		<official-title>To amend the Alaska Natural Gas Pipeline Act to improve
		  the Alaska pipeline construction training program, and for other
		  purposes.</official-title>

		<section id="S1" section-type="section-one"><enum>1.</enum><header>Alaska
			 pipeline construction training program</header><text display-inline="no-display-inline">Section 113 of the Alaska Natural Gas
			 Pipeline Act (15 U.S.C. 720k) is amended—</text>
			<paragraph id="idD902B3BFF40B421288F3E3B86CB4E242"><enum>(1)</enum><text>in subsection
			 (a)(1)(B), by striking <quote>support an Alaska gas pipeline training
			 program.</quote> and inserting “support—</text>
				<quoted-block display-inline="no-display-inline" id="id0B24821641534DC98496D3D779750834" style="OLC">
					<clause id="idDB503C851DFB47D184CA5278A388A1D6"><enum>(i)</enum><text>an Alaska gas
				pipeline training program; and</text>
					</clause><clause id="IDabf9c03f1b20474a9ff49de749993708"><enum>(ii)</enum><text>a program to
				train workers in the construction, operation, maintenance, and performance of
				all related environmental processes involving existing and future oil and gas
				infrastructure in
				Alaska.</text>
					</clause><after-quoted-block>;</after-quoted-block></quoted-block>
			</paragraph><paragraph id="id76C82BA978F345C6A8F05776F6BCA777"><enum>(2)</enum><text>by striking
			 subsection (b) and inserting the following:</text>
				<quoted-block display-inline="no-display-inline" id="id680CF7FF29864212B5C82470BDBAC7F1" style="OLC">
					<subsection id="IDa090cb81500248c3a95b4093bc413416"><enum>(b)</enum><header>Requirements
				for grants</header><text>The Secretary shall make a grant under subsection (a)
				only if the Governor of the State of Alaska requests the grant funds and
				certifies in writing to the Secretary that there is a need for the funds in
				order to ensure an adequately skilled, safe, and competent workforce—</text>
						<paragraph id="idADB135453A854D6EBF79C764CE788822"><enum>(1)</enum><text>to construct,
				operate, and maintain an Alaska natural gas pipeline system; or</text>
						</paragraph><paragraph id="idC048F405F0FD4D45A418484FD730B886"><enum>(2)</enum><text>to construct,
				operate, maintain, and perform all related environmental processes involving
				existing and future oil and gas infrastructure in
				Alaska.</text>
						</paragraph></subsection><after-quoted-block>;
				and</after-quoted-block></quoted-block>
			</paragraph><paragraph id="id95FC352256F148528E4C9C6DAD164EBD"><enum>(3)</enum><text>in the second
			 sentence of subsection (c), by striking <quote>15 percent</quote> and inserting
			 <quote>50 percent</quote>.</text>
