			 purpose of complying with the Statutory Pay-As-You-Go-Act of 2010, shall be
			 determined by reference to the latest statement titled <quote>Budgetary Effects
			 of PAYGO Legislation</quote> for this Act, submitted for printing in the
			 Congressional Record by the Chairman of the Senate Budget Committee, provided
			 that such statement has been submitted prior to the vote on passage.</text>
		</section><title commented="no" id="idD78EECE23AA549C79E2181B5888B7238" level-type="subsequent"><enum>I</enum><header display-inline="yes-display-inline">Cemetery matters</header>
			<section commented="no" display-inline="no-display-inline" id="id0741A1D69A57444E8F8DD0C5EA5B346E" section-type="subsequent-section"><enum>101.</enum><header display-inline="yes-display-inline">Furnishing caskets and urns for deceased
			 veterans with no known next of kin</header>
				<subsection commented="no" display-inline="no-display-inline" id="idF35F86C08A074EAA8F16104C57EF4D3D"><enum>(a)</enum><header display-inline="yes-display-inline">In general</header><text display-inline="yes-display-inline">Section 2306 of title 38, United States
			 Code, is amended—</text>
					<paragraph commented="no" display-inline="no-display-inline" id="idD034ABCCF05C44928DB2C4E8BA5C697E"><enum>(1)</enum><text display-inline="yes-display-inline">by redesignating subsections (f) and (g) as
			 subsections (g) and (h), respectively;</text>
					</paragraph><paragraph commented="no" display-inline="no-display-inline" id="id8F7CF039C1744199A62FD3DA9CD9D3A6"><enum>(2)</enum><text display-inline="yes-display-inline">by inserting after subsection (e) the
			 following new subsection (f):</text>
						<quoted-block display-inline="no-display-inline" id="idC6BE9596A55140588E7D6F01FCE0C55C" style="OLC">
							<subsection commented="no" display-inline="no-display-inline" id="id59622DAC642A4818A8C0187BE099D19C"><enum>(f)</enum><text display-inline="yes-display-inline">The Secretary may furnish a casket or urn,
				of such quality as the Secretary considers appropriate for a dignified burial,
				for burial in a national cemetery of a deceased veteran in any case in which
				the Secretary—</text>
								<paragraph commented="no" display-inline="no-display-inline" id="idCE45F477300C483392B1E694FE1531CC"><enum>(1)</enum><text display-inline="yes-display-inline">is unable to identify the veteran's next of
				kin, if any; and</text>
								</paragraph><paragraph commented="no" display-inline="no-display-inline" id="id55DD2755C0EC43C6BD3B9D19E6F1F8F4"><enum>(2)</enum><text display-inline="yes-display-inline">determines that sufficient resources for
				the furnishing of a casket or urn for the burial of the veteran in a national
				cemetery are not otherwise available.</text>
								</paragraph></subsection><after-quoted-block>;
				and</after-quoted-block></quoted-block>
					</paragraph><paragraph commented="no" display-inline="no-display-inline" id="id63A6270A12B24C658D552A7C00D38B79"><enum>(3)</enum><text display-inline="yes-display-inline">in subsection (h), as redesignated by
			 paragraph (1), by adding at the end the following new paragraph:</text>
						<quoted-block display-inline="no-display-inline" id="id8DC5C52DD42D48AD85607819D1AF405A" style="OLC">
							<paragraph commented="no" display-inline="no-display-inline" id="idB10C96AEB41149E0B6C76802395D6232" indent="up1"><enum>(4)</enum><text display-inline="yes-display-inline">A
				casket or urn may not be furnished under subsection (f) for burial of a person
				described in section 2411(b) of this
				title.</text>
							</paragraph><after-quoted-block>.</after-quoted-block></quoted-block>
					</paragraph></subsection><subsection commented="no" display-inline="no-display-inline" id="id08FB0B6BA38942728C02CFDF70F88188"><enum>(b)</enum><header display-inline="yes-display-inline">Effective
			 date</header><text display-inline="yes-display-inline">Subsections (f) and
			 (h)(4) of section 2306 of title 38, United States Code, as added by subsection
			 (a), shall take effect on the date that is one year after the date of the
			 enactment of this Act and shall apply with respect to deaths occurring on or
			 after the date that is one year after the date of the enactment of this
			 Act.</text>
				</subsection></section><section commented="no" display-inline="no-display-inline" id="HBCBEE4672F8F443C84BAA7CB88E70BB0" section-type="subsequent-section"><enum>102.</enum><header display-inline="yes-display-inline">Veterans freedom of conscience
			 protection</header>
				<subsection commented="no" display-inline="no-display-inline" id="idBF4CF3C14A8A415DA112F52BE6A6422B"><enum>(a)</enum><header display-inline="yes-display-inline">In general</header><text display-inline="yes-display-inline">Section 2404 of title 38, United States
			 Code, is amended by adding at the end the following new subsection:</text>
					<quoted-block display-inline="no-display-inline" id="H2AA92F75A0344716A4D3CDFEF47300C3" style="USC">
						<subsection commented="no" display-inline="no-display-inline" id="HEEDC8FB90EC746E6874BB3DC17499563"><enum>(h)</enum><paragraph commented="no" display-inline="yes-display-inline" id="H6A0C82162EBC4C09A1EA5F84FE577F3D"><enum>(1)</enum><text display-inline="yes-display-inline">With respect to the interment or funeral,
				memorial service, or ceremony of a deceased veteran at a national cemetery, the
				Secretary shall ensure that—</text>
								<subparagraph commented="no" display-inline="no-display-inline" id="H88804DA7A5F444ECA4462498CC458128" indent="up1"><enum>(A)</enum><text display-inline="yes-display-inline">the expressed wishes of the next of kin or
				other agent of the deceased veteran are respected and given appropriate
				deference when evaluating whether the proposed interment or funeral, memorial
				service, or ceremony affects the safety and security of the national cemetery
				and visitors to the cemetery;</text>
								</subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="H8C7A78F9EE8542148DDB2D04519C9DA0" indent="up1"><enum>(B)</enum><text display-inline="yes-display-inline">to the extent possible, all appropriate
				public areas of the cemetery, including committal shelters, chapels, and
				benches, may be used by the family of the deceased veteran for contemplation,
				prayer, mourning, or reflection; and</text>
								</subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="HDADBB6519CE24D64BCE562C3D2362426" indent="up1"><enum>(C)</enum><text display-inline="yes-display-inline">during such interment or funeral, memorial
				service, or ceremony, the family of the deceased veteran may display any
				religious or other symbols chosen by the family.</text>
								</subparagraph></paragraph><paragraph commented="no" display-inline="no-display-inline" id="H4466B52835E646D6B73BE29A47AA452E" indent="up1"><enum>(2)</enum><text display-inline="yes-display-inline">Subject to regulations prescribed by the
				Secretary under paragraph (4), including such regulations ensuring the security
				of a national cemetery, the Secretary shall, to the maximum extent practicable,
				provide to any military or volunteer veterans honor guard, including such
				guards belonging to a veterans service organization or other nongovernmental
				group that provides services to veterans, access to public areas of a national
				cemetery if such access is requested by the next of kin or other agent of a
				deceased veteran whose interment or funeral, memorial service, or ceremony is
				being held in such cemetery.</text>
							</paragraph><paragraph commented="no" display-inline="no-display-inline" id="H7424672677714DB09E2B38F9F7BAB687" indent="up1"><enum>(3)</enum><text display-inline="yes-display-inline">With respect to the interment or funeral,
				memorial service, or ceremony of a deceased veteran at a national cemetery, the
				Secretary shall notify the next of kin or other agent of the deceased veteran
				of funeral honors available to the deceased veteran, including such honors
				provided by any military or volunteer veterans honor guard described in
				paragraph (2).</text>
							</paragraph><paragraph commented="no" display-inline="no-display-inline" id="id3BCA995CD1D044B4B809616713341D28" indent="up1"><enum>(4)</enum><text display-inline="yes-display-inline">The Secretary shall prescribe regulations
				to carry out this
				subsection.</text>
							</paragraph></subsection><after-quoted-block>.</after-quoted-block></quoted-block>
				</subsection><subsection commented="no" display-inline="no-display-inline" id="idEE2A4E2AC1D44981A3AB6B8AB9C11749"><enum>(b)</enum><header display-inline="yes-display-inline">Interim implementation</header><text display-inline="yes-display-inline">The Secretary may carry out paragraphs (1)
			 through (3) of section 2404(h) of such title, as added by subsection (a),
			 before the Secretary prescribes regulations pursuant to paragraph (4) of such
			 section, as so added.</text>
				</subsection><subsection commented="no" display-inline="no-display-inline" id="id6E3BFE2ECAC04C7EB301100662637140"><enum>(c)</enum><header display-inline="yes-display-inline">Report</header><text display-inline="yes-display-inline">Not later than 180 days after the date of
			 the enactment of this Act, the Secretary of Veterans Affairs shall submit to
			 the Committee on Veterans' Affairs of the Senate and the Committee on Veterans'
			 Affairs of the House of Representatives a report on the implementation of
			 section 2404(h) of such title, as added by subsection (a). Such report shall
			 include a certification of whether the Secretary is in compliance with all of
			 the provisions of such section.</text>
				</subsection></section><section commented="no" display-inline="no-display-inline" id="HC7230E950AF341BBB0570DCEC6B131F0" section-type="subsequent-section"><enum>103.</enum><header display-inline="yes-display-inline">Improved communication between Department
			 of Veterans Affairs and medical examiners and funeral directors</header>
				<subsection commented="no" display-inline="no-display-inline" id="HFF90668440FA4E19AEC250A8E71B47B3"><enum>(a)</enum><header display-inline="yes-display-inline">In general</header><text display-inline="yes-display-inline">Chapter 24 of title 38, United States Code,
			 is amended by adding at the end the following new section:</text>
					<quoted-block display-inline="no-display-inline" id="H1E574BA85E844485A14646AEEF9238DA" style="USC">
						<section commented="no" display-inline="no-display-inline" id="HCC7D9BDC76424AD08726359981A648D9" section-type="subsequent-section"><enum>2414.</enum><header display-inline="yes-display-inline">Communication between Department of
				Veterans Affairs and medical examiners and funeral directors</header>
							<subsection commented="no" display-inline="no-display-inline" id="HBA5413129D74455BBF00A33697C45E9A"><enum>(a)</enum><header display-inline="yes-display-inline">Required information</header><text display-inline="yes-display-inline">With respect to each deceased veteran
				described in subsection (b) who is transported to a national cemetery for
				burial, the Secretary shall ensure that the local medical examiner, funeral
				director, county service group, or other entity responsible for the body of the
				deceased veteran before such transportation submits to the Secretary the
				following information:</text>
								<paragraph commented="no" display-inline="no-display-inline" id="HF81EABD56FA74F93A0CF50BC3A67720B"><enum>(1)</enum><text display-inline="yes-display-inline">Whether the deceased veteran was
				cremated.</text>
								</paragraph><paragraph commented="no" display-inline="no-display-inline" id="HD09412F3BDB74EBFBD4EDEDA2F20591A"><enum>(2)</enum><text display-inline="yes-display-inline">The steps taken to ensure that the deceased
				veteran has no next of kin.</text>
								</paragraph></subsection><subsection commented="no" display-inline="no-display-inline" id="HB68B283A5ABF46DF9C9F4B9B3A5A1734"><enum>(b)</enum><header display-inline="yes-display-inline">Deceased veteran described</header><text display-inline="yes-display-inline">A deceased veteran described in this
				subsection is a deceased veteran—</text>
								<paragraph commented="no" display-inline="no-display-inline" id="id953D1755C26C4936BA063CF3D77BE379"><enum>(1)</enum><text display-inline="yes-display-inline">with respect to whom the Secretary
				determines that there is no next of kin or other person claiming the body of
				the deceased veteran; and</text>
								</paragraph><paragraph commented="no" display-inline="no-display-inline" id="HEFB3BE5299464B60A7F8AE0CEB6B47FC"><enum>(2)</enum><text display-inline="yes-display-inline">who does not have sufficient resources for
				the furnishing of a casket or urn for the burial of the deceased veteran in a
				national cemetery, as determined by the
				Secretary.</text>
								</paragraph></subsection></section><after-quoted-block>.</after-quoted-block></quoted-block>
				</subsection><subsection commented="no" display-inline="no-display-inline" id="H7D69B3C6BEFA4FB3B5D02DA54962FBBC"><enum>(b)</enum><header display-inline="yes-display-inline">Clerical amendment</header><text display-inline="yes-display-inline">The table of sections at the beginning of
			 such chapter is amended by inserting after the item relating to section 2413
			 the following new item:</text>
					<quoted-block display-inline="no-display-inline" id="HD8EAE123AA394B108E2D0BDEF1FB5BC6" style="USC">

				</subsection><subsection commented="no" display-inline="no-display-inline" id="H49D3CF6C77FF4550B559B8224DC68C56"><enum>(c)</enum><header display-inline="yes-display-inline">Effective
			 date</header><text display-inline="yes-display-inline">Section 2414 of title
			 38, United States Code, as added by subsection (a), shall take effect on the
			 date of the enactment of this Act and shall apply with respect to deaths
			 occurring on or after the date that is 180 days after the date of the enactment
			 of this Act.</text>
				</subsection></section><section commented="no" display-inline="no-display-inline" id="H398BE4CF834646738F24D8172363796D" section-type="subsequent-section"><enum>104.</enum><header display-inline="yes-display-inline">Identification and burial of unclaimed or
			 abandoned human remains</header>
				<subsection commented="no" display-inline="no-display-inline" id="H12C3AB5E0D924DD2A2D1FAC873473B18"><enum>(a)</enum><header display-inline="yes-display-inline">Identification of unclaimed or abandoned
			 human remains</header><text display-inline="yes-display-inline">The Secretary
			 of Veterans Affairs shall cooperate with veterans service organizations to
			 assist entities in possession of unclaimed or abandoned human remains in
			 determining if any such remains are the remains of veterans or other
			 individuals eligible for burial in a national cemetery under the jurisdiction
			 of the Secretary.</text>
				</subsection><subsection commented="no" display-inline="no-display-inline" id="H3F8B2924BDB14686A82EEB9BB88E592D"><enum>(b)</enum><header display-inline="yes-display-inline">Burial of unclaimed or abandoned human
			 remains</header>
					<paragraph commented="no" display-inline="no-display-inline" id="HA11A477F65164D56BDE4F7ED246BA10C"><enum>(1)</enum><header display-inline="yes-display-inline">Funeral expenses</header><text display-inline="yes-display-inline">Section 2302(a)(2) of title 38, United
			 States Code, is amended by striking <quote>who was a veteran of any war or was
			 discharged or released from the active military, naval, or air service for a
			 disability incurred or aggravated in line of duty, whose body is held by a
			 State (or a political subdivision of a State), and</quote>.</text>
					</paragraph><paragraph commented="no" display-inline="no-display-inline" id="HFB24EEF9E5304D12A52B612A60FA8071"><enum>(2)</enum><header display-inline="yes-display-inline">Transportation costs</header><text display-inline="yes-display-inline">Section 2308 of such title is
			 amended—</text>
						<subparagraph commented="no" display-inline="no-display-inline" id="HDFEA231351A445CCA0B40CA138C149D1"><enum>(A)</enum><text display-inline="yes-display-inline">by striking <quote>Where a veteran</quote>
			 and all that follows through <quote>compensation, the</quote> and inserting
			 <quote>(a) <header-in-text level="subsection" style="OLC">In
			 general.—</header-in-text>The</quote>;</text>
						</subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="H48B582F8F5844769BBF823F1C8E3471D"><enum>(B)</enum><text display-inline="yes-display-inline">in subsection (a), as designated by
			 subparagraph (A), by inserting <quote>described in subsection (b)</quote> after
			 <quote>of the deceased veteran</quote>; and</text>
						</subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="H7999EEE1B3D04117A6F8DA1013767379"><enum>(C)</enum><text display-inline="yes-display-inline">by adding at the end the following new
			 subsection:</text>
							<quoted-block display-inline="no-display-inline" id="H65C8E0E0C90A4DC692C618E629C39F45" style="USC">
								<subsection commented="no" display-inline="no-display-inline" id="H2913601DA89A4BBA9D121F79E1B39718"><enum>(b)</enum><header display-inline="yes-display-inline">Deceased veteran described</header><text display-inline="yes-display-inline">A deceased veteran described in this
				subsection is any of the following veterans:</text>
									<paragraph commented="no" display-inline="no-display-inline" id="H06400AD0589B455AAF35E7A8B8C34CF9"><enum>(1)</enum><text display-inline="yes-display-inline">A veteran who dies as the result of a
				service-connected disability.</text>
									</paragraph><paragraph commented="no" display-inline="no-display-inline" id="H71FCE56C10A1408791DBE788906E985F"><enum>(2)</enum><text display-inline="yes-display-inline">A veteran who dies while in receipt of
				disability compensation (or who but for the receipt of retirement pay or
				pension under this title, would have been entitled to compensation).</text>
									</paragraph><paragraph commented="no" display-inline="no-display-inline" id="H6154D2C4F153486DB88E0E1951807DDF"><enum>(3)</enum><text display-inline="yes-display-inline">A veteran whom the Secretary determines is
				eligible for funeral expenses under section 2302 of this title by virtue of the
				Secretary determining that the veteran has no next of kin or other person
				claiming the body of such veteran pursuant to subsection (a)(2)(A) of such
				section.</text>

			 date</header><text display-inline="yes-display-inline">The amendments made by
			 this subsection shall take effect on the date that is one year after the date
			 of the enactment of this Act and shall apply with respect to burials and
			 funerals occurring on or after the date that is one year after the date of the
			 enactment of this Act.</text>
					</paragraph></subsection></section><section commented="no" display-inline="no-display-inline" id="HB1D700CABC6643FCBE69000E182BA9F2" section-type="subsequent-section"><enum>105.</enum><header display-inline="yes-display-inline">Exclusion of persons convicted of
			 committing certain sex offenses from interment or memorialization in national
			 cemeteries, Arlington National Cemetery, and certain State veterans’ cemeteries
			 and from receiving certain funeral honors</header>
				<subsection commented="no" display-inline="no-display-inline" id="H5940C67257BD4B52820AD62479BABC1B"><enum>(a)</enum><header display-inline="yes-display-inline">Prohibition Against</header><text display-inline="yes-display-inline">Section 2411(b) of title 38, United States
			 Code, is amended by adding at the end the following new paragraph:</text>
					<quoted-block display-inline="no-display-inline" id="H56D14264EE79418E86FDCF59ECF97807" style="OLC">
						<paragraph commented="no" display-inline="no-display-inline" id="H4E7F9C81B0214D14A309E5051B82CEC8"><enum>(4)</enum><text display-inline="yes-display-inline">A person—</text>
							<subparagraph commented="no" display-inline="no-display-inline" id="H2FAF1FB423EE452C96727D7C7753162C"><enum>(A)</enum><text display-inline="yes-display-inline">who has been convicted of a Federal or
				State crime causing the person to be a tier III sex offender for purposes of
				the Sex Offender Registration and Notification Act (42 U.S.C. 16901 et
				seq.);</text>
							</subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="HE0B2FA43E19643C4866C865A3A263B5C"><enum>(B)</enum><text display-inline="yes-display-inline">who, for such crime, is sentenced to a
				minimum of life imprisonment; and</text>
							</subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="H4252694411FE4481B705CBB3DF6A5D76"><enum>(C)</enum><text display-inline="yes-display-inline">whose conviction is final (other than a
				person whose sentence was commuted by the President or Governor of a State, as
				the case may
				be).</text>
							</subparagraph></paragraph><after-quoted-block>.</after-quoted-block></quoted-block>
				</subsection><subsection commented="no" display-inline="no-display-inline" id="H38C344F23E6F49FCA16104CAC1EAFF4A"><enum>(b)</enum><header display-inline="yes-display-inline">Conforming amendments</header><text display-inline="yes-display-inline">Section 2411(a)(2) of such title is
			 amended—</text>
					<paragraph commented="no" display-inline="no-display-inline" id="HE6BA61FCFBDA4BCFA1D9CA2BF76AEF6C"><enum>(1)</enum><text display-inline="yes-display-inline">by striking <quote>or (b)(2)</quote> each
			 place it appears and inserting <quote>, (b)(2), or (b)(4)</quote>; and</text>

			 Date</header><text display-inline="yes-display-inline">The amendments made by
			 this section shall apply with respect to interments and memorializations that
			 occur on or after the date of the enactment of this Act.</text>
				</subsection></section><section commented="no" display-inline="no-display-inline" id="id59F7D764E87A4F3A889EEC3482CC23C4" section-type="subsequent-section"><enum>106.</enum><header display-inline="yes-display-inline">Restoration, operation, and maintenance of
			 Clark Veterans Cemetery by American Battle Monuments Commission</header>
				<subsection commented="no" display-inline="no-display-inline" id="id776F2D5B89F149D68F0B25A0B174374A"><enum>(a)</enum><header display-inline="yes-display-inline">In general</header><text display-inline="yes-display-inline">After an agreement is made between the
			 Government of the Republic of the Philippines and the United States Government,
			 Clark Veterans Cemetery in the Republic of the Philippines shall be treated,
			 for purposes of section 2104 of title 36, United States Code, as a cemetery for
			 which it was decided under such section that the cemetery will become a
			 permanent cemetery and the American Battle Monuments Commission shall restore,
			 operate, and maintain Clark Veterans Cemetery (to the degree the Commission
			 considers appropriate) under such section in cooperation with the Government of
			 the Republic of the Philippines.</text>
				</subsection><subsection commented="no" display-inline="no-display-inline" id="idb3c232b0ad144aad9b705e9a65a3cc2a"><enum>(b)</enum><header display-inline="yes-display-inline">Limitation on future burials</header><text display-inline="yes-display-inline">Burials at the cemetery described in
			 subsection (a) after the date of the agreement described in such subsection
			 shall be limited to eligible veterans, as determined by the Commission, whose
			 burial does not incur any cost to the Commission.</text>
				</subsection><subsection commented="no" display-inline="no-display-inline" id="id4e864b78c56b48afb5dbf41fc431178a"><enum>(c)</enum><header display-inline="yes-display-inline">Authorization of
			 appropriations</header><text display-inline="yes-display-inline">There are
			 authorized to be appropriated to the Commission—</text>
					<paragraph commented="no" display-inline="no-display-inline" id="idade4dab8fea24b8384c532278da1f6c3"><enum>(1)</enum><text display-inline="yes-display-inline">$5,000,000 for site preparation, design,
			 planning, construction, and associated administrative costs for the restoration
			 of the cemetery described in subsection (a); and</text>
					</paragraph><paragraph commented="no" display-inline="no-display-inline" id="id07253e66572b4e7885a4d28921654c1d"><enum>(2)</enum><text display-inline="yes-display-inline">amounts necessary to operate and maintain
			 the cemetery described in subsection (a).</text>
					</paragraph></subsection></section><section commented="no" display-inline="no-display-inline" id="id0BB0A441EA4A4F119082A61713B9C5FA" section-type="subsequent-section"><enum>107.</enum><header display-inline="yes-display-inline">Report on compliance of Department of
			 Veterans Affairs with industry standards for caskets and urns</header>
				<subsection commented="no" display-inline="no-display-inline" id="idEE0971DFB81A47DF914E17D327E784CC"><enum>(a)</enum><header display-inline="yes-display-inline">In general</header><text display-inline="yes-display-inline">Not later than 180 days after the date of
			 the enactment of this Act, the Secretary of Veterans Affairs shall submit to
			 the Committee on Veterans' Affairs of the Senate and the Committee on Veterans'
			 Affairs of the House of Representatives a report on the compliance of the
			 Department of Veterans Affairs with industry standards for caskets and
			 urns.</text>
				</subsection><subsection commented="no" display-inline="no-display-inline" id="idAF35C0C324544E8F848AD4C97AF43684"><enum>(b)</enum><header display-inline="yes-display-inline">Elements</header><text display-inline="yes-display-inline">The report required by subsection (a) shall
			 include the following:</text>
					<paragraph commented="no" display-inline="no-display-inline" id="id017268B158BE471FA315C3B0AC34B47D"><enum>(1)</enum><text display-inline="yes-display-inline">A description of industry standards for
			 caskets and urns.</text>
					</paragraph><paragraph commented="no" display-inline="no-display-inline" id="id0FC15CD297234EDBBEA6600F053A5926"><enum>(2)</enum><text display-inline="yes-display-inline">An assessment of compliance with such
			 standards at national cemeteries administered by the Department with respect to
			 caskets and urns used for the interment of those eligible for burial at such
			 cemeteries.</text>
					</paragraph></subsection></section></title><title commented="no" id="id7A1C908C6F2340CFA806E240C441DD97" level-type="subsequent"><enum>II</enum><header display-inline="yes-display-inline">Health care</header>
			<section commented="no" display-inline="no-display-inline" id="idD4A244CEF7274ADF964B06826D3BD534" section-type="subsequent-section"><enum>201.</enum><header display-inline="yes-display-inline">Establishment of open burn pit
			 registry</header>
				<subsection commented="no" display-inline="no-display-inline" id="idA9106F87D08346BB85B5F32FCE7FDB7A"><enum>(a)</enum><header display-inline="yes-display-inline">Establishment of registry</header>
					<paragraph commented="no" display-inline="no-display-inline" id="id358536836D28447CABA605AE9B87BE4C"><enum>(1)</enum><header display-inline="yes-display-inline">In general</header><text display-inline="yes-display-inline">Not later than one year after the date of
			 the enactment of this Act, the Secretary of Veterans Affairs shall—</text>
						<subparagraph commented="no" display-inline="no-display-inline" id="HE7B8046B40D44796BD263665284AC0D5"><enum>(A)</enum><text display-inline="yes-display-inline">establish and maintain an open burn pit
			 registry for eligible individuals who may have been exposed to toxic airborne
			 chemicals and fumes caused by open burn pits;</text>
						</subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="H4E2893AB881048BE9E0963CD95ED6174"><enum>(B)</enum><text display-inline="yes-display-inline">include any information in such registry
			 that the Secretary of Veterans Affairs determines necessary to ascertain and
			 monitor the health effects of the exposure of members of the Armed Forces to
			 toxic airborne chemicals and fumes caused by open burn pits;</text>
						</subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="HC45ED4D4B43A4B6FB5D0834B3F10C948"><enum>(C)</enum><text display-inline="yes-display-inline">develop a public information campaign to
			 inform eligible individuals about the open burn pit registry, including how to
			 register and the benefits of registering; and</text>
						</subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="H598D5A578C3E48148A0FA1396EA1B201"><enum>(D)</enum><text display-inline="yes-display-inline">periodically notify eligible individuals of
			 significant developments in the study and treatment of conditions associated
			 with exposure to toxic airborne chemicals and fumes caused by open burn
			 pits.</text>
						</subparagraph></paragraph><paragraph commented="no" display-inline="no-display-inline" id="idE41CE6D243784ED99FE951B9B2DEB85D"><enum>(2)</enum><header display-inline="yes-display-inline">Coordination</header><text display-inline="yes-display-inline">The Secretary of Veterans Affairs shall
			 coordinate with the Secretary of Defense in carrying out paragraph (1).</text>
					</paragraph></subsection><subsection commented="no" display-inline="no-display-inline" id="H15B5B24005A04918B7BDE8A611F1DA2D"><enum>(b)</enum><header display-inline="yes-display-inline">Report to Congress</header>
					<paragraph commented="no" display-inline="no-display-inline" id="H4AE9C7E2C6FA485AB02225EEDB69A494"><enum>(1)</enum><header display-inline="yes-display-inline">Reports by independent scientific
			 organization</header><text display-inline="yes-display-inline">The Secretary of
			 Veterans Affairs shall enter into an agreement with an independent scientific
			 organization to prepare reports as follows:</text>
						<subparagraph commented="no" display-inline="no-display-inline" id="id13235716567548CAB9750F28BEEDF1A4"><enum>(A)</enum><text display-inline="yes-display-inline">Not later than two years after the date on
			 which the registry under subsection (a) is established, an initial report
			 containing the following:</text>
							<clause commented="no" display-inline="no-display-inline" id="H2362EDAB69154DDF85EF18D7EB0B7ABC"><enum>(i)</enum><text display-inline="yes-display-inline">An assessment of the effectiveness of
			 actions taken by the Secretaries to collect and maintain information on the
			 health effects of exposure to toxic airborne chemicals and fumes caused by open
			 burn pits.</text>
							</clause><clause commented="no" display-inline="no-display-inline" id="H0DCBEA8495974214A57C9B9B13BFFA00"><enum>(ii)</enum><text display-inline="yes-display-inline">Recommendations to improve the collection
			 and maintenance of such information.</text>
							</clause><clause commented="no" display-inline="no-display-inline" id="HEC68CD39D7EA47CDB255494C1EC0DA15"><enum>(iii)</enum><text display-inline="yes-display-inline">Using established and previously published
			 epidemiological studies, recommendations regarding the most effective and
			 prudent means of addressing the medical needs of eligible individuals with
			 respect to conditions that are likely to result from exposure to open burn
			 pits.</text>
							</clause></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="id8CEA51E8B2A048A29A21FC0EA73F3B3F"><enum>(B)</enum><text display-inline="yes-display-inline">Not later than five years after completing
			 the initial report described in subparagraph (A), a follow-up report containing
			 the following:</text>
							<clause commented="no" display-inline="no-display-inline" id="idA7C99728199A47DCAE33D66828AEDE94"><enum>(i)</enum><text display-inline="yes-display-inline">An update to the initial report described
			 in subparagraph (A).</text>
							</clause><clause commented="no" display-inline="no-display-inline" id="id9B39F2335D9344BDA672D01CBDB79053"><enum>(ii)</enum><text display-inline="yes-display-inline">An assessment of whether and to what degree
			 the content of the registry established under subsection (a) is current and
			 scientifically up-to-date.</text>
							</clause></subparagraph></paragraph><paragraph commented="no" display-inline="no-display-inline" id="H0521AA428C9A428FB65FC3400BBEEC5F"><enum>(2)</enum><header display-inline="yes-display-inline">Submittal to Congress</header>
						<subparagraph commented="no" display-inline="no-display-inline" id="id910144CF8B8C498D97BFF841706E2104"><enum>(A)</enum><header display-inline="yes-display-inline">Initial
			 report</header><text display-inline="yes-display-inline">Not later than two
			 years after the date on which the registry under subsection (a) is established,
			 the Secretary of Veterans Affairs shall submit to Congress the initial report
			 prepared under paragraph (1)(A).</text>
						</subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="id456C0295D72C40F9AE9DE6D17395576B"><enum>(B)</enum><header display-inline="yes-display-inline">Follow-up report</header><text display-inline="yes-display-inline">Not later than five years after submitting
			 the report under subparagraph (A), the Secretary of Veterans Affairs shall
			 submit to Congress the follow-up report prepared under paragraph (1)(B).</text>
						</subparagraph></paragraph></subsection><subsection commented="no" display-inline="no-display-inline" id="HCB6FDEA904E241509E8626DA865E4515"><enum>(c)</enum><header display-inline="yes-display-inline">Definitions</header><text display-inline="yes-display-inline">In this section:</text>
					<paragraph commented="no" display-inline="no-display-inline" id="H3BF94CCCB1384F54B165DB3D3B13E819"><enum>(1)</enum><header display-inline="yes-display-inline">Eligible individual</header><text display-inline="yes-display-inline">The term <term>eligible individual</term>
			 means any individual who, on or after September 11, 2001—</text>
						<subparagraph commented="no" display-inline="no-display-inline" id="H165C0CC1F50E43A980D848D65000D5D1"><enum>(A)</enum><text display-inline="yes-display-inline">was deployed in support of a contingency
			 operation while serving in the Armed Forces; and</text>
						</subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="H6A07E98EE9C2427F9E7F0070F2EDB1D6"><enum>(B)</enum><text display-inline="yes-display-inline">during such deployment, was based or
			 stationed at a location where an open burn pit was used.</text>
						</subparagraph></paragraph><paragraph commented="no" display-inline="no-display-inline" id="H0E3E082159BB4B398876A29CD2648D6C"><enum>(2)</enum><header display-inline="yes-display-inline">Open burn pit</header><text display-inline="yes-display-inline">The term <term>open burn pit</term> means
			 an area of land located in Afghanistan or Iraq that—</text>
						<subparagraph commented="no" display-inline="no-display-inline" id="HD3B4F596F36442C2B6B122530DB8C4EF"><enum>(A)</enum><text display-inline="yes-display-inline">is designated by the Secretary of Defense
			 to be used for disposing solid waste by burning in the outdoor air; and</text>
						</subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="HAA0FC4B1FBFB4EFC9FBA3E9ECC73E127"><enum>(B)</enum><text display-inline="yes-display-inline">does not contain a commercially
			 manufactured incinerator or other equipment specifically designed and
			 manufactured for the burning of solid waste.</text>
						</subparagraph></paragraph></subsection></section><section commented="no" display-inline="no-display-inline" id="id88217F35CC634EF68281C2FCF5398626" section-type="subsequent-section"><enum>202.</enum><header display-inline="yes-display-inline">Transportation of beneficiaries to and from
			 facilities of Department of Veterans Affairs</header>
				<subsection commented="no" display-inline="no-display-inline" id="id320DBA7A041E4BA7B8A8E6D4075BC939"><enum>(a)</enum><header display-inline="yes-display-inline">In general</header><text display-inline="yes-display-inline">Chapter 1 of title 38, United States Code,
			 is amended by inserting after section 111 the following new section:</text>
					<quoted-block display-inline="no-display-inline" id="idB171523463EA440EB4BBFC8B82114D91" style="USC">
						<section commented="no" display-inline="no-display-inline" id="id4F4C03833A7F43C08363B8A6A0EA9074" section-type="subsequent-section"><enum>111A.</enum><header display-inline="yes-display-inline">Transportation of individuals to and from

							<subsection commented="no" display-inline="no-display-inline" id="idFB16888EC91E4D7698B46AE5F3E46119"><enum>(a)</enum><header display-inline="yes-display-inline">Transportation by Secretary</header><paragraph commented="no" display-inline="yes-display-inline" id="id1C211CAE9B2C4BCFB55066AA1F243F82"><enum>(1)</enum><text display-inline="yes-display-inline">The Secretary may transport any person to
				or from a Department facility or other place in connection with vocational
				rehabilitation, counseling required by the Secretary pursuant to chapter 34 or
				35 of this title, or for the purpose of examination, treatment, or care.</text>
								</paragraph><paragraph commented="no" display-inline="no-display-inline" id="idD0A304E28F68444AB2DEEB8A2D36E6CE" indent="up1"><enum>(2)</enum><text display-inline="yes-display-inline">The authority granted by paragraph (1)
				shall expire on the date that is one year after the date of the enactment of
				this
				section.</text>

			<section commented="no" display-inline="no-display-inline" id="H0AB027E692E34E8AB7FA19F11BF60BF3" section-type="subsequent-section"><enum>301.</enum><header display-inline="yes-display-inline">Off-base transition training for veterans
			 and their spouses</header>
				<subsection commented="no" display-inline="no-display-inline" id="H14B8FD9E93A244EABFDA0A2E73C0038B"><enum>(a)</enum><header display-inline="yes-display-inline">Provision of off-base transition
			 training</header><text display-inline="yes-display-inline">During the two-year
			 period beginning on the date of the enactment of this Act, the Secretary of
			 Labor shall provide the Transition Assistance Program under section 1144 of
			 title 10, United States Code, to eligible individuals at locations other than
			 military installations to assess the feasibility and advisability of providing
			 such program to eligible individuals at locations other than military
			 installations.</text>
				</subsection><subsection commented="no" display-inline="no-display-inline" id="id8F8D2E26009644B4B3E05CE1D702A59C"><enum>(b)</enum><header display-inline="yes-display-inline">Eligible individuals</header><text display-inline="yes-display-inline">For purposes of this section, an eligible
			 individual is a veteran or the spouse of a veteran.</text>
				</subsection><subsection commented="no" display-inline="no-display-inline" id="H07108B7BA28A4CA9885E5A21F7AE5922"><enum>(c)</enum><header display-inline="yes-display-inline">Locations</header>
					<paragraph commented="no" display-inline="no-display-inline" id="id8884ED5AB1D34EB8928E1E08F1599F1D"><enum>(1)</enum><header display-inline="yes-display-inline">Number of States</header><text display-inline="yes-display-inline">The Secretary shall carry out the training
			 under subsection (a) in not less than three and not more than five States
			 selected by the Secretary for purposes of this section.</text>
					</paragraph><paragraph commented="no" display-inline="no-display-inline" id="idFBF020DC2BE7422DA0DC9776F69D0918"><enum>(2)</enum><header display-inline="yes-display-inline">Selection of States with high
			 unemployment</header><text display-inline="yes-display-inline">Of the States
			 selected by the Secretary under paragraph (1), at least two shall be States
			 with high rates of unemployment among veterans.</text>
					</paragraph><paragraph commented="no" display-inline="no-display-inline" id="idB494A4FBDEB146A98385432CFD9D98C9"><enum>(3)</enum><header display-inline="yes-display-inline">Number of locations in each
			 State</header><text display-inline="yes-display-inline">The Secretary shall
			 provide training under subsection (a) to eligible individuals at a sufficient
			 number of locations within each State selected under this subsection to meet
			 the needs of eligible individuals in such State.</text>
					</paragraph><paragraph commented="no" display-inline="no-display-inline" id="id84A0B6B845B3411FA2DB426B9998C083"><enum>(4)</enum><header display-inline="yes-display-inline">Selection of locations</header><text display-inline="yes-display-inline">The Secretary shall select locations for
			 the provision of training under subsection (a) to facilitate access by
			 participants and may not select any location on a military installation other
			 than a National Guard or reserve facility that is not located on an active duty
			 military installation.</text>
					</paragraph></subsection><subsection commented="no" display-inline="no-display-inline" id="H3A0E10C6C9D9412D9C5D87CA9488195B"><enum>(d)</enum><header display-inline="yes-display-inline">Inclusion of information about veterans
			 benefits</header><text display-inline="yes-display-inline">The Secretary shall
			 ensure that the training provided under subsection (a) generally follows the
			 content of the Transition Assistance Program under section 1144 of title 10,
			 United States Code.</text>
				</subsection><subsection commented="no" display-inline="no-display-inline" id="HA24941EC0AED4AAB82F6602F20EA43EF"><enum>(e)</enum><header display-inline="yes-display-inline">Annual report</header><text display-inline="yes-display-inline">Not later than March 1 of any year during
			 which the Secretary provides training under subsection (a), the Secretary shall
			 submit to Congress a report on the provision of such training.</text>
				</subsection><subsection commented="no" display-inline="no-display-inline" id="HA6C5BF4B029C47DB8A80FEA59BEB9D9C"><enum>(f)</enum><header display-inline="yes-display-inline">Comptroller General report</header><text display-inline="yes-display-inline">Not later than 180 days after the
			 termination of the one-year period described in subsection (a), the Comptroller
			 General of the United States shall submit to Congress a report on the training
			 provided under such subsection. The report shall include the evaluation of the
			 Comptroller General regarding the feasibility and advisability of carrying out
			 off-base transition training at locations nationwide.</text>
				</subsection></section><section commented="no" display-inline="no-display-inline" id="id41F8CBE9548E415F91E5DA591402E807" section-type="subsequent-section"><enum>302.</enum><header display-inline="yes-display-inline">Requirement that judges on United States
			 Court of Appeals for Veterans Claims reside within 50 miles of District of
			 Columbia</header>
				<subsection commented="no" display-inline="no-display-inline" id="id14C94A262AA54C8BB405CEE61A657CD3"><enum>(a)</enum><header display-inline="yes-display-inline">Residency requirement</header>
					<paragraph commented="no" display-inline="no-display-inline" id="idF3C3C0FCAD644B19ABED173130FD6C67"><enum>(1)</enum><header display-inline="yes-display-inline">In general</header><text display-inline="yes-display-inline">Section 7255 is amended to read as
			 follows:</text>
						<quoted-block display-inline="no-display-inline" id="idE8915DF7171B4CE08BF2B6AA59EF6A70" style="USC">
							<section commented="no" display-inline="no-display-inline" id="id4E6946418C9F4641AED7A95C998CFC4E" section-type="subsequent-section"><enum>7255.</enum><header display-inline="yes-display-inline">Offices, duty stations, and
				residences</header>
								<subsection commented="no" display-inline="no-display-inline" id="idF54170FF84EC4965B7C771FAA1414732"><enum>(a)</enum><header display-inline="yes-display-inline">Principal office</header><text display-inline="yes-display-inline">The principal office of the Court of
				Appeals for Veterans Claims shall be in the Washington, D.C., metropolitan
				area, but the Court may sit at any place within the United States.</text>
								</subsection><subsection commented="no" display-inline="no-display-inline" id="id7DF66D2C5EF9435CA449140552361CB5"><enum>(b)</enum><header display-inline="yes-display-inline">Official duty stations</header><paragraph commented="no" display-inline="yes-display-inline" id="idBECE9C1C38E24011AD531CC46E0D1AC9"><enum>(1)</enum><text display-inline="yes-display-inline">Except as provided in paragraph (2), the
				official duty station of each judge while in active service shall be the
				principal office of the Court of Appeals for Veterans Claims.</text>
									</paragraph><paragraph commented="no" display-inline="no-display-inline" id="id5140C560300244A28FB21E8B06C5FFB1" indent="up1"><enum>(2)</enum><text display-inline="yes-display-inline">The place where a recall-eligible retired
				judge maintains the actual abode in which such judge customarily lives shall be
				considered the recall-eligible retired judge's official duty station.</text>
									</paragraph></subsection><subsection commented="no" display-inline="no-display-inline" id="idda67d98dee0443b58edb045651a02e29"><enum>(c)</enum><header display-inline="yes-display-inline">Residences</header><paragraph commented="no" display-inline="yes-display-inline" id="idF126A851B9A342ECAC832B64992429AD"><enum>(1)</enum><text display-inline="yes-display-inline">Except as provided in paragraph (2), after
				appointment and while in active service, each judge of the Court of Appeals for
				Veterans Claims shall reside within 50 miles of the Washington, D.C.,
				metropolitan area.</text>
									</paragraph><paragraph commented="no" display-inline="no-display-inline" id="idAA3C60F4F79843D5A8049AD2E184B503" indent="up1"><enum>(2)</enum><text display-inline="yes-display-inline">Paragraph (1) shall not apply to
				recall-eligible retired judges of the Court of Appeals for Veterans
				Claims.</text>
									</paragraph></subsection></section><after-quoted-block>.</after-quoted-block></quoted-block>
					</paragraph><paragraph commented="no" display-inline="no-display-inline" id="id7DECA30D1C8848208888E1C56A356185"><enum>(2)</enum><header display-inline="yes-display-inline">Clerical amendment</header><text display-inline="yes-display-inline">The table of sections at the beginning of
			 chapter 72 is amended by striking the item relating to section 7255 and
			 inserting the following new item:</text>

			 <quote>or engaging in the practice of law</quote> and inserting <quote>engaging
			 in the practice of law, or violating section 7255(c) of this
			 title</quote>.</text>
				</subsection><subsection commented="no" display-inline="no-display-inline" id="id50BD037392934BA8A781F60C2DE0AEB9"><enum>(c)</enum><header display-inline="yes-display-inline">Effective date</header>
					<paragraph commented="no" display-inline="no-display-inline" id="idDDFDC09E8712494AB5B0006AB5A3C005"><enum>(1)</enum><header display-inline="yes-display-inline">In general</header><text display-inline="yes-display-inline">Subsection (c) of section 7255, as added by
			 subsection (a), and the amendment made by subsection (b) shall take effect on
			 the date that is 180 days after the date of the enactment of this Act.</text>
					</paragraph><paragraph commented="no" display-inline="no-display-inline" id="idD6E03F84C7874047B470343424C95EFE"><enum>(2)</enum><header display-inline="yes-display-inline">Applicability</header><text display-inline="yes-display-inline">The amendment made by subsection (b) shall
			 apply with respect to judges confirmed on or after January 1, 2012.</text>

			 Village</header>
				<subsection commented="no" display-inline="no-display-inline" id="H17634129C09C4CC3A40F76560A989F0C"><enum>(a)</enum><header display-inline="yes-display-inline">Designation</header><text display-inline="yes-display-inline">The facility of the Department of Veterans
			 Affairs located at 180 Martin Drive in Carrollton, Georgia, shall after the
			 date of the enactment of this Act be known and designated as the <quote>Trinka
			 Davis Veterans Village</quote>.</text>
				</subsection><subsection commented="no" display-inline="no-display-inline" id="H4254FAB8811046BBBBD3E2DD9FAA3A75"><enum>(b)</enum><header display-inline="yes-display-inline">References</header><text display-inline="yes-display-inline">Any reference in any law, regulation, map,

			 after the date of the enactment of this Act be known and designated as the
			 <quote>William <quote>Bill</quote> Kling Department of Veterans Affairs
