		<official-title>To authorize the Secretary of Health and Human Services,
		  acting through the Administrator of the Substance Abuse and Mental Health
		  Services Administration, in coordination with the Secretary of Education, to
		  carry out a 5-year demonstration program to fund mental health first aid
		  training programs at 10 institutions of higher education to improve student
		  mental health.</official-title>

		<section id="S1" section-type="section-one"><enum>1.</enum><header>Short
			 title</header><text display-inline="no-display-inline">This Act may be cited as
			 the <quote><short-title>Mental Health First Aid Higher
			 Education Act of 2012</short-title></quote>.</text>
		</section><section id="HBD0DB0B166B048C595DB5663B994AE2D"><enum>2.</enum><header>Demonstration
			 program for mental health first aid training at institutions of higher
			 education</header>
			<subsection id="H8572FCCF1B7B401C83A4669D47CFCB5B"><enum>(a)</enum><header>Definitions</header><text display-inline="yes-display-inline">In this Act:</text>
				<paragraph id="H85510E7B9F8F4E32A1C5BD72770EDC0A"><enum>(1)</enum><text display-inline="yes-display-inline">The term <term>institution of higher
			 education</term> means an institution of higher education (as defined in
			 section 101(a) of the Higher Education Act of 1965 (20 U.S.C. 1001(a)).</text>
				</paragraph><paragraph id="HB18C41C8411A4410ADE57670BDAD14AC"><enum>(2)</enum><text>The term
			 <term>Secretary</term> means the Secretary of Health and Human Services, acting
			 through the Administrator of the Substance Abuse and Mental Health Services
			 Administration, in coordination with the Secretary of Education.</text>
				</paragraph></subsection><subsection id="H688AD01FF5664CB7AD64F17656EF8B5D"><enum>(b)</enum><header>Demonstration
			 program authorized</header><text>The Secretary may carry out a demonstration
			 program consisting of awarding grants to 10 institutions of higher education
			 for implementation of a mental health first aid training program described in
			 subsection (d) to improve student mental health.</text>
			</subsection><subsection id="H8227A7FE3C234911B873A3C83B52BD74"><enum>(c)</enum><header>Demonstration
			 program duration</header><text>The demonstration program under this section is
			 authorized to be carried out for a total period of not more than 5
			 years.</text>
			</subsection><subsection id="H8739CBF00D524F43AE3482AFA5C11101"><enum>(d)</enum><header>Mental health
			 first aid training program described</header><text>A mental health first aid
			 training program described in this subsection—</text>
				<paragraph id="H84266A8A99F24848BB3FA9650C77D36B"><enum>(1)</enum><text>shall be designed
			 to train individuals in the categories listed in subsection (e) to accomplish
			 the objectives described in subsection (f);</text>
				</paragraph><paragraph id="H9C05AB6291584ADD9069C9B079CFD2B4"><enum>(2)</enum><text display-inline="yes-display-inline">shall ensure that training is conducted by
			 trainers that are properly licensed and credentialed by nonprofit entities as
			 designated by the Secretary; and</text>
				</paragraph><paragraph id="H8C90AF6CB90647328AC82D831D73F032"><enum>(3)</enum><text>shall
			 include—</text>
					<subparagraph id="HC1854D117867450AB0FEE09BC778F939"><enum>(A)</enum><text>at a
			 minimum—</text>
						<clause id="H9C4BF3DCFD1C418A8240E772BFEA2259"><enum>(i)</enum><text>a
			 core course of up to 12 hours in length for individuals in the categories
			 listed in subsection (e) on the skills, resources, and knowledge to assist
			 individuals in crisis to connect with appropriate local mental health care
			 services;</text>
						</clause><clause id="H49791C6CAB084EEAB33819090861754D"><enum>(ii)</enum><text>training on
			 available off-campus mental health resources in the State and local community;
			 and</text>
						</clause><clause id="H475EADACBC2D45FFBB45E0CDA45753BE"><enum>(iii)</enum><text>training on
			 action plans and protocols for referral to such resources; and</text>
						</clause></subparagraph><subparagraph id="H0867D244BC1B49A09002D6C38C3BB981"><enum>(B)</enum><text display-inline="yes-display-inline">where feasible, continuing education and
			 updated training for individuals in the categories listed in subsection
			 (e).</text>
					</subparagraph></paragraph></subsection><subsection id="H668C9C0198D54AB2BD4EA80C70D6F4D8"><enum>(e)</enum><header>Categories of
			 individuals To be trained</header><text>The categories of individuals listed in
			 this subsection are, with respect to individuals at an institution of higher
			 education, the following:</text>
				<paragraph id="HDD7A2A033ABA41FB85796D504B03745F"><enum>(1)</enum><text display-inline="yes-display-inline">On-campus counseling center
			 personnel.</text>
				</paragraph><paragraph id="HB030BA68657D45CA853F862315310BA8"><enum>(2)</enum><text>Dormitory resident
			 advisers.</text>
				</paragraph><paragraph id="H0EB6C87D0C3D42F39174CD75C5C5D87B"><enum>(3)</enum><text>Members of threat
			 assessment and disciplinary committees.</text>
				</paragraph><paragraph id="HBC18084074C145FABE3355512F22C7CD"><enum>(4)</enum><text>Faculty
			 members.</text>
				</paragraph><paragraph id="H58540B6313E34D229156065C6D31E233"><enum>(5)</enum><text>Coaches and other
			 athletic department employees.</text>
				</paragraph><paragraph id="H2807569B5E75460783C512703A341C86"><enum>(6)</enum><text>Members of threat
			 assessment teams.</text>
				</paragraph><paragraph id="HE042BB799D6448D4A2E49FCDACBB2898"><enum>(7)</enum><text>Other
			 administrators and personnel of the institution of higher education, as
			 determined appropriate by the Secretary.</text>
				</paragraph></subsection><subsection id="H6C5F55E02B4148989079A79B59F667B4"><enum>(f)</enum><header>Objectives of
			 training</header><text display-inline="yes-display-inline">A mental health
			 first aid training program funded under this section shall be designed to train
			 individuals in the categories listed in subsection (e) to accomplish each of
			 the following objectives:</text>
				<paragraph id="H8F1C95608F7C4FB0949CCA080005EE3C"><enum>(1)</enum><text>Safe de-escalation
			 of crisis situations.</text>
				</paragraph><paragraph id="HAB03E2E451714507968FFB05B12A75DE"><enum>(2)</enum><text display-inline="yes-display-inline">Recognition by individuals in the
			 categories listed in subsection (e) of the signs and symptoms of mental
			 illness, including mental illnesses typically encountered on campus such as
			 schizophrenia, bipolar disorder, major clinical depression, and anxiety
			 disorders.</text>
				</paragraph><paragraph id="H326B842AC1E746468CF078D86FBA2D73"><enum>(3)</enum><text display-inline="yes-display-inline">Timely referral to mental health services
			 in the early stages of developing mental disorders in order to—</text>
					<subparagraph id="H67B9243B99D14C8DBC4EA72D9E38081F"><enum>(A)</enum><text>avoid more costly
			 subsequent behavioral health care; and</text>
					</subparagraph><subparagraph id="H187226D5C0174F988AAD42DE33C0B1D3"><enum>(B)</enum><text>assist the student
			 to maintain enrollment.</text>
					</subparagraph></paragraph></subsection><subsection id="H27762D23A0E047D3A6485C4DF636A891"><enum>(g)</enum><header>Geographic
			 diversity</header><text>In awarding grants under subsection (b), the Secretary
			 shall ensure that the grant recipients are located in geographically disparate
			 cities and States across the United States.</text>
