			 modifications to matching payments</header>
				<subsection id="H1D6882CEC52E4961BAEE8A2291EAA079"><enum>(a)</enum><header>Increase and
			 modification</header>
					<paragraph id="H3862A35B602A41BD89C3AC15A68AA6C4"><enum>(1)</enum><header>In
			 general</header><text>The first sentence of section 9034(a) of the Internal
			 Revenue Code of 1986 is amended—</text>
						<subparagraph id="HF6CEFED9EE9C43A39DCDAB8472F3180A"><enum>(A)</enum><text>by striking
			 <quote>an amount equal to the amount of each contribution</quote> and inserting
			 <quote>an amount equal to 400 percent of the amount of each matchable
			 contribution</quote>; and</text>
						</subparagraph><subparagraph id="HCF4E431E6C2F484CB2EA75C547C7C3CD"><enum>(B)</enum><text>by striking
			 <quote>authorized committees</quote> and all that follows through
			 <quote>$250</quote> and inserting <quote>authorized committees</quote>.</text>
						</subparagraph></paragraph><paragraph id="HCAF57EB28032455DBCF25A6906C4B083"><enum>(2)</enum><header>Matchable
			 contributions</header><text>Section 9034 of such Code is amended—</text>
						<subparagraph id="H71B7224F87C84B339FF617ABEC6103D1"><enum>(A)</enum><text>by striking the
			 last sentence of subsection (a); and</text>
						</subparagraph><subparagraph id="HC0923D2DB94845E6AF904F174010E98D"><enum>(B)</enum><text>by inserting after
			 subsection (b) the following new subsection:</text>
							<quoted-block display-inline="no-display-inline" id="H7FDBC298CDD6413BA87BD8CF684CC3F9" style="OLC">
								<subsection id="H720B0309DDC849DBAFD80395D6CEF1EA"><enum>(c)</enum><header>Matchable
				contribution defined</header><text>For purposes of this section and section
				9033(b)—</text>
									<paragraph id="H64969B12A1814024BFBD6C6D981C3D7B"><enum>(1)</enum><header>Matchable
				contribution</header><text>The term <term>matchable contribution</term> means,
				with respect to the nomination for election to the office of President of the
				United States, a contribution by an individual to a candidate or an authorized
				committee of a candidate—</text>
										<subparagraph id="H993AD21FB98B40EEA05AC4CD3C7FC497"><enum>(A)</enum><text>which does not
				exceed $200, and</text>
										</subparagraph><subparagraph id="HEE752EF77C4E4954A1CD73FD8AAB18BF"><enum>(B)</enum><text>with respect to
				which the candidate has certified in writing that—</text>
											<clause id="H0EA4DC28FDAE40098A73C3A34C71941F"><enum>(i)</enum><text>the individual
				making such contribution has not made aggregate contributions (including such
				matchable contribution) to such candidate and the authorized committees of such
				candidate in excess of $200 with respect to such nomination,</text>
											</clause><clause id="H01C1B5EEFB524BFC97116274FBC3C939"><enum>(ii)</enum><text>such candidate
				and the authorized committees of such candidate will not accept contributions
				from such individual (including such matchable contribution) aggregating more
				than $200 with respect to such nomination, and</text>
											</clause><clause commented="no" id="H0986E9A3DD344CDDB5227F1990E4F3E5"><enum>(iii)</enum><text>such
				contribution was not—</text>
												<subclause commented="no" id="H86FFC1D20A6B40BAA79DD0AADC960A53"><enum>(I)</enum><text>forwarded from the
				contributor from any person other than an individual, or</text>
												</subclause><subclause commented="no" id="H361DA2B9BA1C47EFBE571D83170AC6BD"><enum>(II)</enum><text>received by the
				candidate or committee from a contributor or contributors, but credited by the
				committee or candidate to another person who is not an individual through
				records, designations, or other means of recognizing that a certain amount of
				money has been raised by such person.</text>
												</subclause></clause></subparagraph></paragraph><paragraph id="HCAA9D7D3C41A43189DCDA0E528C20A48"><enum>(2)</enum><header>Contribution</header><text>For
				purposes of this subsection, the term <term>contribution</term> means a gift of
				money made by a written instrument which identifies the individual making the
				contribution by full name and mailing address, but does not include a
				subscription, loan, advance, or deposit of money, or anything of value or
				anything described in subparagraph (B), (C), or (D) of section
				9032(4).</text>
									</paragraph></subsection><after-quoted-block>.</after-quoted-block></quoted-block>
						</subparagraph></paragraph><paragraph id="HD8349FE290EA46CF9F8772AF87F78F5A"><enum>(3)</enum><header>Conforming
			 amendments</header>
						<subparagraph id="H44546722445245A29F856878D64CB682"><enum>(A)</enum><text>Section 9032(4) of
			 such Code is amended by striking <quote>section 9034(a)</quote> and inserting
			 <quote>section 9034</quote>.</text>
						</subparagraph><subparagraph id="HCE5FD12BAB024D25982652D0F1B2C7FB"><enum>(B)</enum><text>Section 9033(b)(3)
			 of such Code is amended by striking <quote>matching contributions</quote> and
			 inserting <quote>matchable contributions</quote>.</text>
						</subparagraph></paragraph></subsection><subsection id="HD9EB54293137497DBB5CB028EEE272C3"><enum>(b)</enum><header>Modification of
			 payment limitation</header><text>Section 9034(b) of the Internal Revenue Code
			 of 1986 is amended by striking <quote>shall not exceed</quote> and all that
			 follows and inserting <quote>shall not exceed $100,000,000.</quote>.</text>
				</subsection></section><section id="H5A18954DD3B543C48223EA6C526B02B6"><enum>102.</enum><header>Eligibility
			 requirements for matching payments</header>
				<subsection id="H11CDF7DFD9A148D99693719111AE9D06"><enum>(a)</enum><header>Amount of
			 aggregate contributions per State</header><text>Section 9033(b)(3) of the
			 Internal Revenue Code of 1986 is amended by striking <quote>$5,000</quote> and
			 inserting <quote>$25,000</quote>.</text>
				</subsection><subsection id="H03B44600011F454F90D90162EDB0364A"><enum>(b)</enum><header>Contribution
			 limit</header>
					<paragraph id="H5C5BACEB5BA0483CA98B30F4A804D90A"><enum>(1)</enum><header>In
			 general</header><text>Paragraph (4) of section 9033(b) of such Code is amended
			 to read as follows:</text>
						<quoted-block display-inline="no-display-inline" id="HCC9ED710719A45D5B0E5D0F4C31A1297" style="OLC">
							<paragraph id="HD3388EA96F944283AB78993D806F683F"><enum>(4)</enum><text>the candidate and
				the authorized committees of the candidate will not accept aggregate
				contributions from any person with respect to the nomination for election to
				the office of President of the United States in excess of
				$1,000.</text>
							</paragraph><after-quoted-block>.</after-quoted-block></quoted-block>
					</paragraph><paragraph commented="no" id="HF88BDBC769524F34B320FC5CE23A9819"><enum>(2)</enum><header>Conforming
			 amendments</header>
						<subparagraph commented="no" id="H1E751D3717BC4D7290EAF540B9D3D37E"><enum>(A)</enum><text>Section 9033(b) of
			 such Code is amended by adding at the end the following new flush
			 sentence:</text>
							<quoted-block display-inline="no-display-inline" id="H4EEDE5B3F8C441CA84074F00B3209960" style="OLC">
								<quoted-block-continuation-text commented="no" quoted-block-continuation-text-level="subsection">For purposes of paragraph (4), the
				term <term>contribution</term> has the meaning given such term in section
				301(8) of the Federal Election Campaign Act of
				1971.</quoted-block-continuation-text><after-quoted-block>.</after-quoted-block></quoted-block>
						</subparagraph><subparagraph commented="no" id="HB934AD052D144F438950253F596E3BFF"><enum>(B)</enum><text>Section 9032(4) of
			 such Code, as amended by section 101(a)(3)(A) is amended by inserting <quote>or
			 9033(b)</quote> after <quote>9034</quote>.</text>
						</subparagraph></paragraph></subsection><subsection id="H10F1088E30D74372ACCC815B463BF07F"><enum>(c)</enum><header>Participation in
			 system for payments for general election</header><text>Section 9033(b) of such
			 Code is amended—</text>
					<paragraph id="H6DCEADD842EE46F4859CA105DBF3BD0E"><enum>(1)</enum><text>by striking
			 <quote>and</quote> at the end of paragraph (3);</text>
					</paragraph><paragraph id="H856488F3672241F097002A6F7E006BB9"><enum>(2)</enum><text>by striking the
			 period at the end of paragraph (4) and inserting <quote>, and</quote>;
			 and</text>
					</paragraph><paragraph id="H8DB07D50E44E4B3E89F19FCCB9565164"><enum>(3)</enum><text>by adding at the
			 end the following new paragraph:</text>
						<quoted-block display-inline="no-display-inline" id="H68683FC6017F49AFADC21952B2C0CED5" style="OLC">
							<paragraph id="H04136E17ABA84983ACAE359CFAAAB779"><enum>(5)</enum><text>if the candidate
				is nominated by a political party for election to the office of President, the
				candidate will apply for and accept payments with respect to the general
				election for such office in accordance with chapter
				95.</text>
							</paragraph><after-quoted-block>.</after-quoted-block></quoted-block>
					</paragraph></subsection></section><section id="H6D58BE3AB0BA429CA4EDD0E2508D0136"><enum>103.</enum><header>Inflation
			 adjustment for contribution limitations and matching
			 contributions</header><text display-inline="no-display-inline">Section 9033 of
			 such Code is amended by adding at the end the following new subsection:</text>
				<quoted-block display-inline="no-display-inline" id="HFBF6F4393FD04ABFBE2E3351D32CB4A8" style="OLC">
					<subsection id="H00FE3C7B4D16472F9ABFCD2DB6F4C890"><enum>(d)</enum><header>Inflation
				adjustments</header>
						<paragraph id="HCBD1068C33A5415EBF27889CB8B201FE"><enum>(1)</enum><header>In
				general</header><text>In the case of any applicable period beginning after
				2012, each of the dollar amounts in paragraphs (3) and (4) of subsection (b),
				subsection (c), and section 9034(b) shall be increased by an amount equal
				to—</text>
							<subparagraph id="H412341367C424976A59FCE4AC25BC333"><enum>(A)</enum><text>such dollar
				amount, multiplied by</text>
							</subparagraph><subparagraph id="H87351467A7C34EF397D878DACD596349"><enum>(B)</enum><text>the cost-of-living
				adjustment determined under section 1(f)(3) for the calendar year following the
				year which such applicable period begins, determined by substituting
				<quote>calendar year 2012</quote> for <quote>calendar year 1992</quote> in
				subparagraph (B) thereof.</text>
							</subparagraph></paragraph><paragraph id="H0B893716084047949756FC35AC9174D8"><enum>(2)</enum><header>Applicable
				period</header><text>For purposes of this subsection, the term <term>applicable
				period</term> means the 4-year period beginning with the first day following
				the date of the last general election for the office of President and ending on
				the date of the next such general election.</text>
						</paragraph><paragraph commented="no" display-inline="no-display-inline" id="HFD4FA38B630B4BD68199A4B0B1073691"><enum>(3)</enum><header>Rounding</header><text>If
				any amount as adjusted under paragraph (1) is not a multiple of $100, such
				amount shall be rounded to the nearest multiple of
				$100.</text>
						</paragraph></subsection><after-quoted-block>.</after-quoted-block></quoted-block>
			</section><section id="H4563C730A7954555B74FE3E2DBCEF38E"><enum>104.</enum><header>Repeal of
			 expenditure limitations</header>
				<subsection id="H50A8C2485E664488B7193A7FC6A07DE7"><enum>(a)</enum><header>In
			 general</header><text>Subsection (a) of section 9035 of the Internal Revenue
			 Code of 1986 is amended to read as follows:</text>
					<quoted-block display-inline="no-display-inline" id="HD36525991351408D9F865D1E576C7E73" style="OLC">
						<subsection id="HE285EB5D618C40E9858F5CBF51B74673"><enum>(a)</enum><header>Personal
				expenditure limitation</header><text>No candidate shall knowingly make
				expenditures from his personal funds, or the personal funds of his immediate
				family, in connection with his campaign for nomination for election to the
				office of President in excess of, in the aggregate,
				$50,000.</text>
						</subsection><after-quoted-block>.</after-quoted-block></quoted-block>
				</subsection><subsection id="HAE602500213F45488F0371D9772C7342"><enum>(b)</enum><header>Conforming
			 amendment</header><text>Paragraph (1) of section 9033(b) of the Internal
			 Revenue Code of 1986 is amended to read as follows:</text>
					<quoted-block display-inline="no-display-inline" id="H4E6B1728DFB848DA8B1127396130B742" style="OLC">
						<paragraph id="H4F9393FF4C724478898FCDD1EA52C5F8"><enum>(1)</enum><text>the candidate will
				comply with the personal expenditure limitation under section
				9035,</text>
						</paragraph><after-quoted-block>.</after-quoted-block></quoted-block>
				</subsection></section><section id="H8858840115744466B5542309C89E1A3E"><enum>105.</enum><header>Period of
			 availability of matching payments</header><text display-inline="no-display-inline">Section 9032(6) of such Code is amended by
			 striking <quote>the beginning of the calendar year in which a general election
			 for the office of President of the United States will be held</quote> and
			 inserting <quote>the date that is 6 months prior to the date of the earliest
			 State primary election</quote>.</text>
			</section><section id="H2AF3DFADC6CE4494A8D2344C5F290C4D"><enum>106.</enum><header>Examination and
			 audits of matchable contributions</header><text display-inline="no-display-inline">Section 9038(a) of the Internal Revenue Code
			 of 1986 is amended by inserting <quote>and matchable contributions accepted
			 by</quote> after <quote>qualified campaign expenses of</quote>.</text>
			</section><section commented="no" display-inline="no-display-inline" id="H7D99EBFB633041B99EBF4C69C86D72FA"><enum>107.</enum><header>Modification to
			 limitation on contributions for presidential primary candidates</header><text display-inline="no-display-inline">Section 315(a)(6) of the Federal Election
			 Campaign Act of 1971 (2 U.S.C. 441a(a)(6)) is amended by striking
			 <quote>calendar year</quote> and inserting <quote>four-year election
			 cycle</quote>.</text>
			</section></title><title id="H5CE55812AEE14DAABD4811C686C464AE"><enum>II</enum><header>General
			 elections</header>
			<section id="HFEB7B8B1C0BD48D99123EF820F126D7D"><enum>201.</enum><header>Modification of
			 eligibility requirements for public financing</header><text display-inline="no-display-inline">Section 9003(a) of the Internal Revenue Code
			 of 1986 is amended to read as follows:</text>
				<quoted-block display-inline="no-display-inline" id="H37136FE393B9409FBEC95BB4F203AE9F" style="OLC">
					<subsection id="HA692149E763D4A0F993ED64198AABFD6"><enum>(a)</enum><header>In
				general</header><text>In order to be eligible to receive any payments under
				section 9006, the candidates of a political party in a presidential election
				shall meet the following requirements:</text>
						<paragraph commented="no" display-inline="no-display-inline" id="HA97E087C005B4C4F805CC238726EBEA6"><enum>(1)</enum><header>Participation in
				primary payment system</header><text>The candidate for President received
				payments under chapter 96 for the campaign for nomination for election to be
				President.</text>
						</paragraph><paragraph id="HE1BF4A3DF2C64A648B36DA0051E2AD5F"><enum>(2)</enum><header>Agreements with
				Commission</header><text>The candidates, in writing—</text>
							<subparagraph id="H6B69BE5CC2A0433B9BE2DEFB7FCE0925"><enum>(A)</enum><text>agree to obtain
				and furnish to the Commission such evidence as it may request of the qualified
				campaign expenses of such candidates,</text>
							</subparagraph><subparagraph id="H80A881CD187F42899B67F6DB6A951CCD"><enum>(B)</enum><text>agree to keep and
				furnish to the Commission such records, books, and other information as it may
				request, and</text>
							</subparagraph><subparagraph id="H9503B6BFEDDC4AA781637BD05D6182EA"><enum>(C)</enum><text>agree to an audit
				and examination by the Commission under section 9007 and to pay any amounts
				required to be paid under such section.</text>
							</subparagraph></paragraph><paragraph id="H791C1FB0C4E94DD18A7089FC15E31B3E"><enum>(3)</enum><header>Ban on certain
				contributions and solicitations</header><text>The candidates certify to the
				Commission, under penalty of perjury, the following:</text>
							<subparagraph id="HFAF18BB19E7743D0982FF76930369A72"><enum>(A)</enum><header>Solicitations
				for joint fundraising committees</header><text>Such candidates and their
				authorized committees will not, after June 1 of the election year, solicit any
				funds for any joint fundraising committee that includes any committee of a
				political party.</text>
							</subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="H49AAF1F2C32247B0BB3EE1A7F02F1A13"><enum>(B)</enum><header>Solicitation for
				political parties</header><text>Such candidates and their authorized committees
				will not, after the date described in section 9006(b), solicit any funds for
				any committee of a political party.</text>
							</subparagraph><continuation-text continuation-text-level="paragraph">Such
				certification shall be made within such time prior to the day of the
				presidential election as the Commission shall prescribe by rules or
				regulations.</continuation-text></paragraph></subsection><after-quoted-block>.</after-quoted-block></quoted-block>

			 expenditure limitations and use of qualified campaign contributions</header>
				<subsection commented="no" display-inline="no-display-inline" id="H5DA26183D38F4EC0BF9828AFE7DDF8C6"><enum>(a)</enum><header>Major
			 parties</header><text>Subsection (b) of section 9003 of the Internal Revenue
			 Code of 1986 is amended to read as follows:</text>
					<quoted-block display-inline="no-display-inline" id="H5A7976C5808745A3862125F1A159871D" style="OLC">
						<subsection commented="no" display-inline="no-display-inline" id="H1687443490D946E5BA430B08E8950ACE"><enum>(b)</enum><header>Major
				parties</header><text>In order to be eligible to receive any payments under
				section 9006, the candidates of a major party in a presidential election shall
				certify to the Commission, under penalty of perjury, that—</text>
							<paragraph commented="no" display-inline="no-display-inline" id="H20BEF79CD9C24E0381D7491DEF213C31"><enum>(1)</enum><text>such candidates
				and their authorized committees have not and will not accept any contributions
				to defray qualified campaign expenses other than—</text>
								<subparagraph commented="no" display-inline="no-display-inline" id="H5B7BE28CB3C442F28E1F8274AF38EA88"><enum>(A)</enum><text>qualified campaign
				contributions, and</text>
								</subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="HD9FE9F0F1AE34D4BA85FBA9A37F028D4"><enum>(B)</enum><text>contributions to
				the extent necessary to make up any deficiency payments received out of the
				fund on account of the application of section 9006(c), and</text>
								</subparagraph></paragraph><paragraph commented="no" display-inline="no-display-inline" id="H5784F00D77034C6384B2FF310F1E82CF"><enum>(2)</enum><text>such candidates
				and their authorized committees have not and will not accept any contribution
				to defray expenses which would be qualified campaign expenses but for
				subparagraph (C) of section 9002(11).</text>
							</paragraph><continuation-text continuation-text-level="subsection">Such
				certification shall be made at the same time as the certification required
				under subsection
				(a)(3).</continuation-text></subsection><after-quoted-block>.</after-quoted-block></quoted-block>
				</subsection><subsection id="HCDE9099BE23945B68687E9A31EF18079"><enum>(b)</enum><header>Minor and new
			 parties</header><text>Subsection (c) of section 9003 of the Internal Revenue
			 Code of 1986 is amended to read as follows:</text>

				section 9006, the candidates of a minor or new party in a presidential election
				shall certify to the Commission, under penalty of perjury, that such candidates
				and their authorized committees have not and will not accept any contributions
				to defray qualified campaign expenses other than—</text>

				payments to which such candidates would be entitled under section 9004 if such
				candidates were candidates of a major party, exceed</text>
								</subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="HC644042B371C47B08A909F817BF67069"><enum>(B)</enum><text>the aggregate
				payments to which such candidates are entitled to under section 9004.</text>
								</subparagraph></paragraph><continuation-text continuation-text-level="subsection">Such
				certification shall be made at the same time as the certification required
				under subsection
				(a)(3).</continuation-text></subsection><after-quoted-block>.</after-quoted-block></quoted-block>
				</subsection><subsection id="HDDF1652E95E346EBA7CCBA8CE81B0527"><enum>(c)</enum><header>Definition of
			 qualified campaign contributions</header><text>Section 9002 of the Internal
			 Revenue Code of 1986 is amended by adding at the end the following new
			 paragraph:</text>

						<paragraph id="H6EFCE089E13C448288FD6D1F7DBF0302"><enum>(13)</enum><header>Qualified
				campaign contribution</header><text>The term <term>qualified campaign
				contribution</term> means, with respect to any election for the office of
				President of the United States, a contribution from a person to a candidate or
				an authorized committee of a candidate which—</text>
							<subparagraph id="HFD2262ABF0BA410AACC6F4C40AEB7165"><enum>(A)</enum><text>is made after June
				1 of the year in which the election is held,</text>
							</subparagraph><subparagraph id="H176B3FCEA6074AB68D7CE8DF6BD65508"><enum>(B)</enum><text>does not exceed
				$1,000, and</text>
							</subparagraph><subparagraph id="H78FC878CA3DF4C7C9B9F1E5C46D16E25"><enum>(C)</enum><text>with respect to
				which the candidate has certified in writing that—</text>
								<clause id="H1F40E9D488544A52B084763AB57210A9"><enum>(i)</enum><text>the person making
				such contribution has not made aggregate contributions (including such
				qualified contribution) to such candidate and the authorized committees of such
				candidate in excess of $1,000 with respect to such election, and</text>
								</clause><clause commented="no" display-inline="no-display-inline" id="HA866CFBA0D684251B9E053C72800470D"><enum>(ii)</enum><text>such candidate
				and the authorized committees of such candidate will not accept contributions
				from such person (including such qualified contribution) aggregating more than
				$1,000 with respect to such
				election.</text>
								</clause></subparagraph></paragraph><after-quoted-block>.</after-quoted-block></quoted-block>

			 amendments</header>

			 Internal Revenue Code of 1986 is amended to read as follows:</text>

				parties</header><text>The eligible candidates of each major party in a
				presidential election shall be entitled to equal payment under section 9006 in
				an amount equal to—</text>

				plus</text>
									</subparagraph><subparagraph id="H10E0442FC07B40A2A3A71A45A8AD4C03"><enum>(B)</enum><text>an amount equal to
				400 percent of the amount of each matchable contribution received by such
				candidate on or after June 1 of the year of the presidential election, or by
				his authorized committees.</text>
									</subparagraph><continuation-text continuation-text-level="paragraph">The total
				amount of payments to which a major party candidate is entitled under
				subparagraph (B) shall not exceed $150,000,000.</continuation-text></paragraph><paragraph commented="no" id="HC0E897E2B5F44E85880A6D5E127E8384"><enum>(2)</enum><header>Pre-election
				payments for minor and new parties</header>
									<subparagraph id="HDB22D5F4B02D494E868EBA19D156E036"><enum>(A)</enum><header>Payment based on
				prior votes received by party</header>
										<clause id="HC349F6EDAE85486ABC1FD41762F67E18"><enum>(i)</enum><header>In
				general</header><text>The eligible candidates of a minor party in a
				presidential election shall be entitled to equal payment under section 9006 in
				an amount equal to the sum of—</text>
											<subclause id="HBB93FA3B7F204752AFA726348BE89C24"><enum>(I)</enum><text>the product of the
				popular vote ratio with respect to such minor party and the amount in effect
				under paragraph (1)(A), plus</text>
											</subclause><subclause id="HD59395486AFA4CCDBA4E337BCAAE5B3F"><enum>(II)</enum><text>an amount equal
				to the applicable percentage of the amount of each matchable contribution
				received by such candidate on or after June 1 of the year of the presidential
				election, or by his authorized committees.</text>
											</subclause><continuation-text continuation-text-level="clause">The total
				amount of payments to which such a candidate is entitled under subclause (II)
				shall not exceed the product of the amount in effect under the last sentence of
				paragraph (1)(A) and the popular vote ratio with respect to such minor
				party.</continuation-text></clause><clause id="HA488416A71484B4D83C712C65372918D"><enum>(ii)</enum><header>Popular vote
				ratio with respect to a minor party</header><text>For purposes of this
				subparagraph, the popular vote ratio with respect to a minor party is the ratio
				of the number of popular votes received by the candidate for President of the
				minor party, as such candidate, in the preceding presidential election to the
				average number of popular votes received by the candidates for President of the
				major parties in the preceding presidential election.</text>
										</clause><clause id="H25202F2F942A460CB312D1714CD85CA7"><enum>(iii)</enum><header>Applicable
				percentage</header><text>For purposes of subparagraph (A), the applicable
				percentage is the product of 400 percent and the popular vote ratio with
				respect to such minor party.</text>
										</clause></subparagraph><subparagraph id="H5709E4B96E094CE38E8E784BA3537990"><enum>(B)</enum><header>Payment based on
				prior votes received by candidate</header>
										<clause id="HC083B76DC8774238A24A16AE7B48C27A"><enum>(i)</enum><header>In
				general</header><text>If the candidate of one or more political parties (not
				including a major party) for the office of President was a candidate for such
				office in the preceding presidential election and received 5 percent or more
				but less than 25 percent of the total number of popular votes received by all
				candidates for such office, such candidate and his running mate for the office
				of Vice President, upon compliance with the provisions of section 9003(a) and
				(c), shall be treated as eligible candidates entitled to payments under section
				9006 in an amount computed as provided in subparagraph (A), determined by
				substituting <quote>the popular vote ratio with respect to such
				candidate</quote> for <quote>the popular vote ratio with respect to such minor
				party</quote> each place it appears.</text>
										</clause><clause id="H2BA16302D9084D2C9A7D6C10533B85CA"><enum>(ii)</enum><header>Popular vote
				ratio with respect to a candidate</header><text>For purposes of this
				subparagraph, the popular vote ratio with respect to a candidate is the ratio
				of the number of popular votes received by such candidate for the office of
				President in the preceding presidential election to the average number of
				popular votes received by the candidates for President of the major parties in
				the preceding presidential election.</text>
										</clause><clause id="HB4464CC2B9894D3B910FEA9B4E966089"><enum>(iii)</enum><header>Coordination
				rule</header><text>If eligible candidates of a minor party are entitled to
				payments under this subparagraph, such entitlement shall be reduced by the
				amount of the entitlement allowed under subparagraph (A).</text>
										</clause></subparagraph></paragraph><paragraph id="H9F7DD4C7F4714A4EB94EAB712244856D"><enum>(3)</enum><header>Post-election
				payments for minor and new parties</header>
									<subparagraph id="HA089B86241B04639AA8FCB1EEC6CF9EA"><enum>(A)</enum><header>In
				general</header><text>The eligible candidates of a minor party or a new party
				in a presidential election whose candidate for President in such election
				receives, as such candidate, 5 percent or more of the total number of popular
				votes cast for the office of President in such election shall be entitled to
				payments under section 9006 equal to the sum of—</text>
										<clause id="H36EE8041ADF343EE80C72C5E3F025B0A"><enum>(i)</enum><text>the product of the
				popular vote ratio with respect to such candidate and the amount in effect
				under paragraph (1)(A), plus</text>
										</clause><clause id="H37D61D03501949F5AFD94FC3C8E6E21F"><enum>(ii)</enum><text>an amount equal
				to the applicable percentage of the amount of each matchable contribution
				received by such candidate on or after June 1 of the year of the presidential
				election, or by his authorized committees.</text>
										</clause><continuation-text continuation-text-level="subparagraph">The
				total amount of payments to which such a candidate is entitled under clause
				(ii) shall not exceed the product of the amount in effect under the last
				sentence of paragraph (1)(A) and the popular vote ratio with respect to such
				candidate.</continuation-text></subparagraph><subparagraph id="HF588FEFBCCEC4EB68F0D01126FFF12E7"><enum>(B)</enum><header>Popular vote
				ratio with respect to a candidate</header><text>For purposes of this paragraph,
				the popular vote ratio with respect to a candidate in a presidential election
				is the ratio of the number of popular votes received by such candidate for the
				office of President in such election to the average number of popular votes
				received by the candidates for President of the major parties in such
				election.</text>
									</subparagraph><subparagraph id="H3B95DFB539A54C748DCD846CF973FF79"><enum>(C)</enum><header>Applicable
				percentage</header><text>For purposes of subparagraph (A), the applicable
				percentage is the product of 400 percent and the popular vote ratio with
				respect to such candidate.</text>
									</subparagraph><subparagraph id="H65555F623E104F0087324978EB6056CE"><enum>(D)</enum><header>Coordination
				rule</header><text>In the case of eligible candidates entitled to payments
				under paragraph (2), the amount allowable under this paragraph shall be limited
				to the amount, if any, by which the entitlement under the preceding sentence
				exceeds the amount of the entitlement under paragraph
				(2).</text>
									</subparagraph></paragraph></subsection><after-quoted-block>.</after-quoted-block></quoted-block>
					</paragraph><paragraph id="H82A609D47C46424B9B5C6955A2461677"><enum>(2)</enum><header>Conforming
			 amendment</header><text>Section 9005(a) is amended by adding at the end the
			 following new sentence: <quote>The Commission shall make such additional
			 certifications as may be necessary to receive payments under section
			 9004.</quote>.</text>
					</paragraph></subsection><subsection id="HC980F9BAD4744A8F81829742145BE182"><enum>(b)</enum><header>Matchable
			 contribution</header><text>Section 9002 of such Code, as amended by section
			 202, is amended by adding at the end the following new paragraph:</text>
					<quoted-block display-inline="no-display-inline" id="H42C37440228C444CAAD50243F3D9AE39" style="OLC">
						<paragraph id="H9A88307715224C378DA800F52580E310"><enum>(14)</enum><header>Matchable
				contribution</header><text>The term <term>matchable contribution</term> means,
				with respect to the election to the office of President of the United States, a
				contribution by an individual to a candidate or an authorized committee of a
				candidate—</text>
							<subparagraph id="HE58638DD713042118A50FA8F1AFB9994"><enum>(A)</enum><text>which does not
				exceed $200, and</text>
							</subparagraph><subparagraph id="HCD0FAF641F2449BDA960AAE7CBDBC0DA"><enum>(B)</enum><text>with respect to
				which the candidate has certified in writing that—</text>
								<clause id="HFD591A561A8A4FAF97CE3BDFCB47BD55"><enum>(i)</enum><text>the individual
				making such contribution has not made aggregate contributions (including such
				matchable contribution) to such candidate and the authorized committees of such
				candidate in excess of $200 with respect to such election,</text>
								</clause><clause commented="no" display-inline="no-display-inline" id="H9B4B1B2B6CAC4B1695556A466BA979D0"><enum>(ii)</enum><text>such candidate
				and the authorized committees of such candidate will not accept contributions
				from such individual (including such matchable contribution) aggregating more
				than $200 with respect to such election, and</text>
								</clause><clause commented="no" id="HEFDF724EF0164B15AE26D8C51AE92BCC"><enum>(iii)</enum><text>such
				contribution was not—</text>
									<subclause commented="no" id="H01E0D4AADDDD4272BB9138BF334C8C0E"><enum>(I)</enum><text>forwarded from the
				contributor from any person other than an individual, or</text>
									</subclause><subclause commented="no" id="HA4C5514D46DB4300820C6371D6CCF3B1"><enum>(II)</enum><text>received by the
				candidate or committee from a contributor or contributors, but credited by the
				committee or candidate to another person who is not an individual through
				records, designations, or other means of recognizing that a certain amount of
				money has been raised by such
				person.</text>
									</subclause></clause></subparagraph></paragraph><after-quoted-block>.</after-quoted-block></quoted-block>
				</subsection></section><section id="H87272FD8A4064D989937A2B57C2B9599"><enum>204.</enum><header>Inflation
			 adjustment for payment amounts and qualified contributions</header><text display-inline="no-display-inline">Section 9004 of such Code is amended by
			 adding at the end the following new subsection:</text>
				<quoted-block display-inline="no-display-inline" id="H8FFA879470E74CD29A8D374F5FC68CD9" style="OLC">
					<subsection id="H682F32CD1A6F4FF1B8CD42FF14FDD547"><enum>(f)</enum><header>Inflation
				adjustments</header>
						<paragraph id="H78A4DFCD98354CA0BE590ADB637D972D"><enum>(1)</enum><header>In
				general</header><text>In the case of any applicable period beginning after
				2016, each of the dollar amounts in subsection (a), section 9002(13), and
				section 9002(14) shall be increased by an amount equal to—</text>
							<subparagraph id="HE699B1858A494C18832B4E7668DA1CC2"><enum>(A)</enum><text>such dollar
				amount, multiplied by</text>
							</subparagraph><subparagraph id="HF8082445ED7A4E83B11E41E4812ED1E1"><enum>(B)</enum><text>the cost-of-living
				adjustment determined under section 1(f)(3) for the calendar year following the
				year which such applicable period begins, determined by substituting
				<quote>calendar year 2016</quote> for <quote>calendar year 1992</quote> in
				subparagraph (B) thereof.</text>
							</subparagraph></paragraph><paragraph id="H7A49CCC60630424088DF40693F25650C"><enum>(2)</enum><header>Applicable
				period</header><text>For purposes of this subsection, the term <term>applicable
				period</term> means the 4-year period beginning with the first day following
				the date of the last general election for the office of President and ending on
				the date of the next such general election.</text>
						</paragraph><paragraph commented="no" display-inline="no-display-inline" id="H17E6F1CFBE2342789E0D9FA16D78D0F2"><enum>(3)</enum><header>Rounding</header><text>If
				any amount as adjusted under paragraph (1) is not a multiple of $100, such
				amount shall be rounded to the nearest multiple of
				$100.</text>
						</paragraph></subsection><after-quoted-block>.</after-quoted-block></quoted-block>
			</section><section id="H88985C687F224E228E3DC5733E39B676"><enum>205.</enum><header>Increase in
			 limit on coordinated party expenditures</header>
				<subsection id="HC853AFC38C1944B8BD3940D8F3707237"><enum>(a)</enum><header>In
			 general</header><text display-inline="yes-display-inline">Section 315(d)(2) of
			 the <act-name parsable-cite="FECA">Federal Election Campaign Act of
			 1971</act-name> (2 U.S.C. 441a(d)(2)) is amended to read as follows:</text>
					<quoted-block display-inline="no-display-inline" id="H1EF9FD72236D49F9AA803DED9CC7FB9A" style="OLC">
						<paragraph id="HEA4C122F463F4FBBA44184BE00BD461C" indent="up1"><enum>(2)</enum><subparagraph commented="no" display-inline="yes-display-inline" id="H18F64D48482C4523923400CE3FAE2D45"><enum>(A)</enum><text>The national committee
				of a political party may not make any expenditure in connection with the
				general election campaign of any candidate for President of the United States
				who is affiliated with such party which exceeds $50,000,000.</text>
							</subparagraph><subparagraph id="H388666989E7B4C90AE38148A52C48FDE" indent="up1"><enum>(B)</enum><text>For purposes of this
				paragraph—</text>
								<clause id="H91F8CB33B7174392ADF93DFC69403B1A"><enum>(i)</enum><text>any expenditure made by or on behalf
				of a national committee of a political party and in connection with a
				presidential election shall be considered to be made in connection with the
				general election campaign of a candidate for President of the United States who
				is affiliated with such party; and</text>
								</clause><clause id="HCDF382331D9A465F8C167222F172ECC8"><enum>(ii)</enum><text>any communication made by or on
				behalf of such party shall be considered to be made in connection with the
				general election campaign of a candidate for President of the United States who
				is affiliated with such party if any portion of the communication is in
				connection with such election.</text>
								</clause></subparagraph><subparagraph id="HA8294352DCD549458149FCAC73F5D9BB" indent="up1"><enum>(C)</enum><text>Any expenditure under this paragraph
				shall be in addition to any expenditure by a national committee of a political

				of President of the United

							</subparagraph></paragraph><after-quoted-block>.</after-quoted-block></quoted-block>

			 amendments relating to timing of cost-of-Living adjustment</header>

			 general</header><text>Section 9006(b) of the Internal Revenue Code of 1986 is
			 amended to read as follows:</text>

				the Fund</header><text>If the Secretary of the Treasury receives a
				certification from the Commission under section 9005 for payment to the
				eligible candidates of a political party, the Secretary shall pay to such
				candidates out of the fund the amount certified by the Commission on the later
				of—</text>
								<paragraph id="H3B300C70EAEC4898B7E49F7590019534"><enum>(1)</enum><text>the last Friday
				occurring before the first Monday in September, or</text>
								</paragraph><paragraph id="HFD13337294EF4EA6BEF8C93C7F87E209"><enum>(2)</enum><text>24 hours after
				receiving the certifications for the eligible candidates of all major political
				parties.</text>
								</paragraph><continuation-text continuation-text-level="subsection">Amounts
				paid to any such candidates shall be under the control of such
				candidates.</continuation-text></subsection><after-quoted-block>.</after-quoted-block></quoted-block>
					</paragraph><paragraph id="HCBBD19E32F4B4EB89121658919BDCE97"><enum>(2)</enum><header>Conforming
			 Amendment</header><text>The first sentence of section 9006(c) of such Code is
			 amended by striking <quote>the time of a certification by the Commission under
			 section 9005 for payment</quote> and inserting <quote>the time of making a
			 payment under subsection (b)</quote>.</text>

			 Presidential Election Campaign Fund</header>
				<subsection id="H9E3CEA714544483AA084DDB876BC9549"><enum>(a)</enum><header>Determination of
			 amounts in fund</header><text display-inline="yes-display-inline">Section
			 9006(c) of the Internal Revenue Code of 1986 is amended by adding at the end
			 the following new sentence: <quote>In making a determination of whether there
			 are insufficient moneys in the fund for purposes of the previous sentence, the
			 Secretary shall take into account in determining the balance of the fund for a
			 Presidential election year the Secretary’s best estimate of the amount of
			 moneys which will be deposited into the fund during the year, except that the
			 amount of the estimate may not exceed the average of the annual amounts
			 deposited in the fund during the previous 3 years.</quote>.</text>
				</subsection><subsection id="HB575ADC41EF743D1A4887699192D6B7B"><enum>(b)</enum><header>Special rule for
			 first campaign cycle under this Act</header>
					<paragraph id="HC7BF0D21FCAD407BAC7FEB7C91DCB6D0"><enum>(1)</enum><header>In
			 general</header><text>Section 9006 of the Internal Revenue Code of 1986 is
			 amended by adding at the end the following new subsection:</text>
						<quoted-block display-inline="no-display-inline" id="HD40DB9CE7BBE45AEB9FEA80F73165BDC" style="OLC">
							<subsection commented="no" id="H6D28261704E04BC38A1C8A5D6FF4C81D"><enum>(d)</enum><header>Special
				authority To borrow</header>

				general</header><text>Notwithstanding subsection (c), there are authorized to
				be appropriated to the fund, as repayable advances, such sums as are necessary
				to carry out the purposes of the fund during the period ending on the first
				presidential election occurring after the date of the enactment of this
				subsection.</text>
								</paragraph><paragraph id="H1F3A8BB193474489AC89F615A2B3B019"><enum>(2)</enum><header>Repayment of
				advances</header>
									<subparagraph id="H0B048A093A1D4D508EF7D241E9FBF3DA"><enum>(A)</enum><header>In
				general</header><text>Advances made to the fund shall be repaid, and interest
				on such advances shall be paid, to the general fund of the Treasury when the
				Secretary determines that moneys are available for such purposes in the
				fund.</text>
									</subparagraph><subparagraph id="HA50676F20A7E4EC5B352421AFBCA0097"><enum>(B)</enum><header>Rate of
				interest</header><text>Interest on advances made to the fund shall be at a rate
				determined by the Secretary of the Treasury (as of the close of the calendar
				month preceding the month in which the advance is made) to be equal to the
				current average market yield on outstanding marketable obligations of the
				United States with remaining periods to maturity comparable to the anticipated
				period during which the advance will be outstanding and shall be compounded
				annually.</text>
									</subparagraph></paragraph></subsection><after-quoted-block>.</after-quoted-block></quoted-block>
					</paragraph><paragraph commented="no" display-inline="no-display-inline" id="H027E2682420A404988EDBC0BC5F26FC6"><enum>(2)</enum><header>Effective
			 date</header><text>The amendment made by this subsection shall take effect
			 January 1, 2013.</text>

			 election payments for general election legal and accounting

			 contribution limitation</header><text>Paragraph (3) of section 315(a) of such
			 Act (2 U.S.C. 441a(a)) is amended by adding at the end the following new flush
			 sentence:</text>

			 nominating convention account</header><text>Subsection (a) of section 315 of
			 such Act (2 U.S.C. 441a) is amended by adding at the end the following new
			 paragraph:</text>

						<paragraph id="H6D8323924A1148A291B1547289F38D0C"><enum>(9)</enum><text>For purposes of
				this subsection, the national nomination convention account of any political
				committees established and maintained by a national political party is a
				separate account the funds of which may only be used to defray the costs of the
				national nominating convention of such
				party.</text>
						</paragraph><after-quoted-block>.</after-quoted-block></quoted-block>
				</subsection></section><section id="HA132FCA57A914D08B8B2BD531ABE4DF0"><enum>303.</enum><header>Prohibition on
			 use of soft money</header><text display-inline="no-display-inline">Section 323
			 of the Federal Election Campaign Act of 1971 (2 U.S.C. 441i) is amended by
			 adding at the end the following new subsection:</text>
				<quoted-block display-inline="no-display-inline" id="HF4FE577005574FC2B255A72DE15DEB4C" style="OLC">
					<subsection id="HB5580D27A27947C7B1A0258CD13E6CD4"><enum>(g)</enum><header>National
				conventions</header><text>Any person described in subsection (a) or (e) shall
				not solicit, receive, direct, transfer, or spend any funds in connection with a
				presidential nominating convention of any political party, including funds from
				or for a host committee, civic committee, municipality, or any other person or
				entity spending funds in connection with such a convention, unless such
				funds—</text>
						<paragraph id="H79E8496B354D47BA944FA5C8C1B8EBA6"><enum>(1)</enum><text>are not in excess
				of the amounts permitted with respect to contributions to the political
				committee established and maintained by a national political party committee
				under section 315; and</text>
						</paragraph><paragraph commented="no" display-inline="no-display-inline" id="H77B401CCC5674B8B8245660EDE5347FA"><enum>(2)</enum><text>are not from
				sources prohibited by this Act from making contributions in connection with an
				election for Federal
				office.</text>
						</paragraph></subsection><after-quoted-block>.</after-quoted-block></quoted-block>
			</section></title><title id="H143DA7D436BE4E95ACBD4BA31DF13911"><enum>IV</enum><header>Other
			 provisions</header>
			<section id="H5E9EA3044E3C42D4B8D56CC3904814AC"><enum>401.</enum><header>Revisions to
			 designation of income tax payments by individual taxpayers</header>
				<subsection id="H49B2E786C75F4D20A3194D2C2A61D316"><enum>(a)</enum><header>Increase in
			 amount designated</header><text>Section 6096(a) of the Internal Revenue Code of
			 1986 is amended—</text>
					<paragraph id="HD3931788654E4040B56CBB61B1CC7F93"><enum>(1)</enum><text>in the first
			 sentence, by striking <quote>$3</quote> each place it appears and inserting

				</subsection><subsection id="H0477FA5AD74140F299C7E33DCD9F1E84"><enum>(c)</enum><header>Ensuring tax
			 preparation software does not provide automatic response to designation
			 question</header><text>Section 6096 of such Code, as amended by subsection (b),
			 is amended by adding at the end the following new subsection:</text>

						<subsection id="HBF897020073247F889FB5D8A542D837E"><enum>(e)</enum><header>Ensuring tax
				preparation software does not provide automatic response to designation
				question</header><text>The Secretary shall promulgate regulations to ensure
				that electronic software used in the preparation or filing of individual income
				tax returns does not automatically accept or decline a designation of a payment
				under this
				section.</text>
						</subsection><after-quoted-block>.</after-quoted-block></quoted-block>
				</subsection><subsection id="H71F90943D14A471DBF5D707E6FFD6E43"><enum>(d)</enum><header>Public
			 information program on designation</header><text>Section 6096 of such Code, as
			 amended by subsections (b) and (c), is amended by adding at the end the
			 following new subsection:</text>

						<subsection id="H9D650B5413944650806DBAD6DF45F61F"><enum>(f)</enum><header>Public
				information program</header>
							<paragraph id="HDD5DCC4C2EE94C6DB331663349C40EF0"><enum>(1)</enum><header>In
				general</header><text>The Federal Election Commission shall conduct a program
				to inform and educate the public regarding the purposes of the Presidential
				Election Campaign Fund, the procedures for the designation of payments under
				this section, and the effect of such a designation on the income tax liability
				of taxpayers.</text>
							</paragraph><paragraph id="HA671F7B91A224872901661650D4B33D5"><enum>(2)</enum><header>Use of funds for
				program</header><text>Amounts in the Presidential Election Campaign Fund shall
				be made available to the Federal Election Commission to carry out the program
				under this subsection, except that the amount made available for this purpose
				may not exceed $10,000,000 with respect to any Presidential election cycle. In
				this paragraph, a <quote>Presidential election cycle</quote> is the 4-year
				period beginning with January of the year following a Presidential
				election.</text>
							</paragraph></subsection><after-quoted-block>.</after-quoted-block></quoted-block>
				</subsection><subsection id="H4AF7DF3F8A6D4548A0397BCCF5938B03"><enum>(e)</enum><header>Effective
			 date</header><text>The amendments made by this section shall take effect
			 January 1, 2013.</text>
				</subsection></section><section id="H3C7789EB9A894C599D1EB9780251A45C"><enum>402.</enum><header>Regulations
			 with respect to best efforts for identifying persons making
			 contributions</header><text display-inline="no-display-inline">Not later than 6
			 months after the date of enactment of this Act, the Federal Election Commission
			 shall promulgate regulations with respect to what constitutes best efforts
			 under section 302(i) of the Federal Election Campaign Act of 1971 (2 U.S.C.
			 432(i)) for determining the identification of persons making contributions to
			 political committees, including the identifications of persons making
			 contributions over the Internet or by credit card. Such regulations shall
			 include a requirement that in the case of contributions made by a credit card,
			 the political committee shall ensure that the name on the credit card used to
			 make the contribution matches the name of the person making the
			 contribution.</text>
			</section><section id="HDB3B592941FA41A08829A7B22F16E333"><enum>403.</enum><header>Prohibition on
			 joint fundraising committees</header>
				<subsection id="H4A83F5CD12DF41CBA33B9A89973E0C3C"><enum>(a)</enum><header>In
			 general</header><text display-inline="yes-display-inline">Section 302(e) of the
			 Federal Election Campaign Act of 1971 (2 U.S.C. 432(e)) is amended by adding at
			 the end the following new paragraph:</text>
					<quoted-block display-inline="no-display-inline" id="H16EC027F91B049FCB8F1B34AD3DEC9E8" style="OLC">
						<paragraph id="H26FC64DD6ECF40779183B7EA7B1AB239"><enum>(6)</enum><text>No authorized
				committee of a candidate may establish a joint fundraising committee with a
				political committee other than an authorized committee of a
				candidate.</text>
						</paragraph><after-quoted-block>.</after-quoted-block></quoted-block>
				</subsection><subsection id="H8FF079AE37C945E7A83F5DA15B7536E4"><enum>(b)</enum><header>Effective
			 date</header><text>The amendments made by this section shall take effect on
			 January 1, 2013.</text>
				</subsection></section><section id="HF77ECAA3420E413A8B3A4FF3CD8FD00E"><enum>404.</enum><header>Disclosure of
			 bundled contributions to presidential campaigns</header>
				<subsection id="HB7D7A20EA6704E7D83A0E8E145BFBCED"><enum>(a)</enum><header>In
			 general</header><text>Paragraphs (1) through (3) of section 304(i) of the
			 Federal Election Campaign Act of 1971 (2 U.S.C. 434(i)) are amended to read as
			 follows:</text>
					<quoted-block act-name="Federal Election Campaign Act of 1971" display-inline="no-display-inline" id="HEE813123FBFF410C8C19F7B2A09655E3" style="OLC">
						<paragraph id="H058CD6317C3C4140878A793E09A6809E"><enum>(1)</enum><header>In
				general</header>
							<subparagraph id="H18BECD55C80948049ACC3806E161A716"><enum>(A)</enum><header>Disclosure of
				bundled contributions by lobbyists</header><text>Each committee described in
				paragraph (6) shall include in the first report required to be filed under this
				section after each covered period (as defined in paragraph (2)) a separate
				schedule setting forth the name, address, and employer of each person
				reasonably known by the committee to be a person described in paragraph (7) who
				provided 2 or more bundled contributions to the committee in an aggregate
				amount greater than the applicable threshold (as defined in paragraph (3))
				during the covered period, and the aggregate amount of the bundled
				contributions provided by each such person during the covered period.</text>
							</subparagraph><subparagraph id="H9C3632950ADA4F9789DD55BC9D603319"><enum>(B)</enum><header>Disclosure of
				bundled contributions to presidential campaigns</header><text>Each committee
				which is an authorized committee of a candidate for the office of President or
				for nomination to such office shall include in the first report required to be
				filed under this section after each covered period (as defined in paragraph
				(2)) a separate schedule setting forth the name, address, and employer of each
				person who provided 2 or more bundled contributions to the committee in an
				aggregate amount greater than the applicable threshold (as defined in paragraph
				(3)) during the election cycle, and the aggregate amount of the bundled
				contributions provided by each such person during the covered period and such
				election cycle. Such schedule shall include a separate listing of the name,
				address, and employer of each person included on such schedule who is
				reasonably known by the committee to be a person described in paragraph (7),
				together with the aggregate amount of bundled contributions provided by such
				person during such period and such cycle.</text>
							</subparagraph></paragraph><paragraph id="H7998CC175E944293888ACC5C948C3492"><enum>(2)</enum><header>Covered
				period</header><text>In this subsection, a <term>covered period</term>
				means—</text>
							<subparagraph id="H4CE58697B5D240BDA7C9E46F4136EA00"><enum>(A)</enum><text>with respect to a
				committee which is an authorized committee of a candidate for the office of
				President or for nomination to such office—</text>
								<clause id="H0DE2D8178FB6484AB385D32398C52D87"><enum>(i)</enum><text>the 4-year
				election cycle ending with the date of the election for the office of the
				President; and</text>
								</clause><clause id="H5A9C876DCFFB43DD8C557B8168F1FEC6"><enum>(ii)</enum><text>any reporting
				period applicable to the committee under this section during which any person
				provided 2 or more bundled contributions to the committee; and</text>
								</clause></subparagraph><subparagraph id="H1D5D51D3AB444EEC9AD1B3DDEA355333"><enum>(B)</enum><text>with respect to
				any other committee—</text>
								<clause id="H10937B20E56543B5AF32FDA866027660"><enum>(i)</enum><text>the period
				beginning January 1 and ending June 30 of each year;</text>
								</clause><clause id="H16047F7E80564D0D856B3D59E15B0A4F"><enum>(ii)</enum><text>the period
				beginning July 1 and ending December 31 of each year; and</text>
								</clause><clause id="HDAA17D5F467D45B2995715C533938EF0"><enum>(iii)</enum><text>any reporting
				period applicable to the committee under this section during which any person
				described in paragraph (7) provided 2 or more bundled contributions to the
				committee in an aggregate amount greater than the applicable threshold.</text>
								</clause></subparagraph></paragraph><paragraph id="H0C09E9685660466488AB261F7DB0961F"><enum>(3)</enum><header>Applicable
				threshold</header>
							<subparagraph id="HDCE7B9C1033F4DE5BE324EF17ED9F5C6"><enum>(A)</enum><header>In
				general</header><text>In this subsection, the <term>applicable threshold</term>
				is—</text>
								<clause id="H87AA29780F0C4076881822E578212875"><enum>(i)</enum><text>$50,000 in the
				case of a committee which is an authorized committee of a candidate for the
				office of President or for nomination to such office; and</text>
								</clause><clause id="HE6C0BBD1F3894F1C92EBF9CC72A96D92"><enum>(ii)</enum><text>$15,000 in the
				case of any other committee.</text>
								</clause><continuation-text continuation-text-level="subparagraph">In
				determining whether the amount of bundled contributions provided to a committee
				by a person exceeds the applicable threshold, there shall be excluded any
				contribution made to the committee by the person or the person's spouse.</continuation-text></subparagraph><subparagraph id="H0E2EB035BEC347009B47664B7FF1081C"><enum>(B)</enum><header>Indexing</header><text>In
				any calendar year after 2016, section 315(c)(1)(B) shall apply to each amount
				applicable under subparagraph (A) in the same manner as such section applies to
				the limitations established under subsections (a)(1)(A), (a)(1)(B), (a)(3), and
				(h) of such section, except that for purposes of applying such section to the
				amount applicable under subparagraph (A), the <quote>base period</quote> shall
				be
				2015.</text>
							</subparagraph></paragraph><after-quoted-block>.</after-quoted-block></quoted-block>
				</subsection><subsection id="HA6AC398AD87042209F2DBDEE51C85C37"><enum>(b)</enum><header>Conforming
			 amendments</header><text>Subsection (i) of section 304 of such Act (2 U.S.C.
			 434) is amended—</text>
					<paragraph id="H580CA92ADC5249248CB1B37ABA548B2E"><enum>(1)</enum><text>in paragraph (5),
			 by striking <quote>described in paragraph (7)</quote> each place it appears in
			 subparagraphs (C) and (D);</text>
					</paragraph><paragraph id="H53DEBB4177C249439955761689D6B021"><enum>(2)</enum><text>in paragraph (6),
			 by inserting <quote>(other than a candidate for the office of President or for
			 nomination to such office)</quote> after <quote>candidate</quote>; and</text>
					</paragraph><paragraph id="H0DA0136E6DE14BB2A1B36EA894616816"><enum>(3)</enum><text>in paragraph
			 (8)(A)—</text>
						<subparagraph id="H10FB42C35573487F9CB870B1ED576436"><enum>(A)</enum><text>by striking
			 <quote>, with respect to a committee described in paragraph (6) and a person
			 described in paragraph (7),</quote> and inserting <quote>, with respect to a
			 committee described in paragraph (6) or an authorized committee of a candidate
			 for the office of President or for nomination to such office,</quote>;</text>
						</subparagraph><subparagraph id="HC7DF8AED7C6441B3A0140F8DEB003102"><enum>(B)</enum><text>by striking
			 <quote>by the person</quote> in clause (i) thereof and inserting <quote>by any
			 person</quote>; and</text>
						</subparagraph><subparagraph id="H2747B3582FCD4B849853D675B7E6E33E"><enum>(C)</enum><text>by striking
			 <quote>the person</quote> each place it appears in clause (ii) and inserting
			 <quote>such person</quote>.</text>
						</subparagraph></paragraph></subsection><subsection commented="no" display-inline="no-display-inline" id="HCEDEE695B82D42BA802DFD148BFED35D"><enum>(c)</enum><header>Effective
			 date</header><text>The amendments made by this section shall apply with respect
			 to reports filed under section 304 of the Federal Election Campaign Act of 1971
			 after January 1, 2013.</text>
				</subsection></section><section id="HDA5648FE6300497884E074EAFE8B88D9"><enum>405.</enum><header>Judicial review
			 of actions related to campaign finance laws</header>
				<subsection id="HC917C462E752433B9198F7A81F5A4200"><enum>(a)</enum><header>In
			 general</header><text>Title IV of the Federal Election Campaign Act of 1971 (2
			 U.S.C. 451 et seq.) is amended by inserting after section 406 the following new
			 section:</text>
					<quoted-block display-inline="no-display-inline" id="H75C87733E93B4EE1969CEA42DDF6D6C2" style="OLC">
						<section id="H8CFE2F7D14F64A6F9A2735A0857F2A92"><enum>407.</enum><header>Judicial
				review</header>
							<subsection id="H8E0876A2A5744DFF9384579A7C2EDEB5"><enum>(a)</enum><header>In
				general</header><text>If any action is brought for declaratory or injunctive
				relief to challenge the constitutionality of any provision of this Act or of
				chapter 95 or 96 of the Internal Revenue Code of 1986, or is brought to with
				respect to any action of the Commission under chapter 95 or 96 of the Internal
				Revenue Code of 1986, the following rules shall apply:</text>
								<paragraph id="H3F39C1F36A0C4EA896478E36B0D848C1"><enum>(1)</enum><text>The action shall
				be filed in the United States District Court for the District of Columbia and
				an appeal from the decision of the district court may be taken to the Court of
				Appeals for the District of Columbia Circuit.</text>
								</paragraph><paragraph id="HA4832DA42AA8485EB745EE5BEAA24231"><enum>(2)</enum><text>In the case of an
				action relating to declaratory or injunctive relief to challenge the
				constitutionality of a provision—</text>
									<subparagraph id="H45FDAB2A15F844CBB1A7C2B4EB02CF3B"><enum>(A)</enum><text>a copy of the
				complaint shall be delivered promptly to the Clerk of the House of
				Representatives and the Secretary of the Senate; and</text>
									</subparagraph><subparagraph id="HB080F172C35B4F81BD2353F13D6BD5F6"><enum>(B)</enum><text>it shall be the
				duty of the United States District Court for the District of Columbia, the
				Court of Appeals for the District of Columbia, and the Supreme Court of the
				United States to advance on the docket and to expedite to the greatest possible
				extent the disposition of the action and appeal.</text>
									</subparagraph></paragraph></subsection><subsection id="H346ABA02980E43958E5DF3818382376E"><enum>(b)</enum><header>Intervention by
				Members of Congress</header><text>In any action in which the constitutionality
				of any provision of this Act or chapter 95 or 96 of the Internal Revenue Code
				of 1986 is raised, any member of the House of Representatives (including a
				Delegate or Resident Commissioner to the Congress) or Senate shall have the
				right to intervene either in support of or opposition to the position of a
				party to the case regarding the constitutionality of the provision. To avoid
				duplication of efforts and reduce the burdens placed on the parties to the
				action, the court in any such action may make such orders as it considers
				necessary, including orders to require intervenors taking similar positions to
				file joint papers or to be represented by a single attorney at oral
				argument.</text>
							</subsection><subsection id="H1A2FCE8AD2EF48BFBF564D928AF08450"><enum>(c)</enum><header>Challenge by
				Members of Congress</header><text>Any Member of Congress may bring an action,
				subject to the special rules described in subsection (a), for declaratory or
				injunctive relief to challenge the constitutionality of any provision of this
				Act or chapter 95 or 96 of the Internal Revenue Code of
				1986.</text>
							</subsection></section><after-quoted-block>.</after-quoted-block></quoted-block>
				</subsection><subsection id="H5F5F4E271945449BB15BCBD9337C95EB"><enum>(b)</enum><header>Conforming
			 amendments</header>
					<paragraph id="HE9AEF37C153F44428AE908ED88E6A21C"><enum>(1)</enum><header>In
			 general</header>
						<subparagraph id="HBA2C9FFE6B70451A8A4CECADD0A0258B"><enum>(A)</enum><text>Section 310 of the
			 Federal Election Campaign Act of 1971 (2 U.S.C. 437h) is repealed.</text>
						</subparagraph><subparagraph commented="no" id="HDE5F1242BDBC4A1FB6C8A66B929F3E09"><enum>(B)</enum><text>Section 9011 of
			 the Internal Revenue Code of 1986 is amended to read as follows:</text>

						</subparagraph><subparagraph commented="no" id="H20C9E99E07B54584BD9A0B2D4010F460"><enum>(C)</enum><text>Section 9041 of
			 the Internal Revenue Code of 1986 is amended to read as follows:</text>

								</section><after-quoted-block>.</after-quoted-block></quoted-block>
						</subparagraph><subparagraph commented="no" id="H81C75EC082D7449683D1DD08E480352D"><enum>(D)</enum><text>Section 403 of the
			 Bipartisan Campaign Finance Reform Act of 2002 (2 U.S.C. 437h note) is
			 repealed.</text>
						</subparagraph></paragraph></subsection><subsection commented="no" id="H0302F4A2BD6F4AFB83EE908375EE73A8"><enum>(c)</enum><header>Effective
			 date</header><text>The amendments made by this section shall apply to actions
			 brought on or after January 1, 2013.</text>
				</subsection></section></title><title id="HD33D8006ECD04CC29F9D21EA83CB4051"><enum>V</enum><header>Severability and
			 effective date</header>
			<section commented="no" id="H43CE335148D14228A98B2A777F82B3C3"><enum>501.</enum><header>Severability</header><text display-inline="no-display-inline">If any provision of this Act or amendment
			 made by this Act, or the application of a provision or amendment to any person
			 or circumstance, is held to be unconstitutional, the remainder of this Act and
			 amendments made by this Act, and the application of the provisions and
			 amendment to any person or circumstance, shall not be affected by the
			 holding.</text>
			</section><section commented="no" display-inline="no-display-inline" id="H5D420AA82B954A9C845F403AB3A7CDB6" section-type="subsequent-section"><enum>502.</enum><header>Effective
			 date</header><text display-inline="no-display-inline">Except as otherwise
			 provided in this Act, the amendments made by this Act shall apply with respect
			 to elections occurring after January 1, 2013.</text>
