		<official-title>To limit the authority of the Secretary of the Interior
		  to issue regulations before December 31, 2013, under the Surface Mining Control
		  and Reclamation Act of 1977.</official-title>

		<section id="HFFC06CAAFCD944D09EDF5BBF77BD398A" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the
			 <quote><short-title>Coal Miner Employment and Domestic
			 Energy Infrastructure Protection Act</short-title></quote>.</text>
		</section><section id="H3988635E066146DA9E5025F8F6E9E015"><enum>2.</enum><header>Limitation on
			 authority to issue regulations under the Surface Mining Control and Reclamation
			 Act of 1977</header><text display-inline="no-display-inline">The Secretary of
			 the Interior may not, before December 31, 2013, issue or approve any proposed
			 or final regulation under the Surface Mining Control and Reclamation Act of
			 1977 (30 U.S.C. 1201 et seq.) that would—</text>
			<paragraph id="H168634197CB14529BA1410E660DB0B72"><enum>(1)</enum><text>adversely impact
			 employment in coal mines in the United States;</text>
			</paragraph><paragraph id="HB3D0A9D069F54821A386DAC9235409FC"><enum>(2)</enum><text>cause a reduction
			 in revenue received by the Federal Government or any State, tribal, or local
			 government, by reducing through regulation the quantity of coal in the United
			 States that is available for mining;</text>
			</paragraph><paragraph id="H1D3046A0FC6F410982F1BEE3FDD83F3D"><enum>(3)</enum><text>reduce the
			 quantity of coal available for domestic consumption or for export;</text>
			</paragraph><paragraph id="HCE33043FB9DD4E1B955805DAB8B03CC2"><enum>(4)</enum><text>designate any area
			 as unsuitable for surface coal mining and reclamation operations; or</text>
			</paragraph><paragraph id="HCDD70100605441A2980BCF576BAFD11C"><enum>(5)</enum><text>expose the United
			 States to liability for taking the value of privately owned coal through
			 regulation.</text>
