			 title</header><text display-inline="no-display-inline">This Act may be cited as
			 the <quote><short-title>COPS Improvements Act of
			 2011</short-title></quote>.</text>
		</section><section commented="no" display-inline="no-display-inline" id="idF556C01888C442D7AAD2389FB0594AAD" section-type="subsequent-section"><enum>2.</enum><header display-inline="yes-display-inline">COPS grant improvements</header>
			<subsection commented="no" display-inline="no-display-inline" id="idFFBBAA532CB944C6B99D69D24678BC01"><enum>(a)</enum><header display-inline="yes-display-inline">In general</header><text display-inline="yes-display-inline">Section 1701 of title I of the Omnibus
			 Crime Control and Safe Streets Act of 1968 (42 U.S.C. 3796dd) is
			 amended—</text>
				<paragraph commented="no" display-inline="no-display-inline" id="id340C027FD18A4E93A61782DCCE83867F"><enum>(1)</enum><text display-inline="yes-display-inline">by striking subsection (c);</text>
				</paragraph><paragraph commented="no" display-inline="no-display-inline" id="idB4AC4C140A6C4458AF1B118C1666A54B"><enum>(2)</enum><text display-inline="yes-display-inline">by redesignating subsection (b) as
			 subsection (c);</text>
				</paragraph><paragraph commented="no" display-inline="no-display-inline" id="idF23206DEBC5349058C0EF262897FD7E1"><enum>(3)</enum><text display-inline="yes-display-inline">by striking subsection (a) and inserting
			 the following:</text>
					<quoted-block display-inline="no-display-inline" id="id4CAC5297250C4787A91894BBEB0808CE" style="OLC">
						<subsection commented="no" display-inline="no-display-inline" id="id134D22D824E4455AB7A046E97E1F5F28"><enum>(a)</enum><header>The Office of
				Community Oriented Policing Services</header>
							<paragraph commented="no" display-inline="no-display-inline" id="id10CD0A841B3B4F23ABBF97364B35A0B5"><enum>(1)</enum><header>Office</header><text display-inline="yes-display-inline">There is within the Department of Justice,
				under the general authority of the Attorney General, a separate and distinct
				office to be known as the Office of Community Oriented Policing Services
				(referred to in this subsection as the <quote>COPS Office</quote>).</text>
							</paragraph><paragraph commented="no" display-inline="no-display-inline" id="id583DE99A6EE94D34BDE6572A75721B48"><enum>(2)</enum><header>Director</header><text>The
				COPS Office shall be headed by a Director who shall—</text>
								<subparagraph commented="no" display-inline="no-display-inline" id="id50AD65270930492EB3D7E6E54D3602F8"><enum>(A)</enum><text>appointed by the
				Attorney General; and</text>
								</subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="idAFBA7B0D2926417EA296058652DC9545"><enum>(B)</enum><text>have final
				authority over all grants, cooperative agreements, and contracts awarded by the
				COPS Office.</text>
								</subparagraph></paragraph></subsection><subsection commented="no" display-inline="no-display-inline" id="ID352A571188FA490B9020557B803AB1BC"><enum>(b)</enum><header display-inline="yes-display-inline">Grant authorization</header><text display-inline="yes-display-inline">The Attorney General shall carry out grant
				programs under which the Attorney General makes grants to States, units of
				local government, Indian tribal governments, other public and private entities,
				and multi-jurisdictional or regional consortia for the purposes described in
				subsections (c), (d), (e), and
				(f).</text>
						</subsection><after-quoted-block>;</after-quoted-block></quoted-block>
				</paragraph><paragraph commented="no" display-inline="no-display-inline" id="idAC8AB6B64D294AF6B6ACFCE4CFF402FD"><enum>(4)</enum><text display-inline="yes-display-inline">in subsection (c), as so
			 redesignated—</text>
					<subparagraph commented="no" display-inline="no-display-inline" id="id6E0FF957239F4ECFA3DC3CD7844B94CA"><enum>(A)</enum><text display-inline="yes-display-inline">in the heading, by striking <quote>uses of
			 grant amounts.—</quote> and inserting <quote><header-in-text level="subsection" style="OLC">Community policing and crime prevention
			 grants</header-in-text></quote>;</text>
					</subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="id3128B684EDE9456D9EA04774FBAB8297"><enum>(B)</enum><text display-inline="yes-display-inline">in paragraph (3), by striking <quote>, to
			 increase the number of officers deployed in community-oriented
			 policing</quote>;</text>
					</subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="id64858E4D890C4ADD9B3D761499417CF5"><enum>(C)</enum><text display-inline="yes-display-inline">in paragraph (4), by inserting <quote>or
			 train</quote> after <quote>pay for</quote>;</text>
					</subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="id3369FAFD7B2748B1A07D1FD06979BF23"><enum>(D)</enum><text display-inline="yes-display-inline">by striking paragraph (9);</text>
					</subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="id9D120023E7354AE9A1DD81372B473047"><enum>(E)</enum><text display-inline="yes-display-inline">by redesignating paragraphs (5) through (8)
			 as paragraphs (6) through (9), respectively;</text>
					</subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="id9CF5E416B6194F53BAE3BB805B4E4343"><enum>(F)</enum><text display-inline="yes-display-inline">by inserting after paragraph (4) the
			 following:</text>
						<quoted-block display-inline="no-display-inline" id="id2DF7043662C14B81B97C58C8FA3C9FF6" style="OLC">
							<paragraph commented="no" display-inline="no-display-inline" id="ID6f6f7825f63a467c81d368f575317245"><enum>(5)</enum><text display-inline="yes-display-inline">award grants to hire school resource
				officers and to establish school-based partnerships between local law
				enforcement agencies and local school systems to combat crime, gangs, drug
				activities, and other problems in and around elementary and secondary
				schools;</text>

				</after-quoted-block></quoted-block>
					</subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="id12685D3D3F294D4ABE9D9A586422A6D1"><enum>(G)</enum><text display-inline="yes-display-inline">by striking paragraph (13);</text>
					</subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="id7C7B8B73A1F54F56A0B61942910C7323"><enum>(H)</enum><text display-inline="yes-display-inline">by redesignating paragraphs (14), (15), and
			 (16) as paragraphs (13), (14), and (15), respectively;</text>
					</subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="id64DD0367E85B49AFA8D319BB6A17255D"><enum>(I)</enum><text display-inline="yes-display-inline">in paragraph (15), as so redesignated, by
			 striking <quote>and</quote> at the end;</text>

					</subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="id4D6B4154EA5D464CA18048E3B5B518E4"><enum>(L)</enum><text>in paragraph
			 (18), as so redesignated, by striking <quote>through (16)</quote> and inserting
			 <quote>through (17)</quote>;</text>
					</subparagraph></paragraph><paragraph commented="no" display-inline="no-display-inline" id="id9FCF4F16DD184D00A4062959FC6C80CE"><enum>(5)</enum><text display-inline="yes-display-inline">by striking subsections (h) and (i);</text>

			 redesignated, the following:</text>

						<subsection commented="no" display-inline="no-display-inline" id="IDbb49419e3bac4467808f3fe0e8908fe4"><enum>(d)</enum><header display-inline="yes-display-inline">Troops-to-Cops programs</header>
							<paragraph commented="no" display-inline="no-display-inline" id="IDdc2aece019a247aca9baad63618edc56"><enum>(1)</enum><header display-inline="yes-display-inline">In general</header><text display-inline="yes-display-inline">Grants made under subsection (b) may be
				used to hire former members of the Armed Forces to serve as career law
				enforcement officers for deployment in community-oriented policing,
				particularly in communities that are adversely affected by a recent military
				base closing.</text>
							</paragraph><paragraph commented="no" display-inline="no-display-inline" id="IDcf6b5415bd0d4f4cb6f0fece47798769"><enum>(2)</enum><header display-inline="yes-display-inline">Definition</header><text display-inline="yes-display-inline">In this subsection, <term>former member of
				the Armed Forces</term> means a member of the Armed Forces of the United States
				who is involuntarily separated from the Armed Forces within the meaning of
				section 1141 of title 10, United States Code.</text>
							</paragraph></subsection><subsection commented="no" display-inline="no-display-inline" id="ID45d0b58fb7c44c12b81d5f974323ef20"><enum>(e)</enum><header display-inline="yes-display-inline">Community prosecutors program</header><text display-inline="yes-display-inline">The Attorney General may make grants under
				subsection (b) to pay for additional community prosecuting programs, including
				programs that assign prosecutors to—</text>
							<paragraph commented="no" display-inline="no-display-inline" id="id3BBE85A93A644B6A9FBA841243D44291"><enum>(1)</enum><text display-inline="yes-display-inline">handle cases from specific geographic
				areas; and</text>
							</paragraph><paragraph commented="no" display-inline="no-display-inline" id="idCA84877BE35B4881A728208E6DB3A1BC"><enum>(2)</enum><text display-inline="yes-display-inline">address counter-terrorism problems,
				specific violent crime problems (including intensive illegal gang, gun, and
				drug enforcement and quality of life initiatives), and localized violent and
				other crime problems based on needs identified by local law enforcement
				agencies, community organizations, and others.</text>
							</paragraph></subsection><subsection commented="no" display-inline="no-display-inline" id="IDf0cbd82d03a344bf94e46e8e69540849"><enum>(f)</enum><header display-inline="yes-display-inline">Technology grants</header><text display-inline="yes-display-inline">The Attorney General may make grants under
				subsection (b) to develop and use new technologies (including interoperable
				communications technologies, modernized criminal record technology, and
				forensic technology) to assist State and local law enforcement agencies in
				reorienting the emphasis of their activities from reacting to crime to
				preventing crime and to train law enforcement officers to use such
				technologies.</text>
						</subsection><after-quoted-block>;</after-quoted-block></quoted-block>
				</paragraph><paragraph commented="no" display-inline="no-display-inline" id="id5C30DF28CF9D43109577E782E1FE1405"><enum>(9)</enum><text display-inline="yes-display-inline">in subsection (g), as so
			 redesignated—</text>
					<subparagraph commented="no" display-inline="no-display-inline" id="id23D27921EA5542F6B6D04351A7C4BFC4"><enum>(A)</enum><text display-inline="yes-display-inline">in paragraph (1), by striking <quote>to
			 States, units of local government, Indian tribal governments, and to other
			 public and private entities,</quote>;</text>
					</subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="idBE856D21E6634D6996552994EE480D4F"><enum>(B)</enum><text display-inline="yes-display-inline">in paragraph (2), by striking <quote>define
			 for State and local governments, and other public and private entities,</quote>
			 and inserting <quote>establish</quote>; and</text>
					</subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="id923C339B19EB440DA038062C19138B4F"><enum>(C)</enum><text display-inline="yes-display-inline">in the first sentence of paragraph (3), by
			 inserting <quote>(including regional community policing institutes)</quote>
			 after <quote>training centers or facilities</quote>;</text>
					</subparagraph></paragraph><paragraph commented="no" display-inline="no-display-inline" id="id76632435231846EA8D45E1B1393E788D"><enum>(10)</enum><text display-inline="yes-display-inline">in subsection (i), as so
			 redesignated—</text>
					<subparagraph commented="no" display-inline="no-display-inline" id="idA26665272000423EA9EB2C9989389B2B"><enum>(A)</enum><text display-inline="yes-display-inline">by striking <quote>subsection (a)</quote>
			 the first place that term appears and inserting <quote>paragraphs (1) and (2)
			 of subsection (c)</quote>; and</text>
					</subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="id1EB7512E8CF64832AA26D094C355FE8B"><enum>(B)</enum><text display-inline="yes-display-inline">by striking <quote>in each fiscal year
			 pursuant to subsection (a)</quote> and inserting <quote>in each fiscal year for
			 purposes described in paragraph (1) and (2) of subsection (c)</quote>;</text>
					</subparagraph></paragraph><paragraph commented="no" display-inline="no-display-inline" id="id7BAD375253F646D09DB9C7F94625C2B5"><enum>(11)</enum><text display-inline="yes-display-inline">in subsection (j), as so
			 redesignated—</text>
					<subparagraph commented="no" display-inline="no-display-inline" id="idBFB71F06AA2F49168ECD8A73DCF46AFA"><enum>(A)</enum><text display-inline="yes-display-inline">by striking <quote>subsection (a)</quote>
			 and inserting <quote>subsection (b)</quote>; and</text>

			 redesignated—</text>
					<subparagraph commented="no" display-inline="no-display-inline" id="id84453F5DD28E452897629C5B7F1BE483"><enum>(A)</enum><text display-inline="yes-display-inline">by striking <quote>subsection (i)

					<quoted-block display-inline="no-display-inline" id="id7E55A1CD3DE74F14932635FC7595ED53" style="OLC">
						<subsection commented="no" display-inline="no-display-inline" id="IDc67a13942f324e2598aa9f12d7075a99"><enum>(m)</enum><header display-inline="yes-display-inline">Retention of additional officer
				positions</header><text display-inline="yes-display-inline">For any grant under
				paragraph (1) or (2) of subsection (c) for hiring or rehiring career law
				enforcement officers, a grant recipient shall retain each additional law
				enforcement officer position created under that grant for not less than 12
				months after the end of the period of that grant, unless the Attorney General
				waives, wholly or in part, the retention requirement of a program, project, or
				activity.</text>
						</subsection><subsection commented="no" display-inline="no-display-inline" id="id92BCBDFE69D94083AF844F8B0E3DCD35"><enum>(n)</enum><header>Proportionality
				of awards</header><text display-inline="yes-display-inline">The Attorney
				General shall ensure that the same percentage of the total number of eligible
				applicants in each State receive a grant under this
				section.</text>
						</subsection><after-quoted-block>.</after-quoted-block></quoted-block>
				</paragraph></subsection><subsection commented="no" display-inline="no-display-inline" id="id73A6414A246E4784A0424541089FC969"><enum>(b)</enum><header display-inline="yes-display-inline">Applications</header><text display-inline="yes-display-inline">Section 1702 of title I of the Omnibus
			 Crime Control and Safe Streets Act of 1968 (42 U.S.C. 3796dd–1) is
			 amended—</text>
				<paragraph commented="no" display-inline="no-display-inline" id="id3B719A41206F4A308E5D84044351D16A"><enum>(1)</enum><text display-inline="yes-display-inline">in subsection (c)—</text>
					<subparagraph commented="no" display-inline="no-display-inline" id="idB5E9EBA22A7F4C9C9A30B3E05E1E4B88"><enum>(A)</enum><text display-inline="yes-display-inline">in the matter preceding paragraph (1), by
			 inserting <quote>, unless waived by the Attorney General</quote> after
			 <quote>under this part shall</quote>;</text>
					</subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="id2BF39F5AC127427EA16C599446A064F9"><enum>(B)</enum><text display-inline="yes-display-inline">by striking paragraph (8); and</text>
					</subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="id3229B6DDF3464FC8A313139501F900D6"><enum>(C)</enum><text display-inline="yes-display-inline">by redesignating paragraphs (9) through
			 (11) as paragraphs (8) through (10), respectively; and</text>
					</subparagraph></paragraph><paragraph commented="no" display-inline="no-display-inline" id="idEAD3B0A09C5142B7A17C749FCBB5A8F2"><enum>(2)</enum><text display-inline="yes-display-inline">by striking subsection (d).</text>
				</paragraph></subsection><subsection commented="no" display-inline="no-display-inline" id="idE1421296A87840F78B1EA8E6CD75D661"><enum>(c)</enum><header display-inline="yes-display-inline">Renewal of grants</header><text display-inline="yes-display-inline">Section 1703 of title I of the Omnibus
			 Crime Control and Safe Streets Act of 1968 (42 U.S.C. 3796dd–2) is amended to
			 read as follows:</text>
				<quoted-block display-inline="no-display-inline" id="idB6FD60CDC7EB41FBBACB0528DB8FF0E1" style="OLC">
					<section commented="no" display-inline="no-display-inline" id="id2534BE1B15AF4ED79942273C31783B4E" section-type="subsequent-section"><enum>1703.</enum><header display-inline="yes-display-inline">Renewal of grants</header>
						<subsection commented="no" display-inline="no-display-inline" id="IDaf1eef19b7a5458cb6fafd4fbe8ebe09"><enum>(a)</enum><header display-inline="yes-display-inline">In general</header><text display-inline="yes-display-inline">A grant made under this part may be
				renewed, without limitations on the duration of such renewal, to provide
				additional funds, if the Attorney General determines that the funds made
				available to the recipient were used in a manner required under an approved
				application and if the recipient can demonstrate significant progress in
				achieving the objectives of the initial application.</text>
						</subsection><subsection commented="no" display-inline="no-display-inline" id="ID806c04b21de4494994368b61b39fa20d"><enum>(b)</enum><header display-inline="yes-display-inline">No cost extensions</header><text display-inline="yes-display-inline">Notwithstanding subsection (a), the
				Attorney General may extend a grant period, without limitations as to the
				duration of such extension, to provide additional time to complete the
				objectives of the initial grant
				award.</text>
						</subsection></section><after-quoted-block>.</after-quoted-block></quoted-block>
			</subsection><subsection commented="no" display-inline="no-display-inline" id="id09410BB1AC44455F9CF9E6571F3EFD73"><enum>(d)</enum><header display-inline="yes-display-inline">Limitation on use of funds</header><text display-inline="yes-display-inline">Section 1704 of title I of the Omnibus
			 Crime Control and Safe Streets Act of 1968 (42 U.S.C. 3796dd–3) is
			 amended—</text>
				<paragraph commented="no" display-inline="no-display-inline" id="id563011E5BD1A4DAFB85DD102D9C6E970"><enum>(1)</enum><text display-inline="yes-display-inline">in subsection (a), by striking <quote>that
			 would, in the absence of Federal funds received under this part, be made
			 available from State or local sources</quote> and inserting <quote>that the
			 Attorney General determines would, in the absence of Federal funds received
			 under this part, be made available for the purpose of the grant under this part
			 from State or local sources</quote>; and</text>
				</paragraph><paragraph commented="no" display-inline="no-display-inline" id="id7BB1AF5448444D81BC76230109CBF341"><enum>(2)</enum><text display-inline="yes-display-inline">by striking subsection (c).</text>
				</paragraph></subsection><subsection commented="no" display-inline="no-display-inline" id="id01EA2E947F5B4918918863DDC118B3FA"><enum>(e)</enum><header display-inline="yes-display-inline">Enforcement Actions</header><text display-inline="yes-display-inline">Section 1706 of title I of the Omnibus
			 Crime Control and Safe Streets Act of 1968 (42 U.S.C. 3796dd–5) is
			 amended—</text>
				<paragraph commented="no" display-inline="no-display-inline" id="idE86E0C383FC4464F9D6F36E78231F18C"><enum>(1)</enum><text display-inline="yes-display-inline">in the section heading, by striking
