			<section id="idB8103760165446A3B93361920EE93FAF" section-type="subsequent-section"><enum>101.</enum><header>Supplemental
			 nutrition assistance program</header>
				<subsection id="id3D3741E2E1F4468782D9A3C47186F798"><enum>(a)</enum><header>Nutritional
			 value of food</header><text display-inline="yes-display-inline">Section
			 17(b)(1)(B)(ii) of the <act-name parsable-cite="FSA77">Food and Nutrition Act
			 of 2008</act-name> (7 U.S.C. 2026(b)(1)(B)(ii)) is amended—</text>
					<paragraph id="id1B8BDD98E542447189D368753B561570"><enum>(1)</enum><text>in subclause
			 (III), by striking <quote>or</quote> at the end;</text>
					</paragraph><paragraph id="idAFB02D6995D74A90BC84FD06D0372DCA"><enum>(2)</enum><text>in subclause
			 (IV), by striking the period at the end and inserting <quote>; or</quote>;
			 and</text>
					</paragraph><paragraph id="id14CDA003E9F54F82A162DA09F7C53E8F"><enum>(3)</enum><text display-inline="yes-display-inline">by adding at the end the following:</text>
						<quoted-block display-inline="no-display-inline" id="id2CB6003D38B74400901EE410A2745906" style="OLC">
							<subclause id="id5D676351580C4945A1D236C53A758174"><enum>(V)</enum><text>provide a
				reasonable expectation that the nutritional value of food purchased with
				supplemental nutrition assistance program benefits will increase or will assist
				supplemental nutrition assistance program beneficiaries in meeting Federal
				nutrition guidelines, on the conditions that—</text>
								<item id="id05E8B99D2548483D8EA634A24873AE4F"><enum>(aa)</enum><text>in
				order to promote the development of innovative locally developed projects that
				appeal to agricultural producers, supplemental nutrition assistance program
				beneficiaries, anti-hunger advocates, and public health groups, a State that
				applies for waivers under this subclause shall solicit substantial public input
				for a period of not less than 90 days; and</text>
								</item><item id="id078016A54B6C42698B74B211DD5844CC"><enum>(bb)</enum><text>a
				waiver under this subclause shall not reduce the eligibility for, or amount of,
				benefits available to recipients under this
				Act.</text>
								</item></subclause><after-quoted-block>.</after-quoted-block></quoted-block>
					</paragraph></subsection><subsection id="id33D3AE04E9D544C485203F832757D804"><enum>(b)</enum><header>Reporting
			 requirements</header><text>Section 4 of the Food and Nutrition Act of 2008 (7
			 U.S.C. 2013) is amended by adding at the end the following:</text>
					<quoted-block display-inline="no-display-inline" id="idC25E7C38124448DA9955042CB1407067" style="OLC">
						<subsection id="idAF7F7EA7FC934DDFAF43856A96552EF3"><enum>(d)</enum><header>Reporting
				Requirements</header>
							<paragraph id="idC7AF8CFF87424D13A459F86F7C2F59B0"><enum>(1)</enum><header>Retail food
				store</header><text>Not later than March 31 of each year, the owner of any 1 or
				more retail food store that has annual gross sales in excess of $1,000,000
				resulting from the sale of food in exchange for any benefits under the
				supplemental nutrition assistance program shall prepare and submit to the
				Secretary a report listing any food purchased by any individual with any
				benefits under the supplemental nutrition program during the previous calendar
				year.</text>
							</paragraph><paragraph commented="no" display-inline="no-display-inline" id="idEBECA0459D3B459F91E8DB0CF5885EC0"><enum>(2)</enum><header>Secretary</header><text>Not
				later than 90 days after the date on which the report described in paragraph
				(1) is submitted, the Secretary shall prepare and submit to Congress a report
				compiling the data listed in any report submitted under paragraph
				(1).</text>
							</paragraph></subsection><after-quoted-block>.</after-quoted-block></quoted-block>
				</subsection></section><section id="id05DA4441D525403F95B627B577DCB2D1" section-type="subsequent-section"><enum>102.</enum><header>Smartphone and
			 tablet technology; qualified online retailers</header>
				<subsection id="id8D9A215E285E4620A62DD0A2BDA165AD"><enum>(a)</enum><header>Smartphone and
			 tablet technology</header>
					<paragraph id="id48E5E3C2BD3E4600AE8D84F2B7A53206"><enum>(1)</enum><header>SNAP</header><text display-inline="yes-display-inline">Section 7(h) of the Food and Nutrition Act
			 of 2008 (7 U.S.C. 2016(h)) is amended—</text>
						<subparagraph id="idD092A1BF0EF74C81A340572F18AB0B77"><enum>(A)</enum><text>by redesignating
			 the second paragraph (12) (relating to interchange fees) as paragraph (13);
			 and</text>
						</subparagraph><subparagraph id="idDEBA8D092E6D405684BA01A1EA9AA90C"><enum>(B)</enum><text>by adding at the
			 end the following:</text>
							<quoted-block display-inline="no-display-inline" id="idC67C765C9A1849719C7519828593A259" style="OLC">
								<paragraph id="id3AF20D39D60D4846821B6534A4FCA384"><enum>(14)</enum><header>Smartphone and
				tablet technology</header>
									<subparagraph id="idFB1B948436D04C16BBAF79C299D38A69"><enum>(A)</enum><header>In
				general</header><text>Not later than 180 days after the date of enactment of
				this paragraph, the Secretary, in consultation with organizations representing
				the electronics payments industry, shall issue recommendations to States on the
				use and implementation of smartphone and tablet technology for acceptance of
				electronic benefit transfers under the supplemental nutrition assistance
				program.</text>
									</subparagraph><subparagraph id="id460B61D887CF408299D4FF7EC8C312FE"><enum>(B)</enum><header>Implementation</header><text>Not
				later than 180 days after the date of issuance of recommendations under
				subparagraph (A) or as of the date of the next electronic benefit transfer
				contract renewal of the State, as a condition of participation in the program,
				each State shall ensure that the prime contractors of the State responsible for
				electronic benefit transfer services and training shall make such modifications
				as are necessary to implement smartphone and tablet technology for acceptance
				of electronic benefit transfers under the supplemental nutrition assistance
				program in that
				State.</text>
									</subparagraph></paragraph><after-quoted-block>.</after-quoted-block></quoted-block>
						</subparagraph></paragraph><paragraph id="idFBBB8577E447402D8FD29832FAC4C17D"><enum>(2)</enum><header>WIC</header><text>Section
			 17(h)(12) of the Child Nutrition Act of 1966 (42 U.S.C. 1786(h)(12)) is amended
			 by adding at the end the following:</text>
						<quoted-block display-inline="no-display-inline" id="idBC4FF0DB9D754B5F95E6C3941F20C367" style="OLC">
							<subparagraph id="id28404E7C4DB3470F841728368C63FE36"><enum>(H)</enum><header>Smartphone and
				tablet technology</header>
								<clause id="id35BC216DCBBF49E7875232FAAA2062A7"><enum>(i)</enum><header>In
				general</header><text>Not later than 90 days after the date of enactment of
				this subparagraph, the Secretary shall issue recommendations to State agencies
				on the use and implementation of smartphone and tablet technology for
				acceptance of electronic benefit transfers under the program.</text>
								</clause><clause id="idB72A6CAEAE7B4736906904CED9541FAA"><enum>(ii)</enum><header>Implementation</header><text>Not
				later than 180 days after the date of issuance of recommendations under clause
				(i), as a condition of participation in the program, each State agency shall
				ensure that the prime contractors of the State responsible for electronic
				benefit transfer services and training shall make such modifications as are
				necessary to implement smartphone and tablet technology for acceptance of
				electronic benefit transfers under the program in that
				State.</text>
								</clause></subparagraph><after-quoted-block>.</after-quoted-block></quoted-block>
					</paragraph></subsection><subsection id="idA36BA58CB29C4021967A640F1ECEEA80"><enum>(b)</enum><header>Qualified
			 online retailers</header><text display-inline="yes-display-inline">Section 3(p)
			 of the Food and Nutrition Act of 2008 (7 U.S.C. 2012(p)) is amended—</text>
					<paragraph id="id023B58191AB547E0B4479072136C6C30"><enum>(1)</enum><text>in paragraph (3),
			 by striking <quote>and</quote> at the end;</text>
					</paragraph><paragraph id="id3812FFC66657413DB24231A70A952D7E"><enum>(2)</enum><text>in paragraph (4),
			 by striking the period at the end and inserting <quote>; and</quote>;
			 and</text>
					</paragraph><paragraph id="id0FD1B813D70845DAA697BF4F8EC29FED"><enum>(3)</enum><text>by adding at the
			 end the following:</text>
						<quoted-block display-inline="no-display-inline" id="idB5C26AD49DB54135B7DD80B14FDCDCB2" style="OLC">
							<paragraph id="idEA757A485A1E43A19DB81B1D7BF78A50"><enum>(5)</enum><text>an online food
				retailer that meets the requirements described in paragraph (1), except that
				benefits under the supplemental nutrition assistance program may not be used to
				pay for any delivery fees from the online food
				retailer.</text>
							</paragraph><after-quoted-block>.</after-quoted-block></quoted-block>
					</paragraph></subsection></section><section id="idE2250C571CB7482B83C0DDA3B950BAD8" section-type="subsequent-section"><enum>103.</enum><header>Local
			 foods</header><text display-inline="no-display-inline">Section 6 of the Richard
			 B. Russell National School Lunch Act (42 U.S.C. 1755) is amended by adding at
			 the end the following:</text>
				<quoted-block display-inline="no-display-inline" id="idD4E86FF71A25407D811609A3517D1D93" style="OLC">
					<subsection id="id9D4486E6BA82487A9903FD64E4485F10"><enum>(f)</enum><header>Local
				foods</header>
						<paragraph id="id62C303824EB843BDA99BBC88642D05E3"><enum>(1)</enum><header>In
				general</header><text>Notwithstanding any other provision of this section or
				other law, of the funds made available to the Secretary during a fiscal year
				for direct expenditure by the Secretary for agricultural commodities and other
				foods to be distributed under this Act and the <act-name parsable-cite="CNA66">Child Nutrition Act of 1966</act-name> (42 U.S.C. 1771 et
				seq.) (other than funds made available under section 10603 of the Farm Security
				and Rural Investment Act of 2002 (7 U.S.C. 612c–4) or section 4404 of the Food,
				Conservation, and Energy Act of 2008 (7 U.S.C. 612c–5)), the Secretary shall
				make available 50 percent of those funds each fiscal year to schools and school
				food authorities participating in the food service programs under this Act and
				the <act-name parsable-cite="CNA66">Child Nutrition Act of 1966</act-name> (42
				U.S.C. 1771 et seq.) to purchase directly local foods for use in the food
				service programs.</text>
						</paragraph><paragraph commented="no" display-inline="no-display-inline" id="idBE7196F6371D444F9DA250DCF47FC23C"><enum>(2)</enum><header>Impact on
				specialty crops</header><text>If the Secretary determines that the requirement
				under paragraph (1) is negatively impacting the purchase of specialty crops for
				distribution under this Act and the <act-name parsable-cite="CNA66">Child
				Nutrition Act of 1966</act-name> (42 U.S.C. 1771 et seq.), the Secretary may
				require that schools and school food authorities, as a condition on the receipt
				of funds under paragraph (1), use the funds to purchase local specialty
				crops.</text>
						</paragraph></subsection><after-quoted-block>.</after-quoted-block></quoted-block>
			</section><section id="id3A1D1C2B9C2648F6B1EBCAF5A3E420F3" section-type="subsequent-section"><enum>104.</enum><header>Alternative forms of
			 training for retail stores to provide supplemental foods under WIC
			 program</header><text display-inline="no-display-inline">Section 17(f)(1)(C) of
			 the Child Nutrition Act of 1966 (42 U.S.C. 1786(f)(1)(C)) is amended—</text>
				<paragraph id="idF1D4B7BAE63C4F5A9E176ABC3D5A9A52"><enum>(1)</enum><text>in clause (x), by
			 striking <quote>and</quote> after the semicolon at the end;</text>
				</paragraph><paragraph id="id54DFD2315F43430492ABBB8680999191"><enum>(2)</enum><text>by redesignating
			 clause (xi) as clause (xii); and</text>
				</paragraph><paragraph id="idAE0DB335B7084D00BE9E7D41E24A3B8D"><enum>(3)</enum><text>by inserting
			 after clause (x) the following:</text>
					<quoted-block display-inline="no-display-inline" id="id27192E2D928D4A658C66BAD41D9785A0" style="OLC">
						<clause id="id4210EEEB47104FA0AB1675D7884505DB" indent="up2"><enum>(xi)</enum><text>a plan to allow retail stores to
				receive alternate forms of training (including through videoconferencing) from
				the State agency to obtain authorization to provide supplemental foods under
				the program;
				and</text>
						</clause><after-quoted-block>.</after-quoted-block></quoted-block>
				</paragraph></section></title><title id="id759E84DD9BF54BEAA22DFA1045DB56C4"><enum>II</enum><header>Increasing
			 access to credit for small and new farmers</header>
			<section id="idE3DBE62115DA490283497EC3F7B774EC" section-type="subsequent-section"><enum>201.</enum><header>Loans for
			 agricultural producers</header>
				<subsection id="id5E164C16C90C4D7196B41B8E9AEC67EF"><enum>(a)</enum><header>Direct farm
			 ownership loans</header><text>Section 302(b) of the Consolidated Farm and Rural
			 Development Act (7 U.S.C. 1922(b)) is amended—</text>
					<paragraph id="id99FCE6C2AF9444B5AACA373A4B083299"><enum>(1)</enum><text>in the matter
			 preceding subparagraph (A), by inserting <quote>or has obtained a baccalaureate
			 degree related to farm management (including horticulture and agricultural
			 business management)</quote> after <quote>not less than 3 years</quote>;
			 and</text>
					</paragraph><paragraph id="idD6081F38BEA84A8BAFE0B2E58053B583"><enum>(2)</enum><text>by adding at the
			 end the following:</text>
						<quoted-block display-inline="no-display-inline" id="id2A4A28308EDC4F27862D270D4149936E" style="OLC">
							<paragraph id="idB5385AB1C4084C81BA0DA9A159A0ECA9"><enum>(4)</enum><header>Suspension of
				limitation on period for which borrowers are eligible for direct farm ownership
				loans</header><text>Beginning on the date of enactment of this paragraph,
				subparagraph (C) of paragraph (1) and subparagraphs (B) and (C) of paragraph
				(3) shall have no force or
				effect.</text>
							</paragraph><after-quoted-block>.</after-quoted-block></quoted-block>
					</paragraph></subsection><subsection id="idCEF5AB7364824170B4C42725CA74C6C4"><enum>(b)</enum><header>Eligibility of
			 food banks and other nonprofit hunger assistance organizations for operating
			 loans</header><text display-inline="yes-display-inline">Section 311(a) of the
			 Consolidated Farm and Rural Development Act (7 U.S.C. 1941(a)) is amended by
			 striking <quote>and limited liability companies</quote> each place it appears
			 and inserting <quote>limited liability companies, and food banks and other
			 nonprofit hunger assistance organizations</quote>.</text>
				</subsection><subsection id="id1A26A7BEC8F44CEF95A3168092933505"><enum>(c)</enum><header>Suspension of
			 limitation on period for which borrowers are eligible for direct operating
			 loans; microloan program</header><text>Section 311(c) of the Consolidated Farm
			 and Rural Development Act (7 U.S.C. 1941(c)) is amended—</text>
					<paragraph id="idA40904B3EDCB4F45B5DC9AC8F098860C"><enum>(1)</enum><text>in paragraph (1),
			 in the matter preceding subparagraph (A), by striking <quote>and (4)</quote>
			 and inserting <quote>through (5)</quote>; and</text>
					</paragraph><paragraph id="idA73582E483D9410AA105F278DAD0F890"><enum>(2)</enum><text>by adding at the
			 end the following:</text>
						<quoted-block display-inline="no-display-inline" id="idBC081F68FF8248E38697C1BEEDB93CE5" style="OLC">
							<paragraph commented="no" display-inline="no-display-inline" id="id1C2EA53B477D488DB3DEB6EAD62AE070"><enum>(5)</enum><header display-inline="yes-display-inline">Suspension of limitation on period for
				which borrowers are eligible for direct operating loans</header><text display-inline="yes-display-inline">Beginning on the date of enactment of this
				paragraph, subparagraph (C) of paragraph (1) shall have no force or
				effect.</text>
							</paragraph><paragraph id="idFD4B2C548CEB44148E589ECEA839BCFB"><enum>(6)</enum><header>Microloan
				program</header>
								<subparagraph id="id32DDF05C89484BCD9611B6D3892F6E8E"><enum>(A)</enum><header>In
				general</header><text>Not later than 180 days after the date of enactment of
				this paragraph, the Secretary shall establish a microloan program within the
				operating loan program established under this subtitle.</text>
								</subparagraph><subparagraph id="idA5F2FC2171FD43CEB7A6CA5E6B7EBF0B"><enum>(B)</enum><header>Loan
				amount</header><text>Each loan issued under the program shall be in an amount
				of not less than $500 and not more than $5,000.</text>
								</subparagraph><subparagraph id="id459A9DF666174BB08CCC0915117F7BF0"><enum>(C)</enum><header>Loan
				processing</header><text>The Secretary shall process any loan application
				submitted under the program not later than 30 days after the date on which the
				application was submitted.</text>
								</subparagraph><subparagraph id="id2281926EDBEE43868551BAB5E8966D4F"><enum>(D)</enum><header>Expediting
				applications</header><text>The Secretary shall take any measure the Secretary
				determines necessary to expedite any application submitted under the
				program.</text>
								</subparagraph><subparagraph id="id2BE8A4AE4F944E1DAC085433192A35A8"><enum>(E)</enum><header>Paperwork
				reduction</header><text>The Secretary shall take measures to reduce any
				paperwork requirements for loans under the
				program.</text>
								</subparagraph></paragraph><after-quoted-block>.</after-quoted-block></quoted-block>
					</paragraph></subsection><subsection commented="no" display-inline="no-display-inline" id="idFBE5851C946242D181971C777CA415CF"><enum>(d)</enum><header>Suspension of
			 limitation on period for which borrowers are eligible for guaranteed
			 assistance</header><text display-inline="yes-display-inline">Section 5102 of
			 the Farm Security and Rural Investment Act of 2002 (7 U.S.C. 1949 note; Public
			 Law 107–171) is amended by striking <quote>During the period beginning January
			 1, 2002, and ending December 31, 2010,</quote> and inserting <quote>Beginning
			 January 1, 2002,</quote>.</text>
