		<section id="id9B7370EDC8A446B1BB67F1AA3C33B4DD" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the
			 <quote><short-title>Fox-Wisconsin Heritage Parkway
			 National Heritage Area Act of 2012</short-title></quote>.</text>
		</section><section id="IDbaf8ba0516344cf691f5efeea91e65e6"><enum>2.</enum><header>Definitions</header><text display-inline="no-display-inline">In this Act:</text>
			<paragraph id="IDc2e5317a5759430698095af19014b59f"><enum>(1)</enum><header>Heritage
			 Area</header><text>The term <term>Heritage Area</term> means the Fox-Wisconsin
			 Heritage Parkway National Heritage Area established by section 3(a).</text>
			</paragraph><paragraph id="IDb236acef692743be9e4a65c0baa881e4"><enum>(2)</enum><header>Local
			 coordinating entity</header><text>The term <term>local coordinating
			 entity</term> means the local coordinating entity for the Heritage Area
			 designated by section 3(d).</text>
			</paragraph><paragraph id="ID7057ab5e3bb74a8e9a232a949ad25f69"><enum>(3)</enum><header>Management
			 plan</header><text>The term <term>management plan</term> means the management
			 plan for the Heritage Area required under section 5(a).</text>
			</paragraph><paragraph id="IDdcaba376643d4df7b885dce05247039e"><enum>(4)</enum><header>Map</header><text>The
			 term <term>map</term> means the map included under section 5(b)(3)(H).</text>
			</paragraph><paragraph id="ID5b59c953c4a048349cc31f208b6dd88a"><enum>(5)</enum><header>Secretary</header><text>The
			 term <term>Secretary</term> means the Secretary of the Interior.</text>
			</paragraph><paragraph id="id24B36DF7D50E4C1CB30A579A1980170E"><enum>(6)</enum><header>State</header><text>The
			 term <term>State</term> means the State of Wisconsin.</text>
			</paragraph></section><section id="ID7f67d09618644cdb9aa66ed26acccd7c"><enum>3.</enum><header>Fox-Wisconsin
			 Heritage Parkway National Heritage Area</header>
			<subsection id="ID319885f0942b46f2ad0c5020378930f1"><enum>(a)</enum><header>Establishment</header><text>There
			 is established in the State the Fox-Wisconsin Heritage Parkway National
			 Heritage Area.</text>
			</subsection><subsection id="ID579844690e9248bd825e423ddff2a8a1"><enum>(b)</enum><header>Boundaries</header>
				<paragraph id="id3F91AF53AE734C57A4687B573E8B4D2A"><enum>(1)</enum><header>In
			 general</header><text>The Heritage Area shall include—</text>
					<subparagraph id="ID6f580e7535c44ac5bca82aaf6dcfea03"><enum>(A)</enum><text>the area included
			 in Appendix A, Map 1 of the feasibility study submitted by the local
			 coordinating entity, which includes approximately 1,444 square miles of land in
			 15 counties in central and southeastern Wisconsin, including Brown, Calumet,
			 Columbia, Crawford, Dane, Fond du Lac, Grant, Green Lake, Iowa, Marquette,
			 Outagamie, Richland, Sauk, Waushara, and Winnebago counties; and</text>
					</subparagraph><subparagraph id="ID65f99a91fe4d4ae2855eb7e1e0aa093e"><enum>(B)</enum><text>any contributing
			 sites, buildings, and districts within the area described in subparagraph (A)
			 that are recommended for inclusion in the Heritage Area by the management
			 plan.</text>
					</subparagraph></paragraph><paragraph id="IDc81593811ca54579b01f5cf0bc358502"><enum>(2)</enum><header>Revisions</header><text>The
			 boundaries of the Heritage Area may be revised if the revisions are—</text>
					<subparagraph id="IDaf6ac0ac6e6d4568955b1aae5d038cc9"><enum>(A)</enum><text>proposed in the
			 management plan developed for the Heritage Area;</text>
					</subparagraph><subparagraph id="id371568FFEA9C43748EED2C1F79043FC9"><enum>(B)</enum><text>depicted on the
			 map; and</text>
					</subparagraph><subparagraph id="ID4cf78b01b33043178be63e44831ffef2"><enum>(C)</enum><text>approved by the
			 Secretary in accordance with this Act.</text>
					</subparagraph></paragraph></subsection><subsection id="idA8111C0C95E44AEF8D22EC8F3BC97E05"><enum>(c)</enum><header>Map</header><text>The
			 map shall be available for public inspection in the appropriate offices
			 of—</text>
				<paragraph id="id850F6B0DAF4748DDB25F910062244063"><enum>(1)</enum><text>the National Park
			 Service; and</text>
				</paragraph><paragraph commented="no" display-inline="no-display-inline" id="idF55CAEA2CD9549869C730FF38851C472"><enum>(2)</enum><text>the local
			 coordinating entity.</text>
				</paragraph></subsection><subsection id="ID286a6d74347c4b80ad713a1ec535aadd"><enum>(d)</enum><header>Local
			 coordinating entity</header><text>The local coordinating entity for the
			 Heritage Area shall be the Fox-Wisconsin Heritage Parkway, a nonprofit
			 organization established in the State.</text>
			</subsection></section><section id="ID1581b2a9fde04d7e98fc999cb99a6d16"><enum>4.</enum><header>Administration</header>
			<subsection id="ID2a9d7c9239c94db38ce6db6455e95446"><enum>(a)</enum><header>Authorities</header><text>To
			 carry out the management plan, the Secretary, acting through the local
			 coordinating entity, may use amounts made available under this Act—</text>
				<paragraph id="ID13a414d880e442ceaefa096177d310a1"><enum>(1)</enum><text>to make grants to
			 the State (including any political subdivision of the State), nonprofit
			 organizations, and other individuals;</text>
				</paragraph><paragraph id="IDdf3114d6ea1549a18b50f40f374c4c06"><enum>(2)</enum><text>to enter into
			 cooperative agreements with, or provide technical assistance to, the State
			 (including any political subdivision of the State), nonprofit organizations,
			 and other interested parties;</text>
				</paragraph><paragraph id="IDde8ec68aa8954395b5b525631a1073e1"><enum>(3)</enum><text>to hire and
			 compensate staff, which shall include individuals with expertise in natural,
			 cultural, and historical resource protection, and heritage programming;</text>
				</paragraph><paragraph id="ID82ea66eed97c4bc58e5c856ac861bb3b"><enum>(4)</enum><text>to obtain funds
			 or services from any source, including funds or services that are provided
			 under any other Federal law or program;</text>
				</paragraph><paragraph id="ID766abe96f6114912960c966cf38235c3"><enum>(5)</enum><text>to enter into
			 contracts for goods or services; and</text>
				</paragraph><paragraph id="IDacbca1c85949441689fa32616a0f2c84"><enum>(6)</enum><text>to serve as a
			 catalyst for any other activity that—</text>
					<subparagraph id="id39985103D4D54B0E820FE60E1199C5A5"><enum>(A)</enum><text>furthers the
			 purposes and goals of the Heritage Area; and</text>
					</subparagraph><subparagraph id="id5E8A96FF21F0413BB79EB4C18BFC0AE0"><enum>(B)</enum><text>is consistent
			 with the approved management plan.</text>
					</subparagraph></paragraph></subsection><subsection id="ID3465e21abef84ae6ae50c0e340149a53"><enum>(b)</enum><header>Duties</header><text>The
			 local coordinating entity shall—</text>
				<paragraph id="IDe1b9c59858b24e1abac9ce2a7a99fe52"><enum>(1)</enum><text>in accordance
			 with section 5, prepare and submit to the Secretary a management plan for the
			 Heritage Area;</text>
				</paragraph><paragraph id="IDde675981ad2347379c7f967800c185e5"><enum>(2)</enum><text>assist units of
			 local government, regional planning organizations, and nonprofit organizations
			 in carrying out the approved management plan by—</text>
					<subparagraph id="ID18ad628d5088487099431f3dcdc43295"><enum>(A)</enum><text>carrying out
			 programs and projects that recognize, protect, and enhance important resource
			 values located in the Heritage Area;</text>
					</subparagraph><subparagraph id="ID72810ce4925541a6833dda3a2fd952f7"><enum>(B)</enum><text>establishing and
			 maintaining interpretive exhibits and programs in the Heritage Area;</text>
					</subparagraph><subparagraph id="ID9530ca19189c413fba0210b49534d0e0"><enum>(C)</enum><text>developing
			 recreational and educational opportunities in the Heritage Area;</text>
					</subparagraph><subparagraph id="IDf4f8ccea2ba645b7b6fab8c15d619a6e"><enum>(D)</enum><text>increasing public
			 awareness of, and appreciation for, the natural, historical, scenic, and
			 cultural resources of the Heritage Area;</text>
					</subparagraph><subparagraph id="ID3efa67c37d6441b692172126a6756d9b"><enum>(E)</enum><text>protecting and
			 restoring historic sites and buildings in the Heritage Area that are consistent
			 with Heritage Area themes;</text>
					</subparagraph><subparagraph id="IDc474dbe3914c4385b4843971772dfe7d"><enum>(F)</enum><text>ensuring that
			 clear, consistent, and appropriate signs identifying points of public access,
			 and sites of interest, are posted throughout the Heritage Area; and</text>
					</subparagraph><subparagraph id="IDffc3fa0070104893b3e513adecdee585"><enum>(G)</enum><text>promoting a wide
			 range of partnerships among governments, organizations, and individuals to
			 further the Heritage Area;</text>
					</subparagraph></paragraph><paragraph id="IDa108afd9651d48ecb185ea56f7e97cec"><enum>(3)</enum><text>consider the
			 interests of diverse units of government, businesses, organizations, and
			 individuals in the Heritage Area in the preparation and implementation of the
			 management plan;</text>
				</paragraph><paragraph id="ID3172a2f8ca6c47d4befca5fb91e50040"><enum>(4)</enum><text>conduct meetings
			 open to the public at least semiannually regarding the development and
			 implementation of the management plan;</text>
				</paragraph><paragraph id="ID13000c20626d4cb9b03e4cd912e37e63"><enum>(5)</enum><text>for any year for
			 which Federal funds have been received under this Act—</text>
					<subparagraph id="ID7cbdf4b69bfc4f998af142fe2b345318"><enum>(A)</enum><text>submit an annual
			 report to the Secretary that describes the activities, expenses, and income of
			 the local coordinating entity (including grants to any other entities during
			 the year that the report is made);</text>
					</subparagraph><subparagraph id="ID99e98847b0664c1c95967186344ebaac"><enum>(B)</enum><text>make available to
			 the Secretary for audit all records relating to the expenditure of the funds
			 and any matching funds; and</text>
					</subparagraph><subparagraph id="ID49eefb732b1146af899d4965dfffa119"><enum>(C)</enum><text>require, with
			 respect to all agreements authorizing expenditure of Federal funds by other
			 organizations, that the organizations receiving the funds make available to the
			 Secretary for audit all records concerning the expenditure of the funds;
			 and</text>
					</subparagraph></paragraph><paragraph id="ID161f17e1ea404543a30232c6be4a18b2"><enum>(6)</enum><text>encourage by
			 appropriate means economic viability that is consistent with the Heritage
			 Area.</text>
				</paragraph></subsection><subsection id="ID4c1f5b7fc74346788dccdc9226dfa7bd"><enum>(c)</enum><header>Prohibition on
			 the acquisition of real property</header><text>The local coordinating entity
			 shall not use Federal funds made available under this Act to acquire real
			 property or any interest in real property.</text>
			</subsection></section><section id="ID996b6864ac8549eaa1fff8d143756466"><enum>5.</enum><header>Management
			 plan</header>
			<subsection id="ID69cc3d6ef51647fd84c638e63ae2dd56"><enum>(a)</enum><header>In
			 general</header><text>Not later than 3 years after the date of enactment of
			 this Act, the local coordinating entity shall submit to the Secretary for
			 approval a proposed management plan for the Heritage Area.</text>
			</subsection><subsection id="ID02029d0bbcb64881a80db57803821fc8"><enum>(b)</enum><header>Requirements</header><text>The
			 management plan shall—</text>
				<paragraph id="ID8f8b9c95cc304e48ad1d39bfee3981de"><enum>(1)</enum><text>incorporate an
			 integrated and cooperative approach for the protection, enhancement, and
			 interpretation of the natural, cultural, historic, scenic, educational, and
			 recreational resources of the Heritage Area;</text>
				</paragraph><paragraph id="ID7a25c175a9b64a619f46673bb8c4b433"><enum>(2)</enum><text>take into
			 consideration State and local plans;</text>
				</paragraph><paragraph id="ID677a882a8e664cccb528b5b5a65b8b9a"><enum>(3)</enum><text>include—</text>
					<subparagraph id="ID28e68fbdbfef4d7194b6b3197d07f115"><enum>(A)</enum><text>an inventory of
			 the resources located in the Heritage Area;</text>
					</subparagraph><subparagraph id="IDe02829ff24e547519d5cec586082420b"><enum>(B)</enum><text>comprehensive
			 policies, strategies, and recommendations for conservation, funding,
			 management, and development of the Heritage Area;</text>
					</subparagraph><subparagraph id="IDc5eb9a772c754020a79c6afcb684d64f"><enum>(C)</enum><text>a description of
			 actions that governments, private organizations, and individuals have agreed to
			 take to protect the natural, cultural, historic, scenic, educational, and
			 recreational resources of the Heritage Area;</text>
					</subparagraph><subparagraph id="ID0ffb30466c274f7c917f2d0ef9f7f3e8"><enum>(D)</enum><text>a program of
			 implementation for the management plan by the local coordinating entity that
			 includes a description of—</text>
						<clause id="ID200f1eeeee924e69b4fbdd8edfb4e2de"><enum>(i)</enum><text>actions to
			 facilitate ongoing collaboration among partners to promote plans for resource
			 protection, restoration, and construction; and</text>
						</clause><clause id="IDbea317eca59f4134918762fda02610ed"><enum>(ii)</enum><text>specific
			 commitments for implementation that have been made by the local coordinating
			 entity or any government, organization, or individual for the first 5 years of
			 operation;</text>
						</clause></subparagraph><subparagraph id="IDef47564048ab40588706f28b042a4408"><enum>(E)</enum><text>the
			 identification of sources of funding for carrying out the management
			 plan;</text>
					</subparagraph><subparagraph id="ID105fe6ab7da8416da4296c8ca756436d"><enum>(F)</enum><text>analysis and
			 recommendations for means by which local, State, and Federal programs,
			 including the role of the National Park Service in the Heritage Area, may best
			 be coordinated to carry out this Act;</text>
					</subparagraph><subparagraph id="ID3c43c5d7b44e457b87625e0ba6834334"><enum>(G)</enum><text>an interpretive
			 plan for the Heritage Area; and</text>
					</subparagraph><subparagraph id="ID1bdc982171394501b57c9c0f6b32ecf5"><enum>(H)</enum><text>a map of the
			 Heritage Area; and</text>
					</subparagraph></paragraph><paragraph id="ID754cbd3f05da430aa3ae8a64173b91d5"><enum>(4)</enum><text>recommend
			 policies and strategies for resource management that consider and detail the
			 application of appropriate land and water management techniques, including the
			 development of intergovernmental and interagency cooperative agreements to
			 protect the natural, cultural, historic, scenic, educational, and recreational
			 resources of the Heritage Area.</text>
				</paragraph></subsection><subsection id="ID5478efc0f2834a9a8a54f97c44df7539"><enum>(c)</enum><header>Deadline</header><text>If
			 a proposed management plan is not submitted to the Secretary by the date that
			 is 3 years after the date of enactment of this Act, the local coordinating
			 entity shall be ineligible to receive additional funding under this Act until
			 the date on which the Secretary approves a management plan.</text>
			</subsection><subsection id="ID310794d0f69049279c02b8169e6da945"><enum>(d)</enum><header>Approval or
			 disapproval of management plan</header>
				<paragraph id="ID8ea9a1af234f45bb821fb6aecfc567ea"><enum>(1)</enum><header>In
			 general</header><text>Not later than 180 days after the date of receipt of the
			 management plan under subsection (a), the Secretary, in consultation with the
			 State, shall approve or disapprove the management plan.</text>
				</paragraph><paragraph id="ID416b636def8e438987b7d608db46f2b3"><enum>(2)</enum><header>Criteria for
			 approval</header><text>In determining whether to approve the management plan,
			 the Secretary shall consider whether—</text>
					<subparagraph id="ID2dd44c6dfe7f472da961026a955efae5"><enum>(A)</enum><text>the local
			 coordinating entity is representative of the diverse interests of the Heritage
			 Area, including governments, natural and historic resource protection
			 organizations, educational institutions, businesses, and recreational
			 organizations;</text>
					</subparagraph><subparagraph id="ID5d845c05c9654ce7a37cb595218d31ec"><enum>(B)</enum><text>the local
			 coordinating entity has afforded adequate opportunity, including public
			 hearings, for public and governmental involvement in the preparation of the
			 management plan; and</text>
					</subparagraph><subparagraph id="ID0ed01763a98f4e32b4f1fdde0ada1e02"><enum>(C)</enum><text>the resource
			 protection and interpretation strategies contained in the management plan, if
			 implemented, would adequately protect the natural, cultural, historic, scenic,
			 educational, and recreational resources of the Heritage Area.</text>
					</subparagraph></paragraph><paragraph id="ID9678ad0f56dc4d6f8f3084d70193f78e"><enum>(3)</enum><header>Action
			 following disapproval</header><text>If the Secretary disapproves the management
			 plan under paragraph (1), the Secretary shall—</text>
					<subparagraph id="IDc61d045f96a64ec58271da64aedc7d01"><enum>(A)</enum><text>advise the local
			 coordinating entity in writing of the reasons for the disapproval;</text>
					</subparagraph><subparagraph id="ID80bad754258b45e3b9032e360c77e83f"><enum>(B)</enum><text>make
			 recommendations for revisions to the management plan; and</text>
					</subparagraph><subparagraph id="ID266a8b588b194bd6868b55f40acdab39"><enum>(C)</enum><text>not later than
			 180 days after the date of receipt of any proposed revision of the management
			 plan from the local coordinating entity, approve or disapprove the proposed
			 revision.</text>
					</subparagraph></paragraph><paragraph id="IDd18fa849f4bf42b99dc072c5610e94b2"><enum>(4)</enum><header>Amendments</header>
					<subparagraph id="ID725db0cead6648d8a9fb43620060cf4e"><enum>(A)</enum><header>In
			 general</header><text>The Secretary shall approve or disapprove each amendment
			 to the management plan that the Secretary determines would make a substantial
			 change to the management plan.</text>
					</subparagraph><subparagraph id="ID5b42013c694c450d8c09486a25febbbd"><enum>(B)</enum><header>Use of
			 funds</header><text>The local coordinating entity shall not use Federal funds
			 authorized to be appropriated by this Act to carry out any amendments to the
			 management plan until the Secretary has approved the amendments.</text>
					</subparagraph></paragraph></subsection></section><section id="ID3a86630adafd4530b940eaec39b346ba"><enum>6.</enum><header>Relationship to
			 other Federal agencies</header>
			<subsection id="IDc2e42b2c6e0244cb9340b643217a62cc"><enum>(a)</enum><header>In
			 general</header><text>Nothing in this Act affects the authority of a Federal
			 agency to provide technical or financial assistance under any other law
			 (including regulations).</text>
			</subsection><subsection id="ID070bea2782bc47c9aa0e0cce897ef3bd"><enum>(b)</enum><header>Consultation
			 and coordination</header><text>To the maximum extent practicable, the head of
			 any Federal agency planning to conduct activities that may have an impact on
			 the Heritage Area is encouraged to consult and coordinate the activities with
			 the Secretary and the local coordinating entity.</text>
			</subsection><subsection id="ID1746aaa65fd14325abc40d6c80a952c4"><enum>(c)</enum><header>Other Federal
			 agencies</header><text>Nothing in this Act—</text>
				<paragraph id="ID1f8dc9b2d2c04c7ca60a4b303df0f147"><enum>(1)</enum><text>modifies, alters,
			 or amends any law (including any regulation) authorizing a Federal agency to
			 manage Federal land under the jurisdiction of the Federal agency;</text>
				</paragraph><paragraph id="ID664ee5471baa4835a1c2901cc617f4e6"><enum>(2)</enum><text>limits the
			 discretion of a Federal land manager to implement an approved land use plan
			 within the boundaries of the Heritage Area; or</text>
				</paragraph><paragraph id="ID3872a7cf4e654b25b36f6d99a155ada8"><enum>(3)</enum><text>modifies, alters,
			 or amends any authorized use of Federal land under the jurisdiction of a
			 Federal agency.</text>
				</paragraph></subsection></section><section id="ID19266097a9934d858906c4dd7ddf3b1c"><enum>7.</enum><header>Private property
			 and regulatory protections</header><text display-inline="no-display-inline">Nothing in this Act—</text>
			<paragraph id="IDe60ac270b63d4d68888bfa8b69ebfedc"><enum>(1)</enum><text>abridges the
			 rights of any public or private property owner, including the right to refrain
			 from participating in any plan, project, program, or activity conducted within
			 the Heritage Area;</text>
			</paragraph><paragraph id="IDe46ecafffd954cdd910a6039c1828fb4"><enum>(2)</enum><text>requires any
			 property owner—</text>
				<subparagraph id="id5D99E2070FF34F779AA68DBECCADFD43"><enum>(A)</enum><text>to permit public
			 access (including access by Federal, State, tribal, or local agencies) to the
			 property of the property owner; or</text>
				</subparagraph><subparagraph id="id0C03C2E57F5C480384C890CA6FC4A3DC"><enum>(B)</enum><text>to modify public
			 access or use of property of the property owner under any other Federal, State,
			 or local law;</text>
				</subparagraph></paragraph><paragraph id="ID686a0522864e478e8d2e7c441a369217"><enum>(3)</enum><text>alters any duly
			 adopted land use regulation, approved land use plan, or other regulatory
			 authority of any Federal, State, or local agency;</text>
			</paragraph><paragraph id="id875BA3DBA326496A89DBE8F3F0AD34AD"><enum>(4)</enum><text>conveys any land
			 use or other regulatory authority to the local coordinating entity;</text>
			</paragraph><paragraph id="IDd542af2b51854b5e8c316cda95132eb2"><enum>(5)</enum><text>authorizes or
			 implies the reservation or appropriation of water or water rights;</text>
			</paragraph><paragraph id="ID5c1d742cafe94ba0a64e534dd3a5d4d3"><enum>(6)</enum><text>diminishes the
			 authority of the State to manage fish and wildlife, including the regulation of
			 fishing and hunting within the Heritage Area; or</text>
			</paragraph><paragraph id="ID2c0ddead198246fc9f0c85d29b9dc7d7"><enum>(7)</enum><text>creates any
			 liability, or affects any liability under any other law (including
			 regulations), of any private property owner with respect to any individual
			 injured on the private property.</text>
			</paragraph></section><section id="IDc1feff7ef5a644b090a0920bbef581e2"><enum>8.</enum><header>Evaluation;
			 report</header>
			<subsection id="ID2ce2ff573f4b49799ed9db0016f7ad27"><enum>(a)</enum><header>In
			 general</header><text>Not later than 3 years before the date on which authority
			 for Federal funding terminates for the Heritage Area, the Secretary
			 shall—</text>
				<paragraph id="ID68149bd292f742f1b3f6583d56983346"><enum>(1)</enum><text>conduct an
			 evaluation of the accomplishments of the Heritage Area; and</text>
				</paragraph><paragraph id="ID443c2856be5f436396dabd2ad48a2488"><enum>(2)</enum><text>prepare a report
			 in accordance with subsection (c).</text>
				</paragraph></subsection><subsection id="IDf732fb1815b74ca5b83f1e447bfb3444"><enum>(b)</enum><header>Evaluation</header><text>An
			 evaluation conducted under subsection (a)(1) shall—</text>
				<paragraph id="ID8068214176ec45e29593ae4f7f5c813c"><enum>(1)</enum><text>assess the
			 progress of the local coordinating entity with respect to—</text>
					<subparagraph id="IDaf255cac627b4ae982c37d32b862be63"><enum>(A)</enum><text>accomplishing the
			 purposes of this Act for the Heritage Area; and</text>
					</subparagraph><subparagraph id="IDc27009cd36b44256baa9c409ece25209"><enum>(B)</enum><text>achieving the
			 goals and objectives of the approved management plan for the Heritage
			 Area;</text>
					</subparagraph></paragraph><paragraph id="IDc68cfb301c0e49b9b2595fc46c2a4460"><enum>(2)</enum><text>analyze the
			 Federal, State, local, and private investments in the Heritage Area to
			 determine the leverage and impact of the investments; and</text>
				</paragraph><paragraph id="IDa78a9382b9c344ecb7d2d1d2ae2fe9a5"><enum>(3)</enum><text>review the
			 management structure, partnership relationships, and funding of the Heritage
			 Area to identify the critical components for sustainability of the Heritage
			 Area.</text>
				</paragraph></subsection><subsection id="IDa9a30188f3c341c78591d6a59c4c7164"><enum>(c)</enum><header>Report</header>
				<paragraph id="ID9f07d410ba6c4329a9e1c012c46f2959"><enum>(1)</enum><header>In
			 general</header><text>Based on the evaluation conducted under subsection
			 (a)(1), the Secretary shall prepare a report that includes recommendations for
			 the future role of the National Park Service, if any, with respect to the
			 Heritage Area.</text>
				</paragraph><paragraph id="IDb35172ccc13747d6ac39a9548632a9f8"><enum>(2)</enum><header>Required
			 analysis</header><text>If the report prepared under paragraph (1) recommends
			 that Federal funding for the Heritage Area be reauthorized, the report shall
			 include an analysis of—</text>
					<subparagraph id="ID902c0fac3dd3452782a0dd5610a43f8a"><enum>(A)</enum><text>ways in which
			 Federal funding for the Heritage Area may be reduced or eliminated; and</text>
					</subparagraph><subparagraph id="IDc8b9107329484112b2fe5f93f90d4422"><enum>(B)</enum><text>the appropriate
			 time period necessary to achieve the recommended reduction or
			 elimination.</text>
					</subparagraph></paragraph><paragraph id="ID87bca6125ade472eaa7bb38323d85cb3"><enum>(3)</enum><header>Submission to
			 Congress</header><text>On completion of the report, the Secretary shall submit
			 the report to—</text>
					<subparagraph id="idE252FB0A760C45FCB4343722799E91CA"><enum>(A)</enum><text>the Committee on
			 Energy and Natural Resources of the Senate; and</text>
					</subparagraph><subparagraph id="idD4B0BBCE3BE74BC6A7D75A513D4AF91B"><enum>(B)</enum><text>the Committee on
			 Natural Resources of the House of Representatives.</text>
					</subparagraph></paragraph></subsection></section><section id="ID5b88df0e61094bf19262c1607a202e65"><enum>9.</enum><header>Funding</header>
			<subsection id="ID4bf718350ae4405f9e96051067231bb2"><enum>(a)</enum><header>Authorization
			 of appropriations</header><text>There is authorized to be appropriated to carry
			 out this Act $10,000,000, of which not more than $1,000,000 may be made
			 available for any fiscal year.</text>
			</subsection><subsection id="ID737345f6357c41a49097520c993638ab"><enum>(b)</enum><header>Availability</header><text>Amounts
			 made available under subsection (a) shall remain available until
			 expended.</text>
			</subsection><subsection id="IDb29de7d8ad974508ba13a81db1dd9a54"><enum>(c)</enum><header>Cost-Sharing
			 requirement</header>
				<paragraph id="IDb015536d80f444e9ab85c1bcb8fff8fb"><enum>(1)</enum><header>In
			 general</header><text>The Federal share of the cost of any activity carried out
			 using any assistance made available under this Act shall be not more than 50
			 percent.</text>
				</paragraph><paragraph id="ID62329311da4b4d90988c6e822ce612b3"><enum>(2)</enum><header>Non-federal
			 share</header><text>The non-Federal share—</text>
					<subparagraph id="IDa016e14b515d4a98912f4a6103fc7fd2"><enum>(A)</enum><text>shall be from
			 non-Federal sources; and</text>
					</subparagraph><subparagraph id="ID594fe845c6cb4301b5fd76c6c6de207e"><enum>(B)</enum><text>may be in the
			 form of in-kind contributions of goods or services fairly valued.</text>
					</subparagraph></paragraph></subsection></section><section id="ID217576e33f584632972475cac839472c"><enum>10.</enum><header>Termination of
			 authority</header><text display-inline="no-display-inline">The authority of the
			 Secretary to provide assistance under this Act terminates on the date that is
			 15 years after the date of enactment of this Act.</text>
