		<section id="S1" section-type="section-one"><enum>1.</enum><header>Short
			 title</header><text display-inline="no-display-inline">This Act may be cited as
			 the <quote><short-title>Local Courthouse Safety Act of
			 2012</short-title></quote>.</text>
		</section><section id="ID2bc9c061fa2d409eb6a3296998132e5e"><enum>2.</enum><header>Providing local
			 courthouses with security training and assessments</header><text display-inline="no-display-inline">The
			 Attorney General, as part of the Preventing Violence Against Law Enforcement
			 and Ensuring Officer Resilience and Survivability Initiative (VALOR) of the
			 Department of Justice, may provide safety training and technical assistance to
			 local law enforcement agencies.</text>
		</section><section id="ID5752a33be7cc4a8f9800509daebfdd9c"><enum>3.</enum><header>Improving
			 flexibility of States to use grants to protect courthouses</header>
			<subsection id="id48F4F49AB4DB4692BAD16539183931D7"><enum>(a)</enum><header>State Homeland
			 Security Grant Program</header><text display-inline="yes-display-inline">Section 2008(a) of the Homeland Security
			 Act of 2002 (6 U.S.C. 609(a)) is amended—</text>
				<paragraph id="id017CED6185C54959839B70438FAFAADC"><enum>(1)</enum><text>in paragraph
			 (12), by striking <quote>and</quote> at the end;</text>
				</paragraph><paragraph id="id2962E13963FC4130A689E214F82023A9"><enum>(2)</enum><text>by redesignating
			 paragraph (13) as paragraph (14); and</text>
				</paragraph><paragraph id="idC2C5348FECE14E7FAF1F77DCD09D3048"><enum>(3)</enum><text>by inserting
			 after paragraph (12) the following:</text>
					<quoted-block display-inline="no-display-inline" id="idDA9B6A4658D94B0FBF215DBAAEF9F267" style="OLC">
						<paragraph id="id319AA55B46EE490296CD9A79485826E8"><enum>(13)</enum><text>improving
				security at courthouses of a State or local government;
				and</text>
						</paragraph><after-quoted-block>.</after-quoted-block></quoted-block>
				</paragraph></subsection><subsection id="idBCB1670EBCEE4485BC4AA79304D63AD9"><enum>(b)</enum><header>Byrne
			 Grants</header><text>Section 501(a)(1)(B) of title I of the Omnibus Crime
			 Control and Safe Streets Act of 1968 (42 U.S.C. 3751(a)(1)(B)) is amended by
			 inserting <quote>, including programs to improve security at
			 courthouses</quote> before the period.</text>
			</subsection></section><section id="ID5d35d1369e7c4239908a8f8d0a324c36"><enum>4.</enum><header>Improving access
			 of local courthouses to excess Federal security equipment</header>
			<subsection id="idE55DF53EB6504AF899B5C5170DC4B9B3"><enum>(a)</enum><header>In
			 general</header><text display-inline="yes-display-inline">Subchapter II of
			 chapter 5 of title 40, United States Code, is amended by adding after section
			 529 the following:</text>
				<quoted-block display-inline="no-display-inline" id="id59BE85C10F31432BB8898BAB53B8D51D" style="USC">
					<section id="id195354AECAD34C31A9F947870477975E"><enum>530.</enum><header>Excess
				security equipment</header>
						<subsection id="id93FF49ABA6A14B40B2C049B220A7DC11"><enum>(a)</enum><header>Definitions</header><text>In
				this section—</text>
							<paragraph id="ID5f02152b45e24f5ca216fda67c4e70e1"><enum>(1)</enum><text>the term
				<term>excess security equipment</term> means excess property that is used to
				detect weapons, including metal detectors, wands, and baggage screening
				devices; and</text>
							</paragraph><paragraph id="id1EC2D04FA54E4AD18F3A8F951CDA85B9"><enum>(2)</enum><text>the term
				<term>qualifying State or local courthouse</term> means a courthouse of a State
				or local government that has less security equipment than the security needs of
				the courthouse require.</text>
							</paragraph></subsection><subsection id="IDe9245fcabdca436dbbb594dedabefaf6"><enum>(b)</enum><header>Disposal of
				excess security equipment</header>
							<paragraph id="id4481D0CDB7264E3CBB079669D1F81AF1"><enum>(1)</enum><header>In
				general</header><text>Notwithstanding any other provision of this subchapter,
				the Administrator of General Services shall ensure that a State or local
				government has an opportunity to request to receive excess security equipment
				for use at a qualifying State or local courthouse before the excess security
				equipment is made available to any other individual or entity under this
				subchapter.</text>
							</paragraph><paragraph id="id1907EA3FA10F4FBC8D803CC0F9C23497"><enum>(2)</enum><header>Disposal</header>
								<subparagraph id="id72DFDBDCECDC4785BB515504809F18CB"><enum>(A)</enum><header>In
				general</header><text>Subject to subparagraph (B), upon request by a State or
				local government for excess security equipment for use at a qualifying State or
				local courthouse, the excess security equipment shall be made available to the
				State or local government without cost, except for any costs of care and
				handling.</text>
								</subparagraph><subparagraph id="idBDF2B56FBC3143578D6A66DA69E4974F"><enum>(B)</enum><header>Multiple
				requests</header><text>If more than 1 State or local government requests a
				particular piece of excess security equipment, the excess security equipment
				shall be distributed based on need, as determined by the Administrator of
				General Services, with priority given to a qualifying State or local courthouse
				that has no security
				equipment.</text>
								</subparagraph></paragraph></subsection></section><after-quoted-block>.</after-quoted-block></quoted-block>
			</subsection><subsection id="id76F705203E344A74B02A69EF19B49728"><enum>(b)</enum><header>Technical and
			 conforming amendment</header><text>The table of sections for chapter 5 of title
			 40, United States Code, is amended by inserting after the item relating to
			 section 529 the following:</text>
