		<official-title>To provide for the exchange of certain land located in
		  the Arapaho-Roosevelt National Forests in the State of Colorado, and for other
		  purposes.</official-title>

		<section id="IDb9bce9e0465c43939c18d821c08cffca" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the
			 <quote><short-title>Sugar Loaf Fire Protection District
			 Land Exchange Act of 2011</short-title></quote>.</text>
		</section><section id="IDe36af084693f4f70a90af039fec08d5b"><enum>2.</enum><header>Definitions</header><text display-inline="no-display-inline">In this Act:</text>
			<paragraph id="ID7af3e7bcac33435080eacae6486ca65f"><enum>(1)</enum><header>District</header><text>The
			 term <term>District</term> means the Sugar Loaf Fire Protection District of
			 Boulder, Colorado.</text>
			</paragraph><paragraph id="ID47ee3654e4924bcf9d200c86e8ba716b"><enum>(2)</enum><header>Federal
			 land</header><text>The term <term>Federal land</term> means—</text>
				<subparagraph id="idE15E6464BE204C98B236CEEDA2B7CB35"><enum>(A)</enum><text>the parcel of
			 approximately 1.52 acres of land in the National Forest that is generally
			 depicted on the map numbered 1, entitled <quote>Sugarloaf Fire Protection
			 District Proposed Land Exchange</quote>, and dated November 12, 2009;
			 and</text>
				</subparagraph><subparagraph id="id85C8536F16314CD29AD4246C992FFA79"><enum>(B)</enum><text>the parcel of
			 approximately 3.56 acres of land in the National Forest that is generally
			 depicted on the map numbered 2, entitled <quote>Sugarloaf Fire Protection
			 District Proposed Land Exchange</quote>, and dated November 12, 2009.</text>
				</subparagraph></paragraph><paragraph id="IDba3cfa4094344f2ea4000d9bb702c468"><enum>(3)</enum><header>National
			 forest</header><text>The term <term>National Forest</term> means the
			 Arapaho-Roosevelt National Forests located in the State of Colorado.</text>
			</paragraph><paragraph id="IDb89b411eb6be471187430591bde9ef36"><enum>(4)</enum><header>Non-Federal
			 land</header><text>The term <term>non-Federal land</term> means the parcel of
			 approximately 5.17 acres of non-Federal land in unincorporated Boulder County,
			 Colorado, that is generally depicted on the map numbered 3, entitled
			 <quote>Sugarloaf Fire Protection District Proposed Land Exchange</quote>, and
			 dated November 12, 2009.</text>
			</paragraph><paragraph id="ID4472f7b764d14e2b90cc93e75b8ef782"><enum>(5)</enum><header>Secretary</header><text>The
			 term <term>Secretary</term> means the Secretary of Agriculture.</text>
			</paragraph></section><section id="ID41ea99fb4bba4059bfe5b9b1df9b83c2"><enum>3.</enum><header>Land
			 exchange</header>
			<subsection id="ID3c9cb5e9908b4efeb557a13fdb21104a"><enum>(a)</enum><header>In
			 general</header><text>Subject to the provisions of this Act, if the District
			 offers to convey to the Secretary all right, title, and interest of the
			 District in and to the non-Federal land, and the offer is acceptable to the
			 Secretary—</text>
				<paragraph id="IDf430169754a14957bd2d73ee7f80c92b"><enum>(1)</enum><text>the Secretary
			 shall accept the offer; and</text>
				</paragraph><paragraph id="ID4c431e20dfb14985818744ef0549658d"><enum>(2)</enum><text>on receipt of
			 acceptable title to the non-Federal land, the Secretary shall convey to the
			 District all right, title, and interest of the United States in and to the
			 Federal land.</text>
				</paragraph></subsection><subsection id="ID03dfe870a2364b9eaa43197ea210095a"><enum>(b)</enum><header>Applicable
			 law</header><text>Section 206 of the Federal Land Policy and Management Act of
			 1976 (43 U.S.C. 1716) shall apply to the land exchange authorized under
			 subsection (a), except that—</text>
				<paragraph id="ID5c74780a8c794544870022264b1ea231"><enum>(1)</enum><text>the Secretary may
			 accept a cash equalization payment in excess of 25 percent of the value of the
			 Federal land; and</text>
				</paragraph><paragraph id="IDb3a123fb29d54abcb12ee4588439bcc7"><enum>(2)</enum><text>as a condition of
			 the land exchange under subsection (a), the District shall—</text>
					<subparagraph id="idF01891807F654AD18D27D2C6654F1AF9"><enum>(A)</enum><text>pay each cost
			 relating to any land surveys and appraisals of the Federal land and non-Federal
			 land; and</text>
					</subparagraph><subparagraph id="ID38a971e3a31e450faceae07ca5798721"><enum>(B)</enum><text>enter into an
			 agreement with the Secretary that allocates any other administrative costs
			 between the Secretary and the District.</text>
					</subparagraph></paragraph></subsection><subsection id="ID448d9102831b40eabd6fa8a9b24f7a94"><enum>(c)</enum><header>Additional
			 terms and conditions</header><text>The land exchange under subsection (a) shall
			 be subject to—</text>
				<paragraph id="ID54b433a4d7864929ac36b3105a32fe12"><enum>(1)</enum><text>valid existing
			 rights; and</text>
				</paragraph><paragraph id="IDd9aefa91cdb54b7eaeec795afc8e44b8"><enum>(2)</enum><text>any terms and
			 conditions that the Secretary may require.</text>
				</paragraph></subsection><subsection id="IDab811a81ec294ea098e275aaac96fb5c"><enum>(d)</enum><header>Time for
			 completion of land exchange</header><text>It is the intent of Congress that the
			 land exchange under subsection (a) shall be completed not later than 1 year
			 after the date of enactment of this Act.</text>
			</subsection><subsection id="IDda51d771185f41ceb29df40566947125"><enum>(e)</enum><header>Authority of
			 Secretary To conduct sale of Federal land</header>
				<paragraph id="IDc56fc42cd4be4930a1a560cb489d56fc"><enum>(1)</enum><header>In
			 general</header><text>In accordance with paragraph (2), if the land exchange
			 under subsection (a) is not completed by the date that is 1 year after the date
			 of enactment of this Act, the Secretary may offer to sell to the District the
			 Federal land.</text>
				</paragraph><paragraph id="ID4b7c3d9cb40c42c391878d2e401e9061"><enum>(2)</enum><header>Value of
			 Federal land</header><text>The Secretary may offer to sell to the District the
			 Federal land for the fair market value of the Federal land.</text>
				</paragraph></subsection><subsection id="IDeaee3f01736943cc9434be40279be96a"><enum>(f)</enum><header>Disposition of
			 proceeds</header>
				<paragraph id="IDb7e35f17895f49a6a1ea3930503493fb"><enum>(1)</enum><header>In
			 general</header><text>The Secretary shall deposit in the fund established under
			 Public Law 90–171 (commonly known as the <quote>Sisk Act</quote>) (16 U.S.C.
			 484a) any amount received by the Secretary as the result of—</text>
					<subparagraph id="ID6ee6320462d647389af5107dc8f65149"><enum>(A)</enum><text>any cash
			 equalization payment made under subsection (b); and</text>
					</subparagraph><subparagraph id="ID1f6cb7dc57cf4adbb19b3511cfb44732"><enum>(B)</enum><text>any sale carried
			 out under subsection (e).</text>
					</subparagraph></paragraph><paragraph id="ID7b74dbdbaffd41b7b78ed5f0682d5781"><enum>(2)</enum><header>Use of
			 proceeds</header><text>Amounts deposited under paragraph (1) shall be available
			 to the Secretary, without further appropriation and until expended, for the
			 acquisition of land or interests in land in the National Forest.</text>
				</paragraph></subsection><subsection id="ID073d3f11e52b413d8a9af802d2b54db1"><enum>(g)</enum><header>Management and
			 status of acquired land</header><text>The non-Federal land acquired by the
			 Secretary under this section shall be—</text>
				<paragraph id="ID51237b72cd4e4b288c69d3a9440a9ffc"><enum>(1)</enum><text>added to, and
			 administered as part of, the National Forest; and</text>
				</paragraph><paragraph id="ID7be5a9c4b7c74c5dad75f3bf4255c7a3"><enum>(2)</enum><text>managed by the
			 Secretary in accordance with—</text>
					<subparagraph id="IDab4972f8720847c0aaf158bd892c055f"><enum>(A)</enum><text>the Act of March
			 1, 1911 (commonly known as the <quote>Weeks Law</quote>) (16 U.S.C. 480 et
			 seq.); and</text>
					</subparagraph><subparagraph id="ID4b8699c85c86457dadb068e968b0b30b"><enum>(B)</enum><text>any laws
			 (including regulations) applicable to the National Forest.</text>
					</subparagraph></paragraph></subsection><subsection id="ID538ea1b71a9c4a4b8c60f595a8ca8405"><enum>(h)</enum><header>Revocation of
			 orders; withdrawal</header>
				<paragraph id="IDa5e8f129a6d840f09e19608bd38457b9"><enum>(1)</enum><header>Revocation of
			 orders</header><text>Any public order withdrawing the Federal land from entry,
			 appropriation, or disposal under the public land laws is revoked to the extent
			 necessary to permit the conveyance of the Federal land to the District.</text>
				</paragraph><paragraph commented="no" display-inline="no-display-inline" id="IDd40c069841994a089aee576aecb14bf2"><enum>(2)</enum><header>Withdrawal</header><text>On
			 the date of enactment of this Act, if not already withdrawn or segregated from
			 entry and appropriation under the public land laws (including the mining and
			 mineral leasing laws) and the Geothermal Steam Act of 1970 (30 U.S.C. 1001 et
			 seq.), the Federal land is withdrawn until the date of the conveyance of the
			 Federal land to the District.</text>
				</paragraph></subsection></section></legis-body>
