		</section><section commented="no" display-inline="no-display-inline" id="IDef22a7903efc46098b42a922c835ab72" section-type="subsequent-section"><enum>3.</enum><header display-inline="yes-display-inline">Additional resources for Pipeline and
			 Hazardous Materials Safety Administration</header>
			<subsection commented="no" display-inline="no-display-inline" id="ID1a2e3d1abc3b4a11b7be982913a72fbe"><enum>(a)</enum><header display-inline="yes-display-inline">In general</header><text display-inline="yes-display-inline">The Secretary shall increase the number of
			 full-time equivalent employees of the Pipeline and Hazardous Materials Safety
			 Administration by not fewer than 100 compared to the number of full-time
			 equivalent employees of the Administration employed on the day before the date
			 of the enactment of this Act to carry out the pipeline safety program, of
			 which—</text>
				<paragraph commented="no" display-inline="no-display-inline" id="ID7b5dfa7129be43c2a17cfe5006873782"><enum>(1)</enum><text display-inline="yes-display-inline">not fewer than 25 full-time equivalent
			 employees shall be added in fiscal year 2011;</text>
				</paragraph><paragraph commented="no" display-inline="no-display-inline" id="ID2cbc09865244467c821c25688b298d73"><enum>(2)</enum><text display-inline="yes-display-inline">not fewer than 25 full-time equivalent
			 employees shall be added in fiscal year 2012;</text>
				</paragraph><paragraph commented="no" display-inline="no-display-inline" id="ID13538d91093943c09325cf66a54b3115"><enum>(3)</enum><text display-inline="yes-display-inline">not fewer than 25 full-time equivalent
			 employees shall be added in fiscal year 2013; and</text>

			 subsection (a), the Secretary shall focus on hiring employees—</text>
				<paragraph commented="no" display-inline="no-display-inline" id="IDe349857291d0488aa374d27e5c750dd7"><enum>(1)</enum><text display-inline="yes-display-inline">to conduct data collection, analysis, and
			 reporting;</text>
				</paragraph><paragraph commented="no" display-inline="no-display-inline" id="ID11f91b3caff74b0f87fad0b860d48a38"><enum>(2)</enum><text display-inline="yes-display-inline">to develop, implement, and update
			 information technology;</text>
				</paragraph><paragraph commented="no" display-inline="no-display-inline" id="IDd6c6e4b9567f4ff4be1e14721ac7c4a9"><enum>(3)</enum><text display-inline="yes-display-inline">to conduct inspections of pipeline
			 facilities to determine compliance with applicable regulations and
			 standards;</text>
				</paragraph><paragraph commented="no" display-inline="no-display-inline" id="IDb7a6965874df4c92851af68752d17d3f"><enum>(4)</enum><text display-inline="yes-display-inline">to provide administrative, legal, and other
			 support for pipeline enforcement activities; and</text>
				</paragraph><paragraph commented="no" display-inline="no-display-inline" id="ID32d4c6b62d814d5e9724f982d0689cf6"><enum>(5)</enum><text display-inline="yes-display-inline">to support the overall pipeline safety
			 mission of the Pipeline and Hazardous Materials Safety Administration,
			 including training pipeline enforcement personnel.</text>
				</paragraph></subsection></section><section commented="no" display-inline="no-display-inline" id="idE4C6E6ADE8AD4D698FD3673F96FFE6EC" section-type="subsequent-section"><enum>4.</enum><header display-inline="yes-display-inline">Civil penalties</header>
			<subsection commented="no" display-inline="no-display-inline" id="ID0b71929cf09f4fa0838bb1bc612bfe6f"><enum>(a)</enum><header display-inline="yes-display-inline">Penalties for major consequence
			 violations</header><text display-inline="yes-display-inline">Section 60122 is
			 amended by striking subsection (c) and inserting the following:</text>
				<quoted-block display-inline="no-display-inline" id="id36934AD6285047F4AE0866970344304E" style="OLC">
					<subsection commented="no" display-inline="no-display-inline" id="ID7c9eb81a8a384708a598dc7887b828b0"><enum>(c)</enum><header display-inline="yes-display-inline">Penalties for major consequence
				violations</header>
						<paragraph commented="no" display-inline="no-display-inline" id="IDba946b5121dc489c90d6e111bc2ea2fa"><enum>(1)</enum><header display-inline="yes-display-inline">In general</header><text display-inline="yes-display-inline">If the Secretary determines, after written
				notice and an opportunity for a hearing, that a person has committed a major
				consequence violation of subsection (b) or (d) of section 60114, section
				60118(a), or a regulation prescribed or order issued under this chapter such
				person shall be liable to the United States Government for a civil penalty of
				not more than $250,000 for each such violation.</text>
						</paragraph><paragraph commented="no" display-inline="no-display-inline" id="id1C037B633D9C4982B5868517741FB578"><enum>(2)</enum><header display-inline="yes-display-inline">Separate violations</header><text display-inline="yes-display-inline">A separate violation occurs for each day
				the violation continues.</text>
						</paragraph><paragraph commented="no" display-inline="no-display-inline" id="id75F1DB8141F248E19342B422E6C9D5BF"><enum>(3)</enum><header display-inline="yes-display-inline">Maximum civil penalty</header><text display-inline="yes-display-inline">The maximum civil penalty under this
				subsection for a related series of major consequence violations is
				$2,500,000.</text>
						</paragraph><paragraph commented="no" display-inline="no-display-inline" id="ID912959df53024f23aaa2f4f511e9e4d0"><enum>(4)</enum><header display-inline="yes-display-inline">Definition</header><text display-inline="yes-display-inline">In this subsection, the term <term>major
				consequence violation</term> means a violation that contributed to an incident
				resulting in any of the following:</text>
							<subparagraph commented="no" display-inline="no-display-inline" id="ID10e33c1edb9e4215baea91b4b75ef03a"><enum>(A)</enum><text display-inline="yes-display-inline">One or more deaths.</text>
							</subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="IDb3e395400e7447bf9b938eabc7e5bf39"><enum>(B)</enum><text display-inline="yes-display-inline">One or more injuries or illnesses requiring
				hospitalization.</text>
							</subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="IDb36b610df4204477accf620f30630e25"><enum>(C)</enum><text display-inline="yes-display-inline">Environmental harm exceeding $250,000 in
				estimated damage to the environment including property loss.</text>
							</subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="ID22d0311bbb994361904ebd8361e27492"><enum>(D)</enum><text display-inline="yes-display-inline">A release of gas or hazardous liquid that
				ignites or otherwise presents a safety threat to the public or presents a
				threat to the environment in a high consequence area, as defined by the
				Secretary in accordance with section
				60109.</text>
							</subparagraph></paragraph></subsection><after-quoted-block>.</after-quoted-block></quoted-block>
			</subsection><subsection commented="no" display-inline="no-display-inline" id="IDa8fe23f008594ba7a00d7100aa7419d1"><enum>(b)</enum><header display-inline="yes-display-inline">Penalty for obstruction of inspections and
			 investigations</header><text display-inline="yes-display-inline">Section
			 60118(e) is amended—</text>
				<paragraph commented="no" display-inline="no-display-inline" id="id4D88C24742344E48B5E3DCD67C8DAB5E"><enum>(1)</enum><text display-inline="yes-display-inline">by striking <quote>If the Secretary</quote>
			 and inserting the following:</text>

				under section 60122 on a person who obstructs or prevents the Secretary from
				carrying out an inspection or investigation under this
				chapter.</text>

				</paragraph></subsection><subsection commented="no" display-inline="no-display-inline" id="IDb57ec9d4fe794f138987cdeb036c5ca1"><enum>(c)</enum><header display-inline="yes-display-inline">Nonapplicability of administrative penalty
			 caps</header><text display-inline="yes-display-inline">Section 60120 is amended
			 by adding at the end the following:</text>

					<subsection commented="no" display-inline="no-display-inline" id="id3FF603B8593B49DBACFBA43504B30FA8"><enum>(d)</enum><header display-inline="yes-display-inline">Nonapplicability of administrative penalty
				caps</header><text display-inline="yes-display-inline">The maximum amount of
				civil penalties for administrative enforcement actions under section 60122
				shall not apply to enforcement actions under this
				section.</text>

					<paragraph commented="no" display-inline="no-display-inline" id="ID6818ff6e388d425ba12e99bf5dd3cee5"><enum>(1)</enum><header display-inline="yes-display-inline">In general</header><text display-inline="yes-display-inline">The Secretary may collect geospatial,
				technical, or other pipeline data on transportation-related oil flow lines,
				including unregulated transportation-related oil flow lines.</text>
					</paragraph><paragraph commented="no" display-inline="no-display-inline" id="ID22361d4bf1ad4cb4af21763230684385"><enum>(2)</enum><header display-inline="yes-display-inline">Transportation-related oil flow line
				defined</header><text display-inline="yes-display-inline">In this subsection,
				the term <term>transportation-related oil flow line</term> means a pipeline
				transporting oil off of the grounds of the production facility where it
				originated across areas not owned by the producer regardless of the extent to
				which the oil has been processed.</text>
					</paragraph><paragraph commented="no" display-inline="no-display-inline" id="IDa3243d69986844a89751f09e905b1112"><enum>(3)</enum><header display-inline="yes-display-inline">Construction</header><text display-inline="yes-display-inline">Nothing in this subsection may be construed
				to authorize the Secretary to prescribe standards for the movement of oil
				through—</text>
						<subparagraph commented="no" display-inline="no-display-inline" id="idF31A3E18881E42F88F446B22142B6661"><enum>(A)</enum><text display-inline="yes-display-inline">production, refining, or manufacturing
				facilities; or</text>
						</subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="id57276485F2704FD888C41476E8861E10"><enum>(B)</enum><text display-inline="yes-display-inline">oil production flow lines located on the
				grounds of production
				facilities.</text>
						</subparagraph></paragraph></subsection><after-quoted-block>.</after-quoted-block></quoted-block>
		</section><section commented="no" display-inline="no-display-inline" id="ID0E0AEACFB91741B3B05CB52D445D17C5" section-type="subsequent-section"><enum>6.</enum><header display-inline="yes-display-inline">Required installation and use in pipelines
			 of remotely or automatically controlled valves</header><text display-inline="no-display-inline">Section 60102(j) is amended by striking
			 paragraph (3) and inserting the following:</text>

					<subparagraph commented="no" display-inline="no-display-inline" id="id1036B919A85843EF80FE48845D7D34FF"><enum>(A)</enum><header display-inline="yes-display-inline">In general</header><text display-inline="yes-display-inline">Not later than 18 months after the date of
				the enactment of the <short-title>Strengthening Pipeline
				Safety and Enforcement Act of 2011</short-title>, the Secretary shall prescribe
				regulations requiring the installation and use in pipelines and pipeline
				facilities, wherever technically and economically feasible, of remotely or
				automatically controlled valves that are reliable and capable of shutting off
				the flow of gas in the event of an accident, including accidents in which there
				is a loss of the primary power source.</text>
					</subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="id38A20C641AE445E497D1352CEBFEEEC4"><enum>(B)</enum><header display-inline="yes-display-inline">Consultations</header><text display-inline="yes-display-inline">In developing regulations prescribed in
				accordance with subparagraph (A), the Secretary shall consult with appropriate
				groups from the gas pipeline industry and pipeline safety
				experts.</text>
					</subparagraph></paragraph><after-quoted-block>.</after-quoted-block></quoted-block>
		</section><section commented="no" display-inline="no-display-inline" id="ID2956bd5d90794325bf04f873d6b25bde" section-type="subsequent-section"><enum>7.</enum><header display-inline="yes-display-inline">Standards for natural gas pipeline leak
			 detection</header><text display-inline="no-display-inline">Section 60102, as
			 amended by sections 5, is further amended by adding at the end the
			 following:</text>
			<quoted-block display-inline="no-display-inline" id="idE31B8FDEB04146F8BB3DB7D78AD492D7" style="USC">
				<subsection commented="no" display-inline="no-display-inline" id="idBB7E732E2E72473080CF6EA0511450BE"><enum>(o)</enum><header display-inline="yes-display-inline">Natural gas leak detection</header><text display-inline="yes-display-inline">Not later than 1 year after the date of the
				enactment of the <short-title>Strengthening Pipeline
				Safety and Enforcement Act of 2011</short-title>, the Secretary shall establish
				standards for natural gas leak detection equipment and methods, with the goal
				of establishing a pipeline system in which substantial leaks in high
				consequence areas are identified as expeditiously as technologically
				possible.</text>
				</subsection><after-quoted-block>.</after-quoted-block></quoted-block>
		</section><section commented="no" display-inline="no-display-inline" id="idA073A365D6B048A3BB25DF593E4F4451" section-type="subsequent-section"><enum>8.</enum><header>Verification of
			 maximum allowable operating pressure</header><text display-inline="no-display-inline">Section 60102, as amended by sections 5 and
			 7, is further amended by adding at the end the following:</text>
			<quoted-block display-inline="no-display-inline" id="idC9FF3CC856DD4296B4349E183E53B91C" style="OLC">
				<subsection commented="no" display-inline="no-display-inline" id="id6C432FF3F2EC4FD6BBCAEF106D4EB8A1"><enum>(p)</enum><header>Verification of
				maximum allowable operating pressure</header>
					<paragraph id="ID4c3309e182fb4751802ed76f71d9a78b"><enum>(1)</enum><header>Establishment
				of records</header>
						<subparagraph id="idC8C3E0B0BC324DF7B1C72B927DDDAC31"><enum>(A)</enum><header>In
				general</header><text>Not later than 6 months after the date of the enactment
				of the <short-title>Strengthening Pipeline Safety and
				Enforcement Act of 2011</short-title>, the Secretary shall require pipeline
				operators to submit to the Secretary a traceable, verifiable, and complete
				record of all interstate and intrastate natural gas transmission lines in class
				3 and class 4 locations and class 1 and class 2 high consequence areas that
				have not had a maximum allowable operating pressure established through prior,
				verifiable pressure hydrostatic testing or an equivalent pressure testing
				method.</text>
						</subparagraph><subparagraph id="idF9961C2F2BDF413C859D595FAFC5EA69"><enum>(B)</enum><header>Elements</header><text>Each
				traceable, verifiable, and complete record under subparagraph (A) shall
				include, with respect to a transmission line, the following:</text>
							<clause id="idB0D26100CF5148E782A248C69D4A4B87"><enum>(i)</enum><text>As-built
				drawings.</text>
							</clause><clause id="id3FC18B6CC032493FAC3038E3349AEF39"><enum>(ii)</enum><text>Alignment
				sheets.</text>
							</clause><clause id="idDAEF77D8E7FD42AB8A707276BFC1352D"><enum>(iii)</enum><text>Specifications.</text>
							</clause><clause id="idCD5B3761CB0C4C46BDD29516A4C434A1"><enum>(iv)</enum><text>All design,
				construction, inspection, testing, maintenance, and other related records
				relating to transmission line system components, such as pipe segments, valves,
				fittings, and weld seams.</text>
							</clause><clause id="id9CCF505875594651ACDB6A186353079B"><enum>(v)</enum><text>Such other
				elements as the Secretary considers appropriate.</text>
							</clause></subparagraph></paragraph><paragraph id="ID3b27edd5f3634c4d84635c76104717ee"><enum>(2)</enum><header>Establishment
				of maximum allowable operating pressure</header>
						<subparagraph id="id754F744BADD24ADB9173FE19787AC59A"><enum>(A)</enum><header>In
				general</header><text>Not later than 9 months after the date of the enactment
				of the <short-title>Strengthening Pipeline Safety and
				Enforcement Act of 2011</short-title>, the Secretary shall require the operator
				of each natural gas transmission line described in paragraph (1)(A) to
				determine the maximum allowable operating pressure for the transmission line
				based on the weakest section of the transmission line or component
				thereof.</text>
						</subparagraph><subparagraph id="idA3E914BE1236418D93B9FB6B4AB1C419"><enum>(B)</enum><header>Use of
				traceable, verifiable, and complete record</header><text>In establishing the
				maximum allowable operating pressure of a transmission line under subparagraph
				(A), the operator shall use the traceable, verifiable, and complete record
				required for such transmissions line under paragraph (1).</text>
						</subparagraph><subparagraph id="id9EF498BA1509460DA1A296622861C3F8"><enum>(C)</enum><header>Limitation</header><text>A
				new maximum allowable operating pressure established under this paragraph for a
				transmission line shall not be higher than the maximum pressure at which the
				transmission line has operated previously.</text>
						</subparagraph></paragraph><paragraph id="ID40acb5bca54c4a32ac93173b12f30b07"><enum>(3)</enum><header>Mandatory
				pressure testing</header><text>For any segment of a transmission line described
				in paragraph (1)(A) for which a traceable, verifiable, and complete record is
				not available under paragraph (1) or for which a valid maximum allowable
				operating pressure cannot be established under paragraph (2), the Secretary
				shall require the operator of the transmission line to, not later than 5 years
				after the date of the enactment of the <short-title>Strengthening Pipeline Safety and Enforcement Act of
				2011</short-title>—</text>
						<subparagraph id="id6EB67409EF844AE6AD33F3CA9CBCAA21"><enum>(A)</enum><text>conduct a
				pressure test and a pressure spike test as expeditiously as economically
				feasible; or</text>
						</subparagraph><subparagraph id="id9C922BE35FD24513A0A9B3C87E5EBA24"><enum>(B)</enum><text>replace the
				transmission line segment.</text>
						</subparagraph></paragraph><paragraph id="IDd1e3cd3d71d2434f9898b28bb171456d"><enum>(4)</enum><header>Establishment
				of interim maximum allowable operating pressure</header><text>For any
				transmission line described in paragraph (1)(A) for which a traceable,
				verifiable, and complete record is not available under paragraph (1) or for
				which a valid maximum allowable operating pressure cannot be established under
				paragraph (2), the Secretary shall require the operator of the transmission
				line to establish an interim maximum allowable operating pressure for the
				transmission line that does not exceed 80 percent of the highest pressure at
				which the transmission line segment has previously operated, until a pressure
				test and a pressure spike test are completed under paragraph
				(3).</text>
					</paragraph></subsection><after-quoted-block>.</after-quoted-block></quoted-block>
		</section><section commented="no" display-inline="no-display-inline" id="ID70cacaa74d414051a396df452bf7212d" section-type="subsequent-section"><enum>9.</enum><header display-inline="yes-display-inline">Considerations for identification of high
			 consequence areas</header><text display-inline="no-display-inline">Section
			 60109 is amended by adding at the end the following:</text>
			<quoted-block display-inline="no-display-inline" id="id3889A09AC2D14DD39AB3A825B260F4BA" style="OLC">
				<subsection commented="no" display-inline="no-display-inline" id="idDF330B18F7004B09B9110E185FF57FB1"><enum>(g)</enum><header display-inline="yes-display-inline">Considerations for identification of high
				consequence areas</header><text display-inline="yes-display-inline">In
				identifying high consequence areas under this section, the Secretary shall
				consider—</text>
					<paragraph commented="no" display-inline="no-display-inline" id="id9BAB4F7B9E734A478860A774AD2394FA"><enum>(1)</enum><text display-inline="yes-display-inline">the seismicity of the area;</text>
					</paragraph><paragraph commented="no" display-inline="no-display-inline" id="id96A9C59B95524A72A4A231F3E5D4455E"><enum>(2)</enum><text display-inline="yes-display-inline">the age of the pipe; and</text>
					</paragraph><paragraph commented="no" display-inline="no-display-inline" id="id0EE52FD0050A4F808828DC15183BC427"><enum>(3)</enum><text display-inline="yes-display-inline">whether the pipe at issue can be inspected
				using the most modern instrumented internal inspection
				devices.</text>
					</paragraph></subsection><after-quoted-block>.</after-quoted-block></quoted-block>
		</section><section commented="no" display-inline="no-display-inline" id="ID51ac1d32f2bb46ea9b4f4540e895f917" section-type="subsequent-section"><enum>10.</enum><header display-inline="yes-display-inline">Regulation by Secretary of Transportation
			 of gas and hazardous liquid gathering lines</header>
			<subsection commented="no" display-inline="no-display-inline" id="ID17ae3f6e6b704631a47fff5f58aefc21"><enum>(a)</enum><header display-inline="yes-display-inline">Gas gathering lines</header><text display-inline="yes-display-inline">Paragraph (21) of section 60101(a) is
			 amended to read as follows:</text>
				<quoted-block display-inline="no-display-inline" id="id1AA52DFD604B487486FD89712AC89CFF" style="OLC">

			</subsection><subsection commented="no" display-inline="no-display-inline" id="ID6a77a8a9eb0d4ec2a17fa38be30f9335"><enum>(b)</enum><header display-inline="yes-display-inline">Hazardous liquid gathering
			 lines</header><text display-inline="yes-display-inline">Section 60101(a)(22)(B)
			 is amended—</text>
				<paragraph commented="no" display-inline="no-display-inline" id="id6F17DAEC7FE248DE940A84206AE3FA31"><enum>(1)</enum><text display-inline="yes-display-inline">by striking clause (i); and</text>
				</paragraph><paragraph commented="no" display-inline="no-display-inline" id="idCFE3945BD71548BD914B008B5FD8A307"><enum>(2)</enum><text display-inline="yes-display-inline">by redesignating clauses (ii) and (iii) as

			 date</header><text display-inline="yes-display-inline">The amendments made by
			 this section shall take effect on the date that is 1 year after the date of the

			</subsection></section><section commented="no" display-inline="no-display-inline" id="ID0ce9c0c6aaec4bc39bbc16c2c986046a" section-type="subsequent-section"><enum>11.</enum><header display-inline="yes-display-inline">Inclusion of non-petroleum fuels and
			 biofuels in definition of hazardous liquid</header><text display-inline="no-display-inline">Section 60101(a)(4) is amended—</text>
			<paragraph commented="no" display-inline="no-display-inline" id="ID4d3bc839ba6141a0b0a6407223b48ee1"><enum>(1)</enum><text display-inline="yes-display-inline">in subparagraph (A), by striking
			 <quote>and</quote> at the end;</text>
			</paragraph><paragraph commented="no" display-inline="no-display-inline" id="IDed482a2071fd4a578cafddce21e8e68e"><enum>(2)</enum><text display-inline="yes-display-inline">by redesignating subparagraph (B) as
			 subparagraph (C); and</text>

			 by instrumented internal inspection devices</header><text display-inline="no-display-inline">Section 60102(f) is amended by striking
			 paragraph (2) and inserting the following:</text>
			<quoted-block display-inline="no-display-inline" id="id8500A4C90B7D4D1B98F93CD5130FC975" style="OLC">
				<paragraph commented="no" display-inline="no-display-inline" id="id7F526ED276844F3B860AA4836E9960CB"><enum>(2)</enum><header display-inline="yes-display-inline">Periodic inspections</header>
					<subparagraph commented="no" display-inline="no-display-inline" id="id0C8C7F1F63114269A7479B9834C713E2"><enum>(A)</enum><header display-inline="yes-display-inline">In general</header><text display-inline="yes-display-inline">Not later than 270 days after the date of
				the enactment of the <short-title>Strengthening Pipeline
				Safety and Enforcement Act of 2011</short-title>, the Secretary shall prescribe
				additional standards requiring the periodic inspection of each pipeline the
				operator of the pipeline identifies under section 60109.</text>
					</subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="id047ABF4696C04FE9898A533587C3D523"><enum>(B)</enum><header display-inline="yes-display-inline">Inspection with internal inspection
				device</header>
						<clause commented="no" display-inline="no-display-inline" id="id43B020F4C0974EDFBEC62EFF1E6B0A11"><enum>(i)</enum><header display-inline="yes-display-inline">In general</header><text display-inline="yes-display-inline">Except as provided in clause (ii), the
				standards prescribed under subparagraph (A) shall require that an inspection
				shall be conducted at least once every 5 years with an instrumented internal
				inspection device.</text>
						</clause><clause commented="no" display-inline="no-display-inline" id="idCE3CF4232EA04D1B82260CC99490A768"><enum>(ii)</enum><header display-inline="yes-display-inline">Exception for segments where devices cannot
				be used</header><text display-inline="yes-display-inline">If a device described
				in clause (i) cannot be used in a segment of a pipeline, the standards
				prescribed in subparagraph (A) shall require use of an inspection method that
				the Secretary certifies to be at least as effective as using the device
				in—</text>
							<subclause commented="no" display-inline="no-display-inline" id="idFAC0A690D9F34D92B4046D5F032F9A4A"><enum>(I)</enum><text display-inline="yes-display-inline">detecting corrosion;</text>
							</subclause><subclause commented="no" display-inline="no-display-inline" id="idCBB7D8B736ED4C01A306844645C5E626"><enum>(II)</enum><text display-inline="yes-display-inline">detecting pipe stress;</text>
							</subclause><subclause commented="no" display-inline="no-display-inline" id="id5CFD88EE8BBA46D6BC6EE1DE62B31310"><enum>(III)</enum><text display-inline="yes-display-inline">detecting seam and weld stress, weakness,
				or defect; and</text>
							</subclause><subclause commented="no" display-inline="no-display-inline" id="idAEFFEAAB013B4846BA29289CBE1652B1"><enum>(IV)</enum><text display-inline="yes-display-inline">otherwise providing for the safety of the
				pipeline.</text>
							</subclause></clause></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="id3A5BCDB15A4249ADA18371257AD940D5"><enum>(C)</enum><header display-inline="yes-display-inline">Operation under high pressure</header><text display-inline="yes-display-inline">The Secretary shall prohibit a pipeline
				segment from operating above 80 percent of its maximum allowable operating
				pressure if the pipeline segment cannot be inspected—</text>
						<clause commented="no" display-inline="no-display-inline" id="id61B35868D2D94E268D616AB5E65AB24C"><enum>(i)</enum><text display-inline="yes-display-inline">with a device described in clause (i) of
				subparagraph (B) in accordance with the standards prescribed pursuant to such
				clause; or</text>
						</clause><clause commented="no" display-inline="no-display-inline" id="id127136097CA84204A6BC2FB597989A58"><enum>(ii)</enum><text display-inline="yes-display-inline">using an inspection method described in
				clause (ii) of such subparagraph in accordance with the standards prescribed
				pursuant to such
				clause.</text>
						</clause></subparagraph></paragraph><after-quoted-block>.</after-quoted-block></quoted-block>
		</section><section commented="no" display-inline="no-display-inline" id="ID0fe629518fe747a9b60159066db3bba4" section-type="subsequent-section"><enum>13.</enum><header display-inline="yes-display-inline">Minimum safety standards for transportation
			 of carbon dioxide by pipeline</header><text display-inline="no-display-inline">Subsection (i) of section 60102 is amended
			 to read as follows:</text>
			<quoted-block display-inline="no-display-inline" id="idEC15370CB7A448BBA2A2A0AF81FD486F" style="USC">
				<subsection commented="no" display-inline="no-display-inline" id="ID7e0d82dacb974ce696936745a1d25527"><enum>(i)</enum><header display-inline="yes-display-inline">Pipelines transporting carbon
				dioxide</header><text display-inline="yes-display-inline">Not later than 5
				years after the date of the enactment of the <short-title>Strengthening Pipeline Safety and Enforcement Act of
				2011</short-title>, the Secretary shall prescribe minimum safety standards for
				the transportation of carbon dioxide by pipeline in either a liquid or gaseous
				state.</text>
				</subsection><after-quoted-block>.</after-quoted-block></quoted-block>
		</section><section commented="no" display-inline="no-display-inline" id="IDca42b7c4ca254272967682a2de8b2431" section-type="subsequent-section"><enum>14.</enum><header display-inline="yes-display-inline">Cost recovery for pipeline design reviews
			 by Secretary of Transportation</header><text display-inline="no-display-inline">Subsection (n) of section 60117 is amended
			 to read as follows:</text>
			<quoted-block display-inline="no-display-inline" id="idEA47CFEC3813402EA10875249FB44292" style="USC">
				<subsection commented="no" display-inline="no-display-inline" id="ID365fc06ee6a24c59a6290b2544810e62"><enum>(n)</enum><header display-inline="yes-display-inline">Cost recovery for design reviews</header>
					<paragraph commented="no" display-inline="no-display-inline" id="IDde32447f535a48d68a8ac7ab645b6727"><enum>(1)</enum><header display-inline="yes-display-inline">In general</header><text display-inline="yes-display-inline">If the Secretary conducts facility design
				safety reviews in connection with a proposal to construct, expand, or operate a
				gas or hazardous liquid pipeline or liquefied natural gas pipeline facility,
				including construction inspections and oversight, the Secretary may require the
				person proposing the construction, expansion, or operation to pay the costs
				incurred by the Secretary relating to such reviews.</text>
					</paragraph><paragraph commented="no" display-inline="no-display-inline" id="id7EAC5FF9D1214C2E9D236D5843CDE64B"><enum>(2)</enum><header display-inline="yes-display-inline">Fee structure and collection
				procedures</header><text display-inline="yes-display-inline">If the Secretary
				exercises the authority under paragraph (1) with respect to conducting facility
				design safety reviews, the Secretary shall prescribe—</text>
						<subparagraph commented="no" display-inline="no-display-inline" id="id02663EEB42E649AEBC3DFEEBF6449117"><enum>(A)</enum><text display-inline="yes-display-inline">a fee structure and assessment methodology
				that is based on the costs of providing such reviews; and</text>
						</subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="id71D49DFC325A48BDA68373E9FA287DB0"><enum>(B)</enum><text display-inline="yes-display-inline">procedures to collect fees.</text>
						</subparagraph></paragraph><paragraph commented="no" display-inline="no-display-inline" id="id4CA1B6ABA6DB4BC9BC5035A1F4038858"><enum>(3)</enum><header display-inline="yes-display-inline">Additional authority</header><text display-inline="yes-display-inline">This authority is in addition to the
				authority provided under section 60301.</text>
					</paragraph><paragraph commented="no" display-inline="no-display-inline" id="id1A4078E35EB64789A6D6034DE8193E7A"><enum>(4)</enum><header display-inline="yes-display-inline">Notification</header><text display-inline="yes-display-inline">For any pipeline construction project
				beginning after the date of the enactment of this subsection in which the
				Secretary conducts design reviews, the person proposing the project shall
				notify the Secretary and provide the design specifications, construction plans
				and procedures, and related materials not later than 120 days prior to the
				commencement of such project.</text>
					</paragraph><paragraph commented="no" display-inline="no-display-inline" id="IDfd8a9c4b72a14c588b3fc1c067fc9eea"><enum>(5)</enum><header display-inline="yes-display-inline">Pipeline Safety Design Review Fund</header>
						<subparagraph commented="no" display-inline="no-display-inline" id="idF52F249488EE491F9512B8D87F4D0CB0"><enum>(A)</enum><header display-inline="yes-display-inline">In general</header><text display-inline="yes-display-inline">There is established in the Treasury of the
				United States a revolving fund known as the <quote>Pipeline Safety Design
				Review Fund</quote> (in this paragraph referred to as the
				<quote>Fund</quote>).</text>
						</subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="id40CFB6C41EF04BCA8D10B490A41840AE"><enum>(B)</enum><header display-inline="yes-display-inline">Elements</header><text display-inline="yes-display-inline">There shall be deposited in the fund the
				following, which shall constitute the assets of the Fund:</text>
							<clause commented="no" display-inline="no-display-inline" id="id4DE587002C5E4B3980FEAB11151D9F76"><enum>(i)</enum><text display-inline="yes-display-inline">Amounts paid into the Fund under any
				provision of law or regulation established by the Secretary imposing fees under
				this subsection.</text>
							</clause><clause commented="no" display-inline="no-display-inline" id="id1C12317D81DB4904A5DBA64C5A9CCB2A"><enum>(ii)</enum><text display-inline="yes-display-inline">All other amounts received by the Secretary
				incident to operations relating to reviews described in paragraph (1).</text>
							</clause></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="idFBA2C0E69DEA45D6AF5D28F50ED089A4"><enum>(C)</enum><header display-inline="yes-display-inline">Use of funds</header><text display-inline="yes-display-inline">The Fund shall be available to the
				Secretary, without fiscal year limitation, to carry out the provisions of this
				chapter.</text>
						</subparagraph></paragraph></subsection><after-quoted-block>.</after-quoted-block></quoted-block>
		</section><section commented="no" display-inline="no-display-inline" id="ID7f78025048ff46af92ec999fd1d644d5" section-type="subsequent-section"><enum>15.</enum><header display-inline="yes-display-inline">International cooperation and consultation
			 on pipeline safety and regulation</header><text display-inline="no-display-inline">Section 60117 is amended by adding at the
			 end the following:</text>
			<quoted-block display-inline="no-display-inline" id="idEDAF33EF86A342409BA0DE1427A5207B" style="USC">
				<subsection commented="no" display-inline="no-display-inline" id="ID018dc48eed9849d1b6f17fe69c43e219"><enum>(o)</enum><header display-inline="yes-display-inline">International cooperation and
				consultation</header>
					<paragraph commented="no" display-inline="no-display-inline" id="id0CDC7DFC44004241B63E9A5A0845483F"><enum>(1)</enum><header display-inline="yes-display-inline">Information exchange and technical
				assistance</header><text display-inline="yes-display-inline">Subject to
				guidance from the Secretary of State, the Secretary may engage in activities
				supporting cooperative international efforts to share information about the
				risks to the public and the environment from pipelines and means of protecting
				against those risks if the Secretary determines that such activities would
				benefit the United States. Such cooperation may include the exchange of
				information with domestic and appropriate international organizations to
				facilitate efforts to develop and improve safety standards and requirements for
				pipeline transportation in or affecting interstate or foreign commerce.</text>
					</paragraph><paragraph commented="no" display-inline="no-display-inline" id="ID45c88c4d4fd04c82a6055b9727280dd5"><enum>(2)</enum><header display-inline="yes-display-inline">Consultation</header><text display-inline="yes-display-inline">Subject to guidance from the Secretary of
				State, the Secretary may, to the extent practicable, consult with interested
				authorities in Canada, Mexico, and other interested authorities to ensure that
				the respective pipeline safety standards and requirements prescribed by the
				Secretary and those prescribed by such authorities are consistent with the safe
				and reliable operation of cross-border pipelines.</text>
					</paragraph><paragraph commented="no" display-inline="no-display-inline" id="ID6fa179fc3a2540b7922ae4d5180c1348"><enum>(3)</enum><header display-inline="yes-display-inline">Construction regarding differences in
				international standards and requirements</header><text display-inline="yes-display-inline">Nothing in this section shall be construed
				to require that a standard or requirement prescribed by the Secretary under
				this chapter be identical to a standard or requirement adopted by an
				international
				authority.</text>
					</paragraph></subsection><after-quoted-block>.</after-quoted-block></quoted-block>
		</section><section commented="no" display-inline="no-display-inline" id="IDe1dd47c7418c40bba9751062f2ed4e03" section-type="subsequent-section"><enum>16.</enum><header display-inline="yes-display-inline">Waivers of pipeline standards by Secretary
			 of Transportation</header>
			<subsection commented="no" display-inline="no-display-inline" id="ID64e0d1ec0d98402c8c3bfac3b26e1b7b"><enum>(a)</enum><header display-inline="yes-display-inline">Nonemergency waivers</header><text display-inline="yes-display-inline">Paragraph (1) of section 60118(c) is
			 amended to read as follows:</text>
				<quoted-block display-inline="no-display-inline" id="idE762B23A5DFA419FBE8D805F2C88CA79" style="OLC">
					<paragraph commented="no" display-inline="no-display-inline" id="ID18bc1a084eef49a2aa15351661d187c0"><enum>(1)</enum><header display-inline="yes-display-inline">Nonemergency waivers</header>
						<subparagraph commented="no" display-inline="no-display-inline" id="ID0e0241449bb94d51a0fbb25c67000410"><enum>(A)</enum><header display-inline="yes-display-inline">In general</header><text display-inline="yes-display-inline">Upon receiving an application from an owner
				or operator of a pipeline facility, the Secretary may, by order, waive
				compliance with any part of an applicable standard prescribed under this
				chapter with respect to the facility on such terms as the Secretary considers
				appropriate, if the Secretary determines that such waiver is not inconsistent
				with pipeline safety.</text>
						</subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="IDaf822d146ee9425dbb498f6341f4785b"><enum>(B)</enum><header display-inline="yes-display-inline">Considerations</header><text display-inline="yes-display-inline">In determining whether to grant a waiver
				under subparagraph (A), the Secretary shall consider—</text>
							<clause commented="no" display-inline="no-display-inline" id="IDf99dab612c9649a6b2765a70c0dad278"><enum>(i)</enum><text display-inline="yes-display-inline">the fitness of the applicant to conduct the
				activity authorized by the waiver in a manner that is consistent with pipeline
				safety;</text>
							</clause><clause commented="no" display-inline="no-display-inline" id="ID03e6930161b54b44bb48cacba046fcf8"><enum>(ii)</enum><text display-inline="yes-display-inline">the applicant’s compliance history;</text>
							</clause><clause commented="no" display-inline="no-display-inline" id="ID99f3e23fe4b24a48b410fdea6a3149d0"><enum>(iii)</enum><text display-inline="yes-display-inline">the applicant’s accident history;
				and</text>
							</clause><clause commented="no" display-inline="no-display-inline" id="IDb5af77e1eab24430b445c4899dbe98c7"><enum>(iv)</enum><text display-inline="yes-display-inline">any other information the Secretary
				considers relevant to making the determination.</text>
							</clause></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="IDd6f66f14e32c4817af1477dda339dec8"><enum>(C)</enum><header display-inline="yes-display-inline">Effective period</header>
							<clause commented="no" display-inline="no-display-inline" id="idCABED04C536448609ABDC7150FE04A7B"><enum>(i)</enum><header display-inline="yes-display-inline">Operating requirements</header><text display-inline="yes-display-inline">A waiver of 1 or more pipeline operating
				requirements under subparagraph (A) shall be effective for an initial period of
				not longer than 5 years and may be renewed by the Secretary upon application
				for successive periods of not longer than 5 years each.</text>
							</clause><clause commented="no" display-inline="no-display-inline" id="id4012AF1233A34AABB731D4CCDB166FF5"><enum>(ii)</enum><header display-inline="yes-display-inline">Design or materials
				requirement</header><text display-inline="yes-display-inline">If the Secretary
				determines that a waiver of a design or materials requirement is warranted
				under subparagraph (A), the Secretary may grant the waiver for any period the
				Secretary considers appropriate.</text>
							</clause></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="ID27c7a8288e0d41b58e35998597036526"><enum>(D)</enum><header display-inline="yes-display-inline">Public notice and hearing</header><text display-inline="yes-display-inline">The Secretary may waive compliance under
				subparagraph (A) only after public notice and hearing, which may consist
				of—</text>
							<clause commented="no" display-inline="no-display-inline" id="id433C0AD8F17944EFB4E468E360A3722B"><enum>(i)</enum><text display-inline="yes-display-inline">publication of notice in the Federal
				Register that an application for a waiver has been filed; and</text>
							</clause><clause commented="no" display-inline="no-display-inline" id="idA32C50A61D184491A691503E52B78BE3"><enum>(ii)</enum><text display-inline="yes-display-inline">providing the public with the opportunity
				to review and comment on the application.</text>
							</clause></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="ID43dd05c2d9aa4975aaacb95d665be656"><enum>(E)</enum><header display-inline="yes-display-inline">Noncompliance and modification, suspension,
				or revocation</header><text display-inline="yes-display-inline">After notice to
				a recipient of a waiver under subparagraph (A) and opportunity to show cause,
				the Secretary may modify, suspend, or revoke such waiver for—</text>
							<clause commented="no" display-inline="no-display-inline" id="idA2FDAA317CF54144BBCFBB0C1FB662BF"><enum>(i)</enum><text display-inline="yes-display-inline">failure of the recipient to comply with the
				terms or conditions of the waiver;</text>
							</clause><clause commented="no" display-inline="no-display-inline" id="id9C2F07ABC0E44F129B1B1DEE905A596B"><enum>(ii)</enum><text display-inline="yes-display-inline">intervening changes in Federal law;</text>
							</clause><clause commented="no" display-inline="no-display-inline" id="id35AC2606FB2846FAA981A5C4E960E992"><enum>(iii)</enum><text display-inline="yes-display-inline">a material change in circumstances
				affecting safety; including erroneous information in the application;
				and</text>
							</clause><clause commented="no" display-inline="no-display-inline" id="id3617BDB5AA0E489F8E32E0D332C4740F"><enum>(iv)</enum><text display-inline="yes-display-inline">such other reasons as the Secretary
				considers
				appropriate.</text>
							</clause></subparagraph></paragraph><after-quoted-block>.</after-quoted-block></quoted-block>
			</subsection><subsection commented="no" display-inline="no-display-inline" id="ID0cde27ccb63340e1a5909d476ec1a545"><enum>(b)</enum><header display-inline="yes-display-inline">Fees</header><text display-inline="yes-display-inline">Section 60118(c) is amended by adding at
			 the end the following:</text>
				<quoted-block display-inline="no-display-inline" id="idBF8A8A8177F04083A902CC4243C5C811" style="OLC">
					<paragraph commented="no" display-inline="no-display-inline" id="ID7c91dced18984de4af5a08401230ea74"><enum>(4)</enum><header display-inline="yes-display-inline">Fees</header>
						<subparagraph commented="no" display-inline="no-display-inline" id="id1BF6FCB499C84402931FD90EDA8A96F5"><enum>(A)</enum><header display-inline="yes-display-inline">In general</header><text display-inline="yes-display-inline">The Secretary shall establish reasonable
				fees for processing applications for waivers under this subsection that are
				based on the costs of activities relating to waivers under this subsection.
				Such fees may include a basic filing fee, as well as fees to recover the costs
				of technical studies or environmental analysis for such applications.</text>
						</subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="idC1BE82FD043E49FB94EB9BC0DD91620B"><enum>(B)</enum><header display-inline="yes-display-inline">Procedures</header><text display-inline="yes-display-inline">The Secretary shall prescribe procedures
				for the collection of fees under subparagraph (A).</text>
						</subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="id8BCEBF3588C04CA88DBA0159E7D572ED"><enum>(C)</enum><header display-inline="yes-display-inline">Additional authority</header><text display-inline="yes-display-inline">The authority provided under subparagraph
				(A) is in addition to the authority provided under section 60301.</text>
						</subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="idCB70E12DC3F64A1C842E21B528A96E90"><enum>(D)</enum><header display-inline="yes-display-inline">Pipeline Safety Special Permit
				Fund</header>
							<clause commented="no" display-inline="no-display-inline" id="id051C77F9D17E4CC1B1C6FF37B235DFFA"><enum>(i)</enum><header display-inline="yes-display-inline">In general</header><text display-inline="yes-display-inline">There is established in the Treasury of the
				United States a revolving fund known as the <quote>Pipeline Safety Special
				Permit Fund</quote> (in this subparagraph referred to as the
				<quote>Fund</quote>).</text>
							</clause><clause commented="no" display-inline="no-display-inline" id="id1B27A563D7E940A9B0EEA62CD4FE9662"><enum>(ii)</enum><header display-inline="yes-display-inline">Elements</header><text display-inline="yes-display-inline">There shall be deposited in the Fund the
				following, which shall constitute the assets of the Fund:</text>
								<subclause commented="no" display-inline="no-display-inline" id="id861B6BD609EF47E4BA9EDCA9C52C28E4"><enum>(I)</enum><text display-inline="yes-display-inline">Amounts paid into the Fund under any
				provision of law or regulation established by the Secretary imposing fees under
				this paragraph.</text>
								</subclause><subclause commented="no" display-inline="no-display-inline" id="id8506077120F94F73A0273311B4C889B2"><enum>(II)</enum><text display-inline="yes-display-inline">All other amounts received by the Secretary
				incident to operations relating to activities described in subparagraph
				(A).</text>
								</subclause></clause><clause commented="no" display-inline="no-display-inline" id="idF293C68B5D7149E4AD1D7F4D09952356"><enum>(iii)</enum><header display-inline="yes-display-inline">Use of funds</header><text display-inline="yes-display-inline">The Fund shall be available to the
				Secretary, without fiscal year limitation, to process applications for waivers
				under this
				subsection.</text>
							</clause></subparagraph></paragraph><after-quoted-block>.</after-quoted-block></quoted-block>
			</subsection></section><section commented="no" display-inline="no-display-inline" id="ID6250f7198a474bd6ab6936cf1e420f40" section-type="subsequent-section"><enum>17.</enum><header display-inline="yes-display-inline">Collection of data on pipeline
			 infrastructure for national pipeline mapping system</header><text display-inline="no-display-inline">Section 60132 is amended—</text>
			<paragraph commented="no" display-inline="no-display-inline" id="id371E9B9842724ACFBC3E5BF29942EAD6"><enum>(1)</enum><text display-inline="yes-display-inline">in the matter before paragraph (1), by
			 striking <quote>Not later than 6 months after the date of the enactment of this
			 section, the</quote> and inserting <quote>Each</quote>;</text>
			</paragraph><paragraph commented="no" display-inline="no-display-inline" id="id97AD735B73B94862BF362E05F524E2C7"><enum>(2)</enum><text display-inline="yes-display-inline">in subsection (a), by adding at the end the
			 following:</text>
				<quoted-block display-inline="no-display-inline" id="id64B1B1A83940455391D80F0F0F01E8FC" style="OLC">

				pipeline data, including design and material specifications, as the Secretary
				considers necessary to carry out the purposes of this chapter, including
				preconstruction design reviews and compliance inspection
				prioritization.</text>
					</paragraph><after-quoted-block>;
				and</after-quoted-block></quoted-block>
			</paragraph><paragraph commented="no" display-inline="no-display-inline" id="id4B21CEC331394DB5B8BFF426807E334A"><enum>(3)</enum><text display-inline="yes-display-inline">by adding at the end the following:</text>
				<quoted-block display-inline="no-display-inline" id="idBE4A7667CD704890AE94BDDE96A62C89" style="OLC">
					<subsection commented="no" display-inline="no-display-inline" id="id3BE29F009AEF4F189AC0AFBF7FE61A56"><enum>(d)</enum><header display-inline="yes-display-inline">Notice</header><text display-inline="yes-display-inline">The Secretary shall give reasonable notice
				to the operator of a pipeline facility of any data being requested under this
				section.</text>
					</subsection><after-quoted-block>.</after-quoted-block></quoted-block>
			</paragraph></section><section commented="no" display-inline="no-display-inline" id="ID49ce03bc79cb449ea48bba22f280a66c" section-type="subsequent-section"><enum>18.</enum><header display-inline="yes-display-inline">Study of non-petroleum hazardous liquids
			 transported by pipeline</header>
			<subsection commented="no" display-inline="no-display-inline" id="id7927CB4A06B74D999403E0D2653FF49A"><enum>(a)</enum><header display-inline="yes-display-inline">Authority To carry out
			 analysis</header><text display-inline="yes-display-inline">Not later than 270
			 days after the date of the enactment of this Act, the Secretary of
			 Transportation shall conduct an analysis of the transportation of non-petroleum
			 hazardous liquids by pipeline for the purpose of identifying the extent to
			 which pipelines are currently being used to transport non-petroleum hazardous
			 liquids, such as chlorine, from chemical production facilities across land
			 areas not owned by the producer that are accessible to the public. The analysis
			 shall identify the extent to which the safety of the lines is unregulated by
			 the States and evaluate whether the transportation of such chemicals by
			 pipeline across areas accessible to the public would present significant risks
			 to public safety, property, or the environment in the absence of
			 regulation.</text>
			</subsection><subsection commented="no" display-inline="no-display-inline" id="id970532C88CE64458B43CBC9ED3417A65"><enum>(b)</enum><header display-inline="yes-display-inline">Report</header><text display-inline="yes-display-inline">Not later than 365 days after the date of
			 the enactment of this Act, the Secretary shall submit to Congress a report
			 containing the findings of the Secretary with respect to the analysis conducted
			 pursuant to subsection (a).</text>
			</subsection></section><section commented="no" display-inline="no-display-inline" id="IDc34ded0812604e39b0b8da30781f6d4d" section-type="subsequent-section"><enum>19.</enum><header display-inline="yes-display-inline">Clarification of provisions of law relating
			 to pipeline safety</header>
			<subsection commented="no" display-inline="no-display-inline" id="IDb5dff54e444d471ebce3e01250773293"><enum>(a)</enum><header display-inline="yes-display-inline">Amendment of procedures
			 clarification</header><text display-inline="yes-display-inline">Section
			 60108(a)(1) is amended by striking <quote>an intrastate</quote> and inserting
			 <quote>a</quote>.</text>
			</subsection><subsection commented="no" display-inline="no-display-inline" id="ID4750db6d529b48cc9324296f264a083e"><enum>(b)</enum><header display-inline="yes-display-inline">Owner operator clarification</header><text display-inline="yes-display-inline">Section 60102(a)(2)(A) is amended by
			 striking <quote>owners and operators</quote> and inserting <quote>any or all of
			 the owners or operators</quote>.</text>
			</subsection><subsection commented="no" display-inline="no-display-inline" id="IDd8108aec55224ca08697d16519d70ce5"><enum>(c)</enum><header display-inline="yes-display-inline">One call enforcement
			 clarification</header><text display-inline="yes-display-inline">Section
			 60114(f) is amended by adding at the end the following: <quote>This limitation
			 shall not apply to proceedings against persons who are pipeline
			 operators.</quote>.</text>
