		<legis-type>A BILL</legis-type>
		<official-title>To repeal the authority to provide certain loans to the
		  International Monetary Fund, to prohibit loans to enable the Fund to provide
		  financing for European financial stability, and to oppose the provision of such
		  financing, and for other purposes.</official-title>

		<section id="S1" section-type="section-one"><enum>1.</enum><header>Short
			 title</header><text display-inline="no-display-inline">This Act may be cited as
			 the <quote><short-title>No More IMF Bailouts
			 Act</short-title></quote>.</text>
		</section><section id="id2F1243DA8D9D493485195B1CE481F1E6"><enum>2.</enum><header>Repeal of
			 authority to provide certain loans to the International Monetary Fund, the
			 increase in the United States quota, and certain other authorities, and
			 rescission of related appropriated amounts</header>
			<subsection id="id1DF22497EBFE42DE8588B22B75E7E91A"><enum>(a)</enum><header>Repeal of
			 authorities</header><text>The Bretton Woods Agreements Act (22 U.S.C. 286 et
			 seq.) is amended—</text>
				<paragraph id="id39340931B1E64555AF1272F54BA4E416"><enum>(1)</enum><text>in section
			 17—</text>
					<subparagraph id="id5F1DE8F09E2E41C6B46CE6A751053FD5"><enum>(A)</enum><text>in subsection
			 (a)—</text>
						<clause id="idAB896D975F044F04A5311E5B3449DCF0"><enum>(i)</enum><text>by
			 striking <quote>(1) In order</quote> and inserting <quote>In order</quote>;
			 and</text>
						</clause><clause id="idAF5FAC46965C419D9ACBAE8ADFD4F340"><enum>(ii)</enum><text>by
			 striking paragraphs (2), (3), and (4); and</text>
						</clause></subparagraph><subparagraph id="id2A45CD73A55F49D0AD3E4042836D7205"><enum>(B)</enum><text>in subsection
			 (b)—</text>
						<clause id="id6E628C6D4BC54E1F8A058D5A422F6764"><enum>(i)</enum><text>by
			 striking <quote>(1) For the purpose</quote> and inserting <quote>For the
			 purpose</quote>;</text>
						</clause><clause id="idE2E958C2B86F49F9910628186C87808B"><enum>(ii)</enum><text>by
			 striking <quote>subsection (a)(1)</quote> and inserting <quote>subsection
			 (a)</quote>; and</text>
						</clause><clause id="idEF27E430A3224016AC0267B8474E043B"><enum>(iii)</enum><text>by striking
			 paragraph (2);</text>
						</clause></subparagraph></paragraph><paragraph id="id7E7BF2A5A8C04977A9472588F23108DA"><enum>(2)</enum><text>by striking
			 sections 64, 65, 66, and 67; and</text>
				</paragraph><paragraph id="idAA6A002105C342A1A2DFBFE701E0290A"><enum>(3)</enum><text>by redesignating
			 section 68 as section 64.</text>
				</paragraph></subsection><subsection id="id13ADF6183EB142C1A713581B6F60F9A1"><enum>(b)</enum><header>Rescission of
			 amounts</header>
				<paragraph id="id84B4353002A34EEB9D7C1EEC93ED89C6"><enum>(1)</enum><header>In
			 general</header><text>The unobligated balance of the amounts specified in
			 subparagraph (B)—</text>
					<subparagraph id="idE05C22C9EE4D4010B406CD82948CD7F4"><enum>(A)</enum><text>is
			 rescinded;</text>
					</subparagraph><subparagraph id="id7B17EB143E0343879E624CD397C47D75"><enum>(B)</enum><text>shall be
			 deposited in the General Fund of the Treasury to be dedicated for the sole
			 purpose of deficit reduction; and</text>
					</subparagraph><subparagraph id="idA82F351A1624488B9162FA4DE37BE32D"><enum>(C)</enum><text>may not be used
			 as an offset for other spending increases or revenue reductions.</text>
					</subparagraph></paragraph><paragraph id="id15A971C8E59547BABB85C3B65FB1C2C1"><enum>(2)</enum><header>Amounts
			 specified</header><text>The amounts specified in this paragraph are the amounts
			 appropriated under the heading <quote><header-in-text level="appropriations-intermediate" style="OLC">United States quota,
			 International Monetary Fund</header-in-text></quote>, and under the heading
			 <quote><header-in-text level="appropriations-intermediate" style="OLC">Loans to
			 International Monetary Fund</header-in-text></quote>, under the heading
			 <quote><header-in-text level="appropriations-major" style="OLC">International
			 Monetary Programs</header-in-text></quote> under the heading
			 <quote><header-in-text level="appropriations-major" style="OLC">International
			 Assistance Programs</header-in-text></quote> in title XIV of the Supplemental
			 Appropriations Act, 2009 (Public Law 111–32; 123 Stat. 1916).</text>
				</paragraph></subsection></section><section id="H16B0DBDD89E043CFB1E33FC5C7543694" section-type="subsequent-section"><enum>3.</enum><header>Prohibition on United
			 States loans to the International Monetary Fund to be used for financing for
			 European financial stability</header>
			<subsection id="idF31EC8A70CA7443FAF22BC9BA1931CDC"><enum>(a)</enum><header>In
			 general</header><text display-inline="yes-display-inline">Section 17 of the
			 Bretton Woods Agreements Act (22 U.S.C. 286e–2), as amended by section 2(a), is
			 further amended by adding at the end the following:</text>
				<quoted-block display-inline="no-display-inline" id="H798374215609473FB94C7D60D458470D" style="OLC">
					<subsection id="H5C9E3E97060341EF87F0F83E397B42D8"><enum>(e)</enum><header>Restriction on
				loans to member states of the European Union</header><text display-inline="yes-display-inline">A loan may not be made under this section
				in a calendar year to enable the International Monetary Fund to provide
				financing, directly or indirectly—</text>
						<paragraph id="id05960B2F991C45FCA1502CAD8548DC1F"><enum>(1)</enum><text display-inline="yes-display-inline">to any member state of the European Union,
				until the ratio of the total outstanding public debt of each such member state
				to the gross domestic product of the member state, as of the end of the most
				recent fiscal year of the member state ending in the preceding calendar year,
				is not more than 60 percent; or</text>
						</paragraph><paragraph id="id7FB23032066243B7A78F8A651C48190E"><enum>(2)</enum><text display-inline="yes-display-inline">for any new credit or liquidity facility,
				or any new special purpose vehicle, related to European financial
				stability.</text>
						</paragraph></subsection><after-quoted-block>.</after-quoted-block></quoted-block>
			</subsection><subsection id="HF841CF2B9EF248ADB20F3849BEA28536"><enum>(b)</enum><header>United States
			 opposition to International Monetary Fund financing for European financial
			 stability</header><text display-inline="yes-display-inline">The Bretton Woods
			 Agreements Act (22 U.S.C. 286 et seq.), as amended by section 2(a), is further
			 amended by adding at the end the following:</text>
				<quoted-block display-inline="no-display-inline" id="H1193EDF94A2A4A8A9B5B0D18C4A21D56" style="OLC">
					<section id="HBD97FAE902F3478B827A87331436FBAD"><enum>65.</enum><header>Opposition of
				United States to International Monetary Fund financing for European financial
				stability</header><text display-inline="no-display-inline">The Secretary of the
				Treasury shall instruct the United States Executive Director of the Fund to use
				the voice and vote of the United States to oppose the provision of financing by
				the Fund, directly or indirectly—</text>
						<paragraph id="id28E3472BD7D4410A97810DBE60ACC050"><enum>(1)</enum><text display-inline="yes-display-inline">to any member state of the European Union
				in a calendar year, until the ratio of the total outstanding public debt of
				each such member state to the gross domestic product of the member state, as of
				the end of the most recent fiscal year of the member state ending in the
				preceding calendar year, is not more than 60 percent; or</text>
						</paragraph><paragraph id="id02D9B490328446918391D1A8ABFF251F"><enum>(2)</enum><text display-inline="yes-display-inline">for any new credit or liquidity facility,
				or any new special purpose vehicle, related to European financial
				stability.</text>
						</paragraph></section><after-quoted-block>.</after-quoted-block></quoted-block>
			</subsection></section><section id="idCEFF02FAF21A49269ACFB704C58737A9"><enum>4.</enum><header>Sense of
			 Congress on implementation of doubling of United States quota in the
			 International Monetary Fund</header><text display-inline="no-display-inline">It
			 is the sense of Congress that Congress should not approve any legislation to
			 implement the December 15, 2010, vote of the Board of Governors of the
			 International Monetary Fund to double the quota of the United States in the
			 Fund.</text>
