			 <quote><short-title>Bulletproof Vest Partnership Grant
			 Program Reauthorization Act of 2012</short-title></quote>.</text>
		</section><section changed="added" committee-id="SSJU00" id="id7f1305cb5fff4ae794985ded86d64554" reported-display-style="italic"><enum>2.</enum><header>Extension of
			 authorization of appropriations for bulletproof vest partnership grant
			 program</header><text display-inline="no-display-inline">Section 1001(a)(23) of
			 title I of the Omnibus Crime Control and Safe Streets Act of 1968 (42 U.S.C.
			 3793(a)(23)) is amended by striking <quote>part Y,</quote> and all that follows
			 and inserting the following: “part Y—</text>

				<subparagraph id="idB8153F3440DC4B3E8FE089D32E1D5005" indent="up1"><enum>(A)</enum><text display-inline="yes-display-inline">$15,000,000 for each of fiscal years 2013
				and 2014; and</text>
				</subparagraph><subparagraph id="id5F63ACB3D92F4DAA8304A7E9F368004E" indent="up1"><enum>(B)</enum><text display-inline="yes-display-inline">$30,000,000 for each of fiscal years 2015,
				2016, and
				2017.</text>

			 appropriated funds</header><text display-inline="no-display-inline">Section
			 2501 of title I of the Omnibus Crime Control and Safe Streets Act of 1968 (42
			 U.S.C. 3796ll) is amended by adding at the end the following:</text>

				<subsection id="id383b047da4f848d99357772f6d01efcf"><enum>(h)</enum><header>Expiration of
				previously appropriated funds</header>
					<paragraph id="id026B05C7218E40818C2572C277A79484"><enum>(1)</enum><header>Definition</header><text>In
				this subsection, the term <term>previously appropriated funds</term> means any
				amounts that—</text>
						<subparagraph id="idEB65A98F98884EDDB54EE0011DFE2882"><enum>(A)</enum><text>were appropriated for any
				of fiscal years 1999 through 2011 to carry out this part; and</text>
						</subparagraph><subparagraph id="id4C00156477804AA1BF7398C221743E95"><enum>(B)</enum><text>on the date of enactment
				of the <short-title>Bulletproof Vest Partnership Grant
				Program Reauthorization Act of 2012</short-title> are available to be expended
				and have not been expended, including funds that were previously obligated but
				undisbursed.</text>
						</subparagraph></paragraph><paragraph id="idFA9F9825E3C6479E998CA9EF2FB09676"><enum>(2)</enum><header>Expiration</header><text>All
				previously appropriated funds that are not expended by September 30, 2014,
				shall be transferred to the General Fund of the Treasury no later than January
				15,
				2015.</text>
					</paragraph></subsection><after-quoted-block>.</after-quoted-block></quoted-block>
		</section><section changed="added" committee-id="SSJU00" id="idd7fd25b0fe234d129f86ec2ce8f51117" reported-display-style="italic"><enum>4.</enum><header>Sense of Congress on
			 2-year limitation on funds</header><text display-inline="no-display-inline">It
			 is the sense of Congress that amounts made available to carry out part Y of
			 title I of the Omnibus Crime Control and Safe Streets Act of 1968 (42 U.S.C.
			 3796ll et seq.) should be made available through the end of the first fiscal
			 year following the fiscal year for which the amounts are appropriated and
			 should not be made available until expended.</text>
		</section><section changed="added" committee-id="SSJU00" id="idaa83c76c35e24a2199ff53af96cd7808" reported-display-style="italic"><enum>5.</enum><header>Matching fund
			 limitation</header><text display-inline="no-display-inline">Section 2501(f) of
			 title I of the Omnibus Crime Control and Safe Streets Act of 1968 (42 U.S.C.
			 3796ll(f)) is amended—</text>
			<paragraph id="id0936523214a2479189c7352ea575cee5"><enum>(1)</enum><text>by redesignating
			 paragraph (3) as paragraph (4); and</text>
			</paragraph><paragraph id="id0C95D9039F2F4A70ADA980949C625627"><enum>(2)</enum><text>inserting after paragraph
			 (2) the following:</text>
				<quoted-block changed="added" committee-id="SSJU00" display-inline="no-display-inline" id="id2dc9c542e9304343b72e441ac7a4e544" reported-display-style="italic" style="OLC">
					<paragraph id="idd0526c7dcfc645f6be1309ca7c878616"><enum>(3)</enum><header>Limitation on State
				matching funds</header><text>A State, unit of local government, or Indian tribe
				may not use funding received under any other Federal grant program to pay or
				defer the cost, in whole or in part, of the matching requirement under
				paragraph
				(1).</text>
					</paragraph><after-quoted-block>.</after-quoted-block></quoted-block>
			</paragraph></section><section changed="added" committee-id="SSJU00" id="id6A5BE72066A5418C9EA34439D09CA87C" reported-display-style="italic"><enum>6.</enum><header>Application of
			 bulletproof vest partnership grant program requirements to any bulletproof vest
			 or body armor purchased with Federal grant funds</header><text display-inline="no-display-inline">Section 521 of title I of the Omnibus Crime
			 Control and Safe Streets Act of 1968 (42 U.S.C. 3766a) is amended by adding at
			 the end the following:</text>
			<quoted-block changed="added" committee-id="SSJU00" display-inline="no-display-inline" id="id8D8536DE85094BFE947A30A884F33285" reported-display-style="italic" style="OLC">
				<subsection id="id6158B1DEF64647B69E3E1C1F703FC605"><enum>(c)</enum><text>Notwithstanding any other
				provision of law, a grantee that uses funds made available under this part to
				purchase a bulletproof vest or body armor shall comply with any requirement
				established for the use of grants made under part Y that an agency receiving
				funding under part Y—</text>
					<paragraph id="idDB223674BF084C588F0322DB06E9DD0C"><enum>(1)</enum><text>have a written policy
				requiring uniformed patrol officers to wear a bulletproof vest or body armor;
				and</text>
					</paragraph><paragraph id="id2BFEAD8AB395402B9DFD499737E78A85"><enum>(2)</enum><text>use the funds to purchase
				bulletproof vests or body armor that meet any performance standards established
				by the Director of the Bureau of Justice
				Assistance.</text>
					</paragraph></subsection><after-quoted-block>.</after-quoted-block></quoted-block>
		</section><section changed="added" id="id9521CF6FB73246EBBE2A7D73C57E8077" reported-display-style="italic"><enum>7.</enum><header>Uniquely fitted armor
			 vests</header><text display-inline="no-display-inline">Section 2501(c) of title
			 I of the Omnibus Crime Control and Safe Streets Act of 1968 (42 U.S.C.
			 3796ll(c)) is amended—</text>
			<paragraph id="idDE7F9DBD61DB4362B8D8370E6C54410A"><enum>(1)</enum><text>in paragraph (2), by
			 striking <quote>and</quote> at the end;</text>
			</paragraph><paragraph id="id39E06FCB3EF9498EBA3E1BE525670416"><enum>(2)</enum><text>in paragraph (3), by
			 striking <quote>; or</quote> and inserting <quote>; and</quote>;</text>
			</paragraph><paragraph id="id7F5A354C25EB4905B77D1633114297A1"><enum>(3)</enum><text>by redesignating
			 paragraph (4) as paragraph (5); and</text>
			</paragraph><paragraph id="id722B6A38E5394185AE9FA79F1871A9A3"><enum>(4)</enum><text>by inserting after
			 paragraph (3) the following:</text>
				<quoted-block changed="added" display-inline="no-display-inline" id="idE85B13D1A41D44489A05EA312204D6BB" reported-display-style="italic" style="OLC">
					<paragraph id="id6C6451B85604472D92CB610B513B3A04"><enum>(4)</enum><text>provides armor vests to
				law enforcement officers that are uniquely fitted for such officers, including
				vests uniquely fitted to individual female law enforcement officers;
				or</text>
					</paragraph><after-quoted-block>.</after-quoted-block></quoted-block>
