		<official-title display="yes">To suspend, until the end of the 2-year
		  period beginning on the date of enactment of this Act, any Environmental
		  Protection Agency action under the Clean Air Act with respect to carbon dioxide
		  or methane pursuant to certain proceedings, other than with respect to motor
		  vehicle emissions, and for other purposes.</official-title>

		<section commented="no" display-inline="no-display-inline" id="idBF425D3DD5AA40388F891755F30E78CC" section-type="section-one"><enum>1.</enum><header display-inline="yes-display-inline">Short title</header><text display-inline="no-display-inline">This Act may be cited as the
			 <quote><short-title>EPA Stationary Source Regulations
			 Suspension Act</short-title></quote>.</text>
		</section><section commented="no" display-inline="no-display-inline" id="idC1BAE9C0520B44BB96816E1536BC2736" section-type="subsequent-section"><enum>2.</enum><header display-inline="yes-display-inline">Suspension of certain EPA action</header>
			<subsection commented="no" display-inline="no-display-inline" id="ID56DC4D1CABB14251BFFB907F3F229DC5"><enum>(a)</enum><header display-inline="yes-display-inline">In general</header><text display-inline="yes-display-inline">Except as provided in subsection (b),
			 notwithstanding any provision of the <act-name parsable-cite="CAA">Clean Air
			 Act</act-name> (42 U.S.C. 7401 et seq.), until the end of the 2-year period
			 beginning on the date of enactment of this Act, the Administrator of the
			 Environmental Protection Agency may not take any action under the
			 <act-name parsable-cite="CAA">Clean Air Act</act-name> (42 U.S.C. 7401 et seq.)
			 with respect to any stationary source permitting requirement or any requirement
			 under section 111 of that Act (42 U.S.C. 7411) relating to carbon dioxide or
			 methane.</text>
			</subsection><subsection commented="no" display-inline="no-display-inline" id="ID4E17AA1E56B14D649F2064BF544778F9"><enum>(b)</enum><header display-inline="yes-display-inline">Exceptions</header><text display-inline="yes-display-inline">Subsections (a) and (c) shall not apply
			 to—</text>
				<paragraph commented="no" display-inline="no-display-inline" id="id7B69E33EA88B46D3B81EA6290815066A"><enum>(1)</enum><text display-inline="yes-display-inline">any action under part A of title II of the
			 <act-name parsable-cite="CAA">Clean Air Act</act-name> (42 U.S.C. 7521 et seq.)
			 relating to the vehicle emissions standards;</text>
				</paragraph><paragraph commented="no" display-inline="no-display-inline" id="idB322C9FFF6044A10BC335F022C7C76C1"><enum>(2)</enum><text display-inline="yes-display-inline">any action relating to the preparation of a
			 report or the enforcement of a reporting requirement; or</text>
				</paragraph><paragraph commented="no" display-inline="no-display-inline" id="idD399CBCCD8A44809AAEF05E6C2F09931"><enum>(3)</enum><text display-inline="yes-display-inline">any action relating to the provision of
			 technical support at the request of a State.</text>
				</paragraph></subsection><subsection commented="no" display-inline="no-display-inline" id="IDea49b018f65842828b54c38de00c7714"><enum>(c)</enum><header display-inline="yes-display-inline">Treatment</header><text display-inline="yes-display-inline">Notwithstanding any other provision of law,
			 no action taken by the Administrator of the Environmental Protection Agency
			 before the end of the 2-year period described in subsection (a) (including any
			 action taken before the date of enactment of this Act) shall be considered to
			 make carbon dioxide or methane a pollutant subject to regulation under the
			 Clean Air Act (42 U.S.C. 7401 et seq.) for any source other than a new motor
			 vehicle or new motor vehicle engine, as described in section 202(a) of that Act
			 (42 U.S.C. 7521(a)).</text>
