		<official-title display="yes">To amend title 18, United States Code, to
		  provide a national standard in accordance with which nonresidents of a State
		  may carry concealed firearms in the State.</official-title>

		<section id="H64D3D01D79FD4D448444E0E182F02F7A" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the
			 <quote><short-title>National Right-to-Carry Reciprocity
			 Act of 2012</short-title></quote>.</text>
		</section><section id="HC665B6C6989549D7B5FF8F91E0787AF4"><enum>2.</enum><header>Reciprocity for
			 the carrying of certain concealed firearms</header>
			<subsection id="H243AD699EE6E4CC68C886861DA8783AD"><enum>(a)</enum><header>In
			 General</header><text><external-xref legal-doc="usc-chapter" parsable-cite="usc-chapter/18/44">Chapter 44</external-xref> of title 18,
			 United States Code, is amended by inserting after
			 <external-xref legal-doc="usc" parsable-cite="usc/18/926C">section
			 926C</external-xref> the following:</text>
				<quoted-block id="HA9156A392A544A01840B87E4FDBCD447" style="USC">
					<section id="HAF520F7BE73345A38C0C563E0365B9CC"><enum>926D.</enum><header>Reciprocity
				for the carrying of certain concealed firearms</header>
						<subsection id="id637FABDD287145F3AE1E0866820402A1"><enum>(a)</enum><header>Definitions</header><text display-inline="yes-display-inline">In this section—</text>
							<paragraph id="idAA42DBB361FA40B98C64B90B0CB3EFEB"><enum>(1)</enum><text display-inline="yes-display-inline">the term <term>eligible individual</term>
				means an individual who is not prohibited under Federal law from possessing,
				transporting, shipping, or receiving a firearm; and</text>
							</paragraph><paragraph id="id4F69470679714B21AB3957525CB0DF12"><enum>(2)</enum><text>the term
				<term>identification document</term> means a document made or issued by or
				under the authority of the United States Government, a State, or a political
				subdivision of a State which, when completed with information concerning a
				particular individual, is of a type intended or commonly accepted for the
				purpose of identifying individuals.</text>
							</paragraph></subsection><subsection id="id2CDBE6BAFF3240728302E3948F79F1B5"><enum>(b)</enum><header>Authorization</header><text display-inline="yes-display-inline">Notwithstanding any provision of the law of
				any State or political subdivision thereof, and except as provided in
				subsection (c), an eligible individual may carry a concealed handgun (other
				than a machinegun or destructive device) that has been shipped or transported
				in interstate or foreign commerce in any State, other than the State of
				residence of the eligible individual, that—</text>
							<paragraph id="HC112209FD96D49208E1FCD519B03297C"><enum>(1)</enum><text>has a statute that
				allows residents of the State to obtain licenses or permits to carry concealed
				firearms; or</text>
							</paragraph><paragraph id="HBD414CC839674A428194A0378A653F37"><enum>(2)</enum><text>does not prohibit
				the carrying of concealed firearms by residents of the State for lawful
				purposes.</text>
							</paragraph></subsection><subsection id="H195A368B842244C3BFA3D163F9A2029E"><enum>(c)</enum><header>Conditions and
				limitations</header>
							<paragraph id="idBEBA3EE125A7451DB5734576A4D84865"><enum>(1)</enum><header>In
				general</header><text display-inline="yes-display-inline">An eligible
				individual carrying a concealed handgun in a State under this section shall be
				permitted to carry a handgun subject to the same conditions and limitations
				imposed by or under Federal or State law or the law of a political subdivision
				of a State, except as to eligibility to carry a concealed handgun, that apply
				to residents of the State or political subdivision who—</text>
								<subparagraph id="id087CD26ADCD44B19AAB03BE2D657E8FD"><enum>(A)</enum><text display-inline="yes-display-inline">have a license or permit issued by the
				State or political subdivision to carry a concealed handgun; or</text>
								</subparagraph><subparagraph id="id408DCEB9D4484A0798A60CA093B7A9E3"><enum>(B)</enum><text display-inline="yes-display-inline">if the State does not issue licenses or
				permits described in subparagraph (A), are not prohibited by the State from
				carrying a concealed handgun.</text>
								</subparagraph></paragraph><paragraph id="idC459C64EDA4F461CAA9611C14288B5A9"><enum>(2)</enum><header>Identification;
				license or permit</header><text display-inline="yes-display-inline">An eligible
				individual who is carrying a concealed handgun under this section shall
				carry—</text>
								<subparagraph id="idE732326EB33D495F9C4E250633AC5665"><enum>(A)</enum><text display-inline="yes-display-inline">a valid identification document containing
				a photograph of the individual; and</text>
								</subparagraph><subparagraph id="id8C6B5566B4A54097A0D84E764149764C"><enum>(B)</enum><text display-inline="yes-display-inline">a valid license or permit that—</text>
									<clause id="id440F9C65AEAC4C77A75F64F8EC82AC79"><enum>(i)</enum><text display-inline="yes-display-inline">is issued under the law of a State;
				and</text>
									</clause><clause id="idE42F194D2D114B64BADBCDB6124AA7CA"><enum>(ii)</enum><text display-inline="yes-display-inline">permits the individual to carry a concealed
				firearm.</text>
									</clause></subparagraph></paragraph></subsection></section><after-quoted-block>.</after-quoted-block></quoted-block>
			</subsection><subsection id="H4D2EC5E9AD0A4BDE84360E2EBFEABE52"><enum>(b)</enum><header>Technical and
			 conforming amendment</header><text>The table of sections for chapter 44 of
			 title 18, United States Code, is amended by inserting after the item relating
			 to section 926C the following:</text>

			</subsection><subsection id="HB0D31837FB0A421BAB4B2B389B055B05"><enum>(c)</enum><header>Effective
			 date</header><text>The amendments made by this section shall take effect 90
			 days after the date of enactment of this Act.</text>
