		<official-title>To prohibit commodities and securities trading based on
		  nonpublic information relating to Congress, to require additional reporting by
		  Members and employees of Congress of securities transactions, and for other
		  purposes.</official-title>

		<section display-inline="no-display-inline" id="HC9E73340A91F47C1BF80FB7B975CC44A" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the
			 <quote><short-title>Stop Trading on Congressional
			 Knowledge Act</short-title></quote>.</text>
		</section><section id="H7AFEFFA5C39A4E998FEB192859090AB0"><enum>2.</enum><header>Nonpublic
			 information relating to Congress and other Federal employees</header>
			<subsection commented="no" id="idA34D68FD47344A45836E8AA20CC032D7"><enum>(a)</enum><header>Commodities
			 transactions</header><text>Section 4c of the Commodity Exchange Act (7 U.S.C.
			 6c) is amended by adding at the end the following:</text>
				<quoted-block display-inline="no-display-inline" id="id6787F7B01C454B10998D8501046EC612" style="OLC">
					<subsection commented="no" id="id17BAB08D2A8140FB95AE19B24BC353A6"><enum>(h)</enum><header>Nonpublic
				information</header>
						<paragraph id="idC691340F9E8B4F98B2BF92B5D281BB83"><enum>(1)</enum><header>Definitions</header><text>In
				this subsection:</text>
							<subparagraph id="idA6B4B932C870484F9F78F0CF4F8F03E7"><enum>(A)</enum><header>Agency</header><text>The
				term <term>agency</term> has the meaning given the term in section 551 of title
				5, United States Code.</text>
							</subparagraph><subparagraph id="idD18151329E2B4BEEBA285CF160985D1E"><enum>(B)</enum><header>Material
				nonpublic information</header><text display-inline="yes-display-inline">The
				term <term>material nonpublic information</term>—</text>
								<clause id="idAFA3B9B94444454DA0FD08D1A628F68A"><enum>(i)</enum><text>has the meaning
				given the term by the Commission by rule;</text>
								</clause><clause id="idB153557ADE3F48618D1F37A8EC246EE7"><enum>(ii)</enum><text display-inline="yes-display-inline">includes any information that—</text>
									<subclause id="id9594D94BED574F4780F4599F2785DB32"><enum>(I)</enum><text display-inline="yes-display-inline">a member or employee of Congress, or an
				employee of an agency, as applicable, gains by reason of that position or
				employment; and</text>
									</subclause><subclause id="id04A1262629C74E979C4304C4EC8136FC"><enum>(II)</enum><text display-inline="yes-display-inline">the member or employee knows or should know
				has not been made available to the general public; and</text>
									</subclause></clause><clause id="idB97E8702A44B4392AC2C80074526ED92"><enum>(iii)</enum><text display-inline="yes-display-inline">includes information that—</text>
									<subclause id="id831100D7DCB84A35894D6D59C9C0C851"><enum>(I)</enum><text>is routinely
				exempt from disclosure under
				<external-xref legal-doc="usc" parsable-cite="usc/5/552">section
				552</external-xref> of title 5, United States Code, or otherwise protected from
				disclosure by law (including Executive orders and regulations);</text>
									</subclause><subclause id="id520CE29165A74E20BE5453319CE59431"><enum>(II)</enum><text>is designated as
				confidential by an agency; or</text>
									</subclause><subclause id="id90CC86DB7F854CA2A3708C28D188F972"><enum>(III)</enum><text>has not
				actually been disseminated to the general public and is not authorized to be
				made available to the public on request.</text>
									</subclause></clause></subparagraph></paragraph><paragraph commented="no" id="idCB22A4EBC07F4DAB9A1CDF4FB5CC3335"><enum>(2)</enum><header>Nonpublic
				information relating to Congress</header><text display-inline="yes-display-inline">Not later than 270 days after the date of
				enactment of this subsection, the Commission shall by rule prohibit any person
				from buying or selling any commodity for future delivery or swap while the
				person is in possession of material nonpublic information relating to any
				pending or prospective legislative action relating to the commodity if—</text>
							<subparagraph id="idC4027BAB6A7241E68E2938C09E9A1F42"><enum>(A)</enum><clause commented="no" display-inline="yes-display-inline" id="id7F033E4657934A7F889E6BE04F06BF95"><enum>(i)</enum><text>the information was
				obtained by reason of the person being a Member or employee of Congress;
				or</text>
								</clause><clause id="idCDC8605AAC4A4A00A895D379460B159F" indent="up1"><enum>(ii)</enum><subclause commented="no" display-inline="yes-display-inline" id="id25DA06614D0D4CAFAF86417E9E110A5B"><enum>(I)</enum><text>the information was
				obtained from a Member or employee of Congress; and</text>
									</subclause><subclause id="id60963081408D4202BB169920EF4A5875" indent="up1"><enum>(II)</enum><text>the person knows that the
				information was so obtained; and</text>
									</subclause></clause></subparagraph><subparagraph id="idC2951766E4A54A509FCF2EC08BCCDE23"><enum>(B)</enum><text>the person acted
				with the intent to assist another person, directly or indirectly, to use the
				information to enter into, or offer to buy or sell the securities of such
				publicly traded company based on such information.</text>
							</subparagraph></paragraph><paragraph id="id4EEA247E8A734EA295C506CC99BA7F00"><enum>(3)</enum><header>Nonpublic
				information relating to other Federal employees</header><text display-inline="yes-display-inline">Not later than 270 days after the date of
				enactment of this subsection, the Commission shall by rule prohibit any person
				from buying or selling any commodity for future delivery or swap while the
				person is in possession of material nonpublic information derived from Federal
				employment and relating to the commodity if—</text>
							<subparagraph id="idE4638701B3794976979174BB6986BD16"><enum>(A)</enum><clause commented="no" display-inline="yes-display-inline" id="id6F09D8D3CB7840C3A26CE2013224C31D"><enum>(i)</enum><text>the information was
				obtained by reason of the person being an employee of an agency; or</text>
								</clause><clause id="idF0EC9B882128426EB258B37F2A7412F0" indent="up1"><enum>(ii)</enum><subclause commented="no" display-inline="yes-display-inline" id="idDCFBE758FD27467695BB56F893337E91"><enum>(I)</enum><text>the information was
				obtained from an employee of an agency; and</text>
									</subclause><subclause id="id86AEAC66DE7149A28FE75ADDA372C2D7" indent="up1"><enum>(II)</enum><text>the person knows that the
				information was so obtained; and</text>
									</subclause></clause></subparagraph><subparagraph id="id872A3D845A544E65856B1A282684F60B"><enum>(B)</enum><text>the person acted
				with the intent to assist another person, directly or indirectly, to use the
				information to enter into, or offer to buy or sell the securities of such
				publicly traded company based on such
				information.</text>
							</subparagraph></paragraph></subsection><after-quoted-block>.</after-quoted-block></quoted-block>
			</subsection><subsection id="ID5a63f1cfdf3c43959d813610c94e018b"><enum>(b)</enum><header>Securities
			 transactions</header>
				<paragraph id="idC3E1A7620F554D0B85A67018AF5E0808"><enum>(1)</enum><header>Definitions</header><text>As
			 used in this subsection—</text>
					<subparagraph id="idADD36A76398E4077ADC098373FA0BABC"><enum>(A)</enum><text>the term
			 <quote>agency</quote> has the same meaning as in section 551(1) of title 5,
			 United States Code;</text>
					</subparagraph><subparagraph id="id33F958240334458DAF1C3AE6A65C346E"><enum>(B)</enum><text>the term
			 <quote>Commission</quote> means the Securities and Exchange Commission;
			 and</text>
					</subparagraph><subparagraph id="IDbdbe405faae144afa71e3be42c9d4ed7"><enum>(C)</enum><text>the term
			 <quote>material nonpublic information</quote>—</text>
						<clause id="id3550044C18CB4D869DC728644C8C3075"><enum>(i)</enum><text>has
			 the meaning given that term by rule of the Commission; and</text>
						</clause><clause id="id1A36407FDDC44A00AA3BC03A60A0A405"><enum>(ii)</enum><text>includes any
			 information that a member or employee of Congress or an employee of an agency,
			 as applicable, gains by reason of such position or employment, and that such
			 member or employee knows or should know has not been made available to the
			 general public, including information that—</text>
							<subclause id="ID7a0bb8b8dc3341a99ee501b45b39c438"><enum>(I)</enum><text>is routinely
			 exempt from disclosure under section 552 of title 5, United States Code, or
			 otherwise protected from disclosure by statute, Executive Order, or
			 regulation;</text>
							</subclause><subclause id="IDe0c60861877247f487643547785ce1e5"><enum>(II)</enum><text>is designated as
			 confidential by an agency; or</text>
							</subclause><subclause id="ID1ad930245d39464988ba85ecfc71c782"><enum>(III)</enum><text>has not
			 actually been disseminated to the general public and is not authorized to be
			 made available to the public on request.</text>
							</subclause></clause></subparagraph></paragraph><paragraph id="ID4538da8c27ea40559159968bf4650545"><enum>(2)</enum><header>Nonpublic
			 information relating to congress</header><text>Not later than 270 days after
			 the date of enactment of this Act, the Commission shall, by rule, prohibit any
			 person from buying or selling the securities or security-based swaps of any
			 issuer while such person is in possession of material nonpublic information
			 relating to any pending or prospective legislative action relating to such
			 issuer, if—</text>
					<subparagraph id="ID41983fa18b5d410aae3cdc29d40bdd9e"><enum>(A)</enum><clause commented="no" display-inline="yes-display-inline" id="idAD35BDFD246D4605BF556ACD835732F2"><enum>(i)</enum><text>such information was
			 obtained by reason of such person being a Member or employee of Congress;
			 or</text>
						</clause><clause id="idD41AC6D1F90747E78D987B0C4CD65892" indent="up1"><enum>(ii)</enum><text>such information was obtained from
			 a Member or employee of Congress, and such person knows that the information
			 was so obtained;</text>
						</clause></subparagraph><subparagraph id="idC5480DB1DE8C44B29EF5839CCD4951B8"><enum>(B)</enum><text>the person acted
			 with the intent to assist another person, directly or indirectly, to use the
			 information to enter into, or offer to buy or sell the securities of such
			 publicly traded company based on such information.</text>
					</subparagraph></paragraph><paragraph id="ID3d1773732736491999473e8548b08e70"><enum>(3)</enum><header>Nonpublic
			 information relating to other Federal employees</header><text>Not later than
			 270 days after the date of enactment of this subsection, the Commission shall,
			 by rule, prohibit any person from buying or selling the securities or
			 security-based swaps of any issuer while such person is in possession of
			 material nonpublic information derived from Federal employment and relating to
			 such issuer, if—</text>
					<subparagraph id="ID2aa4504009754d6e9b1f7371d30655f8"><enum>(A)</enum><clause commented="no" display-inline="yes-display-inline" id="idC3ED476BEBEA45BA96B69DE024E6C4B3"><enum>(i)</enum><text>such information was
			 obtained by reason of such person being an employee of an agency; or</text>
						</clause><clause id="idE5832CF9BF5A45408A8AAE70FF97C61E" indent="up1"><enum>(ii)</enum><text>such information was obtained from
			 such an employee, and such person knows that the information was so obtained;
			 and</text>
						</clause></subparagraph><subparagraph id="id96330DD6ABF143458161384FA6153A03"><enum>(B)</enum><text>the person acted
			 with the intent to assist another person, directly or indirectly, to use the
			 information to enter into, or offer to buy or sell the securities of such
			 publicly traded company based on such information.</text>
					</subparagraph></paragraph></subsection></section><section id="H5DB9BD23FC3148BF9D0C5258EE3DEF86" section-type="subsequent-section"><enum>3.</enum><header>Amendment to the rules
			 of the Senate regarding financial trading based on nonpublic
			 information</header><text display-inline="no-display-inline">Rule XXXVII of the
			 Standing Rules of the Senate is amended by—</text>
			<paragraph id="id0227D730F7504EAFB51B4DCC25F06490"><enum>(1)</enum><text>redesignating
			 paragraph 15 as paragraph 16; and</text>
			</paragraph><paragraph id="id3F20B0DEA8604A248E5BA020BCE90765"><enum>(2)</enum><text>inserting at the
			 end the following:</text>
				<quoted-block display-inline="no-display-inline" id="id07E9F55EFA0B44AFBD1201C446A9EBFD" style="OLC">
					<subsection id="id53E69F61CA3C49C7A08685554C24908C"><enum>15.</enum><text>A Member,
				officer, or employee of the Senate shall not—</text>
						<paragraph id="id06F8E2969B134E1E813EA08C482B088A"><enum>(1)</enum><text display-inline="yes-display-inline">disclose material nonpublic information
				relating to any pending or prospective legislative action relating to any
				publicly traded company if that Member, officer, or employee acts with the
				intent to assist another person, directly or indirectly, to use the information
				to enter into, or offer to buy or sell the securities of such publicly traded
				company based on such information; or</text>
						</paragraph><paragraph commented="no" id="id92226151C7A4445A9212BB6D53F59AFA"><enum>(2)</enum><text display-inline="yes-display-inline">disclose material nonpublic information
				relating to any pending or prospective legislative action relating to any
				commodity if that Member, officer, or employee acts with the intent to assist
				another person, directly or indirectly, to use the information to enter into,
				or offer to buy or sell the securities of such publicly traded company based on
				such
				information.</text>
						</paragraph></subsection><after-quoted-block>.</after-quoted-block></quoted-block>
			</paragraph></section><section id="H0F14163B29D54A1599AE807671FC1CE1"><enum>4.</enum><header>Timely reporting
			 of financial transactions</header>
			<subsection id="HE026E573F9A7490F80707299AB803859"><enum>(a)</enum><header>Reporting
			 requirement</header><text display-inline="yes-display-inline">Section 103 of
			 the Ethics in Government Act of 1978 is amended by adding at the end the
			 following subsection:</text>
				<quoted-block display-inline="no-display-inline" id="H9ED46A6E0CEC437A83AE81D3C4C8C877" style="OLC">
					<subsection id="H83AD46C20988499EA69B3C1F2DD704C8"><enum>(l)</enum><text>Within 90 days
				after the purchase, sale, or exchange of any stocks, bonds, commodities
				futures, or other forms of securities that are otherwise required to be
				reported under this Act and the transaction of which involves at least $1,000
				by any Member of Congress or officer or employee of the legislative branch
				required to so file, that Member, officer, or employee shall file a report of
				that transaction with the Clerk of the House of Representatives in the case of
				a Representative in Congress, a Delegate to Congress, or the Resident
				Commissioner from Puerto Rico, or with the Secretary of the Senate in the case
				of a
				Senator.</text>
					</subsection><after-quoted-block>.</after-quoted-block></quoted-block>
			</subsection><subsection id="HDC2657747AAA46ED99690B6AC06D8C6F"><enum>(b)</enum><header>Effective
			 date</header><text>The amendment made by subsection (a) shall apply to
			 transactions occurring on or after the date that is 90 days after the date of
			 the enactment of this Act.</text>
			</subsection></section><section display-inline="no-display-inline" id="HB6D77B6D70D6460AB4E8DA29EDBB78F8" section-type="subsequent-section"><enum>5.</enum><header>Disclosure of
			 political intelligence activities under Lobbying Disclosure Act</header>
			<subsection id="HD87F66CE9F0A4C70A34A7B6B97665FD3"><enum>(a)</enum><header>Definitions</header><text display-inline="yes-display-inline">Section 3 of the Lobbying Disclosure Act of
			 1995 (<external-xref legal-doc="usc" parsable-cite="usc/2/1602">2 U.S.C.
			 1602</external-xref>) is amended—</text>
				<paragraph id="H7957610A770F4738870EAD476ABC4467"><enum>(1)</enum><text>in paragraph
			 (2)—</text>
					<subparagraph id="H6ED54B47108E4010848D6E701DA062A0"><enum>(A)</enum><text>by inserting after
			 <quote>lobbying activities</quote> each place that term appears the following:
			 <quote>or political intelligence activities</quote>; and</text>
					</subparagraph><subparagraph id="HC606A32E0AA54A3995F6151E93C0DFDD"><enum>(B)</enum><text>by inserting after
			 <quote>lobbyists</quote> the following: <quote>or political intelligence
			 consultants</quote>; and</text>
					</subparagraph></paragraph><paragraph id="HEC37837F13994D02863AA399771BB093"><enum>(2)</enum><text>by adding at the
			 end the following new paragraphs:</text>
					<quoted-block display-inline="no-display-inline" id="H61150B66F415475A80036B35AABD9A7F" style="OLC">
						<paragraph id="H1029ADEF8E4E47E7B039BD157181C6DE"><enum>(17)</enum><header>Political
				intelligence activities</header><text>The term <quote>political intelligence
				activities</quote> means political intelligence contacts and efforts in support
				of such contacts, including preparation and planning activities, research, and
				other background work that is intended, at the time it is performed, for use in
				contacts, and coordination with such contacts and efforts of others.</text>
						</paragraph><paragraph id="H6854E2BC76544C349C5C49CF887A2404"><enum>(18)</enum><header>Political
				intelligence contact</header>
							<subparagraph id="H394AA5A4A322463C967C8695990AD765"><enum>(A)</enum><header>Definition</header><text display-inline="yes-display-inline">The term <quote>political intelligence
				contact</quote> means any oral or written communication (including an
				electronic communication) to or from a covered executive branch official or a
				covered legislative branch official, the information derived from which is
				intended for use in analyzing securities or commodities markets, or in
				informing investment decisions, and which is made on behalf of a client with
				regard to—</text>
								<clause id="HCE40A77F254F439BA89AFDF0CBFEE809"><enum>(i)</enum><text>the formulation,
				modification, or adoption of Federal legislation (including legislative
				proposals);</text>
								</clause><clause id="HB6C65BA887A64C70A7D6380BDCB2F415"><enum>(ii)</enum><text display-inline="yes-display-inline">the formulation, modification, or adoption
				of a Federal rule, regulation, Executive order, or any other program, policy,
				or position of the United States Government; or</text>
								</clause><clause id="HC7790C44927345298C620A6D575BF153"><enum>(iii)</enum><text>the
				administration or execution of a Federal program or policy (including the
				negotiation, award, or administration of a Federal contract, grant, loan,
				permit, or license).</text>
								</clause></subparagraph><subparagraph id="H2A901589DC064E9DA7A341CFB074F2D6"><enum>(B)</enum><header>Exception</header><text>The
				term <quote>political intelligence contact</quote> does not include a
				communication that is made by or to a representative of the media if the
				purpose of the communication is gathering and disseminating news and
				information to the public.</text>
							</subparagraph></paragraph><paragraph id="H44C95D5C394540DFB42EE810EEC4992E"><enum>(19)</enum><header>Political
				intelligence firm</header><text>The term <quote>political intelligence
				firm</quote> means a person or entity that has 1 or more employees who are
				political intelligence consultants to a client other than that person or
				entity.</text>
						</paragraph><paragraph id="HB2EEA95D48204D0B962B8B79AC1E9C69"><enum>(20)</enum><header>Political
				intelligence consultant</header><text>The term <quote>political intelligence
				consultant</quote> means any individual who is employed or retained by a client
				for financial or other compensation for services that include one or more
				political intelligence
				contacts.</text>
						</paragraph><after-quoted-block>.</after-quoted-block></quoted-block>
				</paragraph></subsection><subsection id="H5FA170598A5747AB99F40B0AB817C442"><enum>(b)</enum><header>Registration
			 requirement</header><text display-inline="yes-display-inline">Section 4 of the
			 Lobbying Disclosure Act of 1995 (<external-xref legal-doc="usc" parsable-cite="usc/2/1603">2 U.S.C. 1603</external-xref>) is amended—</text>
				<paragraph id="HCC78D20A5DBF4C4F8F9FA377BD6A456C"><enum>(1)</enum><text>in subsection
			 (a)—</text>
					<subparagraph id="H3AF7A056F5574A10BDE5EB3847931215"><enum>(A)</enum><text>in paragraph
			 (1)—</text>
						<clause id="H99C0481598694F99B695F980A96AC1F1"><enum>(i)</enum><text>by
			 inserting after <quote>whichever is earlier,</quote> the following: <quote>or a
			 political intelligence consultant first makes a political intelligence
			 contact,</quote>; and</text>
						</clause><clause id="HDCED2CDBD5A143AB93EE6B64ED3410CB"><enum>(ii)</enum><text>by
			 inserting after <quote>such lobbyist</quote> each place that term appears the
			 following: <quote>or consultant</quote>;</text>
						</clause></subparagraph><subparagraph id="H2833D610BD3A482AB345326CE46043DB"><enum>(B)</enum><text>in paragraph (2),
			 by inserting after <quote>lobbyists</quote> each place that term appears the
			 following: <quote>or political intelligence consultants</quote>; and</text>
					</subparagraph><subparagraph id="HAE85AEFD2F6B438C976B28DA3F021A59"><enum>(C)</enum><text>in paragraph
			 (3)(A)—</text>
						<clause id="HFE7E632737354139982CF909B95D6E87"><enum>(i)</enum><text>by
			 inserting after <quote>lobbying activities</quote> each place that term appears
			 the following: <quote>and political intelligence activities</quote>; and</text>
						</clause><clause id="H929C0BBD07A6486DB8B95A9B0D8B4841"><enum>(ii)</enum><text>in
			 clause (i), by inserting after <quote>lobbying firm</quote> the following:
			 <quote>or political intelligence firm</quote>;</text>
						</clause></subparagraph></paragraph><paragraph id="HD80FD9E737BD4EC28D03268C5680197C"><enum>(2)</enum><text>in subsection
			 (b)—</text>
					<subparagraph id="HA3DC1FA029C64F9B985C9EB5FC46A2DE"><enum>(A)</enum><text>in paragraph (3),
			 by inserting after <quote>lobbying activities</quote> each place that term
			 appears the following: <quote>or political intelligence
			 activities</quote>;</text>
					</subparagraph><subparagraph id="HB57C442ABC944BDC8E0BC2FCDE5FB5C5"><enum>(B)</enum><text>in paragraph
			 (4)—</text>
						<clause id="H1721C4A3FABE4D0FA86C411B6F282483"><enum>(i)</enum><text>in
			 the matter preceding subparagraph (A), by inserting after <quote>lobbying
			 activities</quote> the following: <quote>or political intelligence
			 activities</quote>; and</text>
						</clause><clause id="HA97E740632074CB0B5FECDFD28AC6F03"><enum>(ii)</enum><text>in
			 subparagraph (C), by inserting after <quote>lobbying activity</quote> the
			 following: <quote>or political intelligence activity</quote>;</text>
						</clause></subparagraph><subparagraph id="H7624BCD8A9854857A9AE89346B72E83B"><enum>(C)</enum><text>in paragraph (5),
			 by inserting after <quote>lobbying activities</quote> each place that term
			 appears the following: <quote>or political intelligence
			 activities</quote>;</text>
					</subparagraph><subparagraph id="H62D7B6CAA3EB410A950B8C4F3215D3D4"><enum>(D)</enum><text>in paragraph (6),
			 by inserting after <quote>lobbyist</quote> each place that term appears the
			 following: <quote>or political intelligence consultant</quote>; and</text>

				</paragraph></subsection><subsection id="H296393A3F1044CE8BC0E31009CD55CCB"><enum>(e)</enum><header>Rules of
			 construction</header><text>Section 8(b) of the Lobbying Disclosure Act of 1995
			 (<external-xref legal-doc="usc" parsable-cite="usc/2/1607">2 U.S.C.
			 1607(b)</external-xref>) is amended by striking <quote>or lobbying
			 contacts</quote> and inserting <quote>lobbying contacts, political intelligence
			 activities, or political intelligence contacts</quote>.</text>
			</subsection><subsection id="H90E1D8F3BD224951B81CB8E0CD778C0D"><enum>(f)</enum><header>Identification
			 of clients and covered officials</header><text display-inline="yes-display-inline">Section 14 of the Lobbying Disclosure Act
			 of 1995 (<external-xref legal-doc="usc" parsable-cite="usc/2/1609">2 U.S.C.
			 1609</external-xref>) is amended—</text>
				<paragraph id="H44DFF0F1D9EC48EBB12A7336A8BC3741"><enum>(1)</enum><text>in subsection
			 (a)—</text>

			 and reports by Comptroller General</header><text display-inline="yes-display-inline">Section 26 of the Lobbying Disclosure Act
			 of 1995 (<external-xref legal-doc="usc" parsable-cite="usc/2/1614">2 U.S.C.
			 1614</external-xref>) is amended—</text>
				<paragraph id="H1D2503AF38DA4242A12FF464EFB22753"><enum>(1)</enum><text>in subsection
			 (a)—</text>
					<subparagraph id="HB5D7965493034D179BA0352BA67C168F"><enum>(A)</enum><text>by inserting
			 <quote>political intelligence firms, political intelligence
			 consultants,</quote> after <quote>lobbying firms</quote>; and</text>

				</paragraph></subsection></section><section display-inline="no-display-inline" id="H513D99644E9A4B768EFFF23EA7C4FAA8" section-type="subsequent-section"><enum>6.</enum><header>Effective
			 date</header><text display-inline="no-display-inline">Subject to section 5(b),
			 this Act and the amendments made by this Act shall take effect at the end of
			 the 90-day period beginning on the date of the enactment of this Act.</text>
