			 Leadership Act of 1988 (21 U.S.C. 1531) is amended—</text>
			<paragraph id="id14C55897AAE94585ADBC798F8F22B687"><enum>(1)</enum><text>in subsection (b)—</text>
				<subparagraph id="id10CD40E8ACEA4AAB879BA1CF4E394BE1"><enum>(A)</enum><text>in paragraph (2), by
			 striking <quote>and</quote> at the end;</text>
				</subparagraph><subparagraph id="id5FD0F179576A4DF9884A1F46532C8807"><enum>(B)</enum><text>in paragraph (3), by
			 striking the period at the end and inserting <quote>; and</quote>; and</text>
				</subparagraph><subparagraph id="idB9DA014333034DFE8D6FA99379DCF1C8"><enum>(C)</enum><text>by adding at the end the
			 following:</text>

				eligibility criteria under section 1032(a) for each fiscal year by each
				recipient of an initial grant or a renewal grant is fully
				documented.</text>

				</subparagraph></paragraph><paragraph id="idCD4B8593113940ECB723072072247B55"><enum>(2)</enum><text>in subsection (d)—</text>

				Mental Health Services Administration, the Director shall—</text>
							<subparagraph id="idFD20639FD62B4469A112EB7F8E400CD5"><enum>(A)</enum><text>develop and document an
				approach to monitoring and overseeing the administration of the Program by the
				Substance Abuse and Mental Health Services Administration; and</text>
							</subparagraph><subparagraph id="idD8D5574401AF45D88A905B4EE9785E20"><enum>(B)</enum><text>fully define in the
				agreement prepared for each fiscal year between the Director and the Substance
				Abuse and Mental Health Services Administration the respective roles and
				responsibilities, with respect to administering the Program, of—</text>
								<clause id="id20B838D9FE804F318BE29FAE45EEF7F9"><enum>(i)</enum><text>the Office of National
				Drug Control Policy, including the role and responsibilities of the
				Administrator; and</text>
								</clause><clause id="id424E8CE8C2E242BE876B4EEE9A0B0B46"><enum>(ii)</enum><text>the Substance Abuse and
				Mental Health Services
				Administration.</text>
								</clause></subparagraph></paragraph><after-quoted-block>.</after-quoted-block></quoted-block>
				</subparagraph></paragraph></section><section changed="added" committee-id="SSJU00" id="id96F63E52211C47C0B555172AD5FCD827" reported-display-style="italic"><enum>3.</enum><header>National Community
			 Anti-Drug Coalition Institute</header><text display-inline="no-display-inline">Subchapter I of chapter 2 of the National
			 Narcotics Leadership Act of 1988 (21 U.S.C. 1531 et seq.) is amended by adding
			 at the end the following:</text>

				<section id="id8E6E50C270AD455FB0B353BA4453E54E"><enum>1036.</enum><header>National Community
				Anti-Drug Coalition Institute</header>
					<subsection id="id4E1A51CB48384850A3B446C075FE8061"><enum>(a)</enum><header>In
				general</header><text>The Director may, using amounts authorized to be
				appropriated by subsection (d), make a grant to an eligible organization to
				provide for the establishment of a National Community Anti-Drug Coalition
				Institute.</text>
					</subsection><subsection id="idC81D28C2F787434E8EE9D97840731C6F"><enum>(b)</enum><header>Eligible
				organizations</header><text>An organization eligible for the grant under
				subsection (a) is any national nonprofit organization that represents, provides
				technical assistance and training to, and has special expertise and broad,
				national-level experience in community anti-drug coalitions under section
				1032.</text>
					</subsection><subsection id="id7A6D1CE920284775A6B2074D056D1FD4"><enum>(c)</enum><header>Use of grant
				amount</header><text>The organization receiving the grant under subsection (a)
				shall establish a National Community Anti-Drug Coalition Institute to—</text>
						<paragraph id="id01d256a3ec2743fdaab59550bfcc1567"><enum>(1)</enum><text>provide education,
				training, and technical assistance for coalition leaders and community teams,
				with emphasis on the development of coalitions serving economically
				disadvantaged areas;</text>
						</paragraph><paragraph id="idcd69d49988094ad190ef37ca42c20fd6"><enum>(2)</enum><text>develop and disseminate
				evaluation tools, mechanisms, and measures to better assess and document
				coalition performance measures and outcomes; and</text>
						</paragraph><paragraph id="idc78defd919bb4b2291e2be2572a33841"><enum>(3)</enum><text>bridge the gap between
				research and practice by translating knowledge from research into practical
				information.</text>
						</paragraph></subsection><subsection id="id19D547C3BCBD4153AE1A9B2B2F8D072C"><enum>(d)</enum><header>Authorization of
				appropriations</header><text>There is authorized to be appropriated for
				purposes of activities under this section, including the grant under subsection
				(a), $2,000,000 for each of fiscal years 2013 through
				2017.</text>
