fiscal year
				2016, total outlays shall be $948,300,000,000.</text>
								</subparagraph><subparagraph id="IDaf5d872a5680476d8b7f996fdacb1e6d"><enum>(E)</enum><text>For fiscal year
				2017, total outlays shall be $1,002,220,000,000.</text>
								</subparagraph><subparagraph id="ID3b96129c769d48e296e2ac41fefe2c50"><enum>(F)</enum><text>For fiscal year
				2018, total outlays shall be $1,060,820,000,000.</text>
								</subparagraph><subparagraph id="IDc60ddfe2becc4e97aabc40351175551f"><enum>(G)</enum><text>For fiscal year
				2019, total outlays shall be $1,124,720,000,000.</text>
								</subparagraph><subparagraph id="IDf08ff7d79de24d64a07d6b58ee3ee4b3"><enum>(H)</enum><text>For fiscal year
				2020, total outlays shall be $1,193,610,000,000.</text>
								</subparagraph><subparagraph id="IDe485ccc3d549488197219706b362d75c"><enum>(I)</enum><text>For fiscal year
				2021, total outlays shall be $1,264,910,000,000.</text>
								</subparagraph><subparagraph id="IDcce697ca449347f6ba6b738cb2e94f15"><enum>(J)</enum><text>For fiscal year
				2022, total outlays shall be $1,339,660,000,000.</text>
								</subparagraph></paragraph><paragraph id="IDc01f2dfd50ab4b1aae7fc74c62ba267c"><enum>(2)</enum><header>Exception</header><text>If
				the Congressional Budget Office determines that projected outlays are expected
				to exceed the limits specified above due to changes in cost-of-living
				adjustments contained in present law subsection (c) shall not apply.</text>
							</paragraph></subsection><subsection id="IDc51fe34ec14446dcbd77b9c583c13351"><enum>(c)</enum><header>Point of order
				in the Senate</header>
							<paragraph id="IDe5da68911602426799d8b8c656d7aedc"><enum>(1)</enum><header>Waiver</header><text>The
				provisions of this section shall be waived or suspended in the Senate only by
				the affirmative vote of two-thirds of the Members, duly chosen and
				sworn.</text>
							</paragraph><paragraph id="IDa2e697702d464105859a4c9ea5b80685"><enum>(2)</enum><header>Appeal</header><text>Appeals
				in the Senate from decisions of the Chair relating to any provision of this
				section shall be limited to one hour, to be equally divided between, and
				controlled by, the appellant and the manager of the measure. An affirmative
				vote of two-thirds of the Members of the Senate, duly chosen and sworn, shall
				be required to sustain an appeal of the ruling of the Chair on a point of order
				raised under this section.</text>
							</paragraph></subsection></section><section id="ID2009dbbe15f84f79b530c2bc90bed7bb"><enum>319.</enum><header>Limits for
				Medicare</header>
						<subsection id="IDf5135dde376a4f65aee9596037b063ea"><enum>(a)</enum><header>In
				general</header><text>It shall not be in order in the House of Representatives
				or the Senate to consider any bill, joint resolution, amendment, or conference
				report that includes any provision that would cause total mandatory spending
				for Medicare (function 570) to exceed the limits specified in subsection
				(b).</text>
						</subsection><subsection id="ID51a27abd4ffe4def8fea7943270b0591"><enum>(b)</enum><header>Limits</header><text>For
				purposes of this section the limits are as follows:</text>
							<paragraph id="IDef64dbbcd6da46e5acbccf87a69153fd"><enum>(1)</enum><text>For fiscal year
				2013, total outlays shall be $515,440,000,000.</text>
							</paragraph><paragraph id="ID9b6881f6b8cd4728b3311b471fbf4ace"><enum>(2)</enum><text>For fiscal year
				2014, total outlays shall be $539,840,000,000.</text>
							</paragraph><paragraph id="IDca763f78224447438cbe47f4fd8a15dc"><enum>(3)</enum><text>For fiscal year
				2015, total outlays shall be $564,400,000,000.</text>
							</paragraph><paragraph id="ID8e013fbf6e634cd28de69771117d95cf"><enum>(4)</enum><text>For fiscal year
				2016, total outlays shall be $613,340,000,000.</text>
							</paragraph><paragraph id="IDf2e3d92ecd4b478da0d84ddb55d29ae7"><enum>(5)</enum><text>For fiscal year
				2017, total outlays shall be $630,980,000,000.</text>
							</paragraph><paragraph id="ID24d77ff944d5416986a9c0449fa60872"><enum>(6)</enum><text>For fiscal year

							</paragraph><paragraph id="ID13bd1e28dce34ef9886be85e61115cd8"><enum>(7)</enum><text>For fiscal year
				2019, total outlays shall be $717,110,000,000.</text>
							</paragraph><paragraph id="IDf9d2858d20274104a8af4f7a4de464b9"><enum>(8)</enum><text>For fiscal year

							</paragraph></subsection><subsection id="IDd3dade10dec24b9aa214e76326a53843"><enum>(c)</enum><header>Point of order
				in the Senate</header>
							<paragraph id="ID42e49d15f3214b76a94aa3a05b1c4119"><enum>(1)</enum><header>Waiver</header><text>The
				provisions of this section shall be waived or suspended in the Senate only by
				the affirmative vote of two-thirds of the Members, duly chosen and
				sworn.</text>
							</paragraph><paragraph id="IDb13dc2a77b73408d9e4011b1c659bbc7"><enum>(2)</enum><header>Appeal</header><text>Appeals
				in the Senate from decisions of the Chair relating to any provision of this
				section shall be limited to one hour, to be equally divided between, and
				controlled by, the appellant and the manager of the measure. An affirmative
				vote of two-thirds of the Members of the Senate, duly chosen and sworn, shall
				be required to sustain an appeal of the ruling of the Chair on a point of order
				raised under this section.</text>
							</paragraph></subsection></section><section id="ID4cfc71da20844c1688b966b0b8795349"><enum>320.</enum><header>Limits for
				mandatory function 700 spending</header>
						<subsection id="idD9202BFFE8DC47B7926A02B4652C006D"><enum>(a)</enum><header>In
				general</header><text>It shall not be in order in the House of Representatives
				or the Senate to consider any bill, joint resolution, amendment, or conference
				report that includes any provision that would cause total mandatory spending
				for Veterans Benefits and Services (function 700) to exceed the limits
				specified in subsection (b).</text>
						</subsection><subsection id="ID2aa7fa6b5ee34c26b8afe2fa7e41b8e0"><enum>(b)</enum><header>Limits</header><text>For
				purposes of this section the limits are as follows:</text>
							<paragraph id="IDa5e58675f9c64cfd9891bd94371c561a"><enum>(1)</enum><text>For fiscal year
				2013, total outlays shall not exceed $73,160,000,000.</text>
							</paragraph><paragraph id="IDc8b7c3f4febf4af5a41414305a3949db"><enum>(2)</enum><text>For fiscal year
				2014, total outlays shall not exceed $73,620,000,000.</text>
							</paragraph><paragraph id="IDb61c321d86224889a50ebfee68f87c3f"><enum>(3)</enum><text>For fiscal year
				2015, total outlays shall not exceed $75,320,000,000.</text>
							</paragraph><paragraph id="IDd86b2fb1f9e3429082a0fd267aee8b5d"><enum>(4)</enum><text>For fiscal year
				2016, total outlays shall not exceed $82,300,000,000.</text>
							</paragraph><paragraph id="ID7db8c18bbe254933a10ee8e3bc05adf7"><enum>(5)</enum><text>For fiscal year
				2017, total outlays shall not exceed $79,360,000,000.</text>
							</paragraph><paragraph id="ID22129fa0ed9842458511725e2e41bacb"><enum>(6)</enum><text>For fiscal year
				2018, total outlays shall not exceed $76,070,000,000.</text>
							</paragraph><paragraph id="IDcd2d5194987042b19fc7feb3c93ec760"><enum>(7)</enum><text>For fiscal year
				2019, total outlays shall not exceed $83,530,000,000.</text>
							</paragraph><paragraph id="ID07463b2ed014463585d34e20b9c34885"><enum>(8)</enum><text>For fiscal year
				2020, total outlays shall not exceed $85,760,000,000.</text>
							</paragraph><paragraph id="IDf8d9a0ced3d64059a1aecacf64a68336"><enum>(9)</enum><text>For fiscal year
				2021, total outlays shall not exceed $88,000,000,000.</text>
							</paragraph><paragraph id="ID522b218fe28b4a79802f653d09fcd86f"><enum>(10)</enum><text>For fiscal year
				2022, total outlays shall not exceed $95,940,000,000.</text>
							</paragraph></subsection><subsection id="IDe17c92b0615b4be683d7b524d32716d8"><enum>(c)</enum><header>Point of order
				in the Senate</header>
							<paragraph id="ID52b31a9c34e64387a38121641d1c1751"><enum>(1)</enum><header>Waiver</header><text>The

							</paragraph></subsection></section><after-quoted-block>.</after-quoted-block></quoted-block>
			</section><section id="ID0b730f7b0e0b4cb58806d69c9a29914c"><enum>203.</enum><header>Statutory
			 enforcement of spending caps through sequestration</header><text display-inline="no-display-inline">The
			 Balanced Budget and Emergency Deficit Control Act of 1985 is amended by
			 inserting after section 253 the following:</text>
				<quoted-block display-inline="no-display-inline" id="id9CA4E63479DC4AA48486F0C0ACE6F591" style="OLC">
					<section id="id03B5FF8ECBC2492485751FA668701FEB"><enum>253A.</enum><header>Enforcement
				of discretionary and mandatory caps</header>
						<subsection id="ID9e9faa569db246909e8e24f495e981cd"><enum>(a)</enum><header> Annual report
				and Sequestration Order</header>
							<paragraph id="ID533b36d023084c7d8775e80a277d3240"><enum>(1)</enum><header>Report</header><text>Not
				later than 30 calendar days following the start of each fiscal year, the Office
				of Management and Budget shall make publicly available and cause to be printed
				in the Federal Register an annual report containing expected budget authority
				and outlays for the categories and limits established in sections 316 through
				320 of the Congressional Budget Act of 1974. The limits established in such
				sections shall be enforced without regard to the waiver of such limits by
				either House.</text>
							</paragraph><paragraph id="ID03fdff6ec0d445e5ba2ba6a0eed31043"><enum>(2)</enum><header>Order</header><text>If
				the annual report issued by OMB, as required by paragraph (1), shows any
				category exceeding specified spending caps, OMB shall prepare and the President
				shall issue and include in that report a sequestration order that, upon
				issuance, shall reduce budgetary resources by an amount sufficient to bring
				spending in line with that category’s statutory cap.</text>
							</paragraph><paragraph id="IDf311f84ba4ce4f97b162dc4df06b6cce"><enum>(3)</enum><header>Effective
				date</header><text>The sequestration order shall take effect no later than 60
				days after completion by the OMB.</text>
							</paragraph></subsection><subsection id="ID1178f4cfd476447495afeeb9f4bf8928"><enum>(b)</enum><header>Calculating a
				sequestration</header>
							<paragraph id="IDa0bc5b87e27f46c39e728f9a18876b9b"><enum>(1)</enum><header>In
				general</header><text>OMB shall calculate the uniform percentage each program
				within a category that has exceeded its spending cap shall be reduced to bring
				that category’s budget authority and/or outlays in line with the limits
				referred to in subsection (a)(1).</text>
							</paragraph><paragraph id="idDD6EE7C441BF474C87FFA57276EEF29B"><enum>(2)</enum><header>Implementation</header><text>The
				sequesters shall be implemented as follows:</text>
								<subparagraph id="id3D46D657768C4255AB13EFADAC443C2C"><enum>(A)</enum><text>For the
				discretionary limits in section 316 of the Congressional Budget Act of 1974,
				pursuant to section 251 with each category sequestered separately.</text>
								</subparagraph><subparagraph id="id85B91DC2700C4090943E9496F8ABBE89"><enum>(B)</enum><text>For the mandatory
				limits in section 317 of the Congressional Budget Act of 1974, pursuant to the
				Statutory Pay-As-You-Go Act of 2010, except that section 7 of such Act shall
				not apply.</text>
								</subparagraph><subparagraph id="id9384FB3180F84A2AA270672B5A8E9050"><enum>(C)</enum><text>For the Social
				Security limits in section 318 of the Congressional Budget Act of 1974, the
				Social Security Administration shall modify the program so that all benefits
				and administrative expenses are reduced in a uniform fashion by a percentage
				sufficient to allow the program to operate under its cap.</text>
								</subparagraph><subparagraph id="id7E27522E059249DC8E22EAB6C6937C45"><enum>(D)</enum><text>For the Medicare
				limit in section 319 of the Congressional Budget Act of 1974, the Centers for
				Medicare &amp; Medicaid Services (CMS) shall modify the program so that all
				outlays are reduced by a uniform percentage sufficient to bring the program
				under its cap.</text>
								</subparagraph><subparagraph id="id88ED1E2DB9F94550825F748B765805F2"><enum>(E)</enum><text>For the Veterans
				Benefits and Services limit in section 320 of the Congressional Budget Act of
				1974, the Secretary of Defense and the Secretary of Veterans Affairs shall
				modify the program so that the program operates under its spending cap.</text>
								</subparagraph></paragraph></subsection><subsection id="IDf2bbce8629534d1ebe983ead0592c3ad"><enum>(c)</enum><header>Modification of
				presidential order</header>
							<paragraph id="ID339113d2de39492c89c404d2fee55c1a"><enum>(1)</enum><header>In
				general</header><text>At any time after the Director of OMB issues a
				sequestration report, Congress may override the order through the passage of a
				law that either waves or supersedes the spending limitations for that category
				of Federal spending for that fiscal year.</text>
							</paragraph><paragraph id="ID53e62980f894458692c2834655bde524"><enum>(2)</enum><header>Senate</header><text>In
				the Senate, any motion to move to consideration of a bill to waive, modify, or
				in any way alter a sequestration order shall be subject to a point of order
				that can only be waived through an affirmative vote of two-thirds of the
				Members, duly chosen and sworn. This point of order shall not apply to defense
				spending while the nation is engaged in a conflict which has been justified
				through a declaration of war or a Congressional authorization of
				force.</text>
							</paragraph></subsection></section><after-quoted-block>.</after-quoted-block></quoted-block>
			</section><section id="id0F1890E5E10A4B6FB47B8B7193B21C93"><enum>204.</enum><header>Conforming
			 amendments</header>
				<subsection id="idCA5BDF627F874388AA7BACEEFE44F416"><enum>(a)</enum><header>In
			 general</header><text>The Balanced Budget and Emergency Deficit Control Act of
			 1985 is amended—</text>
					<paragraph id="id34392AFC584A4FBD99A5B20BFAD91FE1"><enum>(1)</enum><text>in section
			 250(c)(1) (2 U.S.C. 900(c)(1)), by striking <quote>shall mean the amounts
			 specified in section 251 of this Act</quote> and inserting <quote>shall mean
			 the amounts specified in section 316 of the Congressional Budget Act of
