			</subsection></section><section id="IDdbfc3cf9c9cb491daedbb2a4ff299bef"><enum>2.</enum><header>Findings</header><text display-inline="no-display-inline">Congress makes the following
			 findings:</text>
			<paragraph id="ID7474729ff72d43f1b62e79a92232dadb"><enum>(1)</enum><text>Successive
			 Presidents of the United States have determined that the pursuit of nuclear
			 weapons capabilities by the Government of Iran presents a danger to the United
			 States, its friends and allies, and to global security.</text>
			</paragraph><paragraph id="ID134e120d1acd41148cc34f8223eca5fb"><enum>(2)</enum><text>Successive
			 Congresses have recognized the threat that the Government of Iran and its
			 policies present to the United States, its friends and allies, and to global
			 security, and responded with successive bipartisan legislative initiatives,
			 including most recently the enactment of the Comprehensive Iran Sanctions,
			 Accountability, and Divestment Act of 2010 (22 U.S.C. 8501 et seq.) on July 1,
			 2010.</text>
			</paragraph><paragraph id="IDab9bcbf326094be197762bde2d19e027"><enum>(3)</enum><text>If the Government
			 of Iran achieves a nuclear weapons capability, it would pose a threat to the
			 United States and allies and friends of the United States, particularly Israel,
			 destabilize the Middle East, increase the threat of nuclear terrorism, and
			 significantly undermine global nonproliferation efforts.</text>
			</paragraph><paragraph id="ID8e248aa8f7b7443b8f40758896987f59"><enum>(4)</enum><text>The United States
			 and its allies in the international community recognize the threat posed by the
			 pursuit of nuclear weapons capabilities by the Government of Iran and have
			 imposed significant sanctions against the Government of Iran, including through
			 the enactment of the Comprehensive Iran Sanctions, Accountability, and
			 Divestment Act of 2010 in the United States and the adoption of a series of
			 successive, increasingly stringent United Nations Security Council resolutions.
			 While such efforts, together with others, have served to slow the development
			 of Iran’s nuclear program, they have not yet deterred Iran from its nuclear
			 ambitions, and international efforts to do so must be intensified.</text>
			</paragraph></section><section id="id2D100CB0B99D47A2A03043370DF208DF"><enum>3.</enum><header>Definitions</header><text display-inline="no-display-inline">In this Act:</text>
			<paragraph commented="no" id="id70ACEDAA12BB4F7DABE69E658E4643E5"><enum>(1)</enum><header>Appropriate
			 congressional committees</header><text>The term <term>appropriate congressional
			 committees</term> has the meaning given that term in section 14 of the Iran
			 Sanctions Act of 1996 (Public Law 104–172; 50 U.S.C. 1701 note).</text>
			</paragraph><paragraph commented="no" id="id210845E400054FE287F9FC50FA543ADB"><enum>(2)</enum><header>Credible
			 information</header><text>The term <term>credible information</term> has the
			 meaning given that term in section 14 of the Iran Sanctions Act of 1996, as
			 amended by section 205 of this Act.</text>
			</paragraph><paragraph commented="no" id="id823DA17A2CAB49C9B844D166AA1DE45B"><enum>(3)</enum><header>Knowingly</header><text>The
			 term <term>knowingly</term> has the meaning given that term in section 14 of
			 the Iran Sanctions Act of 1996 (Public Law 104–172; 50 U.S.C. 1701
			 note).</text>
			</paragraph><paragraph id="id25F9F49D68754BAF97D3733FBBB1D2E1"><enum>(4)</enum><header>United States
			 person</header><text>The term <term>United States person</term> has the meaning
			 given that term in section 101 of the Comprehensive Iran Sanctions,
			 Accountability, and Divestment Act of 2010 (22 U.S.C. 8511).</text>
			</paragraph></section><title id="id23FFD8E50AA8487C9E050262321B0E0C"><enum>I</enum><header>Expansion of
			 multilateral sanctions regime with respect to Iran</header>
			<section id="idFA7C0B4CC0D94069BED982235AE78013"><enum>101.</enum><header> Policy of the
			 United States with respect to development of nuclear weapons capabilities by
			 Iran</header><text display-inline="no-display-inline">It shall be the policy of
			 the United States—</text>
				<paragraph id="IDd76a741918644795b30059b15584ecf5"><enum>(1)</enum><text>to prevent the
			 Government of Iran from—</text>
					<subparagraph id="ID68cffb4639854237990502adce2567fb"><enum>(A)</enum><text>acquiring or
			 developing nuclear weapons;</text>
					</subparagraph><subparagraph id="ID79f53405e06f4914bb4db758bcd53c16"><enum>(B)</enum><text>developing its
			 advanced conventional weapons and ballistic missile capabilities; and</text>
					</subparagraph><subparagraph id="ID3f7707fc9b09473cb6980e8b19540a3f"><enum>(C)</enum><text>continuing its
			 support for terrorist organizations and other activities aimed at undermining
			 and destabilizing its neighbors and other countries; and</text>
					</subparagraph></paragraph><paragraph id="IDf5b4ec41724347518a859988b8270599"><enum>(2)</enum><text>to fully
			 implement all multilateral and bilateral sanctions against Iran, as part of
			 larger multilateral and bilateral diplomatic efforts, in order to compel the
			 Government of Iran—</text>
					<subparagraph id="ID62492fad979447848e0c6710357fc31e"><enum>(A)</enum><text>to abandon
			 efforts to acquire a nuclear weapons capability;</text>
					</subparagraph><subparagraph id="ID268aaaf5f5f94389b01f4f5bdc52c694"><enum>(B)</enum><text>to abandon and
			 dismantle its ballistic missile and unconventional weapons programs; and</text>
					</subparagraph><subparagraph id="ID51aaa73866a44dbcab015dc95770a1a7"><enum>(C)</enum><text>to cease all
			 support for terrorist organizations and other terrorist activities aimed at
			 undermining and destabilizing its neighbors and other countries.</text>
					</subparagraph></paragraph></section><section commented="no" display-inline="no-display-inline" id="ID2943219630b249c0b5a879b728a0af0b" section-type="subsequent-section"><enum>102.</enum><header>Sense of Congress on
			 expansion of multilateral sanctions regime and implementation of sanctions
			 laws</header><text display-inline="no-display-inline">It is the sense of
			 Congress that the goal of compelling Iran to abandon efforts to acquire a
			 nuclear weapons capability and other threatening activities can be effectively
			 achieved through—</text>
				<paragraph commented="no" display-inline="no-display-inline" id="id45E3B911BEC04A4FA572FC665203B835"><enum>(1)</enum><text display-inline="yes-display-inline">the prompt expansion, vigorous
			 implementation, and intensification of enforcement of the current multilateral
			 sanctions regime with respect to Iran; and</text>
				</paragraph><paragraph commented="no" display-inline="no-display-inline" id="idF4E9EAA9E4BF474181830F9FED862D7E"><enum>(2)</enum><text display-inline="yes-display-inline">full and vigorous implementation of all
			 sanctions enacted into law, including sanctions imposed or expanded by this Act
			 or amendments made by this Act.</text>
				</paragraph></section><section id="ID8a1a12f4d14b47e3a913cb9947aeb1ef"><enum>103.</enum><header>Diplomatic
			 efforts to expand multilateral sanctions regime</header>
				<subsection id="ID380278651ed24797b5b65916f4d365fb"><enum>(a)</enum><header>Multilateral
			 negotiations</header><text>In order to further the policy set forth in section
			 101, Congress urges the President to intensify diplomatic efforts, both in
			 appropriate international fora such as the United Nations and bilaterally with
			 allies of the United States, to expand the multilateral sanctions regime with
			 respect to Iran, including—</text>
					<paragraph id="IDdf731a06147b464499a1167e119bf14e"><enum>(1)</enum><text>expanding the
			 United Nations Security Council sanctions regime to include—</text>
						<subparagraph id="IDafd249358f7b43c6a3fcb2da4c476569"><enum>(A)</enum><text>a prohibition on
			 the issuance of visas to any official of the Government of Iran who is involved
			 in—</text>
							<clause id="IDdd46720b1cb24909baf77879e7a8bad5"><enum>(i)</enum><text>human rights
			 violations in or outside of Iran;</text>
							</clause><clause id="IDbde25ae094c147a6b19e1cb33a89c80b"><enum>(ii)</enum><text>the development
			 of a nuclear weapons program and a ballistic missile capability in Iran;
			 or</text>
							</clause><clause id="IDd6a6a19610d04760bc1dc6a1852be866"><enum>(iii)</enum><text>support by the
			 Government of Iran for terrorist organizations, including Hamas and Hezbollah;
			 and</text>
							</clause></subparagraph><subparagraph id="ID1aae3bd7b015400b90e14274a162cfb5"><enum>(B)</enum><text>a requirement
			 that each member country of the United Nations prohibit the Islamic Republic of
			 Iran Shipping Lines from landing at seaports, and cargo flights of Iran Air
			 from landing at airports, in that country because of the role of those
			 organizations in proliferation and illegal arms sales;</text>
						</subparagraph></paragraph><paragraph id="ID30c736e012914eedba7818c2466cced3"><enum>(2)</enum><text>expanding the
			 range of sanctions imposed with respect to Iran by allies of the United
			 States;</text>
					</paragraph><paragraph id="IDe5783ad0cdf149f3913e34c732482d55"><enum>(3)</enum><text>expanding efforts
			 to limit the development of petroleum resources and the importation of refined
			 petroleum products by Iran;</text>
					</paragraph><paragraph id="IDa83eb0486a53408aadcbd459f3d0cfbd"><enum>(4)</enum><text>developing
			 additional initiatives to—</text>
						<subparagraph id="IDabf4150451f8460a8bf58c8e6243cdc5"><enum>(A)</enum><text>increase the
			 production of crude oil in countries other than Iran; and</text>
						</subparagraph><subparagraph id="IDf87bdf5cac504f5ebb5ad1942a53103a"><enum>(B)</enum><text>assist countries
			 that purchase or otherwise obtain crude oil or petroleum products from Iran to
			 reduce their dependence on crude oil and petroleum products from Iran;
			 and</text>
						</subparagraph></paragraph><paragraph commented="no" id="id7AD131116860453EB1238381612144F6"><enum>(5)</enum><text>eliminating the
			 revenue generated by the Government of Iran from the sale of petrochemical
			 products produced in Iran to other countries.</text>
					</paragraph></subsection><subsection id="ID0c19883515fd47e3abfd970810b72a4d"><enum>(b)</enum><header>Reports to
			 Congress</header><text>Not later than 180 days after the date of the enactment
			 of this Act, and every 180 days thereafter, the President shall submit to the
			 appropriate congressional committees a report on the extent to which diplomatic
			 efforts described in subsection (a) have been successful that includes—</text>
					<paragraph id="ID3c44389c5bf74dd4932dfa094da6aaa9"><enum>(1)</enum><text>an identification
			 of the countries that have agreed to impose additional sanctions or take other
			 measures to further the policy set forth in section 101 and a description of
			 those measures;</text>
					</paragraph><paragraph id="IDff09762a57fb4fe1af5ab6a5ced3a972"><enum>(2)</enum><text>an identification
			 of the countries that have not agreed to impose such sanctions or
			 measures;</text>
					</paragraph><paragraph id="idF631EE32346E4E1DAFDE723B2201697A"><enum>(3)</enum><text>recommendations
			 for additional measures that the United States could take to further the policy
			 set forth in section 101; and</text>
					</paragraph><paragraph id="idB549E511E2344DBC8FC64AE75D9D432F"><enum>(4)</enum><text>a description of
			 any decision by the World Trade Organization with respect to whether the
			 imposition by any country of any sanction with respect to Iran is inconsistent
			 with the obligations of that country as a member of the World Trade

					</paragraph></subsection></section><section id="id55B0CCDFBEB449FEBBEC47D603DBCD51"><enum>104.</enum><header>Sense of
			 Congress regarding the imposition of sanctions with respect to
			 Iran</header><text display-inline="no-display-inline">It is the sense of
			 Congress that all efforts should be made by the President to maximize the
			 effects of existing sanctions with respect to Iran and the United States should
			 take all necessary measures to preserve robust information-sharing
			 activities.</text>
			</section></title><title id="idBA94840E74314139B8BA0D99D305C7CA"><enum>II</enum><header>Expansion of
			 sanctions relating to the energy sector of Iran and proliferation of weapons of
			 mass destruction by Iran</header>
			<subtitle id="id4D703E12624F40EC81849F857D52C904"><enum>A</enum><header>Expansion of Iran
			 Sanctions Act of 1996</header>
				<section id="id7E5C25FED7BC4AAEB046F4288712BD46"><enum>201.</enum><header>Imposition of
			 sanctions with respect to joint ventures with the Government of Iran relating
			 to developing petroleum resources</header><text display-inline="no-display-inline">Section 5(a) of the Iran Sanctions Act of
			 1996 (Public Law 104–172; 50 U.S.C. 1701 note) is amended—</text>
					<paragraph id="IDd1c74e8a40de435db1aff4222d91926d"><enum>(1)</enum><text>in the subsection
			 heading, by striking <quote><header-in-text level="subsection" style="OLC">with
			 respect to</header-in-text></quote> and all that follows through
			 <quote><header-in-text level="subsection" style="OLC">to
			 Iran</header-in-text></quote> and inserting <quote><header-in-text level="subsection" style="OLC">relating to the energy sector of
			 Iran</header-in-text></quote>; and</text>
					</paragraph><paragraph id="id2E4C786334CD4C9F937EEF13D8F04A51"><enum>(2)</enum><text>by adding at the
			 end the following:</text>
						<quoted-block display-inline="no-display-inline" id="idADDC7C479DCD492C936F0521073C9AA4" style="OLC">
							<paragraph id="ID73d2d5233866472a92f6bcec58ed7ad6"><enum>(4)</enum><header>Joint ventures
				with Iran relating to developing petroleum resources</header>
								<subparagraph id="id13B28829F2214C538F8B8C9D536BA883"><enum>(A)</enum><header>In
				general</header><text>Except as provided in subparagraph (B) and subsection
				(f), the President shall impose 3 or more of the sanctions described in section
				6(a) with respect to a person if the President determines that the person
				knowingly participates, on or after the date of the enactment of the
				<short-title>Iran Sanctions, Accountability, and Human
				Rights Act of 2012</short-title>, in a joint venture with respect to the
				development of petroleum resources outside of Iran if—</text>
									<clause id="idE1CA746C96CD43668EC18F0719BF2876"><enum>(i)</enum><text>the joint venture
				is established on or after January 1, 2002; and</text>
									</clause><clause id="ID6d20e4642f5045398018fd337ee45e1c"><enum>(ii)</enum><subclause commented="no" display-inline="yes-display-inline" id="idF5846A0F1A5A41B2B5DDC06B0F3FB78B"><enum>(I)</enum><text>the Government of Iran
				is a substantial partner or investor in the joint venture; or</text>
										</subclause><subclause id="id7D55B89BE7644E6C8BE16D5C731C3C75" indent="up1"><enum>(II)</enum><text>Iran could, through a direct operational
				role in the joint venture or by other means, receive technological knowledge or
				equipment not previously available to Iran that could directly and
				significantly contribute to the enhancement of Iran's ability to develop
				petroleum resources in Iran.</text>
										</subclause></clause></subparagraph><subparagraph id="id624C1C9C3381462F838F76A1AC05F3BA"><enum>(B)</enum><header>Applicability</header><text>Subparagraph
				(A) shall not apply with respect to participation in a joint venture
				established on or after January 1, 2002, and before the date of the enactment
				of the <short-title>Iran Sanctions, Accountability, and
				Human Rights Act of 2012</short-title> if the person participating in the joint
				venture terminates that participation not later than the date that is 180 days
				after such date of
				enactment.</text>
								</subparagraph></paragraph><after-quoted-block>.</after-quoted-block></quoted-block>
					</paragraph></section><section id="id103495FA7E1044C292CAEE240B5EE355"><enum>202.</enum><header>Imposition of
			 sanctions with respect to the provision of goods, services, technology, or
			 support for the energy or petrochemical sectors of Iran</header><text display-inline="no-display-inline">Section 5(a) of the Iran Sanctions Act of
			 1996 (Public Law 104–172; 50 U.S.C. 1701 note), as amended by section 201, is
			 further amended by adding at the end the following:</text>
					<quoted-block display-inline="no-display-inline" id="idC55B5DF716AC435FA7C69FEF326CB044" style="OLC">
						<paragraph id="IDd660a1fc497549318335088dd4402f97"><enum>(5)</enum><header>Support for the
				development of petroleum resources and refined petroleum products in
				Iran</header>
							<subparagraph id="id24B5068DA5314E57A18DC56149950171"><enum>(A)</enum><header>In
				general</header><text>Except as provided in subsection (f), the President shall
				impose 3 or more of the sanctions described in section 6(a) with respect to a
				person if the President determines that the person knowingly, on or after the
				date of the enactment of the <short-title>Iran Sanctions,
				Accountability, and Human Rights Act of 2012</short-title>, sells, leases, or
				provides to Iran goods, services, technology, or support described in
				subparagraph (B)—</text>
								<clause id="ID1942da5ab1904948afda612e3f56d94d"><enum>(i)</enum><text>any of which has
				a fair market value of $1,000,000 or more; or</text>
								</clause><clause id="IDd72a248d31c54d5bb1067293a9193db1"><enum>(ii)</enum><text>that, during a
				12-month period, have an aggregate fair market value of $5,000,000 or
				more.</text>
								</clause></subparagraph><subparagraph id="ID2279abd0ecbd41319b8494cd3d63fa4e"><enum>(B)</enum><header>Goods,
				services, technology, or support described</header><text>Goods, services,
				technology, or support described in this subparagraph are goods, services,
				technology, or support that could directly and significantly contribute to the
				maintenance or enhancement of Iran's—</text>
								<clause id="idECFBA980D5B84970BFE1698A49B81EC9"><enum>(i)</enum><text>ability to
				develop petroleum resources located in Iran; or</text>
								</clause><clause id="id0AF2E90D594248F4BB1A460B7EBEA300"><enum>(ii)</enum><text>domestic
				production of refined petroleum products, including any direct and significant
				assistance with respect to the construction, modernization, or repair of
				petroleum refineries or directly associated infrastructure, including port
				facilities, railroads, or roads, if the predominant use of those facilities,
				railroads, or roads is for the transportation of refined petroleum
				products.</text>
								</clause></subparagraph></paragraph><paragraph id="id6D9CCC40C564416E8061ABB65374F96D"><enum>(6)</enum><header>Development and
				purchase of petrochemical products from Iran</header>
							<subparagraph id="id710D0ABA157746CDB650C628D4370E6E"><enum>(A)</enum><header>In
				general</header><text>Except as provided in subsection (f), the President shall
				impose 3 or more of the sanctions described in section 6(a) with respect to a
				person if the President determines that the person knowingly, on or after the
				date of the enactment of <short-title>Iran Sanctions,
				Accountability, and Human Rights Act of 2012</short-title>, sells, leases, or
				provides to Iran goods, services, technology, or support described in
				subparagraph (B)—</text>
								<clause id="idD83244AE25C94164B734DDDF32189EEF"><enum>(i)</enum><text>any of which has
				a fair market value of $250,000 or more; or</text>
								</clause><clause id="idEC7B880B6D15486D838AEB295CBECFD7"><enum>(ii)</enum><text>that, during a
				12-month period, have an aggregate fair market value of $1,000,000 or
				more.</text>
								</clause></subparagraph><subparagraph id="idE74084CF5135488F977D683591461363"><enum>(B)</enum><header>Goods,
				services, technology, or support described</header><text>Goods, services,
				technology, or support described in this subparagraph are goods, services,
				technology, or support that could directly and significantly contribute to the
				maintenance or expansion of Iran’s domestic production of petrochemical
				products.</text>
							</subparagraph></paragraph><after-quoted-block>.</after-quoted-block></quoted-block>
				</section><section id="id824582C219C742F88FB7CFB7D10AB5A4"><enum>203.</enum><header>Imposition of
			 sanctions with respect to joint ventures with the Government of Iran relating
			 to mining, production, or transportation of uranium</header><text display-inline="no-display-inline">Section 5(b) of the Iran Sanctions Act of
			 1996 (Public Law 104–172; 50 U.S.C. 1701 note) is amended—</text>
					<paragraph id="id0AE9E468D34946F381620CD703DC4C14"><enum>(1)</enum><text>in paragraph
			 (1)—</text>
						<subparagraph id="id31BB8D37B3A3402E959AECD2D875AC37"><enum>(A)</enum><text>by redesignating
			 subparagraphs (A) and (B) as clauses (i) and (ii), respectively, and moving
			 such clauses, as so redesignated, 2 ems to the right;</text>
						</subparagraph><subparagraph id="idB4752B2180CF44C085ACED37D46DD2D2"><enum>(B)</enum><text>by striking
			 <quote>a person has, on or after</quote> and inserting the following: “a person
			 has—</text>
							<quoted-block display-inline="no-display-inline" id="idF976FE0252DF4C949CE4135C96DB8A28" style="OLC">
								<subparagraph id="id350E861330D74619A042A08B97A723F2"><enum>(A)</enum><text>on or
				after</text>
								</subparagraph><after-quoted-block>; </after-quoted-block></quoted-block>
						</subparagraph><subparagraph id="id61557CEF052F4446A722A12592DC4CCA"><enum>(C)</enum><text>in subparagraph
			 (A)(ii), as redesignated, by striking the period and inserting <quote>;
			 or</quote>; and</text>
						</subparagraph><subparagraph id="id87A9E99C0C214C5589DBD6F042FE578B"><enum>(D)</enum><text>by adding at the
			 end the following:</text>
							<quoted-block display-inline="no-display-inline" id="id57B6D735ABC24B1193B696676F49E8E1" style="OLC">
								<subparagraph commented="no" id="idC279E1709CCD4CC49269A4F6385FFD2D"><enum>(B)</enum><text>except as

				enactment of the <short-title>Iran Sanctions,
				Accountability, and Human Rights Act of 2012</short-title>, in a joint
				venture—</text>

										<subclause commented="no" id="id07F19B73C4EF4F09BAF52FC33003C8CC"><enum>(I)</enum><text>the Government of
				Iran;</text>
										</subclause><subclause commented="no" id="id1716C56E97294C2489C00DE76AC7C811"><enum>(II)</enum><text>an entity
				incorporated in Iran or subject to the jurisdiction of the Government of Iran;
				or</text>
										</subclause><subclause commented="no" id="id1E08FD418F954D15AE18FB40BE9F2B99"><enum>(III)</enum><text>a person acting
				on behalf of or at the direction of, or owned or controlled by, the Government
				of Iran or an entity described in subclause (II); and</text>
										</subclause></clause><clause commented="no" id="id445FE7F271824B229461726F5CF060E5"><enum>(ii)</enum><text>that involves
				any activity relating to the mining, production, or transportation of
				uranium.</text>
									</clause></subparagraph><after-quoted-block>;
				and</after-quoted-block></quoted-block>
						</subparagraph></paragraph><paragraph id="id79A71B716F3F40309EEE342AFF0D7971"><enum>(2)</enum><text>by adding at the
			 end the following:</text>
						<quoted-block display-inline="no-display-inline" id="id7A73702B6EAF488C9349C8E905525C6C" style="OLC">
							<paragraph id="id76DC9E21E93F4C258AF7DE0AAB2F6874"><enum>(3)</enum><header>Applicability
				of sanctions with respect to joint ventures relating to the mining, production,
				or transportation of uranium</header>
								<subparagraph id="id0C435109DDA14015915E2B8A68BC11AF"><enum>(A)</enum><header>In
				general</header><text>Paragraph (1)(B) shall apply with respect to
				participation, on or after the date of the enactment of the
				<short-title>Iran Sanctions, Accountability, and Human
				Rights Act of 2012</short-title>, in—</text>
									<clause id="id04A8554F80BA406998618B6F208F0EDC"><enum>(i)</enum><text>a
				joint venture established on or after such date of enactment; and</text>
									</clause><clause id="id32CCAA24C9E54052995FC26837CCB605"><enum>(ii)</enum><text>except as
				provided in subparagraph (B), a joint venture established before such date of
				enactment.</text>
									</clause></subparagraph><subparagraph id="id197815B1AFA346199BE97E390E7C0CD6"><enum>(B)</enum><header>Exception</header><text>Paragraph
				(1)(B) shall not apply with respect to participation in a joint venture
				described in subparagraph (A)(ii) if the person participating in the joint
				venture terminates that participation not later than the date that is 180 days
				after the date of the enactment of the <short-title>Iran
				Sanctions, Accountability, and Human Rights Act of
				2012</short-title>.</text>
								</subparagraph></paragraph><after-quoted-block>.</after-quoted-block></quoted-block>
					</paragraph></section><section id="id44523BDAA07F40FFA6D6F0B583128B7F"><enum>204.</enum><header>Expansion of
			 sanctions available under the Iran Sanctions Act of 1996</header>
					<subsection id="id5BC0E4A0A6DF4759A83F0C22A82BF994"><enum>(a)</enum><header>In
			 general</header><text display-inline="yes-display-inline">Section 6(a) of the
			 Iran Sanctions Act of 1996 (Public Law 104–172; 50 U.S.C. 1701 note) is
			 amended—</text>
						<paragraph id="idFEF8C73203B847C49411B7F2AC8EAB60"><enum>(1)</enum><text>by redesignating
			 paragraph (9) as paragraph (11); and</text>
						</paragraph><paragraph id="idCDE7BDDB7DAF45409EC5926941BA8B37"><enum>(2)</enum><text>by inserting
			 after paragraph (8) the following:</text>
							<quoted-block display-inline="no-display-inline" id="id09AF4C4F7D4943F2B877EEE631C1E507" style="OLC">
								<paragraph commented="no" id="ID40f960c6037c4508b4af3144a44685cf"><enum>(9)</enum><header>Exclusion of
				corporate officers</header><text>The President may direct the Secretary of
				State to deny a visa to, and the Secretary of Homeland Security to exclude from
				the United States, any alien that the President determines is a corporate
				officer or principal of, or a shareholder with a controlling interest in, a
				sanctioned person.</text>
								</paragraph><paragraph commented="no" id="IDa3fa55d4497441cd96732fe9266e9618"><enum>(10)</enum><header>Sanctions on
				principal executive officers</header><text>The President may impose on the
				principal executive officer or officers of any sanctioned person, or on persons
				performing similar functions and with similar authorities as such officer or
				officers, any of the sanctions under this
				subsection.</text>
								</paragraph><after-quoted-block>.</after-quoted-block></quoted-block>
						</paragraph></subsection><subsection id="idBD63C4108B4547FB88D3DF58260892AC"><enum>(b)</enum><header>Effective
			 date</header><text>The amendments made by subsection (a) shall take effect on
			 the date of the enactment of this Act and apply with respect to activities
			 described in section 5 of the Iran Sanctions Act of 1996, as amended by this
			 Act, commenced on or after such date of enactment.</text>
					</subsection></section><section id="idB4BC0FB131664E4CAE163F8E3A0EC804"><enum>205.</enum><header>Expansion of
			 definitions under the Iran Sanctions Act of 1996</header>
					<subsection id="id0BD73819B4AE426CA796B3BAADAE69FB"><enum>(a)</enum><header>In
			 general</header><text display-inline="yes-display-inline">Section 14 of the
			 Iran Sanctions Act of 1996 (Public Law 104–172; 50 U.S.C. 1701 note) is amended
			 by adding at the end the following:</text>
						<quoted-block display-inline="no-display-inline" id="id6744EA6D5F2D499A8B241C62AA78BAF1" style="OLC">
							<paragraph id="id90EDEE3372534EEEA2E0616067E251E1"><enum>(19)</enum><header>Credible
				information</header><text>The term <term>credible information</term>, with
				respect to a person—</text>
								<subparagraph id="id6FA3071D0B2E4C85B246BD6A94C707D6"><enum>(A)</enum><text>includes—</text>
									<clause id="IDc0fc0ade189249d393acbc79270805ad"><enum>(i)</enum><text>a
				public announcement by the person that the person has engaged in an activity
				described in section 5; and</text>
									</clause><clause id="idD85E91BAB01B479DA9A5F498399C0199"><enum>(ii)</enum><text>information set
				forth in a report to stockholders of the person indicating that the person has
				engaged in such an activity; and</text>
									</clause></subparagraph><subparagraph id="idCE6E1246AE5344189CD567DD64CC7B36"><enum>(B)</enum><text>may include, in
				the discretion of the President—</text>
									<clause id="ID6e3edd3116564d478d585890a3f88efb"><enum>(i)</enum><text>an announcement
				by the Government of Iran that the person has engaged in such an activity;
				or</text>
									</clause><clause id="ID0394050c0b85476394aac5c5dec110a8"><enum>(ii)</enum><text>information
				indicating that the person has engaged in such an activity that is set forth
				in—</text>
										<subclause id="ID98b6b889c0b74d0c82bb71cf4c368ac4"><enum>(I)</enum><text>a report of the
				Government Accountability Office, the Energy Information Administration, or the
				Congressional Research Service; or</text>
										</subclause><subclause commented="no" display-inline="no-display-inline" id="IDff680688f96f470dbd2ecbea23878c7f"><enum>(II)</enum><text>a report or
				publication of a similarly reputable governmental organization.</text>
										</subclause></clause></subparagraph></paragraph><paragraph id="id7E236C0774F9483C90269A5CCEE9AD7C"><enum>(20)</enum><header>Petrochemical
				product</header><text>The term <term>petrochemical product</term> includes any
				aromatic, olefin, or synthesis gas, and any derivative of such a gas, including
				ethylene, propylene, butadiene, benzene, toluene, xylene, ammonia, methanol,
				and
				urea.</text>
							</paragraph><after-quoted-block>.</after-quoted-block></quoted-block>
					</subsection><subsection id="id209F6B17C0334FEF9A17D13618214A4F"><enum>(b)</enum><header>Effective
			 date</header><text>The amendment made by subsection (a) shall take effect on
			 the date of the enactment of this Act and apply with respect to activities
			 described in section 5 of the Iran Sanctions Act of 1996, as amended by this
			 Act, commenced on or after such date of enactment.</text>
					</subsection></section></subtitle><subtitle id="id74E1F70E9C4348B79D43630A92A2C3AE"><enum>B</enum><header>Additional
			 measures relating to sanctions against Iran</header>
				<section commented="no" id="id39469735D1B64791BF652C110A62BCF6"><enum>211.</enum><header>Imposition of
			 sanctions with respect to the provision of vessels or shipping services to
			 transport certain goods related to proliferation or terrorism activities to
			 Iran</header>
					<subsection commented="no" id="idEEDFC2068F4041BBBC6D31B0D3DCDD8E"><enum>(a)</enum><header>In
			 general</header><text display-inline="yes-display-inline">Except as provided in
			 subsection (c), if the President determines that a person, on or after the date
			 of the enactment of this Act, knowingly provides a vessel, insurance or
			 reinsurance, or any other shipping service for the transportation to or from
			 Iran of goods that could materially contribute to the activities of the
			 Government of Iran with respect to the proliferation of weapons of mass
			 destruction or support for acts of international terrorism, the President
			 shall, pursuant to Executive Order 13382 (70 Fed. Reg. 38567; relating to
			 blocking of property of weapons of mass destruction proliferators and their
			 supporters) or Executive Order 13224 (66 Fed. Reg. 49079; relating to blocking
			 property and prohibiting transactions with persons who commit, threaten to
			 commit, or support terrorism), or otherwise pursuant to the International
			 Emergency Economic Powers Act (50 U.S.C. 1701 et seq.), block and prohibit all
			 transactions in all property and interests in property of the persons specified
			 in subsection (b) if such property and interests in property are in the United
			 States, come within the United States, or are or come within the possession or
			 control of a United States person.</text>
					</subsection><subsection commented="no" id="id4C8DED0A23664413BAD6C1AF576FA95C"><enum>(b)</enum><header>Persons
			 specified</header><text>The persons specified in this subsection are—</text>
						<paragraph commented="no" id="ID6964F95A9445491F9A1963B104BC7F11"><enum>(1)</enum><text>the person that
			 provided a vessel, insurance or reinsurance, or other shipping service
			 described in subsection (a); and</text>
						</paragraph><paragraph commented="no" id="ID978B766E35C044CE84B8BFB2944A227E"><enum>(2)</enum><text>any person
			 that—</text>
							<subparagraph commented="no" id="ID19AC23F1467448618A02A83DBAF7615C"><enum>(A)</enum><text>is a successor
			 entity to the person referred to in paragraph (1);</text>
							</subparagraph><subparagraph commented="no" id="ID0F1220984D284625B42125EDC70127EE"><enum>(B)</enum><text>owns or controls
			 the person referred to in paragraph (1), if the person that owns or controls
			 the person referred to in paragraph (1) had actual knowledge or should have
			 known that the person referred to in paragraph (1) provided the vessel,
			 insurance or reinsurance, or other shipping service; or</text>
							</subparagraph><subparagraph commented="no" id="IDF0A9CF48EB40405A938C541486037475"><enum>(C)</enum><text>is owned or
			 controlled by, or under common ownership or control with, the person referred
			 to in paragraph (1), if the person owned or controlled by, or under common
			 ownership or control with (as the case may be), the person referred to in
			 paragraph (1) knowingly engaged in the provision of the vessel, insurance or
			 reinsurance, or other shipping service.</text>
							</subparagraph></paragraph></subsection><subsection commented="no" id="idA1309E6065B04D3682B1C7A0ED23E4B3"><enum>(c)</enum><header>Waiver</header><text>The
			 President may waive the requirement to impose sanctions with respect to a
			 person under subsection (a) on or after the date that is 30 days after the
			 President—</text>
						<paragraph commented="no" display-inline="no-display-inline" id="id8317E92EB32641698AA2A77CD2751A08"><enum>(1)</enum><text>determines that
			 such a waiver is in the national security interests of the United States;
			 and</text>
						</paragraph><paragraph commented="no" display-inline="no-display-inline" id="idEFCB2138D4C44B81B59DB5BDCB13C1B6"><enum>(2)</enum><text>submits to the
			 appropriate congressional committees a report that contains the reasons for
			 that determination.</text>
						</paragraph></subsection><subsection id="id6CA5BEFBA7704C199A1F643530986075"><enum>(d)</enum><header>Rule of
			 construction</header><text>Nothing in this section shall be construed to limit
			 the authority of the President to designate persons for the imposition of
			 sanctions pursuant to Executive Order 13382 (70 Fed. Reg. 38567; relating to
			 the blocking of property of weapons of mass destruction proliferators and their
			 supporters) or Executive Order 13224 (66 Fed. Reg. 49079; relating to blocking
			 property and prohibiting transactions with persons who commit, threaten to
			 commit, or support terrorism), or otherwise pursuant to the International
			 Emergency Economic Powers Act (50 U.S.C. 1701 et seq.).</text>
					</subsection></section><section id="id689BE65DA78743F4AF2B5A10AC015E5F"><enum>212.</enum><header>Imposition of
			 sanctions with respect to subsidiaries and agents of persons sanctioned by
			 United Nations Security Council resolutions</header>
					<subsection id="idCA85649D33B446A5B6B2A96D97CC1DAD"><enum>(a)</enum><header>In
			 general</header><text display-inline="yes-display-inline">Section 104(c)(2)(B)
			 of the Comprehensive Iran Sanctions, Accountability, and Divestment Act of 2010
			 (22 U.S.C. 8513(c)(2)(B)) is amended—</text>
						<paragraph id="id71B1156678FD4057B32C590D9F7F545E"><enum>(1)</enum><text display-inline="yes-display-inline">by striking <quote>of a person
			 subject</quote> and inserting the
			 following:</text>
							<quoted-block display-inline="yes-display-inline" id="id456390C8350143038F2A519C46FA503B" style="OLC">
								<text>of—</text><clause id="idB2A62568ACF74FB5BF3B07C9AC10F525"><enum>(i)</enum><text>a
				person
				subject</text>
								</clause><after-quoted-block>;</after-quoted-block></quoted-block>

						</paragraph></subsection><subsection id="id7C862E5CF4D548CBA2B0BB68751A4CDD"><enum>(b)</enum><header>Regulations</header><text>Not
			 later than 90 days after the date of the enactment of this Act, the Secretary
			 of the Treasury shall make such revisions to the regulations prescribed under
			 section 104 of the Comprehensive Iran Sanctions, Accountability, and Divestment
			 Act of 2010 (22 U.S.C. 8513) as are necessary to carry out the amendments made
			 by subsection (a).</text>
					</subsection></section><section id="HB7FDE52918A74C0099EB53D3541DCFC1"><enum>213.</enum><header>Liability of
			 parent companies for violations of sanctions by foreign subsidiaries</header>
					<subsection id="H51CB31E79C96430281F10E18092889DB"><enum>(a)</enum><header>Definitions</header><text>In
			 this section:</text>
						<paragraph id="H63E7C2C036FF490BBDE845893F4AA129"><enum>(1)</enum><header>Entity</header><text>The
			 term <term>entity</term> means a partnership, association, trust, joint
			 venture, corporation, or other organization.</text>
						</paragraph><paragraph id="HB93D1579DDE44C649C7255C6DA5B5660"><enum>(2)</enum><header>Own or
			 control</header><text>The term <term>own or control</term> means, with respect
			 to an entity—</text>
							<subparagraph id="HB14555CBC2FE464E971DA11B0681B439"><enum>(A)</enum><text>to hold more than
			 50 percent of the equity interest by vote or value in the entity;</text>
							</subparagraph><subparagraph id="H5DF41C207800485484E615292F14C7A9"><enum>(B)</enum><text>to hold a majority
			 of seats on the board of directors of the entity; or</text>
							</subparagraph><subparagraph id="H6FF33345DF6B4BF5A73D5E19B23E250E"><enum>(C)</enum><text>to otherwise
			 control the actions, policies, or personnel decisions of the entity.</text>
							</subparagraph></paragraph></subsection><subsection id="id2EB3774E9C04460BB8CEECFD3F279F03"><enum>(b)</enum><header>Prohibition</header><text display-inline="yes-display-inline">Not later than 60 days after the date of
			 the enactment of this Act, the President shall prohibit an entity owned or
			 controlled by a United States person and established or maintained outside the
			 United States from engaging in any transaction directly or indirectly with the
			 Government of Iran or any person subject to the jurisdiction of that Government
			 that would be prohibited by an order or regulation issued pursuant to the
			 International Emergency Economic Powers Act (50 U.S.C. 1701 et seq.) if the
			 transaction were engaged in by a United States person or in the United
			 States.</text>
					</subsection><subsection id="id70066DE071FA4078BA21604DA6BA8130"><enum>(c)</enum><header>Civil
			 penalty</header><text display-inline="yes-display-inline">The civil penalties
			 provided for in section 206(b) of the International Emergency Economic Powers
			 Act (50 U.S.C. 1705(b)) shall apply to a United States person to the same
			 extent that such penalties apply to a person that commits an unlawful act
			 described in section 206(a) of that Act if an entity owned or controlled by the
			 United States person and established or maintained outside the United States
			 violates, attempts to violate, conspires to violate, or causes a violation of
			 any order or regulation issued to implement subsection (b).</text>
					</subsection><subsection id="idEE954E80DD1A4B1393156643BA88B7FD"><enum>(d)</enum><header>Applicability</header><text>Subsection
			 (c) shall not apply with respect to a transaction described in subsection (b)
			 by an entity owned or controlled by a United States person and established or
			 maintained outside the United States if the United States person divests or
			 terminates its business with the entity not later than the date that is 180
			 days after the date of the enactment of this Act.</text>
					</subsection></section><section id="IDed35501d1ea6475c82310143285e1a8d"><enum>214.</enum><header>Disclosures to
			 the Securities and Exchange Commission relating to sanctionable
			 activities</header>
					<subsection id="ID13e9af5bf3a2441e94d04f1d9bb78cfe"><enum>(a)</enum><header>In
			 general</header><text>Section 13 of the Securities Exchange Act of 1934 (15
			 U.S.C. 78m) is amended by adding at the end the following new
			 subsection:</text>
						<quoted-block display-inline="no-display-inline" id="id93B0C92805D74A429E3CEFD856A9CEB6" style="OLC">
							<subsection id="ID0f205a78817a41b8ac022a17d28fd1a1"><enum>(r)</enum><header>Disclosure of
				certain activities relating to Iran</header>
								<paragraph id="ID1cdb2fa11c934d5db9167dd5c84de064"><enum>(1)</enum><header>In
				general</header><text>Each issuer required to file an annual or quarterly
				report under subsection (a) shall disclose in that report the information
				required by paragraph (2) if, during the period covered by the report, the
				issuer or any affiliate of the issuer—</text>
									<subparagraph id="ID6ed36ae37c1f4b02a73a5152c8a74a1e"><enum>(A)</enum><text>knowingly engaged
				in an activity described in section 5 of the Iran Sanctions Act of 1996 (Public
				Law 104–172; 50 U.S.C. 1701 note);</text>
									</subparagraph><subparagraph id="IDe60ba3d767ff487dbc52299608003ffe"><enum>(B)</enum><text>knowingly engaged
				in an activity described in subsection (c)(2) of section 104 of the
				Comprehensive Iran Sanctions, Accountability, and Divestment Act of 2010 (22
				U.S.C. 8513) or a transaction described in subsection (d)(1) of that
				section;</text>
									</subparagraph><subparagraph id="idECED73C1F35C4F6C8B1B35A203B23AB1"><enum>(C)</enum><text>knowingly engaged
				in an activity described in section 105A(b)(2) of that Act; or</text>
									</subparagraph><subparagraph id="IDc10a88e323544ae18e050676feefa391"><enum>(D)</enum><text>knowingly
				conducted any transaction or dealing with—</text>
										<clause id="IDdd0b1a6c72cd40f1bcf03d31cb1d0b2a"><enum>(i)</enum><text>any person the
				property and interests in property of which are blocked pursuant to Executive
				Order 13224 (66 Fed. Reg. 49079; relating to blocking property and prohibiting
				transactions with persons who commit, threaten to commit, or support
				terrorism);</text>
										</clause><clause id="IDa79ff4b5367047e5a9fd1323f41daab0"><enum>(ii)</enum><text>any person the
				property and interests in property of which are blocked pursuant to Executive
				Order 13382 (70 Fed. Reg. 38567; relating to blocking of property of weapons of
				mass destruction proliferators and their supporters); or</text>
										</clause><clause commented="no" id="ID9f481e1bdb004282a9101bf5b1c901b1"><enum>(iii)</enum><text>any person
				identified under section 560.304 of title 31, Code of Federal Regulations
				(relating to the definition of the Government of Iran).</text>
										</clause></subparagraph></paragraph><paragraph id="IDee1019e0b2ec42a888110010c59e900f"><enum>(2)</enum><header>Information
				required</header><text>If an issuer or an affiliate of the issuer has engaged
				in any activity described in paragraph (1), the issuer shall disclose a
				detailed description of each such activity, including—</text>
									<subparagraph id="ID34d111b3733e41d1ae3eb530b8c5a66a"><enum>(A)</enum><text>the nature and
				extent of the activity;</text>
									</subparagraph><subparagraph id="ID4aa47a861d734970941cca0f298a9ea2"><enum>(B)</enum><text>the gross
				revenues and net profits, if any, attributable to the activity; and</text>
									</subparagraph><subparagraph id="IDc1c15a8b0347430b8249d2abb8b45fd9"><enum>(C)</enum><text>whether the
				issuer or the affiliate of the issuer (as the case may be) intends to continue
				the activity.</text>
									</subparagraph></paragraph><paragraph id="IDc7da0b844ae549b285d666ebbb04e056"><enum>(3)</enum><header>Notice of
				disclosures</header><text>If an issuer reports under paragraph (1) that the
				issuer or an affiliate of the issuer has knowingly engaged in any activity
				described in that paragraph, the issuer shall separately file with the
				Commission, concurrently with the annual or quarterly report under subsection
				(a), a notice that the disclosure of that activity has been included in that
				annual or quarterly report that identifies the issuer and contains the
				information required by paragraph (2).</text>
								</paragraph><paragraph id="ID3efc20f29c8d42dabf9abd4ed6b7b8a7"><enum>(4)</enum><header>Public
				disclosure of information</header><text>Upon receiving a notice under paragraph
				(3) that an annual or quarterly report includes a disclosure of an activity
				described in paragraph (1), the Commission shall promptly—</text>
									<subparagraph id="id7A73D5655445446A9756A2F5C2B84F08"><enum>(A)</enum><text>transmit the
				report to—</text>
										<clause id="id8856FC21966C4D80BFE2084EFD20C85E"><enum>(i)</enum><text>the
				President;</text>
										</clause><clause id="id83DBA59776B14968A8965C2F27F9B240"><enum>(ii)</enum><text>the Committee on
				Foreign Affairs and the Committee on Financial Services of the House of
				Representatives; and</text>
										</clause><clause id="id17C82BA1938447EE9EBA1AE77FEB2DB5"><enum>(iii)</enum><text>the Committee
				on Foreign Relations and the Committee on Banking, Housing, and Urban Affairs
				of the Senate; and</text>
										</clause></subparagraph><subparagraph id="idF9029D76D93B42FB9D37DCA0943E4FF3"><enum>(B)</enum><text>make the
				information provided in the disclosure and the notice available to the public
				by posting the information on the Internet website of the Commission.</text>
									</subparagraph></paragraph><paragraph id="idCE98E8A96826430D83755D8B72E040E5"><enum>(5)</enum><header>Investigations</header><text>Upon
				receiving a report under paragraph (4), the President shall—</text>
									<subparagraph id="ID714547557f1643cc85f731c33f84d657"><enum>(A)</enum><text>initiate an
				investigation into the possible imposition of sanctions under the Iran
				Sanctions Act of 1996 (Public Law 104–172; 50 U.S.C. 1701 note), section 104 or
				105A of the Comprehensive Iran Sanctions, Accountability, and Divestment Act of
				2010, an Executive Order specified in clause (i) or (ii) of paragraph (1)(D),
				or any other provision of law relating to the imposition of sanctions with
				respect to Iran, as applicable; and</text>
									</subparagraph><subparagraph id="IDe52672d5929e4bccb30cfdc155b21887"><enum>(B)</enum><text>not later than
				180 days after initiating such an investigation, make a determination with
				respect to whether sanctions should be imposed with respect to the issuer or
				the affiliate of the issuer (as the case may be).</text>
									</subparagraph></paragraph><paragraph id="ID41b15193b2a348558cd3335cbe953667"><enum>(6)</enum><header>Sunset</header><text>The
				provisions of this subsection shall terminate on the date that is 30 days after
				the date on which the President makes the certification described in section
				401(a) of the Comprehensive Iran Sanctions, Accountability, and Divestment Act
				of 2010 (22 U.S.C.
				8551(a)).</text>
								</paragraph></subsection><after-quoted-block>.</after-quoted-block></quoted-block>
					</subsection><subsection commented="no" display-inline="no-display-inline" id="ID4952be37823149e58c3e71f0f370b805"><enum>(b)</enum><header>Effective
			 date</header><text>The amendment made by subsection (a) shall take effect with
			 respect to reports required to be filed with the Securities and Exchange
			 Commission after the date that is 180 days after the date of the enactment of
			 this Act.</text>
					</subsection></section><section id="id34FDC27B76B9413393AA0835FB6439ED"><enum>215.</enum><header>Identification
			 of, and immigration restrictions on, senior officials of the Government of Iran
			 and their family members</header>
					<subsection id="ID037e0cfdf403481f87d505b262b83c44"><enum>(a)</enum><header>Identification</header><text>Not
			 later than 180 days after the date of the enactment of this Act, and annually
			 thereafter, the President shall publish a list of each individual the President
			 determines is—</text>
						<paragraph id="id11412DFB01FD484D80B451D69396A4E5"><enum>(1)</enum><text>a senior official
			 of the Government of Iran described in subsection (b) that is involved in
			 Iran's—</text>
							<subparagraph id="ID228ABEBA372F47EF97A1D1A979BB57B6"><enum>(A)</enum><text>illicit nuclear
			 activities or proliferation of weapons of mass destruction or delivery systems
			 for weapons of mass destruction;</text>
							</subparagraph><subparagraph id="ID9B134BEF85984417978C3CC14C01E5AC"><enum>(B)</enum><text>support for
			 international terrorism; or</text>
							</subparagraph><subparagraph id="idD4B3AD1647724AE9847034512A9FAF55"><enum>(C)</enum><text>commission of
			 serious human rights abuses against citizens of Iran or their family members;
			 or</text>
							</subparagraph></paragraph><paragraph id="id8DE289A384B7406A96D120A3B8039F73"><enum>(2)</enum><text>a family member
			 of such an official.</text>
						</paragraph></subsection><subsection id="idC8073CB30A8D4723AEC459522292EEF8"><enum>(b)</enum><header>Senior
			 officials of the Government of Iran described</header><text>A senior official
			 of the Government of Iran described in this subsection is any senior official
			 of that Government, including—</text>
						<paragraph id="id19149519F3564918BCECA2DC14DDE260"><enum>(1)</enum><text>the Supreme
			 Leader of Iran, Ali Khamenei;</text>
						</paragraph><paragraph id="IDd2752ad594e74f41beb29c30cbc9bca5"><enum>(2)</enum><text>the President of
			 Iran, Mahmoud Ahmadinejad;</text>
						</paragraph><paragraph id="id1727856DF49149B7B74D9EFDA7AC7C39"><enum>(3)</enum><text>a member of the
			 Cabinet of the Government of Iran;</text>
						</paragraph><paragraph id="id17FA6D54A6F040669F07C59E4A33B7AE"><enum>(4)</enum><text>a member of the
			 Assembly of Experts;</text>
						</paragraph><paragraph id="id889581C097A640A5AD5242ADDCD6103D"><enum>(5)</enum><text>a senior member
			 of the Intelligence Ministry of Iran; or</text>
						</paragraph><paragraph id="id34F518830F184995AD817E9E05D8AE53"><enum>(6)</enum><text>a member of
			 Iran's Revolutionary Guard Corps with the rank of brigadier general or higher,
			 including a member of a paramilitary organization such as Ansar-e-Hezbollah or
			 Basij-e Motaz’afin.</text>
						</paragraph></subsection><subsection id="IDd2379bb7f3c5416f8ec4659529ce6fde"><enum>(c)</enum><header>Restrictions on
			 visas and adjustments in immigration status</header><text>The Secretary of
			 State and the Secretary of Homeland Security may not grant an individual on the
			 list required by subsection (a) immigration status in, or admit the individual
			 to, the United States.</text>
					</subsection><subsection id="IDb3bd9bd73645427483f1d2f19f9a3e3f"><enum>(d)</enum><header>Waiver</header><text>The
			 President may waive the application of subsection (a) or (c) with respect to an
			 individual if the President—</text>
						<paragraph id="ID7549ae2ffc664667bdcf820a52530324"><enum>(1)</enum><text>determines that
			 such a waiver is—</text>
							<subparagraph id="id09C8E3F8CF3A49309114377FF634F7EA"><enum>(A)</enum><text>in the national
			 interests of the United States; or</text>
							</subparagraph><subparagraph id="id18A038C783DE42D0B973AE1361174406"><enum>(B)</enum><text>necessary to
			 permit the United States to comply with the Agreement between the United
			 Nations and the United States of America regarding the Headquarters of the
			 United Nations, signed June 26, 1947, and entered into force November 21, 1947;
			 and</text>
							</subparagraph></paragraph><paragraph id="ID356800d0281a40a69186c87f3d6d0911"><enum>(2)</enum><text>not less than 7
			 days before the waiver takes effect, notifies Congress of the waiver and the
			 reason for the waiver.</text>
						</paragraph></subsection></section><section id="id563E9D6004AA4E35A64017CA2C232283"><enum>216.</enum><header>Reports on,
			 and authorization of imposition of sanctions with respect to, the provision of
			 financial communications services to the Central Bank of Iran and sanctioned
			 Iranian financial institutions</header>
					<subsection id="IDf48924ae14f747628cd5b9a33359c359"><enum>(a)</enum><header>Sense of
			 Congress</header><text>It is the sense of Congress that—</text>
						<paragraph id="id5237FC22DEEF42BCA2AB14534C0B8498"><enum>(1)</enum><text>the President has
			 been engaged in diplomatic efforts to multilateralize sanctions against Iran to
			 restrict the access of the Government of Iran to the global financial
			 system;</text>
						</paragraph><paragraph id="idE25AC372160C4D42BA75FCEAF72495AA"><enum>(2)</enum><text>the President
			 should intensify those efforts and, in particular, efforts to ensure that
			 global financial communications services providers, such as the Society for
			 Worldwide Interbank Financial Telecommunication (in this section referred to as
			 <quote>SWIFT</quote>), cut off services to Iranian financial institutions
			 designated for the imposition of sanctions pursuant to the International
			 Emergency Economic Powers Act (50 U.S.C. 1701 et seq.); and</text>
						</paragraph><paragraph id="id2147450C7D7742B5A66AED92572889B6"><enum>(3)</enum><text>at a time when
			 financial institutions around the world are severing their ties with such
			 Iranian financial institutions, it is inconsistent and troubling that financial
			 communications services providers continue to service those financial
			 institutions, particularly with respect to the Belgian cooperative SWIFT,
			 which—</text>
							<subparagraph id="idED2E654B30A24C83A2C33596304B2B67"><enum>(A)</enum><text>is subject to the
			 prohibition of the European Union on providing economic resources to financial
			 institutions designated for the imposition of sanctions by the European Union;
			 and</text>
							</subparagraph><subparagraph id="id3BD9E89E1B454B68A4DF7C0F13DC55D6"><enum>(B)</enum><text>notes in its own
			 corporate rules that it reserves the right to expel a SWIFT customer that may
			 adversely affect SWIFT's <quote>reputation, brand, or goodwill</quote>, for
			 instance if the SWIFT customer is subject to sanctions (such as by the United
			 Nations or the European Union), as is the case with Iranian financial
			 institutions.</text>
							</subparagraph></paragraph></subsection><subsection id="ID0ac532575a6e4b388ea42addf16d34fd"><enum>(b)</enum><header>Report on the
			 provision of financial communications services to sanctioned Iranian financial
			 institutions</header><text>Not later than 60 days after the date of the
			 enactment of this Act, the Comptroller General of the United States shall
			 submit to the appropriate congressional committees a list of all known entities
			 (including SWIFT) that provide financial communications services to, or that
			 enable or facilitate access to such services for, the Central Bank of Iran or a
			 financial institution described in section 104(c)(2)(E)(ii) of the
			 Comprehensive Iran Sanctions, Accountability, and Divestment Act of 2010 (22
			 U.S.C. 8513(c)(2)(E)(ii)).</text>
					</subsection><subsection id="IDc96deb5357fd489087cccce839db65a7"><enum>(c)</enum><header>Report on
			 efforts to terminate the provision by SWIFT of services for sanctioned Iranian
			 financial institutions</header><text>Not later than 90 days after the date of
			 the enactment of this Act, the Secretary of the Treasury shall submit to the
			 appropriate congressional committees a report on the status of efforts to
			 ensure that SWIFT has terminated the provision of financial communications
			 services to, and the enabling and facilitation of access to such services for,
			 the Central Bank of Iran and Iranian financial institutions designated for the
			 imposition of sanctions pursuant to the International Emergency Economic Powers
			 Act (50 U.S.C. 1701 et seq.).</text>
					</subsection><subsection commented="no" display-inline="no-display-inline" id="ID99f32a6f7e8b4b41a72d997a3650cf5d"><enum>(d)</enum><header>Authorization
			 for the imposition of sanctions</header><text>If, on or after the date that is
			 90 days after the date of the enactment of this Act, a global financial
			 communications services provider has not terminated the provision of financial
			 communications services to, and the enabling and facilitation of access to such
			 services for, the Central Bank of Iran and any financial institution described
			 in paragraph (2)(E)(ii) of section 104(c) of the Comprehensive Iran Sanctions,
			 Accountability, and Divestment Act of 2010 (22 U.S.C. 8513(c)), the President
			 may impose sanctions pursuant to that section or the International Emergency
			 Economic Powers Act (50 U.S.C. 1701 et seq.) with respect to the financial
			 communications services provider and the directors of, and shareholders with a
			 significant interest in, the provider.</text>
					</subsection></section><section commented="no" display-inline="no-display-inline" id="IDe7b6709866f041ea9b4367cf03b1a023" section-type="subsequent-section"><enum>217.</enum><header>Government
			 Accountability Office report on foreign entities that invest in the energy
			 sector of Iran or export refined petroleum products to Iran</header>
					<subsection id="ID3039442350E64BB487A4EDAA03165B43"><enum>(a)</enum><header>Initial
			 report</header>
						<paragraph id="ID0465DCDE46D34543A9B1D889710C1CDC"><enum>(1)</enum><header>In
			 general</header><text>Not later than 180 days after the date of the enactment
			 of this Act, the Comptroller General of the United States shall submit to the
			 appropriate congressional committees a report—</text>
							<subparagraph commented="no" display-inline="no-display-inline" id="id9C4E5EBF2B9E4009A5CA4EA460242436"><enum>(A)</enum><text display-inline="yes-display-inline">listing all foreign investors in the energy
			 sector of Iran during the period specified in paragraph (2), including—</text>
								<clause id="id95A680315FCC4FB2BF7F31A7F9EBB7B2"><enum>(i)</enum><text>all
			 entities that exported gasoline and other refined petroleum products to
			 Iran;</text>
								</clause><clause id="id40EC07CCEE0843918152486BC159C9C7"><enum>(ii)</enum><text>all entities
			 involved in providing refined petroleum products to Iran, including—</text>
									<subclause id="id56CBC631CFB14460A64D044D8001F20E"><enum>(I)</enum><text>entities that
			 provided ships to transport refined petroleum products to Iran; and</text>
									</subclause><subclause id="id4236B3398D834AC68CC9E2DB03567B1B"><enum>(II)</enum><text>entities that
			 provided insurance or reinsurance for shipments of refined petroleum products
			 to Iran; and</text>
									</subclause></clause><clause commented="no" display-inline="no-display-inline" id="idE44077D1BE844F72BDF6405C1F298C62"><enum>(iii)</enum><text>all entities
			 involved in commercial transactions of any kind, including joint ventures
			 anywhere in the world, with Iranian energy companies; and</text>
								</clause></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="idD0F2992B6D724A72B7AA425E65C29407"><enum>(B)</enum><text>identifying the
			 countries in which gasoline and other refined petroleum products exported to
			 Iran during the period specified in paragraph (2) were produced or
			 refined.</text>
							</subparagraph></paragraph><paragraph id="ID24FDA30E72B94E60974BA64B86E6AEC4"><enum>(2)</enum><header>Period
			 specified</header><text>The period specified in this paragraph is the period
			 beginning on January 1, 2006, and ending on the date that is 150 days after the
			 date of the enactment of this Act.</text>
						</paragraph></subsection><subsection id="ID201F26E7141247D7BF9CE726EF98BF8F"><enum>(b)</enum><header>Updated
			 reports</header><text>Not later than one year after submitting the report
			 required by subsection (a), and annually thereafter, the Comptroller General of
			 the United States shall submit to the appropriate congressional committees a
			 report containing the matters required in the report under subsection (a)(1)
			 for the one-year period beginning on the date that is 30 days before the date
			 on which the preceding report was required to be submitted by this
			 section.</text>
					</subsection></section><section id="idA7C74DC1163748E09DE96488C009159A"><enum>218.</enum><header>Reporting on
			 the importation to and exportation from Iran of crude oil and refined petroleum
			 products</header><text display-inline="no-display-inline">Section 110(b) of the
			 Comprehensive Iran Sanctions, Accountability, and Divestment Act of 2010 (22
			 U.S.C. 8518(b)) is amended by striking <quote>a report containing the
			 matters</quote> and all that follows through the period at the end and
			 inserting the following: “a report, covering the 180-day period beginning on
			 the date that is 30 days before the date on which the preceding report was
			 required to be submitted by this section, that—</text>
					<quoted-block act-name="" id="id7899DBD218C64A51B8B9C99570A5D167" style="OLC">
						<paragraph id="idB8961729CD4F4BF8AEE3243CFB3F4BC5"><enum>(1)</enum><text>contains the
				matters required in the report under subsection (a)(1); and</text>
						</paragraph><paragraph id="idD421880F612D47028C4A12A4396A8514"><enum>(2)</enum><text>identifies—</text>
							<subparagraph id="id6E28ABE3EA3E4352BE7686AB2AE5ED2C"><enum>(A)</enum><text>the volume of
				crude oil and refined petroleum products imported to and exported from Iran
				(including through swaps and similar arrangements);</text>
							</subparagraph><subparagraph id="idCAEEB8D8979340DF983BE7E01E9EBFD6"><enum>(B)</enum><text>the persons
				selling and transporting crude oil and refined petroleum products described in
				subparagraph (A), the countries with primary jurisdiction over those persons,
				and the countries in which those products were refined;</text>
							</subparagraph><subparagraph id="idD8DA3D9BBD46402AA2F6E0608D705A24"><enum>(C)</enum><text>the sources of
				financing for imports to Iran of crude oil and refined petroleum products
				described in subparagraph (A); and</text>
							</subparagraph><subparagraph id="id454C9269089E4DC7802F545C3FDD7B0A"><enum>(D)</enum><text>the involvement
				of foreign persons in efforts to assist Iran in—</text>
								<clause id="id4E023B7AB0064C3DB1B2FE2030A131EF"><enum>(i)</enum><text>developing
				upstream oil and gas production capacity;</text>
								</clause><clause id="id8E1595CEEB76401981921438D8017FA0"><enum>(ii)</enum><text>importing
				advanced technology to upgrade existing Iranian refineries;</text>
								</clause><clause id="id3E622109E42447ADA6C97C887BE6DACC"><enum>(iii)</enum><text>converting
				existing chemical plants to petroleum refineries; or</text>
								</clause><clause id="id2E757D8E75054CE4AFEF7329DC18B2B8"><enum>(iv)</enum><text>maintaining,
				upgrading, or expanding refineries or constructing new
				refineries.</text>
								</clause></subparagraph></paragraph><after-quoted-block>.</after-quoted-block></quoted-block>
				</section></subtitle></title><title id="id0D6A839A3FCD4A199246F6B85A7E1CA0"><enum>III</enum><header>Sanctions with
			 respect to Iran's Revolutionary Guard Corps</header>
			<subtitle id="id5532F8DA73484FE2A749C9D0582CDD20"><enum>A</enum><header>Identification
			 of, and sanctions with respect to, officials, agents, affiliates, and
			 supporters of Iran's Revolutionary Guard Corps and other sanctioned
			 persons</header>
				<section commented="no" id="id65A8886FD7534B93AFFDBB11185C28BA"><enum>301.</enum><header>Identification
			 of, and imposition of sanctions with respect to, officials, agents, and
			 affiliates of Iran's Revolutionary Guard Corps</header>
					<subsection commented="no" id="IDc00245bd54774c448dc037819f16d071"><enum>(a)</enum><header>In
			 general</header><text>Not later than 90 days after the date of the enactment of
			 this Act, and as appropriate thereafter, the President shall—</text>
						<paragraph commented="no" id="id38C8331D51FB4193B6582508044BAA9E"><enum>(1)</enum><text>identify foreign
			 persons that are officials, agents, or affiliates of Iran's Revolutionary Guard
			 Corps; and</text>
						</paragraph><paragraph commented="no" id="id5CAC82792108405990E856806DB56748"><enum>(2)</enum><text>for each foreign
			 person identified under paragraph (1) that is not already designated for the
			 imposition of sanctions pursuant to the International Emergency Economic Powers
			 Act (50 U.S.C. 1701 et seq.)—</text>
							<subparagraph commented="no" id="idFDC8F459C812401A97F3AA664267314B"><enum>(A)</enum><text>designate that
			 foreign person for the imposition of sanctions pursuant to that Act; and</text>
							</subparagraph><subparagraph commented="no" id="idB12923097C184E76B22F94872579C51F"><enum>(B)</enum><text>block and
			 prohibit all transactions in all property and interests in property of that
			 foreign person if such property and interests in property are in the United
			 States, come within the United States, or are or come within the possession or
			 control of a United States person.</text>
							</subparagraph></paragraph></subsection><subsection commented="no" id="idB76D682AEFCE4A49BF6D959B72A63D0A"><enum>(b)</enum><header>Priority for
			 investigation</header><text>In identifying foreign persons pursuant to
			 subsection (a)(1) as officials, agents, or affiliates of Iran's Revolutionary
			 Guard Corps, the President shall give priority to investigating—</text>
						<paragraph commented="no" id="ID15ba2ab23fb646a3bc03b94426adc7f1"><enum>(1)</enum><text>foreign persons
			 identified under section 560.304 of title 31, Code of Federal Regulations
			 (relating to the definition of the Government of Iran); and</text>
						</paragraph><paragraph commented="no" id="IDaac139d574a2487198f1a02d5fbb48f6"><enum>(2)</enum><text>foreign persons
			 for which there is a reasonable basis to find that the person has conducted or
			 attempted to conduct one or more sensitive transactions or activities described
			 in subsection (c).</text>
						</paragraph></subsection><subsection commented="no" id="IDb3e612e5d49b494a9413ffb5593ed5bd"><enum>(c)</enum><header>Sensitive
			 transactions and activities described</header><text>A sensitive transaction or
			 activity described in this subsection is—</text>
						<paragraph commented="no" id="ID6630e69eb7c147a0b34c95b5cc674488"><enum>(1)</enum><text>a financial
			 transaction or series of transactions valued at more than $1,000,000 in the
			 aggregate in any 12-month period involving a non-Iranian financial
			 institution;</text>
						</paragraph><paragraph commented="no" id="IDd23b623d79de4156bf4cda8513a70c1f"><enum>(2)</enum><text>a transaction to
			 facilitate the manufacture, importation, exportation, or transfer of items
			 needed for the development by Iran of nuclear, chemical, biological, or
			 advanced conventional weapons, including ballistic missiles;</text>
						</paragraph><paragraph commented="no" id="IDbe6850ed67d9479c8d52a5b3468b3c47"><enum>(3)</enum><text>a transaction
			 relating to the manufacture, procurement, or sale of goods, services, and
			 technology relating to Iran's energy sector, including a transaction relating
			 to the development of the energy resources of Iran, the exportation of
			 petroleum products from Iran, the importation of refined petroleum to Iran, or
			 the development of refining capacity available to Iran;</text>
						</paragraph><paragraph commented="no" id="id4B725B9EEBD5402A9BDF91962B6F4741"><enum>(4)</enum><text>a transaction
			 relating to the manufacture, procurement, or sale of goods, services, and
			 technology relating to Iran's petrochemical sector; or</text>
						</paragraph><paragraph commented="no" id="IDba3f023cda774baa80ef3771d6cc9ddf"><enum>(5)</enum><text>a transaction
			 relating to the procurement of sensitive technologies (as defined in section
			 106(c) of the Comprehensive Iran Sanctions, Accountability, and Divestment Act
			 of 2010 (22 U.S.C. 8515(c))).</text>
						</paragraph></subsection><subsection commented="no" id="ID787d1b0a574c47cca122fb991e09c7ae"><enum>(d)</enum><header>Exclusion from
			 United States</header>
						<paragraph commented="no" id="idCF10199825D549D2A4ADE7C72D3B8964"><enum>(1)</enum><header>In
			 general</header><text>Subject to paragraph (2), the Secretary of State shall
			 deny a visa to, and the Secretary of Homeland Security shall exclude from the
			 United States, any alien who, on or after the date of the enactment of this
			 Act, is a foreign person designated pursuant to subsection (a) for the
			 imposition of sanctions pursuant to the International Emergency Economic Powers
			 Act (50 U.S.C. 1701 et seq.).</text>
						</paragraph><paragraph commented="no" display-inline="no-display-inline" id="idAD407DCF4B82435DB41B6FF599A9BE0D"><enum>(2)</enum><header display-inline="yes-display-inline">Regulatory exceptions to comply with
			 international obligations</header><text display-inline="yes-display-inline">The
			 requirement to deny visas to and exclude aliens from the United States pursuant
			 to paragraph (1) shall be subject to such regulations as the President may
			 prescribe, including regulatory exceptions to permit the United States to
			 comply with the Agreement between the United Nations and the United States of
			 America regarding the Headquarters of the United Nations, signed June 26, 1947,
			 and entered into force November 21, 1947, and other applicable international
			 obligations.</text>
						</paragraph></subsection><subsection commented="no" id="idA9ED3DC128AB4E80A6AB3DE2DC21BE09"><enum>(e)</enum><header>Waiver of
			 imposition of sanctions</header>
						<paragraph commented="no" id="idF1AF4B02940F445B9B0B7711C9D1C0A8"><enum>(1)</enum><header>In
			 general</header><text>The President may waive the application of subsection
			 (a)(2) or (d) with respect to a foreign person if the President—</text>
							<subparagraph commented="no" id="id412EBD7730054E66A26E9CF5B8CC75C1"><enum>(A)</enum><text>determines that
			 it is in the national security interests of the United States to do so;
			 and</text>
							</subparagraph><subparagraph commented="no" id="idC9D8ECA32F8B4729A74BDB787797E1C0"><enum>(B)</enum><text>submits to the
			 appropriate congressional committees a report that—</text>
								<clause commented="no" id="id331FE88A328A4CE291BFCA2DE0D817F6"><enum>(i)</enum><text>identifies the
			 foreign person with respect to which the waiver applies; and</text>
								</clause><clause commented="no" display-inline="no-display-inline" id="id28607731C628466B930BF496F2056846"><enum>(ii)</enum><text>sets forth the
			 reasons for the determination.</text>
								</clause></subparagraph></paragraph><paragraph commented="no" id="id0D83DDED30DB4D87A108FA617980632C"><enum>(2)</enum><header>Form of
			 report</header><text>A report submitted under paragraph (1)(B) shall be
			 submitted in unclassified form but may contain a classified annex.</text>
						</paragraph></subsection><subsection commented="no" display-inline="no-display-inline" id="ID5dbc8ddadd2d48b9b03da5c436678117"><enum>(f)</enum><header>Rule of
			 construction</header><text>Nothing in this section shall be construed to remove
			 any sanction of the United States in force with respect to Iran's Revolutionary
			 Guard Corps as of the date of the enactment of this Act.</text>
					</subsection></section><section commented="no" id="id258C14C4533C427B9F9FE65736FC28C9"><enum>302.</enum><header>Identification
			 of, and imposition of sanctions with respect to, persons that support or
			 conduct certain transactions with Iran's Revolutionary Guard Corps or other
			 sanctioned persons</header>
					<subsection commented="no" id="H8F1B295F92B941709CA449FD32286CDC"><enum>(a)</enum><header>Identification</header>
						<paragraph commented="no" id="id335654C9A1F34E5C800BEE4E1A265CF5"><enum>(1)</enum><header>In
			 general</header><text display-inline="yes-display-inline">Not later than 90
			 days after the date of the enactment of this Act, and every 180 days
			 thereafter, the President shall submit to the appropriate congressional
			 committees a report identifying foreign persons that the President determines,
			 on or after the date of the enactment of this Act, knowingly—</text>
							<subparagraph commented="no" id="id4A877A895EA64EE28B3B9E83D2119735"><enum>(A)</enum><text>materially
			 assist, sponsor, or provide financial, material, or technological support for,
			 or goods or services in support of, Iran’s Revolutionary Guard Corps or any of
			 its officials, agents, or affiliates the property and interests in property of
			 which are blocked pursuant to the International Emergency Economic Powers Act
			 (50 U.S.C. 1701 et seq.);</text>
							</subparagraph><subparagraph commented="no" id="id22F24E577C1441C688553196A0ED3E37"><enum>(B)</enum><text>engage in a
			 significant transaction or transactions with Iran’s Revolutionary Guard Corps
			 or any such official, agent, or affiliate; or</text>
							</subparagraph><subparagraph commented="no" id="id0F99F17C5DFF4E318369A754CB67911B"><enum>(C)</enum><text>engage in a
			 significant transaction or transactions with—</text>
								<clause commented="no" id="idB7F2BD54D1C847608C8A6C1EB5CD7022"><enum>(i)</enum><text>a person subject
			 to financial sanctions pursuant to United Nations Security Council Resolution
			 1737 (2006), 1747 (2007), 1803 (2008), or 1929 (2010), or any other resolution
			 that is adopted by the Security Council and imposes sanctions with respect to
			 Iran or modifies such sanctions; or</text>
								</clause><clause commented="no" display-inline="no-display-inline" id="idA02FBDAF16DB49A1865F0F3E163D17B6"><enum>(ii)</enum><text display-inline="yes-display-inline">a person acting on behalf of or at the
			 direction of, or owned or controlled by, a person described in clause
			 (i).</text>
								</clause></subparagraph></paragraph><paragraph commented="no" id="idADFBC2EAE9424D17B74B340737574FB6"><enum>(2)</enum><header>Form of
			 report</header><text>A report submitted under paragraph (1) shall be submitted
			 in unclassified form but may contain a classified annex.</text>
						</paragraph><paragraph id="idA2F1464D67194867A90FF9C9A7DA111E"><enum>(3)</enum><header>Barter
			 transactions</header><text>For purposes of paragraph (1), the term
			 <term>transaction</term> includes a barter transaction.</text>
						</paragraph></subsection><subsection commented="no" id="H32F494025BAC4D0AA6E6F56DFA756D2D"><enum>(b)</enum><header>Imposition of
			 sanctions</header><text>If the President determines under subsection (a)(1)
			 that a foreign person has knowingly engaged in an activity described in that
			 subsection, the President—</text>
						<paragraph commented="no" id="idC8741F20F7B548638464B3E2E9014F58"><enum>(1)</enum><text>shall impose 3 or
			 more of the sanctions described in section 6(a) of the Iran Sanctions Act of
			 1996, as amended by section 204 of this Act; and</text>
						</paragraph><paragraph commented="no" id="idBC2B4F6D5A514FABAA5A8370134F88EA"><enum>(2)</enum><text>may impose
			 additional sanctions pursuant to the International Emergency Economic Powers
			 Act (50 U.S.C. 1701 et seq.) with respect to the person.</text>
						</paragraph></subsection><subsection commented="no" id="HAAE4932CC1384325935B1645CBAC1EE6"><enum>(c)</enum><header>Termination</header><text display-inline="yes-display-inline">The President may terminate a sanction
			 imposed with respect to a foreign person pursuant to subsection (b) if the
			 President determines that the person—</text>
						<paragraph commented="no" id="idA7F8E379255A4F2EA436C6DE0D486122"><enum>(1)</enum><text display-inline="yes-display-inline">no longer engages in the activity for which
			 the sanction was imposed; and</text>
						</paragraph><paragraph commented="no" display-inline="no-display-inline" id="idBC201E58470D41EF9D9CE57F078A3BDA"><enum>(2)</enum><text display-inline="yes-display-inline">has provided assurances to the President
			 that the person will not engage in any activity described in subsection (a)(1)
			 in the future.</text>
						</paragraph></subsection><subsection commented="no" id="H542B3195D901420C9CD52B1F992303CB"><enum>(d)</enum><header>Waiver of
			 imposition of sanctions</header>
						<paragraph commented="no" id="id921AF24CB02F4195BACC1EC1E12BA5BD"><enum>(1)</enum><header>In
			 general</header><text>The President may waive the imposition of sanctions under
			 subsection (b) with respect to a foreign person if the President—</text>
							<subparagraph commented="no" id="HFD80840134C24E0DB51B242BF7C9BE0E"><enum>(A)</enum><clause commented="no" display-inline="yes-display-inline" id="H6CF0AC228C5641E1ADC66E1F6DB63E5F"><enum>(i)</enum><text>determines that the
			 person has ceased the activity for which sanctions would otherwise be imposed
			 and has taken measures to prevent a recurrence of the activity; or</text>
								</clause><clause commented="no" id="H364E560672CD4EEDB6E29C0788D69E93" indent="up1"><enum>(ii)</enum><text>determines that it is in the
			 national security interests of the United States to do so; and</text>
								</clause></subparagraph><subparagraph commented="no" id="H077A417346D2478196EDD4BB5B1AA434"><enum>(B)</enum><text>submits to the
			 appropriate congressional committees a report that—</text>
								<clause commented="no" id="id316D45AE63DF479AAC56D0FA9D322917"><enum>(i)</enum><text>identifies the
			 foreign person with respect to which the waiver applies;</text>
								</clause><clause commented="no" id="id888C7646B56948D782053FF7037D22FD"><enum>(ii)</enum><text>describes the
			 activity that would otherwise subject the foreign person to the imposition of
			 sanctions under subsection (b); and</text>
								</clause><clause commented="no" id="id6AB9662F6B6D49288940571CB50BB7CD"><enum>(iii)</enum><text>sets forth the
			 reasons for the determination.</text>
								</clause></subparagraph></paragraph><paragraph commented="no" id="id0B3D7660218D4B108CFCFC49657AA6AA"><enum>(2)</enum><header>Form of
			 report</header><text>A report submitted under paragraph (1)(B) shall be
			 submitted in unclassified form but may contain a classified annex.</text>
						</paragraph></subsection><subsection commented="no" id="HDE361C6FE58D4263A5667D70912FCA9C"><enum>(e)</enum><header>Waiver of
			 identifications and designations</header><text>Notwithstanding any other
			 provision of this subtitle and subject to paragraph (2), the President shall
			 not be required to make any identification of a foreign person under subsection
			 (a) or any identification or designation of a foreign person under section
			 301(a) if the President—</text>
						<paragraph commented="no" id="idB0DDB6B04DDA488F8F6C2988030331EF"><enum>(1)</enum><text>determines that
			 doing so would cause damage to the national security of the United States,
			 including through the divulgence of sources or methods of obtaining
			 intelligence or other critical classified information; and</text>
						</paragraph><paragraph commented="no" id="id48BCB6B06E794A9686AE026E8B65D4BA"><enum>(2)</enum><text>notifies the
			 appropriate congressional committees of the exercise of the authority provided
			 under this subsection.</text>
						</paragraph></subsection><subsection commented="no" display-inline="no-display-inline" id="idCD964A684E7845CC85E0BBA89AB14A19"><enum>(f)</enum><header>Application of
			 provisions of Iran Sanctions Act of 1996</header><text>The following provisions
			 of the Iran Sanctions Act of 1996, as amended by this Act, apply with respect
			 to the imposition under subsection (b)(1) of sanctions relating to activities
			 described in subsection (a)(1) to the same extent that such provisions apply
			 with respect to the imposition of sanctions under section 5(a) of the Iran
			 Sanctions Act of 1996:</text>

			 procurement prohibition to foreign persons that engage in certain transactions
			 with Iran's Revolutionary Guard Corps</header>

				revised to require a certification from each person that is a prospective
				contractor that the person, and any person owned or controlled by the person,
				does not knowingly engage in a significant transaction or transactions with
				Iran's Revolutionary Guard Corps or any of its officials, agents, or affiliates
				the property and interests in property of which are blocked pursuant to the
				International Emergency Economic Powers Act (50 U.S.C. 1701 et
				seq.).</text>
								</subparagraph><after-quoted-block>.</after-quoted-block></quoted-block>
						</paragraph></subsection><subsection commented="no" id="id256159F3D226402D8A0540F23F750B26"><enum>(b)</enum><header>Technical and
			 conforming amendments</header>
						<paragraph commented="no" id="id84EAFC8C072648608320D0BE6FB1C0C8"><enum>(1)</enum><text>Section 6(b) of
			 the Iran Sanctions Act of 1996, as amended by subsection (a), is further
			 amended—</text>
							<subparagraph commented="no" id="id46851050583F44B2B83AD85CC840782D"><enum>(A)</enum><text display-inline="yes-display-inline">in paragraph (1)(A), as redesignated, by
			 striking <quote>issued pursuant to section 25 of the Office of Federal

				only if the President has determined, pursuant to section 1245(d)(4)(B) of that
				Act, that there is a sufficient supply of petroleum and petroleum products
				produced in countries other than Iran to permit purchasers of petroleum and
				petroleum products from Iran to reduce significantly in volume their purchases
				from Iran.</text>
									</clause><clause id="H776F475E04AD4DF3B100C879481B54F5"><enum>(ii)</enum><header>Exception for
				certain countries</header><text display-inline="yes-display-inline">The
				regulations prescribed under paragraph (1) shall not apply to a foreign
				financial institution that facilitates a significant transaction or
				transactions for the purchase of petroleum or petroleum products from, or that
				provides significant financial services relating to such a transaction for, the
				NIOC or the NITC if the President determines and reports to Congress, not later
				than 90 days after the date on which the President makes the determination
				required by section 1245(d)(4)(B) of the National Defense Authorization Act for
				Fiscal Year 2012, and every 180 days thereafter, that the country with primary
				jurisdiction over the foreign financial institution has significantly reduced
				its volume of crude oil purchases from Iran during the period beginning on the
				date on which the President submitted the last report with respect to the
				country under this clause.</text>
									</clause></subparagraph><subparagraph id="HE4C489C6255B40098E8E1725B1CCD2EA"><enum>(D)</enum><header>Definitions</header><text>In
				this paragraph:</text>

			 sanctions with respect to the transfer of goods or technologies to Iran that
			 are likely to be used to commit human rights abuses</header>
					<subsection id="id803A6A98FF654D55AC5FBAEDA8EFBB91"><enum>(a)</enum><header>In
			 general</header><text>The Comprehensive Iran Sanctions, Accountability, and
			 Divestment Act of 2010 (22 U.S.C. 8501 et seq.) is amended by inserting after
			 section 105 the following:</text>

				congressional committees a list of persons that the President determines have
				knowingly engaged in an activity described in paragraph (2) on or after such
				date of enactment.</text>
									</paragraph><paragraph id="ID3d521c57bab8478d80585f92bef0219a"><enum>(2)</enum><header>Activity
				described</header>
										<subparagraph id="ID6c0a693436ef4c78901866d119e7c10d"><enum>(A)</enum><header>In
				general</header><text>A person engages in an activity described in this
				paragraph if the person—</text>
											<clause id="ID712e36a11e664e729d11017dc372cfe3"><enum>(i)</enum><text>transfers, or
				facilitates the transfer of, goods or technologies described in subparagraph
				(C) to Iran; or</text>
											</clause><clause id="IDdb9af434fe6e4df3b715f38400ea4293"><enum>(ii)</enum><text>provides
				services with respect to goods or technologies described in subparagraph (C)
				after such goods or technologies are transferred to Iran.</text>
											</clause></subparagraph><subparagraph commented="no" id="ID0d539d4baf4f4effb049901ae8e5b4ef"><enum>(B)</enum><header>Applicability
				to contracts and other agreements</header><text>A person engages in an activity
				described in subparagraph (A) without regard to whether the activity is carried
				out pursuant to a contract or other agreement entered into before, on, or after
				the date of the enactment of the <short-title>Iran
				Sanctions, Accountability, and Human Rights Act of 2012</short-title>.</text>
										</subparagraph><subparagraph id="ID6074b4fe4a6546638b7b63822a488806"><enum>(C)</enum><header>Goods or
				technologies described</header><text>Goods or technologies described in this
				subparagraph are goods or technologies that the President determines are likely
				to be used by the Government of Iran or any of its agencies or
				instrumentalities to commit serious human rights abuses against the people of
				Iran, including—</text>
											<clause id="id1AC26288A4AF45358BA53DE2D2EA355F"><enum>(i)</enum><text>firearms or
				ammunition (as those terms are defined in section 921 of title 18, United
				States Code), rubber bullets, police batons, pepper or chemical sprays, stun
				grenades, electroshock weapons, tear gas, water cannons, or surveillance
				technology; or</text>
											</clause><clause id="id50C7A228F181429AB6F8C34958E055C3"><enum>(ii)</enum><text>sensitive
				technology (as defined in section 106(c)).</text>
											</clause></subparagraph></paragraph><paragraph id="IDf18bf6ad0c494e03a8a9991065973141"><enum>(3)</enum><header>Special rule to
				allow for termination of sanctionable activity</header><text>The President
				shall not be required to include a person on the list required by paragraph (1)
				if the President certifies in writing to the appropriate congressional
				committees that—</text>
										<subparagraph id="ID7c8d79036b84416d91b33c4eb25df803"><enum>(A)</enum><text>the person is no
				longer engaging in, or has taken significant verifiable steps toward stopping,
				the activity described in paragraph (2) for which the President would otherwise
				have included the person on the list; and</text>
										</subparagraph><subparagraph id="ID8dbeb589ce784bf5a39029d8cb9b0962"><enum>(B)</enum><text>the President has
				received reliable assurances that the person will not knowingly engage in any
				activity described in paragraph (2) in the future.</text>
										</subparagraph></paragraph><paragraph commented="no" id="id62B15E71D25F4F7FA05A74A21CED55A7"><enum>(4)</enum><header>Updates of
				list</header><text>The President shall submit to the appropriate congressional
				committees an updated list under paragraph (1)—</text>
										<subparagraph commented="no" id="id8BB59F9A282941FE95665AAE898C6E01"><enum>(A)</enum><text>each time the
				President is required to submit an updated list to those committees under
				section 105(b)(2)(A); and</text>
										</subparagraph><subparagraph commented="no" id="id1C494FF2EC504A12BD3F438E469BEEFA"><enum>(B)</enum><text>as new
				information becomes available.</text>

				list required by subsection (b) for transferring, or facilitating the transfer
				of, goods or technologies described in subsection (b)(2)(C) to Iran's
				Revolutionary Guard Corps, or providing services with respect to such goods or
				technologies after such goods or technologies are transferred to Iran's
				Revolutionary Guard Corps, the President shall—</text>
										<subparagraph commented="no" id="id6212BAAC2446481EA1E1A82D4DEF63D0"><enum>(A)</enum><text>impose sanctions
				described in section 105(c) with respect to the person; and</text>
										</subparagraph><subparagraph commented="no" id="id8EA03EF63CF449CC8DA671284B442762"><enum>(B)</enum><text>impose such other
				sanctions from among the sanctions described in section 6(a) of the Iran
				Sanctions Act of 1996 (Public Law 104–172; 50 U.S.C. 1701 note) as the
				President determines

			 consideration of requests for authorization of certain human rights-,
			 humanitarian-, and democracy-related activities with respect to Iran</header>
					<subsection id="IDe1c609e0addc47f7b39d37db71ab3297"><enum>(a)</enum><header>Requirement</header><text>The
			 Office of Foreign Assets Control, in consultation with the Department of State,
			 shall establish an expedited process for the consideration of complete requests
			 for authorization to engage in human rights-, humanitarian-, or
			 democracy-related activities relating to Iran that are submitted by—</text>
						<paragraph id="ID092e31a209614ef1b2d6ce9e6d17b4b8"><enum>(1)</enum><text>entities
			 receiving funds from the Department of State to engage in the proposed
			 activity;</text>
						</paragraph><paragraph id="ID095e1a9bf4bf4446bc69c5c733ab0d39"><enum>(2)</enum><text>the Broadcasting
			 Board of Governors; and</text>
						</paragraph><paragraph id="IDcf181b5d14e74b51a87514a0b741b25f"><enum>(3)</enum><text>other appropriate
			 agencies of the United States Government.</text>
						</paragraph></subsection><subsection id="idD4087824B7874959AE11ED538953028F"><enum>(b)</enum><header>Procedures</header><text>Requests
			 for authorization under subsection (a) shall be submitted to the Office of
			 Foreign Assets Control in conformance with the agency’s regulations, including
			 section 501.801 of title 31, Code of Federal Regulations (commonly known as the
			 Reporting, Procedures and Penalties Regulations). Applicants must fully
			 disclose the parties to the transactions as well as describe the activities to
			 be undertaken. License applications involving the exportation or reexportation
			 of goods, technology, or software to Iran must provide a copy of an official
			 Commodity Classification issued by the Department of Commerce, Bureau of
			 Industry and Security, as part of the license application.</text>
					</subsection><subsection id="id85243DB1CA684AACB849C4C7CB97CEBC"><enum>(c)</enum><header>Foreign Policy
			 review</header><text>The Department of State shall complete a foreign policy
			 review of a request for authorization under subsection (a) not later than 30
			 days after the request is referred to the Department by the Office of Foreign
			 Assets Control.</text>
					</subsection><subsection id="idDF1971781D144213AEA825E6648197AA"><enum>(d)</enum><header>License
			 determinations</header><text>License determinations for complete requests for
			 authorization under subsection (a) shall be made not later than 90 days after
			 receipt by the Office of Foreign Assets Control, with the following
			 exceptions:</text>
						<paragraph id="ID377e7612e1d5491e8de1f284d43216da"><enum>(1)</enum><text>Any requests
			 involving the exportation or reexportation to Iran of goods, technology, or
			 software listed on the Commerce Control List maintained pursuant to part 774 of
			 the Export Administration Regulations shall be processed in a manner consistent
			 with the Iran-Iraq Arms Non-Proliferation Act of 1992 (title XVI of Public Law
			 102–484) and other applicable provisions of law.</text>
						</paragraph><paragraph id="id3716A7011CC646B49182FD2DA6A8E964"><enum>(2)</enum><text>Any other
			 requests presenting novel or extraordinary circumstances.</text>
						</paragraph></subsection><subsection commented="no" display-inline="no-display-inline" id="IDe8efd96411d64adfa311f14eb9793caf"><enum>(e)</enum><header>Regulations</header><text>The
			 Secretary of the Treasury may prescribe such regulations as are appropriate to
			 carry out this section.</text>
					</subsection></section><section id="ID25032dfd86fd49ad8eaeb3e9b09575a5"><enum>412.</enum><header>Comprehensive
			 strategy to promote Internet freedom and access to information in
			 Iran</header><text display-inline="no-display-inline">Not later than 90 days
			 after the date of the enactment of this Act, the President shall submit to the
			 appropriate congressional committees a comprehensive strategy developed in
			 consultation with the Department of State, the Department of the Treasury, and
			 other Federal agencies, as appropriate, to—</text>
					<paragraph id="IDe7ae76c15e7b4ddc8ab9e16d28679b22"><enum>(1)</enum><text>assist the people
			 of Iran to produce, access, and share information freely and safely via the
			 Internet, including in Farsi and regional languages;</text>
					</paragraph><paragraph id="ID98c0aedd0826471f83aacd79749a436e"><enum>(2)</enum><text>support the
			 development of counter-censorship technologies that enable the citizens of Iran
			 to undertake Internet activities without interference from the Government of
			 Iran;</text>
					</paragraph><paragraph id="IDf9ac7b3a6adb440ab43fcb31318d173e"><enum>(3)</enum><text>increase the
			 capabilities and availability of secure communications through connective
			 technology among human rights and democracy activists in Iran;</text>
					</paragraph><paragraph id="ID9cff9646450546d7813cbbd94a46ceaf"><enum>(4)</enum><text>provide resources
			 for digital safety training for media and academic and civil society
			 organizations in Iran;</text>
					</paragraph><paragraph id="ID14775e962ac744bb9b457428f234d3d3"><enum>(5)</enum><text>provide accurate
			 and substantive Internet content in local languages in Iran;</text>
					</paragraph><paragraph id="IDe2468801a1b04f2fb247aaa427d55b2c"><enum>(6)</enum><text>increase
			 emergency resources for the most vulnerable human rights advocates seeking to
			 organize, share information, and support human rights in Iran;</text>
					</paragraph><paragraph id="ID2574936bfb744a148fcd904924bede72"><enum>(7)</enum><text>expand surrogate
			 radio, television, live stream, and social network communications inside Iran,
			 including Voice of America's Persian News Network and Radio Free Europe/Radio
			 Liberty's Radio Farda, to provide hourly live news update programming and
			 breaking news coverage capability 24 hours a day and 7 days a week;</text>
					</paragraph><paragraph id="IDd428d0acff0146dcaf6983f1f65e7b34"><enum>(8)</enum><text>expand activities
			 to safely assist and train human rights, civil society, and democracy activists
			 in Iran to operate effectively and securely;</text>
					</paragraph><paragraph id="ID22dd3b6048f34429b8fa681a611f0505"><enum>(9)</enum><text>identify and
			 utilize all available resources to overcome attempts by the Government of Iran
			 to jam or otherwise deny international satellite broadcasting signals;
			 and</text>
					</paragraph><paragraph id="IDa1e3f66e86a34d838f3acc40e5e34037"><enum>(10)</enum><text>expand worldwide
			 United States embassy and consulate programming for and outreach to Iranian
			 dissident communities.</text>
					</paragraph></section><section id="IDe4b6056cd0984d6b819e9ec5f657c116"><enum>413.</enum><header>Sense of
			 Congress on political prisoners</header><text display-inline="no-display-inline">It is the sense of Congress that—</text>
					<paragraph id="ID1560d2f954b34e4f8076f1c98a05fab7"><enum>(1)</enum><text>the Secretary of
			 State should support efforts to research and identify prisoners of conscience
			 and cases of human rights abuses in Iran;</text>
					</paragraph><paragraph id="ID0057b3e4c414400d9e6e0a22104fefb3"><enum>(2)</enum><text>the United States
			 Government should—</text>
						<subparagraph id="idACFA40325F944CD892DEF2D7FEB66FD0"><enum>(A)</enum><text>offer refugee
			 status or political asylum in the United States to political dissidents in Iran
			 if requested and consistent with the laws and national security interests of
			 the United States; and</text>
						</subparagraph><subparagraph id="idB3EF8CB4A71F4F748ED85FFD666AD38F"><enum>(B)</enum><text>offer to assist,
			 through the United Nations High Commissioner for Refugees, with the relocation
			 of such political prisoners to other countries if requested, as appropriate and
			 with appropriate consideration for United States national security interests;
			 and</text>
						</subparagraph></paragraph><paragraph id="IDe0173bd71fd747128b8cfa828c5485e3"><enum>(3)</enum><text>the Secretary of
			 State should publicly call for the release of Iranian dissidents by name and
			 raise awareness with respect to individual cases of Iranian dissidents and
			 prisoners of conscience, as appropriate and if requested by the dissidents or
			 prisoners themselves or their families.</text>
					</paragraph></section></subtitle></title><title id="id23E01D3342AA448D987D451355C4F4CC"><enum>V</enum><header>Miscellaneous</header>
			<section commented="no" id="id9FC04E7317154F4AB2D6EDE1A1EF0975"><enum>501.</enum><header>Exclusion of
			 citizens of Iran seeking education relating to the nuclear and energy sectors
			 of Iran</header>
				<subsection commented="no" id="id694C1868E47C43FC9341BF89E204C6D1"><enum>(a)</enum><header>In
			 general</header><text display-inline="yes-display-inline">The Secretary of
			 State shall deny a visa to, and the Secretary of Homeland Security shall
			 exclude from the United States, any alien who is a citizen of Iran that the
			 Secretary of State determines seeks to enter the United States to participate
			 in coursework at an institution of higher education (as defined in section
			 101(a) of the Higher Education Act of 1965 (20 U.S.C. 1001(a))) to prepare the
			 alien for a career in the energy sector of Iran or in nuclear science or
			 nuclear engineering or a related field in Iran.</text>
				</subsection><subsection id="idA7F41702FC864623AC1C6272B9035EB2"><enum>(b)</enum><header>Applicability</header><text>Subsection
			 (a) applies with respect to visa applications filed on or after the date of the
			 enactment of this Act.</text>
				</subsection></section><section commented="no" id="id7E00FCD6FE3F4EEA906184BBB8A6367D"><enum>502.</enum><header>Technical
			 correction</header>
				<subsection commented="no" id="idD4D0F2CB9D6C4C35B6FE94F3A66AC820"><enum>(a)</enum><header>In
			 general</header><text display-inline="yes-display-inline">Section 1245(d)(2) of
			 the National Defense Authorization Act for Fiscal Year 2012 (Public Law 112–81)
			 is amended—</text>
					<paragraph commented="no" id="id8DFEE3CAE67B40A3857305BA76C90568"><enum>(1)</enum><text display-inline="yes-display-inline">in the paragraph heading, by inserting
			 <quote><header-in-text level="paragraph" style="OLC">agricultural
			 commodities,</header-in-text></quote> after <quote><header-in-text level="paragraph" style="OLC">sales of</header-in-text></quote>; and</text>
					</paragraph><paragraph commented="no" id="id60E9FB4BDB084AEB961BE0034081D8CE"><enum>(2)</enum><text display-inline="yes-display-inline">in the text, by inserting
			 <quote>agricultural commodities,</quote> after <quote>sale of</quote>.</text>
					</paragraph></subsection><subsection commented="no" id="idCC563AE6DCF24CDDBACE5848C8D40534"><enum>(b)</enum><header>Effective
			 date</header><text>The amendments made by subsection (a) shall take effect as
			 if included in the National Defense Authorization Act for Fiscal Year 2012
			 (Public Law 112–81).</text>
				</subsection></section><section id="idB0D991A59F87441F9EE8F5E9F30C9243"><enum>503.</enum><header>Interests in
			 financial assets of Iran</header>
				<subsection id="ID88cbd06f7efa48078bf7cadefb7d7187"><enum>(a)</enum><header>Interests in
			 blocked assets</header><text>Notwithstanding any other provision of law, and
			 preempting any inconsistent provision of State law, the property interest of
			 Iran in a blocked asset shall include an interest in property of any nature
			 whatsoever, direct or indirect, including any direct or indirect interest in
			 securities or other financial assets immobilized or in any other manner held in
			 book entry form and credited to a securities account in the United States and
			 the proceeds thereof, or in any funds transfers held in a United States
			 financial institution. The property interest of Iran in securities or other
			 financial assets immobilized or in any other manner held in book entry form and
			 credited to a securities account in the United States and proceeds thereof
			 shall be deemed to exist at every tier of securities intermediary necessary to
			 hold an interest in any such securities or other financial assets. The property
			 interest of Iran in a funds transfer shall exist at any intermediary bank
			 necessary to complete such funds transfer.</text>
				</subsection><subsection id="ID8184e13a86a64fd6beb7815e6065a0b6"><enum>(b)</enum><header>Property in the
			 United States of Iran</header><text>Notwithstanding any other provision of law,
			 and preempting any inconsistent provision of State law, the property, including
			 any interest in the property, of Iran shall be deemed to be property in the
			 United States of Iran if—</text>
					<paragraph id="ID39d7b4900aea41329e84a49b6de9150a"><enum>(1)</enum><text>that property is
			 an interest, held directly or indirectly for the benefit of Iran or for the
			 benefit of any securities intermediary that directly or indirectly holds the
			 interest for the benefit of Iran, in securities or other financial assets that
			 are represented by certificates or are in other physical form and are
			 immobilized, custodized, or held for safekeeping or any other reason in the
			 United States; or</text>
					</paragraph><paragraph id="ID12b1a2ec722844f58d9dbe534f5eaf8a"><enum>(2)</enum><text>that property is
			 an interest in securities or other financial assets held in book entry form or
			 otherwise, and credited to a securities account in the United States by any
			 securities intermediary directly or indirectly for the benefit of Iran or for
			 the benefit of any other securities intermediary that directly or indirectly
			 holds the interest for the benefit of Iran.</text>
					</paragraph></subsection><subsection id="id529C25A2900D41D69681C73B6A727A09"><enum>(c)</enum><header>Determination
			 of whether securities or other assets are held or credited to a securities
			 account in the United States</header><text>For purposes of this section, an
			 interest in securities or other financial assets is held and credited to a
			 securities account in the United States by a securities intermediary if the
			 securities intermediary is located in the United States. A securities
			 intermediary is conclusively presumed to be located in the United States if it
			 is regulated in its capacity as a securities intermediary under the laws of the
			 United States.</text>
				</subsection><subsection id="IDb017555bbecf445aa9d4ff7a872e1081"><enum>(d)</enum><header>Commercial
			 activity in the United States</header><text>Notwithstanding any other provision
			 of law, the ownership by Iran, or its central bank or monetary authority, of
			 any property, including the interest in property described in paragraphs (1)
			 and (2) of subsection (b), or any other interest in property, shall be deemed
			 to be commercial activity in the United States and that property, including any
			 interest in that property, shall be deemed not to be held for the central
			 bank’s or monetary authority’s own account.</text>
				</subsection><subsection id="ID724402eb813f4443a76eb15246982874"><enum>(e)</enum><header>Applicability</header><text>This
			 section applies to all attachments and proceedings in aid of execution issued
			 or obtained before, on, or after the date of the enactment of this Act with
			 respect to judgments entered against Iran for damages for personal injury or
			 death caused by an act of torture, extrajudicial killing, aircraft sabotage, or
			 hostage-taking, or the provision of material support or resources for such an
			 act.</text>
				</subsection><subsection id="ID36b6ca259a0c491cb8fbf350b1a3aaef"><enum>(f)</enum><header>Definitions</header><text>In
			 this section:</text>
					<paragraph id="ID32c9a0bf2e814d4fb09cf64837009545"><enum>(1)</enum><header>Blocked
			 asset</header><text>The term <term>blocked asset</term>—</text>
						<subparagraph id="ID0037f15b6da94a3cbfeaae1106ad1a2f"><enum>(A)</enum><text>means any asset
			 seized or frozen by the United States under section 5(b) of the Trading With
			 the Enemy Act (50 U.S.C. App. 5(b)) or under section 202 or 203 of the
			 International Emergency Economic Powers Act (50 U.S.C. 1701 and 1702);
			 and</text>
						</subparagraph><subparagraph id="ID1b9d65bbf5e24695a68bcea79972542a"><enum>(B)</enum><text>does not include
			 property that—</text>
							<clause id="ID250e0c658aa4407c924ace8a9b8c02d1"><enum>(i)</enum><text>is
			 subject to a license issued by the United States Government for final payment,
			 transfer, or disposition by or to a person subject to the jurisdiction of the
			 United States in connection with a transaction for which the issuance of the
			 license has been specifically required by a provision of law other than the
			 International Emergency Economic Powers Act (50 U.S.C. 1701 et seq.) or the
			 United Nations Participation Act of 1945 (22 U.S.C. 287 et seq.); or</text>
							</clause><clause id="ID18d5191f49364ce0ad1bd39bd65d0dc2"><enum>(ii)</enum><text>is
			 property subject to the Vienna Convention on Diplomatic Relations or the Vienna
			 Convention on Consular Relations, or that enjoys equivalent privileges and
			 immunities under the laws of the United States, and is being used exclusively
			 for diplomatic or consular purposes.</text>
							</clause></subparagraph></paragraph><paragraph id="ID83ae9d283f4c4ac0bf7c550574ef10c5"><enum>(2)</enum><header>Clearing
			 corporation</header><text>The term <term>clearing corporation</term>
			 means—</text>
						<subparagraph id="ID8242d0da947a4a85a0abac5083860ddf"><enum>(A)</enum><text>a clearing agency
			 (as defined in section 3(a)(23) of the Securities Exchange Act of 1934 (15
			 U.S.C. 78c(a)(23)));</text>
						</subparagraph><subparagraph id="IDbcdeaa7f39724251840f4340ca70488f"><enum>(B)</enum><text>a Federal reserve
			 bank; or</text>
						</subparagraph><subparagraph id="ID0e5345c31cfb4cd789573e967c54beb6"><enum>(C)</enum><text>any other person
			 that provides clearance or settlement services with respect to financial assets
			 that would require it to register as a clearing agency under the Federal
			 securities laws but for an exclusion or exemption from the registration
			 requirement under section 3(a)(23)(B) of the Securities Exchange Act of 1934,
			 if its activities as a clearing corporation, including promulgation of rules,
			 are subject to regulation by a Federal or State governmental authority.</text>
						</subparagraph></paragraph><paragraph id="IDd31db72b18ad4bb0a9b3b2ba00d2a1bc"><enum>(3)</enum><header>Financial
			 asset; security</header><text>The terms <term>financial asset</term> and
			 <term>security</term> have the meanings given those terms in the Uniform
			 Commercial Code.</text>
					</paragraph><paragraph id="idB9356945CD5B479B9744194B43918516"><enum>(4)</enum><header>Iran</header><text>The
			 term <term>Iran</term> means the Government of Iran, including the central bank
			 or monetary authority of that Government and any agency or instrumentality of
			 that Government.</text>
					</paragraph><paragraph id="ID9f33b8e0e2c649f7bba7560544311134"><enum>(5)</enum><header>Property
			 subject to the vienna convention on diplomatic relations or the vienna
			 convention on consular relations</header><text>The term <term>property subject
			 to the Vienna Convention on Diplomatic Relations or the Vienna Convention on
			 Consular Relations</term> means any property the attachment in aid of execution
			 or execution of which would result in a violation of an obligation of the
			 United States under the Vienna Convention on Diplomatic Relations, done at
			 Vienna April 18, 1961, or the Convention on Consular Relations, done at Vienna
			 April 24, 1963.</text>
					</paragraph><paragraph id="ID73248db6f1b14640a695dda44d7caaee"><enum>(6)</enum><header>Securities
			 intermediary</header><text>The term <term>securities intermediary</term>
			 means—</text>
						<subparagraph id="ID5ca2512618f24dd68d68491b3b8f554c"><enum>(A)</enum><text>a clearing
			 corporation; or</text>
						</subparagraph><subparagraph id="ID12de70ab074441e08758860cafa2e481"><enum>(B)</enum><text>a person,
			 including a bank or broker, that in the ordinary course of its business
			 maintains securities accounts for others and is acting in that capacity.</text>
						</subparagraph></paragraph><paragraph id="ID230314b82ac74c3997370f6582ddb666"><enum>(7)</enum><header>United
			 States</header><text>The terms <term>United States</term> includes all
			 territory and waters, continental or insular, subject to the jurisdiction of
			 the United States.</text>
					</paragraph></subsection></section><section id="idF193C485E4A84C0D8559B41DB86CA7A7"><enum>504.</enum><header>Report on
			 membership of Iran in international organizations</header><text display-inline="no-display-inline">Not later than 180 days after the date of
			 the enactment of this Act, and annually thereafter not later than September 1,
			 the Secretary of State shall submit to Congress a report listing the
			 international organizations of which Iran is a member and detailing the amount
			 that the United States contributes to each such organization on an annual
			 basis.</text>
			</section></title><title id="idDDC1730DC3DD45C89E206A11EE614ACC"><enum>VI</enum><header>General
			 provisions</header>
			<section commented="no" id="idDC0D2C104F954B3BA28E9147C3E67BD4"><enum>601.</enum><header>Technical
			 implementation; penalties</header>
				<subsection commented="no" id="ID9ece798241e24201ad72ba5b8dd25514"><enum>(a)</enum><header>Implementation</header><text>The
			 President may exercise all authorities provided under sections 203 and 205 of
			 the International Emergency Economic Powers Act (50 U.S.C. 1702 and 1704) to
			 carry out—</text>
					<paragraph commented="no" id="id1BCA5013CE274B6F804DA874D8D11FB7"><enum>(1)</enum><text>sections 211,
			 213, and 216, subtitle A of title III, and title VII of this Act; and</text>
					</paragraph><paragraph commented="no" id="idBA8518C8753B4A3EB59884BE908E8C7B"><enum>(2)</enum><text>sections 105A and
			 105B of the Comprehensive Iran Sanctions, Accountability, and Divestment Act of
			 2010, as added by subtitle A of title IV of this Act.</text>
					</paragraph></subsection><subsection id="IDfd332fbce3f84f7d808b52d6bc7a2444"><enum>(b)</enum><header>Penalties</header>
					<paragraph id="id3F1FDBE2BE974A6E9D48F1EEFFF9A057"><enum>(1)</enum><header>In
			 general</header><text>The penalties provided for in subsections (b) and (c) of
			 section 206 of the International Emergency Economic Powers Act (50 U.S.C. 1705)
			 shall apply to a person that violates, attempts to violate, conspires to
			 violate, or causes a violation of a provision specified in paragraph (2) of
			 this subsection, or an order or regulation prescribed under such a provision,
			 to the same extent that such penalties apply to a person that commits an
			 unlawful act described in section 206(a) of that Act.</text>
					</paragraph><paragraph id="id73DB51F9082E44508CCB030419D7B008"><enum>(2)</enum><header>Provisions
			 specified</header><text>The provisions specified in this paragraph are the
			 following:</text>
						<subparagraph id="idF04D42150C804D7489A59D392D4FA051"><enum>(A)</enum><text>Sections 211 and
			 216, subtitle A of title III, and title VII of this Act.</text>
						</subparagraph><subparagraph id="id0ED12FE1885D420199C2B4F04EF1CC25"><enum>(B)</enum><text>Sections 105A and
			 105B of the Comprehensive Iran Sanctions, Accountability, and Divestment Act of
			 2010, as added by subtitle A of title IV of this Act.</text>
						</subparagraph></paragraph></subsection></section><section id="id87DDACFF742144D7BDD3D028F42D1161"><enum>602.</enum><header>Applicability
			 to certain intelligence activities</header><text display-inline="no-display-inline">Nothing in this Act or the amendments made
			 by this Act shall apply to the authorized intelligence activities of the United
			 States.</text>
			</section><section id="id14BE33F5E9964BC18D5BB1A8EAACDBF4"><enum>603.</enum><header>Termination</header><text display-inline="no-display-inline">The provisions of sections 211, 213, 215,
			 216, 217, and 501, title I, and subtitle A of title III shall terminate on the
			 date that is 30 days after the date on which the President makes the
			 certification described in section 401(a) of the Comprehensive Iran Sanctions,
			 Accountability, and Divestment Act of 2010 (22 U.S.C. 8551(a)).</text>
			</section></title><title id="id29D450DA89CE4F689CBA5EED25D99AB9"><enum>VII</enum><header>Sanctions with
			 respect to human rights abuses in Syria</header>
			<section id="ID03D02DF107204E9A8F0A910355433571" section-type="subsequent-section"><enum>701.</enum><header>Short
			 title</header><text display-inline="no-display-inline">This title may be cited
			 as the <quote><short-title>Syria Human Rights
			 Accountability Act of 2012</short-title></quote>.</text>
			</section><section id="idC65F8E65EF1F49FEB94B7EF04DDA1612"><enum>702.</enum><header>Imposition of
			 sanctions with respect to certain persons who are responsible for or complicit
			 in human rights abuses committed against citizens of Syria or their family
			 members</header>
				<subsection id="idB437497557AD4A29B16F4996F5AB8980"><enum>(a)</enum><header>In
			 general</header><text>The President shall impose sanctions described in
			 subsection (c) with respect to each person on the list required by subsection
			 (b).</text>
				</subsection><subsection id="idE6A57CA43ED74ABE92C142052E4D7080"><enum>(b)</enum><header>List of persons
			 who are responsible for or complicit in certain human rights abuses</header>
					<paragraph id="id828C5CC9918A4B89A350657939A54C18"><enum>(1)</enum><header>In
			 general</header><text>Not later than 90 days after the date of the enactment of
			 this Act, the President shall submit to the appropriate congressional
			 committees a list of persons who are officials of the Government of Syria or
			 persons acting on behalf of that Government that the President determines,
			 based on credible evidence, are responsible for or complicit in, or responsible
			 for ordering, controlling, or otherwise directing, the commission of serious
			 human rights abuses against citizens of Syria or their family members,
			 regardless of whether such abuses occurred in Syria.</text>
					</paragraph><paragraph id="id715E6C47EA3C4EEEB1695E18137EE852"><enum>(2)</enum><header>Updates of
			 list</header><text>The President shall submit to the appropriate congressional
			 committees an updated list under paragraph (1)—</text>
						<subparagraph id="ID33D1106D82754DD78C22C773742D8031"><enum>(A)</enum><text>not later than
			 270 days after the date of the enactment of this Act and every 180 days
			 thereafter; and</text>
						</subparagraph><subparagraph id="idE78C84BFDB07442880D1798FC265FC30"><enum>(B)</enum><text>as new
			 information becomes available.</text>
						</subparagraph></paragraph><paragraph id="idAE9838A4F1D84D7598F9D73B5C83A1FE"><enum>(3)</enum><header>Form of report;
			 public availability</header>
						<subparagraph id="id4A1F54C4CEC84800830EF83045DD8C07"><enum>(A)</enum><header>Form</header><text>The
			 list required by paragraph (1) shall be submitted in unclassified form but may
			 contain a classified annex.</text>
						</subparagraph><subparagraph id="id0A73529DB42B4B2EBC74DEBA68391C9F"><enum>(B)</enum><header>Public
			 availability</header><text>The unclassified portion of the list required by
			 paragraph (1) shall be made available to the public and posted on the websites
			 of the Department of the Treasury and the Department of State.</text>
						</subparagraph></paragraph><paragraph id="ID59CAFB7209424CF9B2E5AEBAAFECD051"><enum>(4)</enum><header>Consideration
			 of data from other countries and nongovernmental organizations</header><text>In
			 preparing the list required by paragraph (1), the President shall consider
			 credible data already obtained by other countries and nongovernmental
			 organizations, including organizations in Syria, that monitor the human rights
			 abuses of the Government of Syria.</text>
					</paragraph></subsection><subsection id="ID3CC0F19A2786459C8925536AF8251A78"><enum>(c)</enum><header>Sanctions
			 described</header><text>The sanctions described in this subsection are
			 sanctions pursuant to the International Emergency Economic Powers Act (50
			 U.S.C. 1701 et seq.), including blocking of property and restrictions or
			 prohibitions on financial transactions and the exportation and importation of
			 property, subject to such regulations as the President may prescribe.</text>
				</subsection></section><section id="idCDB759484DC04B2E881E8B674709085D"><enum>703.</enum><header>Imposition of
			 sanctions with respect to the transfer of goods or technologies to Syria that
			 are likely to be used to commit human rights abuses</header>
				<subsection id="idAB4C556FAF3944628A04041137E5F523"><enum>(a)</enum><header>In
			 general</header><text>The President shall impose sanctions described in section
			 702(c) with respect to—</text>
					<paragraph id="id702F4FF513974CE3A48AB5C6B8C2FF90"><enum>(1)</enum><text>each person on
			 the list required by subsection (b); and</text>
					</paragraph><paragraph commented="no" display-inline="no-display-inline" id="idC3E4F5927866449AAA5CC233968CE12C"><enum>(2)</enum><text display-inline="yes-display-inline">any person that—</text>
						<subparagraph commented="no" display-inline="no-display-inline" id="id0F40F58260DD48C0ABB279FD7A9C51F2"><enum>(A)</enum><text>is a successor
			 entity to a person on the list;</text>
						</subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="id65E2BFC3125E42FAA84C8830E16976B1"><enum>(B)</enum><text>owns or controls
			 a person on the list, if the person that owns or controls the person on the
			 list had actual knowledge or should have known that the person on the list
			 engaged in the activity described in subsection (b)(2) for which the person was
			 included in the list; or</text>
						</subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="id71FDA8D0B5D94CAEB0D3A3506ED7B280"><enum>(C)</enum><text>is owned or
			 controlled by, or under common ownership or control with, the person on the
			 list, if the person owned or controlled by, or under common ownership or
			 control with (as the case may be), the person on the list knowingly engaged in
			 the activity described in subsection (b)(2) for which the person was included
			 in the list.</text>
						</subparagraph></paragraph></subsection><subsection id="id6920885254214C878B24DB1FA97BB8CB"><enum>(b)</enum><header>List</header>
					<paragraph id="id9511BF4556F04CB3967BBBDBDD062DF2"><enum>(1)</enum><header>In
			 general</header><text>Not later than 90 days after the date of the enactment of
			 this Act, the President shall submit to the appropriate congressional
			 committees a list of persons that the President determines have knowingly
			 engaged in an activity described in paragraph (2) on or after such date of
			 enactment.</text>
					</paragraph><paragraph id="id600654587E824DB2A69BC9546E3FB94C"><enum>(2)</enum><header>Activity
			 described</header>
						<subparagraph id="id4528B84A3FB140C4AD378A0287D595AF"><enum>(A)</enum><header>In
			 general</header><text>A person engages in an activity described in this
			 paragraph if the person—</text>
							<clause id="id0AC474E278DD4942B20C6C2569EE82C9"><enum>(i)</enum><text>transfers, or
			 facilitates the transfer of, goods or technologies described in subparagraph
			 (C) to Syria; or</text>
							</clause><clause id="id589162648FAB4932BF8CB485CF52D93A"><enum>(ii)</enum><text>provides
			 services with respect to goods or technologies described in subparagraph (C)
			 after such goods or technologies are transferred to Syria.</text>
							</clause></subparagraph><subparagraph commented="no" id="id2A39073BFE4F4191B44D1FD4FEBA003D"><enum>(B)</enum><header>Applicability
			 to contracts and other agreements</header><text>A person engages in an activity
			 described in subparagraph (A) without regard to whether the activity is carried
			 out pursuant to a contract or other agreement entered into before, on, or after
			 the date of the enactment of this Act.</text>
						</subparagraph><subparagraph id="id2E7D395EC1144D7B8A495FF366CFF85C"><enum>(C)</enum><header>Goods or
			 technologies described</header><text>Goods or technologies described in this
			 subparagraph are goods or technologies that the President determines are likely
			 to be used by the Government of Syria or any of its agencies or
			 instrumentalities to commit human rights abuses against the people of Syria,
			 including—</text>
							<clause id="idB5311479302A4372A197C804478B8A5D"><enum>(i)</enum><text>firearms or
			 ammunition (as those terms are defined in section 921 of title 18, United
			 States Code), rubber bullets, police batons, pepper or chemical sprays, stun
			 grenades, electroshock weapons, tear gas, water cannons, or surveillance
			 technology; or</text>
							</clause><clause id="idDB98A68807D1453FA53A1F123A048668"><enum>(ii)</enum><text>sensitive
			 technology.</text>
							</clause></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="ID9198CADE939F417E862BC7B656F757F2"><enum>(D)</enum><header display-inline="yes-display-inline">Sensitive technology defined</header>
							<clause commented="no" display-inline="no-display-inline" id="ID40F7674812DB4B6498BD7F8E80B67990"><enum>(i)</enum><header>In
			 general</header><text>For purposes of subparagraph (C), the term
			 <term>sensitive technology</term> means hardware, software, telecommunications
			 equipment, or any other technology, that the President determines is to be used
			 specifically—</text>
								<subclause id="ID4952D25FCE9E4623BA348EA2BDF1E293"><enum>(I)</enum><text>to restrict the
			 free flow of unbiased information in Syria; or</text>
								</subclause><subclause id="ID8FEEBED5B1914525B5ECB7F80784544B"><enum>(II)</enum><text>to disrupt,
			 monitor, or otherwise restrict speech of the people of Syria.</text>
								</subclause></clause><clause commented="no" display-inline="no-display-inline" id="ID03B92DD1049E49738CF19F161B5D6A8F"><enum>(ii)</enum><header>Exception</header><text>The
			 term <term>sensitive technology</term> does not include information or
			 informational materials the exportation of which the President does not have
			 the authority to regulate or prohibit pursuant to section 203(b)(3) of the
			 International Emergency Economic Powers Act (50 U.S.C. 1702(b)(3)).</text>
							</clause></subparagraph></paragraph><paragraph id="id648AACC0530A408E8893B8904D2F0742"><enum>(3)</enum><header>Special rule to
			 allow for termination of sanctionable activity</header><text>The President
			 shall not be required to include a person on the list required by paragraph (1)
			 if the President certifies in writing to the appropriate congressional
			 committees that—</text>
						<subparagraph id="id00FD10CE2D2D49B7A111AB9946AB4834"><enum>(A)</enum><text>the person is no
			 longer engaging in, or has taken significant verifiable steps toward stopping,
			 the activity described in paragraph (2) for which the President would otherwise
			 have included the person on the list; and</text>
						</subparagraph><subparagraph id="id5FD55DF8973E4EDC8640B9380A201956"><enum>(B)</enum><text>the President has
			 received reliable assurances that the person will not knowingly engage in any
			 activity described in paragraph (2) in the future.</text>
						</subparagraph></paragraph><paragraph id="idB483A4786DDF49E48EB592225F1355E5"><enum>(4)</enum><header>Updates of
			 list</header><text>The President shall submit to the appropriate congressional
			 committees an updated list under paragraph (1)—</text>
						<subparagraph id="id4389E7F5F86C469FBC8F7C0669DAB25F"><enum>(A)</enum><text>not later than
			 270 days after the date of the enactment of this Act and every 180 days
			 thereafter; and</text>
						</subparagraph><subparagraph id="id2E4E4D676C5E4467A2DD77DA2AB51F9C"><enum>(B)</enum><text>as new
			 information becomes available.</text>
						</subparagraph></paragraph><paragraph id="id75D009DBA7BF4BD2A89327C10E32BAB3"><enum>(5)</enum><header>Form of report;
			 public availability</header>
						<subparagraph id="id9A309630DDF645469D91EC35E037494B"><enum>(A)</enum><header>Form</header><text>The
			 list required by paragraph (1) shall be submitted in unclassified form but may
			 contain a classified annex.</text>
						</subparagraph><subparagraph id="id4FEAE04C4D60467F9A30D6C931589360"><enum>(B)</enum><header>Public
			 availability</header><text>The unclassified portion of the list required by
			 paragraph (1) shall be made available to the public and posted on the websites
			 of the Department of the Treasury and the Department of State.</text>
						</subparagraph></paragraph></subsection></section><section id="id22806EA8D8B04B2CA131844C704C1FAA"><enum>704.</enum><header>Imposition of
			 sanctions with respect to persons who engage in censorship or other forms of
			 repression in Syria</header>
				<subsection id="idF54FBB8F058D4F00876009126BEFE446"><enum>(a)</enum><header>In
			 general</header><text>The President shall impose sanctions described in section
			 702(c) with respect to each person on the list required by subsection
			 (b).</text>
				</subsection><subsection id="id800F3B6626D14DE19225DA77F3B75CBF"><enum>(b)</enum><header>List of persons
			 who engage in censorship</header>
					<paragraph id="idF2DE0FCE4CA141CEAFDEF025B1AB6BA6"><enum>(1)</enum><header>In
			 general</header><text>Not later than 90 days after the date of the enactment of
			 this Act, the President shall submit to the appropriate congressional
			 committees a list of persons that the President determines have engaged in
			 censorship, or activities relating to censorship, in a manner that prohibits,
			 limits, or penalizes the legitimate exercise of freedom of expression by
			 citizens of Syria.</text>
					</paragraph><paragraph id="id8FA699C01C994FA7932ABA86EA63E6DD"><enum>(2)</enum><header>Updates of
			 list</header><text>The President shall submit to the appropriate congressional
			 committees an updated list under paragraph (1)—</text>
						<subparagraph id="idEBBE56E4CD6B445CB2F0C9CCB19403C5"><enum>(A)</enum><text>not later than
			 270 days after the date of the enactment of this Act and every 180 days
			 thereafter; and</text>
						</subparagraph><subparagraph id="idF099F20C2EF14FF19D04D99D34CE23E2"><enum>(B)</enum><text>as new
			 information becomes available.</text>
						</subparagraph></paragraph><paragraph id="id74EFBEB863DD4A348ACB5C8613772464"><enum>(3)</enum><header>Form of report;
			 public availability</header>
						<subparagraph id="id2DA9C0D802954436B4531BC30A5579BE"><enum>(A)</enum><header>Form</header><text>The
			 list required by paragraph (1) shall be submitted in unclassified form but may
			 contain a classified annex.</text>
						</subparagraph><subparagraph id="idE8ED877E911C40D8A8CEF0EAC2FE66E2"><enum>(B)</enum><header>Public
			 availability</header><text>The unclassified portion of the list required by
			 paragraph (1) shall be made available to the public and posted on the websites
			 of the Department of the Treasury and the Department of State.</text>
						</subparagraph></paragraph></subsection></section><section id="id349023D1355645A0910B3C522F644055"><enum>705.</enum><header>Waiver</header><text display-inline="no-display-inline">The President may waive the requirement to
			 include a person on a list required by section 702, 703, or 704 or to impose
			 sanctions pursuant to any such section if the President—</text>
				<paragraph id="id8543D2B1CA8145D4B6C0A677BD40E859"><enum>(1)</enum><text display-inline="yes-display-inline">determines that such a waiver is in the
			 national security interests of the United States; and</text>
				</paragraph><paragraph id="id6FAD87D4632E4A15A1CBB3A4133F1AD4"><enum>(2)</enum><text>submits to the
			 appropriate congressional committees a report on the reasons for that
			 determination.</text>
				</paragraph></section><section id="idB4CE0C3CE03947D39DFEC5FD5A321C00"><enum>706.</enum><header>Termination</header>
				<subsection id="idAC27A9BF14234C2B8725BF582AF239E8"><enum>(a)</enum><header>In
			 general</header><text display-inline="yes-display-inline">The provisions of
			 this title and any sanctions imposed pursuant to this title shall terminate on
			 the date on which the President submits to the appropriate congressional
			 committees—</text>
					<paragraph id="id7DA538CF179B465F94FF83735CD6C2E8"><enum>(1)</enum><text display-inline="yes-display-inline">the certification described in subsection
			 (b); and</text>
					</paragraph><paragraph id="idB35AB7A0A6BD45F0A78F141F7B4CB732"><enum>(2)</enum><text display-inline="yes-display-inline">a certification that—</text>
						<subparagraph id="idDD086519C7C0485CA54F9475063F7458"><enum>(A)</enum><text display-inline="yes-display-inline">the Government of Syria is democratically
			 elected and representative of the people of Syria; or</text>
						</subparagraph><subparagraph id="idFE42BBBF46FD48D7BA3D60415BBC5A40"><enum>(B)</enum><text display-inline="yes-display-inline">a legitimate transitional government of
			 Syria is in place.</text>
						</subparagraph></paragraph></subsection><subsection id="id387B10458E9843C790461C93B38BC010"><enum>(b)</enum><header>Certification
			 described</header><text display-inline="yes-display-inline">A certification
			 described in this subsection is a certification by the President that the
			 Government of Syria—</text>
					<paragraph id="id8A29D0C01D164360AEF33A5E8C3F4246"><enum>(1)</enum><text display-inline="yes-display-inline">has unconditionally released all political
			 prisoners;</text>
					</paragraph><paragraph id="id68C116BDE12E48D597B22FCD23FFDD5E"><enum>(2)</enum><text display-inline="yes-display-inline">has ceased its practices of violence,
			 unlawful detention, torture, and abuse of citizens of Syria engaged in peaceful
			 political activity;</text>
					</paragraph><paragraph id="id4C3A9306E7B14706BA3B66E4CFB48370"><enum>(3)</enum><text display-inline="yes-display-inline">has ceased its practice of procuring
			 sensitive technology designed to restrict the free flow of unbiased information
			 in Syria, or to disrupt, monitor, or otherwise restrict the right of citizens
			 of Syria to freedom of expression;</text>
					</paragraph><paragraph id="idE756FB6750AF4264B98B633E432B1EF4"><enum>(4)</enum><text display-inline="yes-display-inline">has ceased providing support for foreign
			 terrorist organizations and no longer allows such organizations, including
			 Hamas, Hezbollah, and Palestinian Islamic Jihad, to maintain facilities in
			 territory under the control of the Government of Syria; and</text>
					</paragraph><paragraph id="id0F45B82972AA48CE9F96A36AB53B1B6A"><enum>(5)</enum><text display-inline="yes-display-inline">has ceased the development and deployment
			 of medium- and long-range surface-to-surface ballistic missiles;</text>
					</paragraph><paragraph id="id6D4D4A08EAF74C03BA61077CC4A7D6DA"><enum>(6)</enum><text display-inline="yes-display-inline">is not pursuing or engaged in the research,
			 development, acquisition, production, transfer, or deployment of biological,
			 chemical, or nuclear weapons, and has provided credible assurances that it will
			 not engage in such activities in the future; and</text>
					</paragraph><paragraph id="id8AE0432B492E462FB5D1EDC4BBD59790"><enum>(7)</enum><text display-inline="yes-display-inline">has agreed to allow the United Nations and
			 other international observers to verify that the Government of Syria is not
			 engaging in such activities and to assess the credibility of the assurances
			 provided by that Government.</text>
					</paragraph></subsection><subsection id="id8F8925C76B4F445398FD774B77644FA0"><enum>(c)</enum><header>Suspension of
			 sanctions after election of democratic government</header><text display-inline="yes-display-inline">If the President submits to the appropriate
			 congressional committees the certification described in subsection (a)(2), the
			 President may suspend the provisions of this title and any sanctions imposed
			 under this title for not more than one year to allow time for a certification
			 described in subsection (b) to be submitted.</text>
