			 assessments</header><text>Section 702(l)(2) of the Foreign Intelligence
			 Surveillance Act of 1978 (50 U.S.C. 1881a(l)(2)) is amended—</text>
				<paragraph commented="no" display-inline="no-display-inline" id="id0053ADF1DDA44EBB833EA7339CBD902F"><enum>(1)</enum><text>in the matter preceding
			 subparagraph (A), by striking <quote>authorized to acquire foreign intelligence
			 information under subsection (a)</quote> and inserting <quote>with targeting or
			 minimization procedures approved under this section</quote>;</text>
				</paragraph><paragraph commented="no" display-inline="no-display-inline" id="idC5F18E15A34A4996AA6DA2B6F667A907"><enum>(2)</enum><text>in subparagraph (C), by
			 inserting <quote>United States persons or</quote> after <quote>later determined
			 to be</quote>; and</text>

			 the Intelligence Community review</header><text>Section 702(l) of the Foreign
			 Intelligence Surveillance Act of 1978 (50 U.S.C. 1881a(l)) is amended—</text>
				<paragraph commented="no" display-inline="no-display-inline" id="idE6E7F5B518CE439596BDFDE1C8001BCB"><enum>(1)</enum><text>by redesignating
			 paragraph (3) as paragraph (4); and</text>
				</paragraph><paragraph commented="no" display-inline="no-display-inline" id="id57ACF4CB40B9478E80E5630B0A3567B3"><enum>(2)</enum><text>by inserting after
			 paragraph (2) the following:</text>
					<quoted-block changed="added" committee-id="SSJU00" display-inline="no-display-inline" id="id899BBF01DD9747B3919424A6DAB57B68" reported-display-style="italic" style="OLC">
						<paragraph commented="no" display-inline="no-display-inline" id="IDD8492E5389AB4BADAA05302B0853D4E6"><enum>(3)</enum><header display-inline="yes-display-inline">Inspector General of the Intelligence
				Community review</header>
							<subparagraph commented="no" display-inline="no-display-inline" id="id806A9438164F4B6D98088153DD4B6521"><enum>(A)</enum><header display-inline="yes-display-inline">In general</header><text display-inline="yes-display-inline">The Inspector General of the Intelligence
				Community is authorized to review the acquisition, use, and dissemination of
				information acquired under subsection (a) in order to review compliance with
				the targeting and minimization procedures adopted in accordance with
				subsections (d) and (e) and the guidelines adopted in accordance with
				subsection (f), and in order to conduct the review required under subparagraph
				(B).</text>
							</subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="id1D02BB821A7C4C77BC5F0BD7668F7FAD"><enum>(B)</enum><header>Mandatory
				review</header><text display-inline="yes-display-inline">The Inspector General
				of the Intelligence Community shall review the procedures and guidelines
				developed by the intelligence community to implement this section, with respect
				to the protection of the privacy rights of United States persons,
				including—</text>
								<clause commented="no" display-inline="no-display-inline" id="idF772B65F16D745188089DF28E588760F"><enum>(i)</enum><text>an evaluation of the
				limitations outlined in subsection (b), the procedures approved in accordance
				with subsections (d) and (e), and the guidelines adopted in accordance with
				subsection (f), with respect to the protection of the privacy rights of United
				States persons; and</text>
								</clause><clause commented="no" display-inline="no-display-inline" id="id851F32201A154546A98020302AC79C49"><enum>(ii)</enum><text>an evaluation of the
				circumstances under which the contents of communications acquired under
				subsection (a) may be searched in order to review the communications of
				particular United States persons.</text>
								</clause></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="idE1588DA03BAF4347AB376A8A1053F823"><enum>(C)</enum><header>Consideration of other
				reviews and assessments</header><text>In conducting a review under subparagraph
				(B), the Inspector General of the Intelligence Community should take into
				consideration, to the extent relevant and appropriate, any reviews or
				assessments that have been completed or are being undertaken under this
				section.</text>
							</subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="ID70524455066149CB8DDFCF86E6609AAF"><enum>(D)</enum><header>Report</header><text>Not
				later than December 31, 2014, the Inspector General of the Intelligence
				Community shall submit a report regarding the reviews conducted under this
				paragraph to—</text>
								<clause id="IDE4E4B4FA65F44A3BAF25DEB5CBEF4506"><enum>(i)</enum><text>the Attorney
				General;</text>
								</clause><clause id="ID99FBA4AF54D64FB49A5A41B6CCA91859"><enum>(ii)</enum><text>the Director of National
				Intelligence; and</text>
								</clause><clause id="ID7E3D0A93B8FC4BFDB1A4A4B88FC0201C"><enum>(iii)</enum><text>consistent with the
				Rules of the House of Representatives, the Standing Rules of the Senate, and
				Senate Resolution 400 of the 94th Congress or any successor Senate
				resolution—</text>
									<subclause id="ID4BDA20F2E2054092AE151FFAFA6666FC"><enum>(I)</enum><text>the congressional
				intelligence committees; and</text>
									</subclause><subclause id="IDA0D2AEF1A421432BAC63F6024E9D380A"><enum>(II)</enum><text>the Committees on the
				Judiciary of the House of Representatives and the Senate.</text>
									</subclause></clause></subparagraph><subparagraph id="idcfa3ae7e4c0e41ebb5f5f7f6b9e9d0b8"><enum>(E)</enum><header>Public reporting of
				findings and conclusions</header><text>In a manner consistent with the
				protection of the national security of the United States, and in unclassified
				form, the Inspector General of the Intelligence Community shall make publicly
				available a summary of the findings and conclusions of the review conducted
				under subparagraph
				(B).</text>
							</subparagraph></paragraph><after-quoted-block>.</after-quoted-block></quoted-block>
				</paragraph></subsection></section><section changed="added" committee-id="SSJU00" id="idc84379aeb178452d8184b92b1e00bc16" reported-display-style="italic"><enum>4.</enum><header>Annual
			 reviews</header><text display-inline="no-display-inline">Section 702(l)(4)(A)
			 of the Foreign Intelligence Surveillance Act of 1978 (50 U.S.C.
			 1881a(l)(4)(A)), as redesignated by section 3(b)(1), is amended—</text>
			<paragraph id="id1843601C8DF24FCDA1395B92DF2C7DC0"><enum>(1)</enum><text display-inline="yes-display-inline">in the matter preceding clause (i)—</text>
				<subparagraph id="id20078C8CC5E44F458F779A931274138C"><enum>(A)</enum><text display-inline="yes-display-inline">in the first sentence—</text>
					<clause id="idDC7BD6401FDF4C1E8EC1AF9761026213"><enum>(i)</enum><text display-inline="yes-display-inline">by striking <quote>conducting an
			 acquisition authorized under subsection (a)</quote> and inserting <quote>with
			 targeting or minimization procedures approved under this section</quote>;
			 and</text>
					</clause><clause id="id111B178D676C41429FB5DD9A6D049E2C"><enum>(ii)</enum><text>by striking <quote>the
			 acquisition</quote> and inserting <quote>acquisitions under subsection
			 (a)</quote>; and</text>
					</clause></subparagraph><subparagraph id="id3A9199EA506B4775B039CAEA4E1AD7AD"><enum>(B)</enum><text>in the second sentence,
			 by striking <quote>The annual review</quote> and inserting <quote>As
			 applicable, the annual review</quote>; and</text>
				</subparagraph></paragraph><paragraph id="id712821041c5047729bc7cc22977a9dd5"><enum>(2)</enum><text>in clause (iii), by
			 inserting <quote>United States persons or</quote> after <quote>later determined
			 to be</quote>.</text>
