		<official-title>To direct the Secretary of Interior to establish a
		  veterans conservation corps, and for other purposes.</official-title>

		<section id="S1" section-type="section-one"><enum>1.</enum><header>Short
			 title</header><text display-inline="no-display-inline">This Act may be cited as
			 the <quote><short-title>Veterans Conservation Corps
			 Authorization Act</short-title></quote>.</text>
		</section><section id="id72F4C0A505E7433889D40B40F3998937"><enum>2.</enum><header>Definitions</header><text display-inline="no-display-inline">In this Act:</text>
			<paragraph id="idCB532FA2BFD14B09BE1522291A5B0584"><enum>(1)</enum><header>Corps</header><text>The
			 term <quote>corps</quote> means the veterans conservation corps established
			 under section 3(a).</text>
			</paragraph><paragraph id="idFD24DE8150184EA3AEDDCF0E119CD5B6"><enum>(2)</enum><header>Eligible
			 veteran</header><text>The term <quote>eligible veteran</quote> means a veteran
			 (as the term is defined in section 101 of title 38, United States Code) that,
			 as of the date on which the application for the corps is submitted—</text>
				<subparagraph id="id909D2116503347BD929984170292C65A"><enum>(A)</enum><text>is
			 unemployed;</text>
				</subparagraph><subparagraph id="idC8133395A3B64081ABAFC79E921514A0"><enum>(B)</enum><text>is not enrolled
			 in any other Federal training program; and</text>
				</subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="id22C6CAE9390C40D6A47E32627589D347"><enum>(C)</enum><text>meets any other
			 criteria that the Secretary determines to be appropriate.</text>
				</subparagraph></paragraph><paragraph id="idE300321D47844D70B498FB943C6D9F63"><enum>(3)</enum><header>Secretary</header><text>The
			 term <quote>Secretary</quote> means the Secretary of the Interior.</text>
			</paragraph></section><section id="id7c2fbd9d7b2e4308a747efe5fd2e4a66"><enum>3.</enum><header>Veterans
			 conservation corps</header>
			<subsection id="id6ecec648831c4224954c1ded4cddf1a1"><enum>(a)</enum><header>Establishment</header><text>The
			 Secretary, in cooperation with the Secretary of Veterans Affairs and the
			 Secretary of Commerce, shall establish a veterans conservation corps—</text>
				<paragraph id="id9f0fbaf6cde2419389504563ee0294bf"><enum>(1)</enum><text>to provide
			 training and employment to eligible veterans;</text>
				</paragraph><paragraph id="id8154e0d0047e48fab3977b483de80f24"><enum>(2)</enum><text>to assist
			 eligible veterans in the transition from service in the Armed Forces to
			 civilian life; and</text>
				</paragraph><paragraph id="idfc1469c7e5474b2e82b845590fa52baf"><enum>(3)</enum><text>to assist the
			 Federal Government in maintaining Federal land and water.</text>
				</paragraph></subsection><subsection id="idfb01ef46d5bb43eab2636bd93df6e9ed"><enum>(b)</enum><header>Employment of
			 eligible veterans</header>
				<paragraph id="idea99bd313c434ed7944758b8bb8f0f43"><enum>(1)</enum><header>Long-term
			 employment</header>
					<subparagraph id="idE76CB10BE0A14571A215780A11FEDB5D"><enum>(A)</enum><header>Initial
			 period</header><text>The Secretary shall employ in the corps eligible veterans
			 for a 1-year period to carry out work projects assigned under subsection
			 (c).</text>
					</subparagraph><subparagraph id="id9d4c8285b14a4caf80e1cf8a2da8d07d"><enum>(B)</enum><header>Extension of
			 employment</header><text>The Secretary may, on a case-by-case basis and as the
			 Secretary considers appropriate, extend the employment of an eligible veteran
			 under subparagraph (A) for an additional 1-year period.</text>
					</subparagraph></paragraph><paragraph id="id5f04518f6af141f3a17a69d614e238c2"><enum>(2)</enum><header>Temporary
			 Employment for Student Veterans</header>
					<subparagraph id="id1B9782FBDFB04629B68548E45D2C1E9E"><enum>(A)</enum><header>In
			 general</header><text>The Secretary may establish a program in the corps for
			 the short-term employment of eligible veterans that are attending institutions
			 of higher education.</text>
					</subparagraph><subparagraph id="id6D1C3015B6FB4FC58271D4910594D09A"><enum>(B)</enum><header>Terms</header><text>The
			 employment of an eligible veteran under subparagraph (A) shall not exceed 16
			 weeks in total.</text>
					</subparagraph></paragraph><paragraph id="id9eeb08d81de44d828054c7a8d7922176"><enum>(3)</enum><header>Compensation</header><text>An
			 eligible veteran employed by the corps under paragraph (1) or (2) shall receive
			 a stipend and living allowance in an amount to be determined by the Secretary,
			 in consultation with Secretary of Veteran Affairs.</text>
				</paragraph></subsection><subsection id="id5c916442645d4ebc9419f3b16e6d69b2"><enum>(c)</enum><header>Work
			 projects</header>
				<paragraph id="id7521d0045edc4ba09aa533c8997d526e"><enum>(1)</enum><header>Assignment</header><text>Each
			 eligible veteran employed under subsection (b)(1) shall be assigned to a work
			 project that—</text>
					<subparagraph id="ida86a43b3846446c9a67db06cd2e48a98"><enum>(A)</enum><text>furthers the
			 purposes described in subsection (a); and</text>
					</subparagraph><subparagraph id="id4a1b9a3427db45c684bdede7a46829d9"><enum>(B)</enum><text>falls within 1 or
			 more of the following categories:</text>
						<clause id="id611a65444ba94d39b626f3498667cfa3"><enum>(i)</enum><text>Transportation
			 improvements, such as improving wilderness trails.</text>
						</clause><clause id="ide7445fc96d984431a853ddbfbbed59e2"><enum>(ii)</enum><text>Erosion
			 control.</text>
						</clause><clause id="id1ef3244ee37241f3a5f834c913dd4840"><enum>(iii)</enum><text>Landscape and
			 recreation.</text>
						</clause><clause id="id3ae4bc203908443a92531e68b3a85c9e"><enum>(iv)</enum><text>Habitat
			 protection and restoration, including removal of invasive species.</text>
						</clause><clause id="id73cd499acd5544fe8feaad74bb9c9152"><enum>(v)</enum><text>Data
			 collection.</text>
						</clause><clause id="id9dd135a5c7514a1a881a26659a1c7b8d"><enum>(vi)</enum><text>Any other
			 specific project category identified under paragraph (2).</text>
						</clause></subparagraph></paragraph><paragraph id="id5871aa73b0f74b07a1c716ce8218095c"><enum>(2)</enum><header>Specification
			 of additional project categories</header><text>Not later than 180 days after
			 the date of enactment of this Act, the Secretary and the Secretary of Commerce
			 shall identify additional project categories that the Secretary and the
			 Secretary of Commerce consider appropriate to further the purposes described in
			 subsection (a).</text>
				</paragraph><paragraph id="id4e6ddc6345f142f2be734ba38141ef9b"><enum>(3)</enum><header>Leveraging of
			 military skills</header><text>To the maximum extent practicable, an eligible
			 veteran in the corps shall be assigned to a work project under paragraph (1)
			 that enables the eligible veteran to use the skills that the eligible veteran
			 developed as a member of the Armed Forces.</text>
				</paragraph><paragraph id="idc70dd0d286494eb49977bdb449f72b28"><enum>(4)</enum><header>Development and
			 supervision of work projects</header><text>The Secretary and the Secretary of
			 Commerce shall develop and supervise the work projects under the corps that
			 relate to the respective jurisdiction of the Secretary and the
			 Secretary.</text>
				</paragraph></subsection><subsection id="id9dab295b0f514e569834d9b6e9d34732"><enum>(d)</enum><header>Education and
			 training</header>
				<paragraph id="idab0ac79b7ad449538314cab7d5a5a336"><enum>(1)</enum><header>In
			 general</header><text>The Secretary, in cooperation with the Secretary of
			 Veterans Affairs and the Secretary of Commerce, shall establish a program as
			 part of the corps to provide to eligible veterans employed under the corps any
			 education or training that is necessary to enable the eligible veterans to
			 carry out the work projects assigned under subsection (c)(1).</text>
				</paragraph><paragraph id="id1e4ce6f531254afeaec615b16a6edb5e"><enum>(2)</enum><header>Use of existing
			 facilities</header><text>To the maximum extent practicable, the Secretary, the
			 Secretary of Veterans Affairs, and the Secretary of Commerce shall use existing
			 facilities of the Federal Government to provide the education and training
			 required under paragraph (1).</text>
				</paragraph></subsection></section></legis-body>
