			 title; table of contents</header>
			<subsection id="id97606229095142DC9B8AFC7572D88EB9"><enum>(a)</enum><header>Short
			 title</header><text display-inline="yes-display-inline">This Act may be cited
			 as the <quote><short-title>Homeless Veterans Assistance
			 Improvement Act of 2012</short-title></quote>.</text>
			</subsection><subsection id="id228DD81E675E42A6A3DDF14F9040C12B"><enum>(b)</enum><header>Table of
			 contents</header><text display-inline="yes-display-inline">The table of
			 contents for this Act is as follows:</text>

			</subsection></section><section id="id25BF6ABA9AEA4512B9ABC21189CFD199"><enum>2.</enum><header>Requirement that
			 recipients of grants from Department of Veterans Affairs for comprehensive
			 service programs for homeless veterans meet physical privacy, safety, and
			 security needs of such veterans</header><text display-inline="no-display-inline">Section 2011(f) of title 38, United States
			 Code, is amended by adding at the end the following new paragraph:</text>
			<quoted-block display-inline="no-display-inline" id="id73CEAF6056C148A79C3EF6C1345D4B16" style="OLC">
				<paragraph id="idd26cd55e4d43474a9398217c86cee2d3"><enum>(6)</enum><text>To meet the
				physical privacy, safety, and security needs of homeless veterans receiving
				services through the
				project.</text>
				</paragraph><after-quoted-block>.</after-quoted-block></quoted-block>
		</section><section id="id17104529F49A4C18895354BA61DE858C"><enum>3.</enum><header>Modification of
			 authority of Department of Veterans Affairs to provide capital improvement
			 grants for comprehensive service programs that assist homeless
			 veterans</header><text display-inline="no-display-inline">Section 2011(a) of
			 title 38, United States Code, is amended, in the matter before paragraph (1),
			 by inserting <quote>and maintaining</quote> after <quote>in
			 establishing</quote>.</text>
		</section><section id="id55C43DA6EE7B458B8756EBA7EFD736AC"><enum>4.</enum><header>Funding for
			 furnishing legal services to very low-income veteran families in permanent
			 housing</header><text display-inline="no-display-inline">Section 2044(e) of
			 title 38, United States Code, is amended—</text>
			<paragraph id="id6FD9D89287E64A5F9E89702569B93DC2"><enum>(1)</enum><text display-inline="yes-display-inline">by redesignating paragraphs (2) and (3) as
			 paragraphs (3) and (4), respectively; and</text>
			</paragraph><paragraph id="idC20E06C4A3334594A9D424979091CFE7"><enum>(2)</enum><text>by inserting
			 after paragraph (1) the following new paragraph (2):</text>
				<quoted-block display-inline="no-display-inline" id="idBD7DFBF5CC174C8F8464D922ECA94891" style="OLC">
					<paragraph id="id15798976C2D2447A85882FD924653594" indent="up1"><enum>(2)</enum><text display-inline="yes-display-inline">Of amounts made available under paragraph
				(1), not less than one percent shall be available for the furnishing of
				services described in subsection
				(b)(1)(D)(vii).</text>
					</paragraph><after-quoted-block>.</after-quoted-block></quoted-block>
			</paragraph></section><section id="idB9FB33DB5F814341AFC584B3F6E12DE7"><enum>5.</enum><header>Modifications to
			 requirements relating to per diem payments for services furnished to homeless
			 veterans</header>
			<subsection id="id1313F2EEF76C46ED917E400743BC52A1"><enum>(a)</enum><header>Authorization
			 of per diem payments for furnishing care to dependents of certain homeless
			 veterans</header><text display-inline="yes-display-inline">Section 2012(a) of
			 title 38, United States Code, is amended by adding at the end the following new
			 paragraph:</text>
				<quoted-block display-inline="no-display-inline" id="id63BB231907F24D7D901F771583DEA63D" style="OLC">
					<paragraph id="id04C2934E2AC246BD9F2DC19E5EC25110" indent="up1"><enum>(4)</enum><text display-inline="yes-display-inline">Services for which a recipient of a grant
				under section 2011 of this title (or an entity described in paragraph (1)) may
				receive per diem payments under this subsection may include furnishing care for
				a dependent of a homeless veteran who is under the care of such homeless
				veteran while such homeless veteran receives services from the grant recipient
				(or
				entity).</text>
					</paragraph><after-quoted-block>.</after-quoted-block></quoted-block>
			</subsection><subsection id="idB61715EB68A54963AF0EDF60DD2C229D"><enum>(b)</enum><header>Provision of
			 funds for per diem payments for nonconforming entities</header>
				<paragraph id="id31B2FBB58D7340558A80FE8E2404602A"><enum>(1)</enum><header>In
			 general</header><text>Section 2012(d)(1) of such title is amended, in the
			 matter preceding subparagraph (A), by striking <quote>may make</quote> and
			 inserting <quote>shall make</quote>.</text>
				</paragraph><paragraph id="id3D0E404DBFA3460995412D77EB9DE442"><enum>(2)</enum><header>Regulations
			 required</header><text>Not later than one year after the date of the enactment
			 of this Act, the Secretary of Veterans Affairs shall prescribe such regulations
			 as may be necessary to implement the amendment made by paragraph (1).</text>
				</paragraph></subsection></section><section id="id5334F53C87D745ADAAD301749B7FD552"><enum>6.</enum><header>Authorization of
			 grants by Department of Veterans Affairs to centers that provide services to
			 homeless veterans for operational expenses</header>
			<subsection id="idB4BD61FDBFC545DC91432D959E35D38F"><enum>(a)</enum><header>In
			 general</header><text>Subchapter II of chapter 20 of title 38, United States
			 Code, is amended by inserting after section 2012 the following new
			 section:</text>
				<quoted-block display-inline="no-display-inline" id="id2261DF195E6848E1900713AB6AB49828" style="USC">
					<section id="id1F5490BE69534E88BE45568A6F405B8D"><enum>2012A.</enum><header>Service
				center operational grants</header>
						<subsection id="id736AF13358CF467693484265B247267C"><enum>(a)</enum><header>In
				general</header><text display-inline="yes-display-inline">Subject to the
				availability of appropriations provided for such purpose, the Secretary may
				award to a recipient of a grant under section 2011 of this title for the
				establishment of a service center described in subsection (g) of such section a
				grant for the operational expenses of such service center not otherwise covered
				by the receipt of per diem payments under section 2012 of this section.</text>
						</subsection><subsection id="id28F960316BFE4312A779155E0810B113"><enum>(b)</enum><header>Limitation</header><text display-inline="yes-display-inline">The aggregate amount of all grants awarded
				under subsection (a) in any fiscal year may not exceed
				$500,000.</text>
						</subsection></section><after-quoted-block>.</after-quoted-block></quoted-block>
			</subsection><subsection id="id45A26F9206214BBB8523E09A6C9A897F"><enum>(b)</enum><header>Clerical
			 amendment</header><text>The table of sections at the beginning of such chapter
			 is amended by inserting after the item relating to section 2012 the following
			 new item:</text>

						<toc-entry bold="off" level="section">2012A. Service center
				operational
				grants.</toc-entry>
					</toc>
					<after-quoted-block>.</after-quoted-block></quoted-block>
			</subsection><subsection id="id1B9FC6BA0CB942F19E64EDCC0643FFF0"><enum>(c)</enum><header>Regulations</header><text>The
			 Secretary of Veterans Affairs shall promulgate regulations to carry out section
			 2012A of title 38, United States Code, as added by subsection (a), not later
			 than one year after the date of the enactment of this Act.</text>
			</subsection></section><section id="id876BFC3ED23C4E8B8E5B5DA4B3C1647A"><enum>7.</enum><header>Expansion of
			 Department of Veterans Affairs authority to provide dental care to homeless
			 veterans</header><text display-inline="no-display-inline">Subsection (b) of
			 section 2062 of title 38, United States Code, is amended to read as
			 follows:</text>
			<quoted-block display-inline="no-display-inline" id="id4F1F77F2A7A84539B0508D54CD186D9F" style="OLC">
				<subsection id="idF66562F191164A978A6BBB68559B597C"><enum>(a)</enum><header>Eligible
				veterans</header><paragraph commented="no" display-inline="yes-display-inline" id="id351D3DB61F1D4F56AAF0C81E88D6C8C3"><enum>(1)</enum><text>Subsection (a) applies
				to a veteran who—</text>
						<subparagraph id="id4A8F8FC230B64E618A089C619E9DA2D8" indent="up1"><enum>(A)</enum><text>is enrolled for care under section
				1705(a) of this title; and</text>
						</subparagraph><subparagraph id="id7A92E34812B34C74A5327161DF28A367" indent="up1"><enum>(B)</enum><text>for a period of 60 consecutive days,
				is receiving—</text>
							<clause id="id8B78B012C16A486B82FDF64E4E44146F"><enum>(i)</enum><text>assistance under section 8(o) of
				the United States Housing Act of 1937 (42 U.S.C. 1437f(o)); or</text>
							</clause><clause id="id30D6AADB93A14F7E901DD1EC8C6D24BD"><enum>(ii)</enum><text>care (directly or by contract) in
				any of the following settings:</text>
								<subclause id="idcbc7b7e802394bbfbd37b1518ada6f1f"><enum>(I)</enum><text>A domiciliary under section 1710 of this
				title.</text>
								</subclause><subclause id="idbc5040635b8e4eefa3936dff25be3b7a"><enum>(II)</enum><text>A therapeutic residence under section
				2032 of this title.</text>
								</subclause><subclause id="ida874404fc138418185719207430a3753"><enum>(III)</enum><text>Community residential care coordinated
				by the Secretary under section 1730 of this title.</text>
								</subclause><subclause id="iddb414b821625447d9cf039fb345720fd"><enum>(IV)</enum><text>A setting for which the Secretary
				provides funds for a grant and per diem provider.</text>
								</subclause></clause></subparagraph></paragraph><paragraph id="id49568bd4f87e4157a653f8c4f1f522e4" indent="up1"><enum>(2)</enum><text>For purposes of paragraph (1), in
				determining whether a veteran has received assistance or care for a period of
				60 consecutive days, the Secretary may disregard breaks in the continuity of
				assistance or care for which the veteran is not
				responsible.</text>
					</paragraph></subsection><after-quoted-block>.</after-quoted-block></quoted-block>
		</section><section id="id4F5D5ED7A3B74E9595BF86AF176B382E"><enum>8.</enum><header>Extensions of
			 authorities and programs affecting homeless veterans</header>
			<subsection id="idE25C05405DBB4B2EBC1EA43D32621352"><enum>(a)</enum><header>Comprehensive
			 service programs</header><text>Section 2013 of title 38, United States Code, is
			 amended by striking paragraph (5) and inserting the following new
			 paragraphs:</text>
				<quoted-block display-inline="no-display-inline" id="id1B92973CFF9F42D58CD2724CCACF43C6" style="OLC">
					<paragraph id="id8D530AF2A0024A09B44403A15B76F460"><enum>(5)</enum><text>$250,000,000 for
				fiscal year 2013.</text>
					</paragraph><paragraph id="id03F2911B5766486E8912D8B863CCA871"><enum>(6)</enum><text>$150,000,000 for
				fiscal year 2014 and each subsequent fiscal
				year.</text>
					</paragraph><after-quoted-block>.</after-quoted-block></quoted-block>
			</subsection><subsection id="id67393D974DB34084A2E22CF3F5248994"><enum>(b)</enum><header>Homeless
			 veterans reintegration programs</header><text>Section 2021(e)(1)(F) of such
			 title is amended by striking <quote>2012</quote> and inserting
			 <quote>2013</quote>.</text>
			</subsection><subsection id="id603505CBC79641B3884F06EA6C19BE0E"><enum>(c)</enum><header>Outreach, care,
			 treatment, rehabilitation, and therapeutic transitional housing for veterans
			 suffering from serious mental illness</header><text>Section 2031(b) of such
			 title is amended by striking <quote>December 31, 2012</quote> and inserting
			 <quote>December 31, 2014</quote>.</text>
			</subsection><subsection id="idEC505E018FC245C09502A92A06191A65"><enum>(d)</enum><header>Program To
			 expand and improve provision of benefits and services by Department of Veterans
			 Affairs to homeless veterans</header><text>Section 2033(d) of such title is
			 amended by striking <quote>December 31, 2012</quote> and inserting
			 <quote>December 31, 2014</quote>.</text>
			</subsection><subsection id="id033D25BC1FE64107A63D8D5DF7F19913"><enum>(e)</enum><header>Housing
			 assistance for homeless veterans</header><text>Section 2041(c) of such title is
			 amended by striking <quote>December 31, 2012</quote> and inserting
			 <quote>December 31, 2013</quote>.</text>
			</subsection><subsection id="id6A78F3673A7848DCACDBB970D047BA14"><enum>(f)</enum><header>Financial
			 assistance for supportive services for very low-Income veteran families in
			 permanent housing</header><text>Section 2044(e)(1) of such title is amended by
			 adding at the end the following new subparagraph:</text>
				<quoted-block display-inline="no-display-inline" id="idEB219B4934E047F6B7392E779C6B5FD5" style="OLC">
					<subparagraph id="id37C98BE8118C4768A4B732AB4D5664B2" indent="up1"><enum>(E)</enum><text>$300,000,000 for fiscal year
				2013.</text>
					</subparagraph><after-quoted-block>.</after-quoted-block></quoted-block>
			</subsection><subsection id="id2365D9D75E0C451E82B890062E848B26"><enum>(g)</enum><header>Grant program
			 for homeless veterans with special needs</header><text>Section 2061(c)(1) of
			 such title is amended by striking <quote>through 2012</quote> and inserting
			 <quote>through 2015</quote>.</text>
			</subsection><subsection id="id627D297E3E514904A4D971B980AEEE01"><enum>(h)</enum><header>Advisory
			 Committee on Homeless Veterans</header><text>Section 2066(d) of such title is
			 amended by striking <quote>December 31, 2012</quote> and inserting
			 <quote>December 31, 2014</quote>.</text>
