			 introduced the following bill; which was read twice and referred to the

		<official-title>To amend the Congressional Budget Act of 1974 to
		  establish a point of order to prohibit an increase or other modification of the
		  public debt limit unless a concurrent resolution on the budget has been agreed
		  to and is in effect.</official-title>

		<section id="H92AF9037B33C453AB95C26785F3AE039" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the
			 <quote><short-title>Budget Before Borrowing Act of
			 2012</short-title></quote>.</text>
		</section><section id="H15CF5455CCF946E9B488AB91F5755598" section-type="subsequent-section"><enum>2.</enum><header>Point of order against
			 consideration of debt limit modification</header><text display-inline="no-display-inline">Section 312 of the Congressional Budget Act
			 of 1974 is amended by adding at the end the following new subsection:</text>
			<quoted-block display-inline="no-display-inline" id="HF5B4DF6F58D64EBE8A9665A5047BE27D" style="OLC">
				<subsection id="H528F6B72F175422390BDCA82C758F6F7"><enum>(g)</enum><header>Point of order
				against consideration of debt limit modification</header><paragraph commented="no" display-inline="yes-display-inline" id="H1DD52EAC24254A34A1080E88BD51236F"><enum>(1)</enum><text>It shall not be in order
				in the House of Representatives or the Senate to consider any bill or joint
				resolution, or amendment thereto or conference report thereon, to increase or
				modify the public debt limit unless a concurrent resolution on the budget has
				been agreed to and is in effect for the fiscal year during which such measure
				is being considered.</text>
					</paragraph><paragraph id="HAA5F30C113974BDB83F194EC602E8CFD" indent="up1"><enum>(2)</enum><text>Paragraph (1) may be waived or
				suspended in the House of Representatives or the Senate only by the affirmative
				vote of two-thirds of its Members, duly chosen and sworn.</text>
					</paragraph><paragraph id="HCCB7A50F8E1041BEBE97AF7254BCA3C8" indent="up1"><enum>(3)</enum><text>An affirmative vote of two-thirds of
				the Members, duly chosen and sworn, shall be required in the Senate to sustain
				an appeal of the ruling of the Chair on a point of order under paragraph
				(1).</text>
