			<paragraph id="HA0B53996829C458CB7ECBE0EA6038336"><enum>(1)</enum><text>to include
			 <quote>older individuals who are Holocaust survivors</quote> to the list of
			 groups that receive preference for services as defined in section 305(a)(2)(E)
			 of the Older Americans Act of 1965 (42 U.S.C. 3025(a)(2)(E));</text>
			</paragraph><paragraph id="H7C6F5AE0C6094F128E7E446C3A9DED3F"><enum>(2)</enum><text>to designate
			 within the Administration on Aging an individual to have responsibility for
			 older individuals who are Holocaust survivors; and</text>
			</paragraph><paragraph id="H4E86ECAC53E5468BAD4C43B25ABD42CD"><enum>(3)</enum><text>to create a grant
			 program to increase and improve transportation services for older individuals,
			 with preference to those older individuals who are Holocaust survivors.</text>
			</paragraph></section><section id="HFC7F92FE3E75491B93AD4401C41A1FD9"><enum>3.</enum><header>Findings</header><text display-inline="no-display-inline">Congress finds the following:</text>
			<paragraph id="H4F804773FB084485A7C17FDFD14BAE6C"><enum>(1)</enum><text>During the
			 Holocaust, which took place between 1933 and 1945, an estimated 6,000,000 Jews,
			 as well as millions from other targeted groups, were murdered by the Nazis and
			 their collaborators.</text>
			</paragraph><paragraph id="H087B6628DED649889C776C496CBA70E8"><enum>(2)</enum><text>Approximately
			 127,000 Holocaust survivors remain in the United States, and thousands pass
			 away each year.</text>
			</paragraph><paragraph id="H270925C2AF62401884E18497063D188E"><enum>(3)</enum><text>Holocaust
			 survivors are getting older and frailer, and will be seeking additional support
			 and assistance from social service providers to enable them to age in place.
			 Providers face increased levels of demand from vulnerable individuals without
			 any additional revenue to cover needed services.</text>
			</paragraph><paragraph id="H7427BCBF015D458BB153DB0AE82A8104"><enum>(4)</enum><text>All Holocaust
			 survivors are at least 65 years old, with approximately
			 <fraction>3/4</fraction> of them older than 75 and a majority in their 80s and
			 90s.</text>
			</paragraph><paragraph id="H89C41F07245A4EE79CEB8B1201C93AC8"><enum>(5)</enum><text>More than half of
			 all Holocaust survivors who emigrated to the United States from the former
			 Soviet Union after 1965 fell beneath 200 percent of the Federal poverty
			 threshold in 2010 and constitute an extremely vulnerable at-risk population in
			 the United States.</text>
			</paragraph><paragraph id="H81636B61432C446589A14C217FDC38FB"><enum>(6)</enum><text>Holocaust
			 survivors continue to live with the mental and physical scars of the
			 unconscionable trauma caused by the Holocaust.</text>
			</paragraph><paragraph id="H7BE0B90972A54728AF4FC4900274057D"><enum>(7)</enum><text>While
			 institutionalized settings are beneficial for some older people, long-term care
			 facilities can have an adverse effect on Holocaust survivors. For many
			 Holocaust survivors, institutionalized settings reintroduce sights, sounds,
			 smells, emotions, and routines which can induce panic, anxiety, and
			 re-traumatization as a result of experiences resulting from the
			 Holocaust.</text>
			</paragraph><paragraph id="H628748A3B68E49318C9BAAD47C0D10EF"><enum>(8)</enum><text>Approximately
			 <fraction>2/3</fraction> of Holocaust survivors live alone and living alone is
			 a risk factor for institutionalization.</text>
			</paragraph><paragraph commented="no" display-inline="no-display-inline" id="HE2D579431BD54B2AB9ED95EB4315E9C7"><enum>(9)</enum><text>Low-income
			 Holocaust survivors are more reliant on social service programs than most other
			 older Americans, with proportionally more Holocaust survivors needing services
			 such as personal care, home-delivered and congregate meals, transportation,
			 counseling, and mental health support.</text>

				group that was persecuted by the

			 elder abuse, neglect, and exploitation</header><text display-inline="no-display-inline">Section 721(b)(12) of the Older Americans
			 Act of 1965 (42 U.S.C. 3058i(b)(12)) is amended—</text>
					<paragraph id="H82A7541348D542C6A4CF6FE94D1797D1"><enum>(1)</enum><text>in subparagraph
			 (B), by striking <quote>or</quote> at the end;</text>

			 health, independence, and longevity</header>
				<section id="H1F023B41500C4873A40072E49ECE35E1"><enum>111.</enum><header>Innovation to
			 improve transportation for older individuals who are Holocaust
			 survivors</header><text display-inline="no-display-inline">Part A of title IV
			 of the Older Americans Act of 1965 (42 U.S.C. 3032 et seq.) is amended by
			 adding at the end the following:</text>
					<quoted-block display-inline="no-display-inline" id="HAD39B250C6394EBF97DE968ECBCB29F1" style="OLC">
						<section id="HAF31D3AB356E46648AC0DDE885407841"><enum>423.</enum><header>Innovation to
				improve transportation for older individuals who are Holocaust
				survivors</header>
							<subsection id="H46998C210FF84BADA407C65B1589F19F"><enum>(a)</enum><header>In
				general</header><text>The Assistant Secretary shall award grants or contracts
				to nonprofit organizations to increase and improve transportation services,
				including affordable non-emergency transportation to medical appointments and
				shopping for food and other essential items, to enable older individuals to
				remain in the community, with preference toward those older individuals who are
				Holocaust survivors. The Assistant Secretary shall make grants or enter into
				such contracts for period of not less than 5 years.</text>
							</subsection><subsection id="H7F91D9AE757F482284153460632F3CFB"><enum>(b)</enum><header>Use of
				funds</header>
								<paragraph id="H83F5FEB0316C43CE85E40CB490AC5E48"><enum>(1)</enum><header>In
				general</header><text>A nonprofit organization receiving a grant or contract
				under subsection (a) shall use the funds received through such grant or
				contract to carry out a demonstration project, or to provide technical
				assistance to assist local transit providers, area agencies on aging, senior
				centers, and local senior support groups, to encourage and facilitate
				coordination of Federal, State, and local transportation services and resources
				for older individuals who are Holocaust survivors. The organization may use the
				funds to develop and carry out an innovative transportation demonstration
				project to create transportation services for older individuals.</text>
								</paragraph><paragraph id="H5997766595D64A50AC2A9124E9229B13"><enum>(2)</enum><header>Specific
				activities</header><text>In carrying out a demonstration project or providing
				technical assistance under paragraph (1) the organization may carry out
				activities that include—</text>
									<subparagraph id="H2710CCCA4E844618845CE2EF82415C13"><enum>(A)</enum><text>developing
				innovative approaches for improving access by older individuals to
				transportation services, including volunteer driver programs, economically
				sustainable transportation programs, and programs that allow older individuals
				to transfer their automobiles to a provider of transportation services in
				exchange for the services;</text>
									</subparagraph><subparagraph id="H491B3E2396034F3AB0962C88D65E76E6"><enum>(B)</enum><text>preparing
				information on transportation options and resources for older individuals and
				organizations serving such individuals, and disseminating the information by
				establishing and operating a toll-free telephone number;</text>
									</subparagraph><subparagraph id="H14FDC5B564324D8C847BD014BBF61360"><enum>(C)</enum><text>developing models
				and best practices for providing comprehensive integrated transportation
				services for older individuals, including services administered by the
				Secretary of Transportation, by providing ongoing technical assistance to
				agencies providing services under title III and by assisting in coordination of
				public and community transportation services; and</text>
									</subparagraph><subparagraph id="H50D2FEF015FF4A16B29442171FA16B8C"><enum>(D)</enum><text>providing special
				services to link older individuals to transportation services not provided
				under title III.</text>
									</subparagraph></paragraph></subsection><subsection id="H896BB225ED784241B385964A74CD979E"><enum>(c)</enum><header>Preference</header><text>In
				awarding grants and entering into contracts under subsection (a), the Assistant
				Secretary shall give preference to organizations and institutions that have
				previous extensive experience working with and conducting assessment of the
				needs of Holocaust survivors who are older individuals.</text>
							</subsection><subsection id="H5FDC8A142C2D4DBDB2066E973326A107"><enum>(d)</enum><header>Consultation</header><text>In
				determining the type of programs and activities used to improve and increase
				transportation assistance for Holocaust survivors, the Assistant Secretary
				shall consult with the individual designated under section 122 of the
				<short-title>Responding to Urgent needs of Survivors of
				the Holocaust Act</short-title> and with national organizations with special
				expertise in serving Holocaust survivors who are older individuals.</text>
							</subsection><subsection commented="no" display-inline="no-display-inline" id="H6203127FCF4745AA85345BA7D0A2FDB1"><enum>(e)</enum><header>Eligible
				entities</header><text>To be eligible to receive a grant or enter into a
				contract under subsection (a), an entity shall have previous extensive
				experience working with and conducting assessment of the needs of older
				individuals.</text>
							</subsection></section><after-quoted-block>.</after-quoted-block></quoted-block>
				</section></subtitle><subtitle id="H882D79792C174C1AB177180F4B81EC17"><enum>C</enum><header>Functions within
			 Administration for Community Living to assist Holocaust survivors</header>
				<section id="H7A4A4BE535B04B299E6EC4B10442A064"><enum>121.</enum><header>Designation of
			 individual within the Administration</header><text display-inline="no-display-inline">The Administrator for Community Living is
			 authorized to designate within the Administration for Community Living a person
			 who has specialized training, background, or experience with Holocaust survivor
			 issues to have responsibility for implementing services for older individuals
			 who are Holocaust survivors.</text>
				</section><section commented="no" display-inline="no-display-inline" id="H2B91C11ADCF44C17848DEF48E2B53E28" section-type="subsequent-section"><enum>122.</enum><header>Annual report to
			 congress</header><text display-inline="no-display-inline">The Administrator for
			 Community Living, with assistance from the individual designated under section
			 121, shall prepare and submit to Congress an annual report on the status and
			 needs, including the priority areas of concern, of older individuals (as
			 defined in section 102 of the Older Americans Act of 1965 (42 U.S.C. 3002)) who
			 are Holocaust survivors.</text>
				</section></subtitle></title><title id="id3AB34665D9414670AD18E5EFDDF68D91"><enum>II</enum><header>Nutrition
			 services for all older individuals</header>
			<section id="id133F8C48A8AD438A88809AC3651B2007"><enum>201.</enum><header>Nutrition
			 services</header>
				<subsection id="id13C34D59EC1041E982C0A5111E35C112"><enum>(a)</enum><header>In
			 general</header><text display-inline="yes-display-inline">Section 339(2) of the
			 Older Americans Act of 1065 (42 U.S.C. 3030g–21(2)) is amended—</text>
					<paragraph id="id3AE72735D9F949E59BFF5564BBC9C46E"><enum>(1)</enum><text display-inline="yes-display-inline">in subparagraph (A), by amending clause
			 (iii) to read as follows:</text>
						<quoted-block display-inline="no-display-inline" id="id3C776FCE343C470081A60D29A0A335D7" style="OLC">
							<clause id="id50864C66765C43FEA0450CB65367879A"><enum>(iii)</enum><text>to the maximum
				extent practicable, are adjusted and appropriately funded to meet any special
				health-related or other dietary needs of program participants, including needs
				based on religious, cultural, or ethnic
				requirements,</text>
							</clause><after-quoted-block>;</after-quoted-block></quoted-block>
					</paragraph><paragraph id="idA62E3AFE0B2F4C278689E84AA5CF50D6"><enum>(2)</enum><text>in subparagraph
			 (J), by striking <quote>, and</quote> and inserting a comma;</text>
					</paragraph><paragraph id="id178D5E86AE2349FF9EC53485DC8FC810"><enum>(3)</enum><text>in subparagraph
			 (K), by striking the period and inserting <quote>, and</quote>; and</text>
					</paragraph><paragraph id="idE472A592941048B0B65E6AFFC44183C3"><enum>(4)</enum><text>by adding at the
			 end the following:</text>
						<quoted-block display-inline="no-display-inline" id="id08994C4EE9204D17B5D960AB37DDB793" style="OLC">
							<subparagraph id="id6320ED2ADE4244A5BD4D7A88BB2F8DC7"><enum>(L)</enum><text>encourages
				individuals who distribute nutrition services under subpart 2 to engage in
				conversation with homebound older individuals and to be aware of the warning
				signs of medical emergencies, injury or abuse in order to reduce isolation and
				promote
				wellbeing.</text>
							</subparagraph><after-quoted-block>.</after-quoted-block></quoted-block>
					</paragraph></subsection><subsection id="idACBE0FFB11864384B5BD99876F7D2995"><enum>(b)</enum><header>Study of
			 nutrition projects</header><text>Section 317(a)(2) of the Older Americans Act
			 Amendments of 2006 (Public Law 106–365) is amended—</text>
					<paragraph id="id3EB4836A6977439391DF556B8C8AE052"><enum>(1)</enum><text>in subparagraph
			 (B), by striking <quote>; and</quote> and inserting a semicolon;</text>
					</paragraph><paragraph id="idE7B23A75B7BC45AAB9DB6429D668D5BB"><enum>(2)</enum><text>in subparagraph
			 (C), by striking the period at the end and inserting <quote>; and</quote>;
			 and</text>
					</paragraph><paragraph id="idBDB113B343894C7BB417F89C836B6E9D"><enum>(3)</enum><text>by adding at the
			 end the following:</text>
						<quoted-block display-inline="no-display-inline" id="id22252357C6044B5199D00473BBA41E90" style="OLC">
							<subparagraph id="idC73C038E21FD4C4884EADCE35C767F49"><enum>(D)</enum><text>an analysis of
				service providers’ abilities to obtain viable contracts for special foods
