		<section id="id47DAFB64E9C347049122DD6838C9ECC2" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the
			 <quote><short-title>Dam Safety Act of
			 2012</short-title></quote>.</text>
		</section><section id="H79C89218C39443888EA2F71581AC024F"><enum>2.</enum><header>Purpose</header><text display-inline="no-display-inline">The purpose of this Act and the amendments
			 made by this Act is to reduce the risks to life and property from dam failure
			 in the United States through the reauthorization of an effective national dam
			 safety program that brings together the expertise and resources of the Federal
			 and non-Federal communities in achieving national dam safety hazard
			 reduction.</text>
		</section><section id="H00044CD8555F49828ED2718B120EF6F3"><enum>3.</enum><header>Administrator</header>
			<subsection id="H710FC9F39D844E28B71916FFCC91FCE1"><enum>(a)</enum><header>In
			 general</header><text>The National Dam Safety Program Act (33 U.S.C. 467 et
			 seq.) is amended by striking <quote>Director</quote> each place it appears and
			 inserting <quote>Administrator</quote>.</text>
			</subsection><subsection id="H57E2560708754A578751C591BA1E8395"><enum>(b)</enum><header>Conforming
			 amendment</header><text display-inline="yes-display-inline">Section 2 of the
			 National Dam Safety Program Act (33 U.S.C. 467) is amended—</text>
				<paragraph id="idF9A618C9258C46D693CEF7EDA7664ABA"><enum>(1)</enum><text display-inline="yes-display-inline">by striking paragraph (3);</text>
				</paragraph><paragraph id="id8FE7873BAE054DBABB76FC852A2C3345"><enum>(2)</enum><text>by redesignating
			 paragraphs (1) and (2) as paragraphs (2) and (3), respectively; and</text>
				</paragraph><paragraph id="idD171512B0F8B452790D6063AE44519AF"><enum>(3)</enum><text>by inserting
			 before paragraph (2) (as redesignated by paragraph (2)) the following:</text>
					<quoted-block display-inline="no-display-inline" id="id0B0A494F48344FD4A8A0138CE9D4746F" style="OLC">
						<paragraph id="id84BE5C5D8F7D49AB99F5DEF9FB60AE6C"><enum>(1)</enum><header>Administrator</header><text>The
				term <term>Administrator</term> means the Administrator of the Federal
				Emergency Management
				Agency.</text>
						</paragraph><after-quoted-block>.</after-quoted-block></quoted-block>
				</paragraph></subsection></section><section id="H429D736842C048508136D44C0C29537D"><enum>4.</enum><header>Inspection of
			 dams</header><text display-inline="no-display-inline">Section 3(b)(1) of the
			 National Dam Safety Program Act (33 U.S.C. 467a(b)(1)) is amended by striking
			 <quote>or maintenance</quote> and inserting <quote>maintenance, condition, or
			 provisions for emergency operations</quote>.</text>
		</section><section id="HF7A146F459BF4E2399A6795513FD1A5C"><enum>5.</enum><header>National dam
			 safety program</header>
			<paragraph id="H049D76F84C564729A03054005A3F237C"><enum>(1)</enum><header>Objectives</header><text display-inline="yes-display-inline">Section 8(c) of the National Dam Safety
			 Program Act (33 U.S.C. 467f(c)) is amended by striking paragraph (4) and
			 inserting the following:</text>
				<quoted-block display-inline="no-display-inline" id="HEBDC11C062FB466B95D2CF61F3749CDD" style="OLC">
					<paragraph id="HAC95F43549034855AA9707D657BA0E37"><enum>(4)</enum><text display-inline="yes-display-inline">develop and implement a comprehensive dam
				safety hazard education and public awareness program to assist the public in
				preparing for, mitigating, responding to, and recovering from dam
				incidents;</text>
					</paragraph><after-quoted-block>.</after-quoted-block></quoted-block>
			</paragraph><paragraph id="HF06C9E49D40847D48A5F14F59C04A429"><enum>(2)</enum><header>Board</header><text>Section
			 8(f)(4) of the National Dam Safety Program Act (33 U.S.C. 467f(f)(4)) is
			 amended by inserting <quote>, representatives from nongovernmental
			 organizations,</quote> after <quote>State agencies</quote>.</text>
			</paragraph></section><section id="id388a21a3f15540b0844dfb5a3f0a632d"><enum>6.</enum><header>Public awareness
			 and outreach for dam safety</header><text display-inline="no-display-inline">The National Dam Safety Program Act (33
			 U.S.C. 467 et seq.) is amended—</text>
			<paragraph id="idFEAB66EF08F44F1DBEC8BF2283DC7877"><enum>(1)</enum><text display-inline="yes-display-inline">by redesignating sections 11, 12, and 13 as
			 sections 12, 13, and 14, respectively; and</text>
			</paragraph><paragraph id="id4FF9F6541E5E4CA5BDFD44C0E5806862"><enum>(2)</enum><text>by inserting
			 after section 10 (33 U.S.C. 467g–1) the following:</text>
				<quoted-block display-inline="no-display-inline" id="idF885D2B858CB4E9585595605DCFEFB20" style="OLC">
					<section id="idEEC5EE10A9EF44BDB0FAF756A8B70C55"><enum>11.</enum><header>Public
				awareness and outreach for dam safety</header><text display-inline="no-display-inline">The Administrator, in consultation with
				other Federal agencies, State and local governments, dam owners, the emergency
				management community, the private sector, nongovernmental organizations and
				associations, institutions of higher education, and any other appropriate
				entities shall carry out a nationwide public awareness and outreach program to
				assist the public in preparing for, mitigating, responding to, and recovering
				from dam
				incidents.</text>
					</section><after-quoted-block>.</after-quoted-block></quoted-block>
			</paragraph></section><section id="H3375C2D68082481C91041D624A0E33BD"><enum>7.</enum><header>Authorization of
			 appropriations</header>
			<paragraph id="HCA77519AF2D241B3A134ABC232934EBB"><enum>(1)</enum><header>National Dam
			 Safety Program</header>
				<subparagraph id="HA541051ABCB24CDC9BFEF53D968E57A4"><enum>(A)</enum><header>Annual
			 amounts</header><text>Section 14(a)(1) of the National Dam Safety Program Act
			 (33 U.S.C. 467j(a)(1)) (as so redesignated) is amended by striking
			 <quote>$6,500,000</quote> and all that follows through <quote>2011</quote> and
			 inserting <quote>$9,200,000 for each of fiscal years 2012 through
			 2016</quote>.</text>
				</subparagraph><subparagraph id="H2D9FD8CFDB9F4892B9EB774ACFD619BA"><enum>(B)</enum><header>Maximum amount
			 of allocation</header><text>Section 14(a)(2)(B) of the National Dam Safety
			 Program Act (33 U.S.C. 467j(a)(2)(B)) (as so redesignated) is amended—</text>
					<clause id="id7EB9447B579E4E6E8331F7BA67E3529E"><enum>(i)</enum><text>by
			 striking <quote>The amount</quote> and inserting the following:</text>

			 adding at the end the following:</text>

							<clause id="id94C0668EA50242BE945111E70022FE2A"><enum>(ii)</enum><header>Fiscal year
				2013 and subsequent fiscal years</header><text>For fiscal year 2013 and each
				subsequent fiscal year, the amount of funds allocated to a State under this
				paragraph may not exceed the amount of funds committed by the State to
				implement dam safety
				activities.</text>
							</clause><after-quoted-block>.</after-quoted-block></quoted-block>
					</clause></subparagraph></paragraph><paragraph id="H2DE865FFE0A240F1A8FB64CE1B22E5D7"><enum>(2)</enum><header>National dam
			 inventory</header><text display-inline="yes-display-inline">Section 14(b) of
			 the National Dam Safety Program Act (33 U.S.C. 467j(b)) (as so redesignated) is
			 amended by striking <quote>$650,000</quote> and all that follows through
			 <quote>2011</quote> and inserting <quote>$500,000 for each of fiscal years 2012
			 through 2016</quote>.</text>
			</paragraph><paragraph id="H2C75FA279D85447EBF84637DF2089B5D"><enum>(3)</enum><header>Public
			 awareness</header><text>Section 14 of the National Dam Safety Program Act (33
			 U.S.C. 467j) (as so redesignated) is amended—</text>
				<subparagraph id="HA5FA5162B6DD4EE7B7293AF8B36BF9A5"><enum>(A)</enum><text>by redesignating
			 subsections (c) through (f) as subsections (d) through (g), respectively;
			 and</text>
				</subparagraph><subparagraph id="H8803AC6D142A4D0B8C7953BBB628A571"><enum>(B)</enum><text>by inserting after
			 subsection (b) the following:</text>
					<quoted-block display-inline="no-display-inline" id="HFFEE3C7159354EF69B656F3145BCF0F2" style="OLC">
						<subsection id="H4438074778E141779CB15B41AAD13BD6"><enum>(c)</enum><header>Public
				awareness</header><text display-inline="yes-display-inline">There is authorized
				to be appropriated to carry out section 11 $1,000,000 for each of fiscal years
				2012 through
				2016.</text>
						</subsection><after-quoted-block>.</after-quoted-block></quoted-block>
				</subparagraph></paragraph><paragraph id="H1756217EB61F41138203E49ADDE6502C"><enum>(4)</enum><header>Research</header><text display-inline="yes-display-inline">Section 14(d) of the National Dam Safety
			 Program Act (as so redesignated) is amended by striking
			 <quote>$1,600,000</quote> and all that follows through <quote>2011</quote> and
			 inserting <quote>$1,450,000 for each of fiscal years 2012 through
			 2016</quote>.</text>
			</paragraph><paragraph id="H4CADF28A9078431F979665167BFBB504"><enum>(5)</enum><header>Dam safety
			 training</header><text display-inline="yes-display-inline">Section 14(e) of the
			 National Dam Safety Program Act (as so redesignated) is amended by striking
			 <quote>$550,000</quote> and all that follows through <quote>2011</quote> and
			 inserting <quote>$750,000 for each of fiscal years 2012 through
			 2016</quote>.</text>
			</paragraph><paragraph id="H76DEA3BCA9D74B558285B74FF7997B73"><enum>(6)</enum><header>Staff</header><text display-inline="yes-display-inline">Section 14(f) of the National Dam Safety
			 Program Act (as so redesignated) is amended by striking <quote>$700,000</quote>
			 and all that follows through <quote>2011</quote> and inserting
			 <quote>$1,000,000 for each of fiscal years 2012 through 2016</quote>.</text>
