		<official-title>To nullify certain regulations regarding the mandatory
		  replacement of certain traffic signs, and for other purposes.</official-title>

		<section id="S1" section-type="section-one"><enum>1.</enum><header>Short
			 title</header><text display-inline="no-display-inline">This Act may be cited as
			 the <quote><short-title>Stopping Intrusive Government Now
			 Act of 2011</short-title></quote> or the <quote><short-title>SIGN Act of 2011</short-title></quote>.</text>
		</section><section id="id46666E0812BA4619B18F413071C7E002" section-type="subsequent-section"><enum>2.</enum><header>Elimination of Federal
			 mandates for traffic sign retroreflectivity</header>
			<subsection id="id27E7E52EF7D0437FA783D0DBC6EB9685"><enum>(a)</enum><header>Finding</header><text display-inline="yes-display-inline">Congress finds that it is the
			 responsibility of State and local governments to determine whether traffic
			 signs of the State and local governments should provide necessary levels of
			 retroreflectivity.</text>
			</subsection><subsection id="id93FD63E840A04802B93D180C77632F12"><enum>(b)</enum><header>Prohibition on
			 standard</header><text>The Secretary of Transportation (referred to in this Act
			 as the <term>Secretary</term>) shall not promulgate, implement, or enforce a
			 minimum retroreflectivity level standard for a traffic control device that is
			 applicable to a State or local government.</text>
			</subsection><subsection id="id2B018A8E1FF341048B6A86E0F05206CC"><enum>(c)</enum><header>Modification of
			 Manual on Uniform Traffic Control Devices for Streets and
			 Highways</header><text>The Secretary shall modify the Manual on Uniform Traffic
			 Control Devices for Streets and Highways, 2009 Edition (incorporated by
			 reference in part 655 of title 23, Code of Federal Regulations (as in effect on
			 the date of enactment of this Act)), to eliminate—</text>
				<paragraph id="id5938DCBEBE2E4238A559009A68EB233B"><enum>(1)</enum><text>the minimum
			 retroreflectivity level standards for traffic control devices contained in
			 section 2A.08 of that Manual; and</text>
				</paragraph><paragraph id="id3F65018235F6421BB8EBB4667F55BD03"><enum>(2)</enum><text>the schedule for
			 the implementation of the standards contained in table I–2 of the
			 Manual.</text>
				</paragraph></subsection><subsection id="id15E0BB64A72445D299EC7A71FA5CA5B8"><enum>(d)</enum><header>Repeal</header><text display-inline="yes-display-inline">Section 406 of the Department of
			 Transportation and Related Agencies Appropriations Act, 1993 (Public Law
			 102–388; 106 Stat. 1564) is amended by striking <quote>to include—</quote> and
			 all that follows through <quote>(b) a standard</quote> and inserting <quote>to
			 include a standard</quote>.</text>
