		<official-title>To authorize the Secretary of the Interior to issue
		  permits for a microhydro project in nonwilderness areas within the boundaries
		  of Denali National Park and Preserve, to acquire land for Denali National Park
		  and Preserve from Doyon Tourism, Inc., and for other purposes.</official-title>

		<section id="S1" section-type="section-one"><enum>1.</enum><header>Short
			 title</header><text display-inline="no-display-inline">This Act may be cited as
			 the <quote><short-title>Kantishna Hills Renewable Energy
			 Act of 2011</short-title></quote>.</text>
		</section><section id="idC0E66F83065A4AD78A9322F6A9399675" section-type="subsequent-section"><enum>2.</enum><header>Definitions</header><text display-inline="no-display-inline">In this Act:</text>
			<paragraph id="IDf8669b603423476db73ac8d86db3528c"><enum>(1)</enum><header>Appurtenance</header><text>The
			 term <term>appurtenance</term> includes—</text>
				<subparagraph id="idE734ADB06F4C4CB7A3D98F8DEDC7A903"><enum>(A)</enum><text>transmissions
			 lines;</text>
				</subparagraph><subparagraph id="id7B5B55F4EAD04ED4B7605BB7D5656376"><enum>(B)</enum><text>distribution
			 lines;</text>
				</subparagraph><subparagraph id="id9DC01F3474B7415DBC8EE054749E3420"><enum>(C)</enum><text>signs;</text>
				</subparagraph><subparagraph id="id046440C359904AE091B98D2B54D8BA0B"><enum>(D)</enum><text>buried
			 communication lines;</text>
				</subparagraph><subparagraph id="id9DDB9F4491C94AEE849664B70842845F"><enum>(E)</enum><text>necessary access
			 routes for microhydro project construction, operation, and maintenance;
			 and</text>
				</subparagraph><subparagraph id="id401FD16625FF4B29B4F01D63A16F1D49"><enum>(F)</enum><text>electric
			 cables.</text>
				</subparagraph></paragraph><paragraph id="ID018c2948fdfc40838ea7ff44f0cf92e1"><enum>(2)</enum><header>Kantishna Hills
			 area</header><text>The term <term>Kantishna Hills area</term> means the area of
			 the Park located within 2 miles of Moose Creek, as depicted on the map.</text>
			</paragraph><paragraph id="id661D8CE6E98247C9AB6365578F0C5991"><enum>(3)</enum><header>Map</header><text>The
			 term <term>map</term> means the map entitled <quote>Kantishna Hills Micro-Hydro
			 Area</quote>, numbered 184/80,276, and dated August 27, 2010.</text>
			</paragraph><paragraph id="id612D1DD4C1284B1596B941574157407E"><enum>(4)</enum><header>Microhydro
			 project</header>
				<subparagraph id="id20C4799AD47C460AA55D84AF263AA81F"><enum>(A)</enum><header>In
			 general</header><text>The term <term>microhydro project</term> means a
			 hydroelectric power generating facility with a maximum power generation
			 capability of 100 kilowatts.</text>
				</subparagraph><subparagraph id="ID6d57ff2fae1e42df88ff98e659486637"><enum>(B)</enum><header>Inclusions</header><text>The
			 term <term>microhydro project</term> includes—</text>
					<clause id="idABE37FDEC3F4446FB28A53FC630E45EC"><enum>(i)</enum><text>the
			 intake pipeline located on Eureka Creek, approximately <fraction>1/2</fraction>
			 mile upstream from the Park Road, as depicted on the map;</text>
					</clause><clause id="ID4d58272bace64459a25ef3d9a721fd38"><enum>(ii)</enum><text>each system
			 appurtenance of the microhydro project; and</text>
					</clause><clause id="ID49d46cd1b9994cf995055f9cb3752911"><enum>(iii)</enum><text>any
			 distribution or transmission line required to serve the Kantishna Hills
			 area.</text>
					</clause></subparagraph></paragraph><paragraph id="idD6A2A9277E734608B9246EA2211E4AE4"><enum>(5)</enum><header>Park</header><text>The
			 term <term>Park</term> means the Denali National Park and Preserve.</text>
			</paragraph><paragraph id="idDD4E65B94E0748D59C04097ED6D6EE6F"><enum>(6)</enum><header>Secretary</header><text>The
			 term <term>Secretary</term> means the Secretary of the Interior.</text>
			</paragraph></section><section id="idC8725510157D486F94683E37C8BF6E35"><enum>3.</enum><header>Permit for
			 microhydro project</header>
			<subsection id="ID315850036e594bf4a015817f7382b6e6"><enum>(a)</enum><header>In
			 general</header><text>The Secretary may issue permits for microhydro projects
			 in the Kantishna Hills area.</text>
			</subsection><subsection id="id343E7D4C71F3454A81F8E57F6DBEBE43"><enum>(b)</enum><header>Terms and
			 conditions</header><text>Each permit under subsection (a) shall be—</text>
				<paragraph id="ID1ef7bda655cf43a1a13f18bda9487b12"><enum>(1)</enum><text>issued in
			 accordance with such terms and conditions as are generally applicable to
			 rights-of-way within units of the National Park System; and</text>
				</paragraph><paragraph id="ID099b18053de94cbb916a6957fb566647"><enum>(2)</enum><text>subject to such
			 other terms and conditions as the Secretary determines to be necessary.</text>
				</paragraph></subsection><subsection id="idEF8A105F122A49BF9900402691D33185"><enum>(c)</enum><header>Completion of
			 environmental analysis</header><text>Not later than 180 days after the date of
			 enactment of this Act, the Secretary shall complete any analysis required by
			 the <act-name parsable-cite="NEPA69">National Environmental Policy Act of
			 1969</act-name> (42 U.S.C. 4321 et seq.) of a proposed microhydro project
			 located on Eureka Creek within the Kantishna Hills area.</text>
			</subsection></section><section id="id91D5EACA74DC434F8AA63BE2246374CC"><enum>4.</enum><header>Land
			 exchange</header>
			<subsection id="ID4b26336ee83d454098517b891ca95816"><enum>(a)</enum><header>In
			 general</header><text>For the purpose of consolidating Park land and land owned
			 by Doyon Tourism, Inc., and subject to subsection (d), the Secretary may
			 exchange Park land near or adjacent to land owned by Doyon Tourism, Inc.,
			 located at the mouth of Eureka Creek in sec. 13, T.16 S., R. 18 W., Fairbanks
			 Meridian, for approximately 18 acres of land owned by Doyon Tourism, Inc.,
			 within the Galena patented mining claim.</text>
			</subsection><subsection commented="no" display-inline="no-display-inline" id="ID2ca0659af6704500981b9d8fced49417"><enum>(b)</enum><header>Map
			 availability</header><text>The map shall be on file and available for public
			 inspection in the appropriate offices of the National Park Service.</text>
			</subsection><subsection id="ID616c255359d247a9bf5a21c419e560e5"><enum>(c)</enum><header>Timing</header><text>The
			 Secretary shall seek to complete the exchange under this section by not later
			 than February 1, 2015.</text>
			</subsection><subsection id="ID1240b278e9384ca9b3131503d40957d6"><enum>(d)</enum><header>Applicable
			 laws; terms and conditions</header><text>The exchange under this section shall
			 be subject to—</text>
				<paragraph id="ID198fe9b2af134048a91bb727ca5b21cd"><enum>(1)</enum><text>the laws
			 (including regulations) and policies applicable to exchanges of land
			 administered by the National Park Service, including the laws and policies
			 concerning land appraisals, equalization of values, and environmental
			 compliance; and</text>
				</paragraph><paragraph commented="no" display-inline="no-display-inline" id="IDd76974acb11548c7bdf10fe5851f323f"><enum>(2)</enum><text>such terms and
			 conditions as the Secretary determines to be necessary.</text>
				</paragraph></subsection><subsection id="IDbc69784411a64725980870949fb71009"><enum>(e)</enum><header>Equalization of
			 values</header><text>If the tracts proposed for exchange under this section are
			 determined not to be equal in value, an equalization of values may be achieved
			 by adjusting the quantity of acres described in subsection (a).</text>
			</subsection><subsection id="ID58fe8fd1eb2f46689b12ef09ff3cc181"><enum>(f)</enum><header>Administration</header><text>The
			 land acquired by the Secretary pursuant to the exchange under this section
			 shall be administered as part of the Park.</text>
