		  conducted by the Administrator of the Environmental Protection

		<section id="H5F764A8528CD447ABD50CDD39D52ECDE" section-type="section-one"><enum>1.</enum><header>Moratorium</header>
			<subsection id="H8B52A904696841AAA6EA5D598F403EE5"><enum>(a)</enum><header>Definition of
			 aerial surveillance</header><text>In this section, the term <term>aerial
			 surveillance</term> means any surveillance from the air, including—</text>
				<paragraph id="H36ABC1D044D54DD38C80D98C282D6194"><enum>(1)</enum><text>surveillance
			 conducted from fixed-wing aircraft, helicopters, drones, or remote-controlled
			 aircraft; or</text>
				</paragraph><paragraph commented="no" display-inline="no-display-inline" id="H3D0834828C7A47F6BF6B2AEA929DC0E3"><enum>(2)</enum><text>the use of aerial
			 or satellite images, regardless of whether the images are publicly
			 available.</text>
				</paragraph></subsection><subsection id="id5BCDE053C7EC45AC9CE5761FF225FB6B"><enum>(b)</enum><header>Moratorium</header><text display-inline="yes-display-inline">During the 1-year period beginning on the
			 date of enactment of this Act, the Administrator of the Environmental
			 Protection Agency shall not conduct aerial surveillance in exercising any
			 authority.</text>
