		<legis-type>A BILL</legis-type>
		<official-title>To compel the Secretary of the Army to complete the Great
		  Lakes Mississippi River Interbasin Study within 18 months and to focus
		  particular attention on the permanent prevention of the spread of aquatic
		  nuisance species between the Great Lakes and the Mississippi River
		  Basins.</official-title>

		<section id="idCE635F18A9E6460EBB88C9751071B982" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the
			 <quote><short-title>Stop Invasive Species
			 Act</short-title></quote>.</text>
		</section><section id="id929FB642FA4E4B679A6209071483D468" section-type="subsequent-section"><enum>2.</enum><header>Asian carp</header>
			<subsection id="idD331D10FE03043AEB86C26DDCA843B5D"><enum>(a)</enum><header>Definitions</header><text display-inline="yes-display-inline">In this section:</text>
				<paragraph id="id3307650A7404406898AB43458B95E09A"><enum>(1)</enum><header>Hydrological
			 separation</header><text>The term <term>hydrological separation</term> means a
			 physical separation on the Chicago Area Waterway System that—</text>
					<subparagraph id="id89F4D72C10A94E1FA9F6D92BAB76297F"><enum>(A)</enum><text>would disconnect
			 the Mississippi River watershed from the Lake Michigan watershed; and</text>
					</subparagraph><subparagraph id="id101531AA2D2442E99A857AA943DF88B3"><enum>(B)</enum><text>shall be designed
			 to be adequate in scope to prevent the transfer of all aquatic species between
			 each of those bodies of water.</text>
					</subparagraph></paragraph><paragraph id="id9009B80952D2438C9AFAA9274B1B2C77"><enum>(2)</enum><header>Secretary</header><text>The
			 term <term>Secretary</term> means the Secretary of the Army, acting through the
			 Chief of Engineers.</text>
				</paragraph></subsection><subsection id="idA056D1A227614783A21A2041E0F93B7B"><enum>(b)</enum><header>Expedited study
			 and report</header>
				<paragraph id="idB37C15D6EC9E4BEB977FD8323289B24F"><enum>(1)</enum><header>In
			 general</header><text display-inline="yes-display-inline">The Secretary
			 shall—</text>
					<subparagraph id="idF4CAC3210D734FD4803A4FC7E13A9F79"><enum>(A)</enum><text display-inline="yes-display-inline">expedite completion of the report for the
			 study authorized by section 3061(d) of the Water Resources Development Act of
			 2007 (Public Law 110–114; 121 Stat. 1121); and</text>
					</subparagraph><subparagraph id="ID70935407385d4b1982c9c319a6833998"><enum>(B)</enum><text>if the Secretary
			 determines a project is justified in the completed report, proceed directly to
			 project preconstruction engineering and design.</text>
					</subparagraph></paragraph><paragraph id="id3FB3289FD9174D0C9F0D684153F94358"><enum>(2)</enum><header>Focus</header><text display-inline="yes-display-inline">In expediting the completion of the study
			 and report under paragraph (1), the Secretary shall focus on—</text>
					<subparagraph id="ID4466ea852a564e4eb9f111cc5782e4d1"><enum>(A)</enum><text>the prevention of
			 the spread of aquatic nuisance species between the Great Lakes and Mississippi
			 River Basins, such as through the permanent hydrological separation of the
			 Great Lakes and Mississippi River Basins; and</text>
					</subparagraph><subparagraph id="idCD8F48DEEF5C4376A380B5187D3D0C5F"><enum>(B)</enum><text display-inline="yes-display-inline">the watersheds of the following rivers and
			 tributaries associated with the Chicago Area Waterway System:</text>
						<clause id="ID24d175cc01b34910984ecb4aecac69f0"><enum>(i)</enum><text>The
			 Illinois River, at and in the vicinity of Chicago, Illinois.</text>
						</clause><clause id="ID20dab301f39e48978db591344ccea936"><enum>(ii)</enum><text>The Chicago
			 River, Calumet River, North Shore Channel, Chicago Sanitary and Ship Canal, and
			 Cal-Sag Channel in the State of Illinois.</text>
						</clause><clause id="IDfae1e01fa44c45f9b7903ffebe2e7917"><enum>(iii)</enum><text>The Grand
			 Calumet River and Little Calumet River in the States of Illinois and
			 Indiana.</text>
						</clause></subparagraph></paragraph><paragraph id="ID905118e35b3546d29d2276954db0a1b8"><enum>(3)</enum><header>Efficient use
			 of funds</header><text>The Secretary shall ensure the efficient use of funds to
			 maximize the timely completion of the study and report under paragraph
			 (1).</text>
				</paragraph><paragraph id="idDA77B9DC42284447A1A2EF422E1B8D36"><enum>(4)</enum><header>Deadline</header><text>The
			 Secretary shall complete the report under paragraph (1) by not later than 18
			 months after the date of enactment of this Act.</text>
				</paragraph><paragraph id="ID71ed1593e06e426296a8bdc17046c1a8"><enum>(5)</enum><header>Interim
			 report</header><text>Not later than 90 days after the date of enactment of this
			 Act, the Secretary shall submit to the Committees on Appropriations of the
			 House of Representatives and Senate, the Committee on Environment and Public
			 Works of the Senate, and the Committee on Transportation and Infrastructure of
			 the House of Representatives a report describing—</text>
					<subparagraph id="IDe134ac1a4bcf49b58360e438070d69b9"><enum>(A)</enum><text>interim
			 milestones that will be met prior to final completion of the study and report
			 under paragraph (1); and</text>
					</subparagraph><subparagraph id="ID3239f543b9a6482289b27eb162525ffb"><enum>(B)</enum><text>funding necessary
			 for completion of the study and report under paragraph (1), including funding
			 necessary for completion of each interim milestone identified under
			 subparagraph (A).</text>
					</subparagraph></paragraph></subsection></section></legis-body>
