			 of 2011</short-title></quote>.</text>

			 the water was contaminated at Camp Lejeune</header>
			<subsection commented="no" display-inline="no-display-inline" id="id256624CEECB84C24913C7215953ECB13"><enum>(a)</enum><header display-inline="yes-display-inline">In general</header><text display-inline="yes-display-inline">Section 1710(e)(1) of title 38, United
			 States Code, is amended by adding at the end the following new
			 subparagraph:</text>
				<quoted-block changed="deleted" committee-id="SSVA00" display-inline="no-display-inline" id="id71834376E997486F888B527CACFEEFF8" reported-display-style="strikethrough" style="OLC">
					<subparagraph commented="no" display-inline="no-display-inline" id="id0D3A8441143942EB9BB4F34E05ABAC3A" indent="up2"><enum>(F)</enum><text display-inline="yes-display-inline">Subject to paragraph (2), a veteran who, as
				a member of the Armed Forces, was stationed at Camp Lejeune, North Carolina,
				during a period, determined by the Secretary in consultation with the Agency
				for Toxic Substances and Disease Registry, in which the water at Camp Lejeune
				was contaminated by volatile organic compounds, including known human
				carcinogens and probable human carcinogens, is eligible for hospital care,
				medical services, and nursing home care under subsection (a)(2)(F) for any
				illness, notwithstanding that there is insufficient medical evidence to
				conclude that such illness is attributable to such
				contamination.</text>
					</subparagraph><after-quoted-block>.</after-quoted-block></quoted-block>
			</subsection><subsection commented="no" display-inline="no-display-inline" id="idBA18871EEDA64B3A9D528D282B71D099"><enum>(b)</enum><header display-inline="yes-display-inline">Family members</header>
				<paragraph commented="no" display-inline="no-display-inline" id="idE3ACDBF0990047D9B39D1D29F0B714E6"><enum>(1)</enum><header display-inline="yes-display-inline">In general</header><text display-inline="yes-display-inline">Subchapter VIII of chapter 17 of title 38,
			 United States Code, is amended by adding at the end the following new
			 section:</text>

				stationed at Camp Lejeune, North Carolina, while the water was contaminated at
				Camp Lejeune</header>
							<subsection commented="no" display-inline="no-display-inline" id="idCD0DD64470684B54B52AB4ABF1B706E2"><enum>(a)</enum><header display-inline="yes-display-inline">In general</header><text display-inline="yes-display-inline">A family member of a veteran described in
				subparagraph (F) of section 1710(e)(1) of this title who resided at Camp
				Lejeune during the period described in such subparagraph or who was in utero
				during such period while the mother of such family member resided at such
				location shall be eligible for hospital care, medical services, and nursing
				home care furnished by the Secretary for any condition, or any disability that
				is associated with such condition, that is associated with exposure to the
				contaminants in the water at Camp Lejeune during such period.</text>
							</subsection><subsection commented="no" display-inline="no-display-inline" id="id8AF2C0F18EFF4849BBE1F2952954A56E"><enum>(b)</enum><header display-inline="yes-display-inline">Regulations</header><text display-inline="yes-display-inline">The Secretary shall prescribe regulations
				that specify which—</text>
								<paragraph commented="no" display-inline="no-display-inline" id="idCB4FC937A7564775B9657708FB7E48CE"><enum>(1)</enum><text display-inline="yes-display-inline">conditions are associated with exposure to
				the contaminants described in subsection (a); and</text>
								</paragraph><paragraph commented="no" display-inline="no-display-inline" id="id647F8ADE0DF2449998DF04937277DA52"><enum>(2)</enum><text display-inline="yes-display-inline">disabilities are associated with such
				conditions.</text>

			 the end the following new subparagraph:</text>

				<paragraph commented="no" display-inline="no-display-inline" id="ideadf5b63-472d-45fa-bc91-40366b1752ba"><enum>(1)</enum><header display-inline="yes-display-inline">In general</header><text display-inline="yes-display-inline">Subchapter VIII of chapter 17 is amended by
			 adding at the end the following new section:</text>

							<subsection commented="no" display-inline="no-display-inline" id="id7c98de1f-3909-4ce7-9197-a473efed3871"><enum>(a)</enum><header display-inline="yes-display-inline">In general</header><text display-inline="yes-display-inline">A family member of a veteran described in
				subparagraph (F) of section 1710(e)(1) of this title who resided at Camp
				Lejeune during the period described in such subparagraph or who was in utero
				during such period while the mother of such family member resided at such
				location shall be eligible for hospital care, medical services, and nursing
				home care furnished by the Secretary for any condition, or any disability that
				is associated with such condition, that is associated with exposure to the
				contaminants in the water at Camp Lejeune during such period.</text>
							</subsection><subsection commented="no" display-inline="no-display-inline" id="id4273C445FBB649ADB575A6029B668072"><enum>(b)</enum><header>Limitation</header><text>The
				Secretary may only furnish hospital care, medical services, and nursing home
				care under subsection (a) to the extent and in the amount provided in advance
				in appropriations Acts for such purpose.</text>
							</subsection><subsection commented="no" display-inline="no-display-inline" id="id8b50b09d-047c-450c-86fb-e42ff761b8a6"><enum>(c)</enum><header display-inline="yes-display-inline">Regulations</header><text display-inline="yes-display-inline">The Secretary shall prescribe regulations
				that specify which—</text>
								<paragraph commented="no" display-inline="no-display-inline" id="id408529c5-5376-4acf-a862-7e90d866d6d6"><enum>(1)</enum><text display-inline="yes-display-inline">conditions are associated with exposure to
				the contaminants described in subsection (a); and</text>
								</paragraph><paragraph commented="no" display-inline="no-display-inline" id="id1212a291-9c1a-4de0-b158-1606cc76743c"><enum>(2)</enum><text display-inline="yes-display-inline">disabilities are associated with such
				conditions.</text>
								</paragraph></subsection></section><after-quoted-block>.</after-quoted-block></quoted-block>
				</paragraph><paragraph commented="no" display-inline="no-display-inline" id="id3df4b381-8c5e-48f8-8fa6-17e24e1c734c"><enum>(2)</enum><header display-inline="yes-display-inline">Clerical amendment</header><text display-inline="yes-display-inline">The table of sections at the beginning of
			 such chapter is amended by inserting after the item relating to section 1786
			 the following new item:</text>

				</paragraph></subsection><subsection commented="no" display-inline="no-display-inline" id="idF63A75C757294FCFA0B05C703180406B"><enum>(c)</enum><header>Reimbursement by
			 Secretary of Defense</header><text>Section 8111 is amended—</text>
				<paragraph commented="no" display-inline="no-display-inline" id="id3B25D9213F78491AB1345310F8FC3AE1"><enum><added-phrase committee-id="SSVA00" reported-display-style="italic">(1)</added-phrase></enum><text>by redesignating
			 subsections (f) and (g) as subsections (g) and (h), respectively; and</text>
				</paragraph><paragraph commented="no" display-inline="no-display-inline" id="idB6250CCCF657402FA8CE7ADF42B0C2DB"><enum>(2)</enum><text>by inserting after
			 subsection (e) the following new subsection (f):</text>
					<quoted-block changed="added" committee-id="SSVA00" display-inline="no-display-inline" id="id11F81C6335074B3295FA2A10C1306305" reported-display-style="italic" style="OLC">
						<subsection commented="no" display-inline="no-display-inline" id="id789E7462C7594956B3DE84CD5A1F8CD3"><enum>(f)</enum><header>Camp
				Lejeune</header><paragraph commented="no" display-inline="yes-display-inline" id="id18B4AEA1B33642A782EDBB7232D24B79"><enum>(1)</enum><text>The Secretary of
				Defense shall enter into an agreement with the Secretary of Veterans Affairs
				under subsection (a) to reimburse the Secretary of Veterans Affairs, from
				amounts appropriated to the Secretary of Defense, for the costs of all hospital
				care, medical services, and nursing home care provided under sections
				1710(e)(1)(F) and 1787 of this title.</text>
							</paragraph><paragraph changed="added" commented="no" committee-id="SSVA00" display-inline="no-display-inline" id="id3C1B1B409DDF45379A3F400A06E5141C" indent="up1" reported-display-style="italic"><enum>(2)</enum><text>Costs
				described in paragraph (1) shall include reasonable and customary charges
				associated with oversight and administration of the care and services described
				in such paragraph.</text>
							</paragraph><paragraph changed="added" commented="no" committee-id="SSVA00" display-inline="no-display-inline" id="id1AC07769283941468248A31B3F12E7BC" indent="up1" reported-display-style="italic"><enum>(3)</enum><text>The
				Secretary of Veterans Affairs may use the authority provided under section 1781
				of this title, or such other existing discretionary authorities as the
				Secretary considers appropriate, to arrange for care and services described in
				paragraph
				(1).</text>
							</paragraph></subsection><after-quoted-block>.</after-quoted-block></quoted-block>
				</paragraph></subsection><subsection commented="no" display-inline="no-display-inline" id="id64BA0186EB3541C8A5FF2DD30594F66D"><enum>(d)</enum><header>Effective date</header>
				<paragraph commented="no" display-inline="no-display-inline" id="id1AD57A6B04354B66A26AEAC034C2973A"><enum>(1)</enum><header>In
			 general</header><text>The provisions of this section and the amendments made by
			 this section shall take effect on October 1, 2012.</text>
				</paragraph><paragraph commented="no" display-inline="no-display-inline" id="id5AC7B20E94D145A5B7203258C8AA9165"><enum>(2)</enum><header>Applicability</header><text>Subparagraph
			 (F) of section 1710(e)(1) of such title, as added by subsection (a), and
			 section 1787 of such title, as added by subsection (b), shall apply with
			 respect to hospital care, medical services, and nursing home care provided on
			 or after October 1, 2012.</text>
				</paragraph></subsection></section><section changed="added" committee-id="SSVA00" id="id17FAD1B12AF641199CCC01B2D842F6B3" reported-display-style="italic"><enum>3.</enum><header>Merger and consolidation
			 of defense commissary and exchange systems</header>
			<subsection id="id797988B3A35D4715962AFE58B9244928"><enum>(a)</enum><header>Merger and
			 consolidation</header>
				<paragraph id="idAFD5D1A7571D44B19024384397D3E11F"><enum>(1)</enum><header>In
			 general</header><text>Commencing in fiscal year 2012, the Secretary of Defense
			 shall merge and consolidate the system of commissary stores and the system of
			 exchange stores operated under chapter 147 of title 10, United States Code,
			 into a single world-wide system of commissary stores and exchange stores in
			 order to achieve a single system of stores that operates on a self-sufficient
			 basis without the need for financial support through appropriated funds by not
			 later than September 30, 2015.</text>
				</paragraph><paragraph id="id56B9FEE58CA248CCBC4C0DE3976F1A5B"><enum>(2)</enum><header>Conforming
			 amendments</header><text>Section 2481 of title 10, United States Code, is
			 amended—</text>
					<subparagraph id="idFA15AD59B01D4055B0F2E14ACF92E784"><enum>(A)</enum><text>in subsection (a)—</text>
						<clause id="id9E92EEDA15F14A2FACED976094CB55FF"><enum>(i)</enum><text>by striking
			 <quote><header-in-text level="subsection" style="OLC">Separate
			 systems</header-in-text>.—</quote> and inserting <quote><header-in-text level="subsection" style="OLC">In general</header-in-text>.—</quote>;
			 and</text>
						</clause><clause id="id9F7A481EADFF411A94788229913C8689"><enum>(ii)</enum><text>by striking <quote>a
			 world-wide system</quote> and all that follows through <quote>The stores of
			 each system</quote> and inserting <quote>a single world-wide system of
			 commissary stores and exchanges stores. The stores of such
			 system</quote>;</text>
						</clause></subparagraph><subparagraph id="id6A5ACC8B7E8148EB94527DA74C2AC6FC"><enum>(B)</enum><text>in subsection (b)—</text>
						<clause id="id27181E583D4E4A338ED2C0BC50DB76DF"><enum>(i)</enum><text>by striking
			 <quote><header-in-text level="subsection" style="OLC">Purpose of
			 systems</header-in-text>.—</quote> and inserting <quote><header-in-text level="subsection" style="OLC">Purpose of system</header-in-text>.—</quote>;
			 and</text>
						</clause><clause id="idF5DF34FEFE754526B6C54B06DB9BAC12"><enum>(ii)</enum><text>by striking
			 <quote>commissary system and the exchange system</quote> and inserting
			 <quote>commissary and exchange system</quote>;</text>
						</clause></subparagraph><subparagraph id="id6424F5A6E3BB48A6BA6DA19A729B7CFE"><enum>(C)</enum><text>in subsection (c)—</text>
						<clause id="id06CE078D1B084331A950F7ECCCB9660E"><enum>(i)</enum><text>in paragraph (1), by
			 striking <quote>both the defense commissary system and the exchange
			 system</quote> and inserting <quote>the commissary and exchange system</quote>;
			 and</text>
						</clause><clause id="id9D43AF1FDB984A5BB4B700EB1C7D9B64"><enum>(ii)</enum><text>in paragraph (2), by
			 striking <quote>exchange systems</quote> and all that follows and inserting
			 <quote>exchange system.</quote>;</text>
						</clause></subparagraph><subparagraph id="id910BD6A7A69849E29E4F08B3F218455F"><enum>(D)</enum><text>by redesignating
			 subsection (d) as subsection (e); and</text>
					</subparagraph><subparagraph id="id0400AFCD5774402F8913E2B721E2F12C"><enum>(E)</enum><text>by inserting after
			 subsection (c) the following new subsection (d):</text>

							<subsection id="id022D1BC6F31A47A982D33B296FD29B6A"><enum>(d)</enum><header>Construction of
				references</header><text>Any reference in this subchapter to a commissary store
				shall be deemed to be a reference to a store operated under the single system
				of commissary stores and exchange stores required by subsection (a). Any
				reference in this subchapter to the defense commissary system shall be deemed
				to be a reference to such system of commissary stores and exchange
				stores.</text>
							</subsection><after-quoted-block>.</after-quoted-block></quoted-block>
					</subparagraph></paragraph><paragraph id="id491604C2AD7645F58F3CC85A5B2BF812"><enum>(3)</enum><header>Construction of
			 provisions</header><text>This subsection and the amendments made by this
			 subsection are intended as a specific authorization by Act of Congress for the
			 consolidation and merger of the system of commissary stores and the system of
			 exchange stores operated and maintained by the Department of Defense under
			 chapter 147 of title 10, United States Code, within the meaning of section
			 2487(b) of such title.</text>
				</paragraph><paragraph id="id2E24010E96264C649AC32F76A26A9139"><enum>(4)</enum><header>Prohibition on use of
			 appropriated funds after fiscal year 2015</header><text>Notwithstanding any
			 provision of chapter 147 of title 10, United States Code, or any other
			 provision of law, funds appropriated or otherwise made available for the
			 Department of Defense may not be obligated or expended for or in connection
			 with the system of commissary stores and exchange stores operated by the
			 Department of Defense under that chapter on or after October 1, 2015.</text>
				</paragraph></subsection><subsection id="id680C895CCE8C4F098BF06F1AB441C7ED"><enum>(b)</enum><header>Conforming
			 repeals</header><text>Sections 2487 and 2488 of title 10, United States Code,
			 are repealed.</text>
			</subsection><subsection id="id94F41780D1D14748990CFB8AA44E945D"><enum>(c)</enum><header>Clerical
			 amendments</header>
