		<official-title>To provide taxpayers with an annual report disclosing the
		  cost of, performance by, and areas for improvements for Government programs,
		  and for other purposes. </official-title>

	<legis-body id="HE5468135F6D647E8BFA16D69D72B8520" style="OLC">
		<section id="HC0AFB546FBF14AF99C6C0EA572813891" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the
			 <quote><short-title>Taxpayers Right to Know
			 Act</short-title></quote>.</text>
		</section><section id="H18EEE113DE2C4C46AE1F5912BC1C0CB4"><enum>2.</enum><header>Requirements
			 relating to annual report on cost of, performance by, and areas for
			 improvements for Government programs</header>
			<subsection id="H3A54FFA465D94DB3821FF30BA0894DEC"><enum>(a)</enum><header>Requirement To
			 identify and describe programs</header><text>Each fiscal year, for purposes of
			 the report required by subsection (b), the head of each agency shall—</text>
				<paragraph id="HDE6231CEA90E4A9FBB007230E9132EF1"><enum>(1)</enum><text display-inline="yes-display-inline">identify and describe every program
			 administered by the agency;</text>
				</paragraph><paragraph id="H7FE925225B0949549339FC647562DFDB"><enum>(2)</enum><text>for each such
			 program—</text>
					<subparagraph id="HC883455CCDDA41BBB63480896D2C845E"><enum>(A)</enum><text>determine the
			 total administrative expenses of the program;</text>
					</subparagraph><subparagraph id="HC0EB8888F86C4C60ABE36FA16148C020"><enum>(B)</enum><text>determine the
			 expenditures for services for the program;</text>
					</subparagraph><subparagraph id="H9624898BAE2D468393C691EE8E561BF5"><enum>(C)</enum><text>estimate the
			 number of clients served by the program and beneficiaries who received
			 assistance under the program (if applicable); and</text>
					</subparagraph><subparagraph id="H63AA83C16AE541A29C66D15809390878"><enum>(D)</enum><text>estimate—</text>
						<clause id="H92E17EC56E624672BC8CCB9714C44E77"><enum>(i)</enum><text>the
			 number of full-time employees who administer the program; and</text>
						</clause><clause id="H1CA5AC162ED749FB9005D4E9193DE1D0"><enum>(ii)</enum><text>the
			 number of full-time equivalents (whose salary is paid in part or full by the
			 Federal Government through a grant or contract, a subaward of a grant or
			 contract, a cooperative agreement, or another form of financial award or
			 assistance) who assist in administering the program; and</text>
						</clause></subparagraph></paragraph><paragraph id="HA1766C11FC41413994ED175993815680"><enum>(3)</enum><text>identify programs
			 within the Federal Government (whether inside or outside the agency) with
			 duplicative or overlapping missions, services, and allowable uses of
			 funds.</text>
				</paragraph></subsection><subsection id="H5237EAB36DE04AE1BF0EB7890726383C"><enum>(b)</enum><header>Relationship to
			 Catalog of Domestic Assistance</header><text>With respect to the requirements
			 of subsections (a)(1) and (a)(2)(B), the head of an agency may use the same
			 information provided in the catalog of domestic and international assistance
			 programs in the case of any program that is a domestic or international
			 assistance program.</text>
			</subsection><subsection id="HD52FE98D91944E44B31C124E5B1B00E8"><enum>(c)</enum><header>Report</header><text>Not
			 later than February 1 of each fiscal year, the head of each agency shall
			 publish on the official public website of the agency a report containing the
			 following:</text>
				<paragraph id="HB5BA62DE86D242199F0B7E8DC440F3D3"><enum>(1)</enum><text>The information
			 required under subsection (a) with respect to the preceding fiscal year.</text>
				</paragraph><paragraph id="HBBF5113CF4EB434A83B1D5DFABDB342E"><enum>(2)</enum><text display-inline="yes-display-inline">The latest performance reviews (including
			 the program performance reports required under section 1116 of title 31, United
			 States Code) of each program of the agency identified under subsection (a)(1),
			 including performance indicators, performance goals, output measures, and other
			 specific metrics used to review the program and how the program performed on
			 each.</text>
				</paragraph><paragraph id="H794B7A961901477BB283BA073B9FF12D"><enum>(3)</enum><text>For each program
			 that makes payments, the latest improper payment rate of the program and the
			 total estimated amount of improper payments, including fraudulent payments and
			 overpayments.</text>
				</paragraph><paragraph id="H77CAAC58A25B4A4BB94C56A4350B4525"><enum>(4)</enum><text>The total amount
			 of unspent and unobligated program funds held by the agency and grant
			 recipients (not including individuals) stated as an amount—</text>
					<subparagraph id="H208226DDAB2F4C1C949C439ED3A366DC"><enum>(A)</enum><text>held as of the
			 beginning of the fiscal year in which the report is submitted; and</text>
					</subparagraph><subparagraph id="HDF097BD09077421FA0E990A3BA51D7D6"><enum>(B)</enum><text>held for five
			 fiscal years or more.</text>
					</subparagraph></paragraph><paragraph id="H95DBA41835CA4568942B6B871998B935"><enum>(5)</enum><text>Such
			 recommendations as the head of the agency considers appropriate—</text>
					<subparagraph id="H1170AA5AFC9046E3AA25C86B1E40C1B1"><enum>(A)</enum><text>to consolidate
			 programs that are duplicative or overlapping;</text>
					</subparagraph><subparagraph id="HF2B6A6D738534CFCA5B1B28C4CC0EC8C"><enum>(B)</enum><text>to eliminate waste
			 and inefficiency; and</text>
					</subparagraph><subparagraph id="H7FE9D8B72357456C84910C738FB8C4E3"><enum>(C)</enum><text>to terminate lower
			 priority, outdated, and unnecessary programs and initiatives.</text>
					</subparagraph></paragraph></subsection><subsection id="H1B729DA2BB754659BAF926F0C6516547"><enum>(d)</enum><header>Definitions</header><text>In
			 this Act:</text>
				<paragraph id="H3984EF65BF034CAEABC59BD1E1CCB83D"><enum>(1)</enum><header>Administrative
			 expenses</header><text>The term <quote>administrative costs</quote> has the
			 meaning as determined by the Director of the Office of Management and Budget
			 under section 504(b)(2) of Public Law 111–85 (31 U.S.C. 1105 note), except the
			 term shall also include, for purposes of that section and this section, with
			 respect to an agency—</text>
					<subparagraph id="H837D1907CD3B421796A6A43150ED34F8"><enum>(A)</enum><text>costs incurred by
			 the agency as well as costs incurred by grantees, subgrantees, and other
			 recipients of funds from a grant program or other program administered by the
			 agency; and</text>
					</subparagraph><subparagraph id="H00D71D48D7D649E283F23D70DF4F164F"><enum>(B)</enum><text display-inline="yes-display-inline">expenses related to personnel salaries and
			 benefits, property management, travel, program management, promotion, reviews
			 and audits, case management, and communication about, promotion of, and
			 outreach for programs and program activities administered by the agency.</text>
					</subparagraph></paragraph><paragraph id="HC5BF314B00714A52BCA20DD9004D05B3"><enum>(2)</enum><header>Services</header><text>The
			 term <quote>services</quote> has the meaning provided by the Director of the
			 Office of Management and Budget and shall be limited to only activities,
			 assistance, and aid that provide a direct benefit to a recipient, such as the
			 provision of medical care, assistance for housing or tuition, or financial
			 support (including grants and loans).</text>
				</paragraph><paragraph id="HCE43DB0D59F745FD94FA34DD22D3006F"><enum>(3)</enum><header>Agency</header><text>The
			 term <quote>agency</quote> has the same meaning given that term in section
			 551(1) of title 5, United States Code, except that the term also includes
			 offices in the legislative branch other than the Government Accountability
			 Office.</text>
				</paragraph><paragraph id="HCAB9D33F6A7641D3B33ED7947CD222C6"><enum>(4)</enum><header>Performance
			 indicator, performance goal, output measure, program activity</header><text>The
			 terms <quote>performance indicator</quote>, <quote>performance goal</quote>,
			 <quote>output measure</quote>, and <quote>program activity</quote> have the
			 meanings provided by section 1115 of title 31, United States Code.</text>
				</paragraph><paragraph id="HC1805E7200C14309AA34E79B34C723D4"><enum>(5)</enum><header>Program</header><text>The
			 term <quote>program</quote> has the meaning provided by the Director of the
			 Office of Management and Budget and shall include, with respect to an agency,
			 any organized set of activities directed toward a common purpose or goal
			 undertaken by the agency that includes services, projects, processes, or
			 financial or other forms of assistance, including grants, contracts,
			 cooperative agreements, compacts, loans, leases, technical support,
			 consultation, or other guidance.</text>
				</paragraph></subsection></section><section id="HF389D8D3A42C480AAE941C56110922E4"><enum>3.</enum><header>Amendments to
			 catalog of Federal domestic assistance programs</header>
			<subsection id="H58C6785C85764F8CA3CEF09DFF5FE00E"><enum>(a)</enum><header>Addition of
			 international assistance programs</header>
				<paragraph id="HAB8EC3F59C45412A8CE50A5E8789CFD3"><enum>(1)</enum><header>In
			 general</header><text>Section 6101 of title 31, United States Code, is amended
			 by adding at the end the following:</text>
					<quoted-block display-inline="no-display-inline" id="HB82925CE9AC145BF986EB66920EF278B" style="USC">
						<paragraph id="H9CC64A5C69AF4559924E0D3DB00C632F"><enum>(7)</enum><text display-inline="yes-display-inline">The term <quote>international
				assistance</quote> has the meaning provided by the Director of the Office of
				Management and Budget and shall include, with respect to an agency, assistance
				including grants, contracts, compacts, loans, leases, and other financial and
				technical support to—</text>
							<subparagraph id="HBBC53F36D7EF4C509043283EFB5569B9"><enum>(A)</enum><text>foreign
				nations;</text>
							</subparagraph><subparagraph id="HAE275BF8823844038D266FF51DEA7029"><enum>(B)</enum><text>international
				organizations;</text>
							</subparagraph><subparagraph id="HEDFDF15DD37846EFB79B7BE3891AF97C"><enum>(C)</enum><text>services provided
				by programs administered by any agency outside of the territory of the United
				States; and</text>
							</subparagraph><subparagraph id="H50B975637E3449C4A4C1C00797956BC7"><enum>(D)</enum><text>services funded by
				any agency provided in foreign nations or outside of the territory of the
				United States by non-governmental organizations and entities.</text>
							</subparagraph></paragraph><paragraph id="H3AC6C49330B34D0C94EBBAF56A6B48D7"><enum>(8)</enum><text>The term
				<quote>assistance program</quote> means each of the following:</text>
							<subparagraph id="H954DB4257E04412589398AAC44CE49AE"><enum>(A)</enum><text>A domestic
				assistance program.</text>
							</subparagraph><subparagraph id="HAB9DB974634747CE8F9E4CAF0AB78151"><enum>(B)</enum><text>An international
				assistance
				program.</text>
							</subparagraph></paragraph><after-quoted-block>.</after-quoted-block></quoted-block>
				</paragraph><paragraph id="H165B10F60F5341DEB8B8282BC87C6177"><enum>(2)</enum><header>Conforming
			 amendments</header>
					<subparagraph id="HFF47B33AE27C497BB41884D3EFCB7ACE"><enum>(A)</enum><text>Section 6102 of
			 title 31, Untied States Code, is amended—</text>
						<clause id="H9E48FA3CFD904C4EAE23CF51DBFA360F"><enum>(i)</enum><text>in
			 subsection (a), in the matter preceding paragraph (1), by striking
			 <quote>domestic</quote> both places it appears; and</text>
						</clause><clause id="H4ECB370772904DE08193049DC53F02BC"><enum>(ii)</enum><text>in
			 subsection (b), by striking <quote>domestic</quote>.</text>
						</clause></subparagraph><subparagraph id="H4C5FBBCAECA74038B287ACC99E04B0C1"><enum>(B)</enum><text>Section 6104 of
			 such title is amended—</text>
						<clause id="H772D4B664907460DA032BAD25A89345F"><enum>(i)</enum><text>in
			 subsections (a) and (b), by inserting <quote>and international
			 assistance</quote> after <quote>domestic assistance</quote> each place it
			 appears; and</text>
						</clause><clause id="HAD73F179B28A41C0A4F8068FC2880128"><enum>(ii)</enum><text display-inline="yes-display-inline">in the section heading, by inserting
			 <quote><header-in-text level="section" style="USC">and
			 international</header-in-text></quote> after <quote><header-in-text level="section" style="USC">domestic</header-in-text></quote>.</text>
						</clause></subparagraph></paragraph></subsection><subsection id="HC49B56F8056D455EBAFA8DC3AB50B34C"><enum>(b)</enum><header>Additional
			 information required To be included catalog</header><text display-inline="yes-display-inline">Section 6104(b) of title 31, United States
			 Code, is amended—</text>
				<paragraph id="H80FA632D4849478EA5FFB4AD5FD92B65"><enum>(1)</enum><text>by striking
			 <quote>and</quote> at the end of paragraph (2);</text>
				</paragraph><paragraph id="HAF6FA9B09BDB482785B713FE8EC9B5A6"><enum>(2)</enum><text>by striking the
			 period at the end of paragraph (3) and inserting a semicolon; and</text>
				</paragraph><paragraph id="HF82DDC872EDB4BC5A54DCC1E1567D3A9"><enum>(3)</enum><text>by adding at the
			 end the following new paragraphs:</text>
					<quoted-block display-inline="no-display-inline" id="H6DAAFC0C301641CB842E30894585C311" style="USC">
						<paragraph id="H56490D2B7ABF4F44B3E9042ED4DB86D3"><enum>(4)</enum><text display-inline="yes-display-inline">the information required in paragraphs (1)
				through (4) of subsection (b) of the Taxpayers Right to Know Act;</text>
						</paragraph><paragraph id="H06E631905C8C4E4FBB80BE6A41320E9D"><enum>(5)</enum><text>the budget
				function or functions applicable to each assistance program contained in the
				catalog;</text>
						</paragraph><paragraph id="H73010946D94A44C09C6B9DC720290142"><enum>(6)</enum><text>with respect to
				each assistance program in the catalog, an electronic link to the annual report
				required by section 2(b) of the Taxpayers Right to Know Act by the agency that
				carries out the assistance program; and</text>
						</paragraph><paragraph id="HDD0F072CEB8D411DA3A1B499D19FDFE2"><enum>(7)</enum><text display-inline="yes-display-inline">the authorization and appropriation amount
				provided by law for each assistance program in the catalog in the current
				fiscal year, and a notation if the program is not authorized in the current
				year, has not been authorized in law, or does not receive a specific line item
				appropriation.</text>
						</paragraph><after-quoted-block>.</after-quoted-block></quoted-block>
				</paragraph></subsection><subsection id="H1964036DED6D4437AAEC25FAB092B3DD"><enum>(c)</enum><header>Report related
			 to compliance with catalog requirements</header><text>Section 6104 of title 31,
			 United States Code, is further amended by adding at the end the following new
			 subsection:</text>
				<quoted-block display-inline="no-display-inline" id="H88E184D2124242D1B643C3053E5E2929" style="USC">
					<subsection id="H9C6D35FF36584AB79FDB09B1C7BD9EFF"><enum>(e)</enum><header>Compliance</header><text display-inline="yes-display-inline">On the website of the catalog of Federal
				domestic and international assistance information, the Administrator shall
				provide the following:</text>
						<paragraph id="HC9C9FC182CF6499AB5A9781D68878596"><enum>(1)</enum><header>Contact
				information</header><text display-inline="yes-display-inline">The title and
				contact information for the person in each agency responsible for the
				implementation, compliance, and quality of the data in the catalog.</text>
						</paragraph><paragraph id="H943C86E0757C46828F09FC22C2B426F1"><enum>(2)</enum><header>Report</header><text>An
				annual report compiled by the Administrator of domestic assistance programs,
				international assistance programs, and agencies with respect to which the
				requirements of this chapter are not
				met.</text>
						</paragraph></subsection><after-quoted-block>.</after-quoted-block></quoted-block>
			</subsection><subsection id="H158A507B01144F6C94408C0BE5A20E36"><enum>(d)</enum><header>Bulk downloads
			 of data</header><text>Section 6103 of such title is amended by adding at the
			 end the following new subsection:</text>
				<quoted-block display-inline="no-display-inline" id="H046FF244EAC74FFC86178A9819BB8B65" style="USC">
					<subsection id="H2ED47428BF8A47F1A2BEFB5B534B2A64"><enum>(d)</enum><header>Bulk
				downloads</header><text display-inline="yes-display-inline">The information in
				the catalog of domestic and international assistance under section 6104 of this
				title shall be available on a regular basis through bulk downloads from the
				website of the
				catalog.</text>
					</subsection><after-quoted-block>.</after-quoted-block></quoted-block>
			</subsection><subsection id="H23F808CF2AD74823A7443E4AC49C956E"><enum>(e)</enum><header>Revision to
			 agency definition</header><text>Section 6101(2) of such title is amended by
			 inserting before the period at the end the following: <quote>except such term
			 also includes offices in the legislative branch other than the Government
			 Accountability Office</quote>.</text>
			</subsection></section><section id="H2071D6A9F43543C8BF79FC89C5388F34"><enum>4.</enum><header>Regulations and
			 implementation</header>
			<subsection id="H5617A0EC24E947279ADD2330602CA174"><enum>(a)</enum><header>Regulations</header><text>Not
			 later than 120 days after the date of the enactment of this Act, the Director
			 of the Office of Management and Budget shall prescribe regulations to implement
			 this Act.</text>
			</subsection><subsection id="H90C609D1E7B147A3914E7BFE67C0F7CD"><enum>(b)</enum><header>Implementation</header><text>This
			 Act shall be implemented beginning with the first full fiscal year occurring
			 after the date of the enactment of this Act.</text>
