		<official-title>To eliminate the automatic inflation increases for
		  discretionary programs built into the baseline projections and require budget
		  estimates to be compared with the prior year’s level. </official-title>

		<section id="S1" section-type="section-one"><enum>1.</enum><header>Short
			 title</header><text display-inline="no-display-inline">This Act may be cited as
			 the <quote><short-title>Baseline Elimination Act of
			 2011</short-title></quote>.</text>
		</section><section id="ID5da889bef5fc4d03a6008a2fef22a045"><enum>2.</enum><header>Changes in the
			 baseline</header><text display-inline="no-display-inline">Section 257(c) of the
			 Balanced Budget and Emergency Deficit Control Act of 1985 is amended—</text>
			<paragraph id="ID249b1b93076f4d6dac06c87a85ffdef7"><enum>(1)</enum><text>in the second
			 sentence of paragraph (1), by striking everything that follows <quote>current
			 year,</quote> and inserting <quote>excluding resources designated as an
			 emergency requirement and any resources provided in supplemental appropriation
			 laws.</quote>;</text>
			</paragraph><paragraph id="ID797b77f4faa14a1bada9317a1aac0fb8"><enum>(2)</enum><text>by striking
			 paragraphs (2), (3), (4), and (5);</text>
			</paragraph><paragraph id="ID84ae00ee75ac4654a0d7fdfc9b9bb6cc"><enum>(3)</enum><text>by redesignating
			 paragraph (6) as paragraph (2); and</text>
			</paragraph><paragraph id="IDe5f3d3d52b694237895f515d051d6aec"><enum>(4)</enum><text>by inserting
			 after paragraph (2) the following:</text>
				<quoted-block display-inline="no-display-inline" id="idB21E5B67EB974E87BD5A6FBA0F523272" style="OLC">
					<paragraph id="IDde731b97c8e3422b9c3310376df4e449"><enum>(3)</enum><header>No adjustment
				for inflation</header><text>No adjustment shall be made for inflation or for
				any other
				factor.</text>
					</paragraph><after-quoted-block>.</after-quoted-block></quoted-block>
			</paragraph></section><section id="IDbb4f1fcea86841c79b2a05bb2d876d3a"><enum>3.</enum><header>The President's
			 budget</header>
			<subsection id="IDfc4dacb882164e0382389dfec5260338"><enum>(a)</enum><header>Expenditures
			 and appropriations</header><text>Paragraph (5) of section 1105(a) of title 31,
			 United States Code, is amended to read as follows:</text>
				<quoted-block display-inline="no-display-inline" id="idE59E0C7EEE2A4A6D8EA17049B922623E" style="OLC">
					<paragraph id="ID2bbd7ac136c14e2f981b1f351505cdee"><enum>(5)</enum><text>except as
				provided in subsection (b) of this section, estimated expenditures and
				appropriations for the current year and estimated expenditures and proposed
				appropriations the President decides are necessary to support the Government in
				the fiscal year for which the budget is submitted and at least the 4 fiscal
				years following that year, and, except for detailed budget estimates, the
				percentage change from the current year to the fiscal year for which the budget
				is submitted for estimated expenditures and for
				appropriations.</text>
					</paragraph><after-quoted-block>.</after-quoted-block></quoted-block>
			</subsection><subsection id="IDad105c476e7d4f59a4b7d72e9f520863"><enum>(b)</enum><header>Receipts</header><text>Section
			 1105(a)(6) of title 31, United States Code, is amended to read as
			 follows:</text>
				<quoted-block display-inline="no-display-inline" id="id85DE20F991294B5C8F11012691EC5A83" style="OLC">
					<paragraph id="ID3c61786103f84f57861b553ba1b42345"><enum>(6)</enum><text>estimated
				receipts of the Government in the current year and the fiscal year for which
				the budget is submitted and at least the 4 fiscal years after that year
				under—</text>
						<subparagraph id="ID5241b4bee75f409ab2b3a96b53fb9b6a"><enum>(A)</enum><text>laws in effect
				when the budget is submitted; and</text>
						</subparagraph><subparagraph id="ID7a6a23c75dfe4308bb465369040910e1"><enum>(B)</enum><text>proposals in the
				budget to increase revenues,</text>
						</subparagraph><continuation-text continuation-text-level="paragraph">and the
				percentage change (in the case of each category referred to in subparagraphs
				(A) and (B)) between the current year and the fiscal year for which the budget
				is submitted and between the current year and each of the 9 fiscal years after
				the fiscal year for which the budget is
				submitted.</continuation-text></paragraph><after-quoted-block>.</after-quoted-block></quoted-block>
			</subsection><subsection id="IDcf51ced7f3cb46afae6c8e9339679007"><enum>(c)</enum><header>Legislative
			 proposals</header><text>Section 1105(a)(12) of title 31, United States Code, is
			 amended to read as follows:</text>
				<quoted-block display-inline="no-display-inline" id="id64504F6991A9417CA1EADD1F83D17964" style="OLC">
					<paragraph id="ID2ef90462302f4f42805d72e736d4d196"><enum>(12)</enum><text>for each
				proposal in the budget for legislation that establishes or expands a Government
				activity or function, a table showing—</text>
						<subparagraph id="ID81e71e9cba124d22ac813e2dd10d6aac"><enum>(A)</enum><text>the amount
				proposed in the budget for appropriation and for expenditure because of the
				proposal in the fiscal year for which the budget is submitted;</text>
						</subparagraph><subparagraph id="ID0767d697d8a546c190caa7aec52695c8"><enum>(B)</enum><text>the estimated
				appropriation required because of the proposal for each of at least the 4
				fiscal years after that year that the proposal will be in effect; and</text>
						</subparagraph><subparagraph id="ID222b708227ea49c29c9b12c34623ee86"><enum>(C)</enum><text>the estimated
				amount for the same activity or function, if any, in the current fiscal
				year,</text>
						</subparagraph><continuation-text continuation-text-level="paragraph">and,
				except for detailed budget estimates, the percentage change (in the case of
				each category referred to in subparagraphs (A), (B), and (C)) between the
				current year and the fiscal year for which the budget is
				submitted.</continuation-text></paragraph><after-quoted-block>.</after-quoted-block></quoted-block>
			</subsection><subsection id="ID2b21c8af485d4264996e7c1794d89d23"><enum>(d)</enum><header>Comparisons</header><text>Section
			 1105(a)(18) of title 31, United States Code, is amended by inserting <quote>new
			 budget authority and</quote> before <quote>budget outlays</quote>.</text>
			</subsection><subsection id="ID7cca95ef7520407bb3c9e55b03e1f010"><enum>(e)</enum><header>Expenditures
			 and tables</header><text>Section 1105(a) of title 31, United States Code, is
			 amended by—</text>
				<paragraph id="id28AEA444B4DB46F0A753EC6E94D7D898"><enum>(1)</enum><text>redesignating
			 paragraph (37) following paragraph (38) as paragraph (39); and</text>
				</paragraph><paragraph id="id9EBBF1C4B6954D54BAB6423AC81A6A93"><enum>(2)</enum><text>adding at the end
			 the following:</text>
					<quoted-block display-inline="no-display-inline" id="idBC6A90BDB10E48B7B5FDAAF506F7ED5E" style="OLC">
						<paragraph id="ID2ef4eaa07a94490cbc302e9c31992eca"><enum>(40)</enum><text>a comparison of
				levels of estimated expenditures and proposed appropriations for each function
				and subfunction in the current fiscal year and the fiscal year for which the
				budget is submitted, along with the proposed increase or decrease of spending
				in percentage terms for each function and subfunction.</text>
						</paragraph><paragraph id="IDff13133f48ec424e9b1f6e0fdf548717"><enum>(41)</enum><text>a table on
				sources of growth in total direct spending under current law and as proposed in
				this budget submission for the budget year and at least the ensuing 9 fiscal
				years, which shall include changes in outlays attributable to the following:
				cost-of-living adjustments; changes in the number of program recipients;
				increases in medical care prices, utilization and intensity of medical care;
				and residual
				factors.</text>
						</paragraph><after-quoted-block>.</after-quoted-block></quoted-block>
				</paragraph></subsection><subsection id="IDc4d41e8204bb45409290056d09a73ece"><enum>(f)</enum><header>Current
			 programs</header><text>Section 1109(a) of title 31, United States Code, is
			 amended by inserting after the first sentence the following: <quote>For
			 discretionary spending, these estimates shall assume the levels no higher than
			 those set forth in the discretionary spending limits under section 251(c) of
			 the Balanced Budget and Emergency Deficit Control Act of 1985, as adjusted, for
			 the appropriate fiscal years (and if no such limits are in effect, these
			 estimates shall assume adjusted levels no higher than those for the most recent
			 fiscal year for which such levels were in effect).</quote>.</text>
			</subsection></section><section id="ID03b1b30cdce44079bc433874dbc131be"><enum>4.</enum><header>The
			 congressional budget</header><text display-inline="no-display-inline">Section
			 301(e) of the Congressional Budget Act of 1974 (as amended by section 103) is
			 further amended—</text>
			<paragraph id="IDb8bee22929fe4d12a84f0a5042df1880"><enum>(1)</enum><text>in paragraph (1),
			 by inserting at the end the following: <quote>The basis of deliberations in
			 developing such joint resolution shall be the estimated budgetary levels for
			 the preceding fiscal year. Any budgetary levels pending before the committee
			 and the text of the joint resolution shall be accompanied by a document
			 comparing such levels or such text to the estimated levels of the prior fiscal
			 year.</quote>; and</text>
			</paragraph><paragraph id="IDc8b1ea94603742a2aa6ce45c3e8aa3b1"><enum>(2)</enum><text>in paragraph
			 (2)—</text>
				<subparagraph id="idDB89BDCC80004C51A6814F8AC4221FE8"><enum>(A)</enum><text>in subparagraph
			 (E), by striking <quote>and</quote> after the semicolon;</text>
				</subparagraph><subparagraph id="id0902BD3C62F44742B06F18D4CAFB8C0F"><enum>(B)</enum><text>in subparagraph
			 (F), by striking the period at the end and inserting <quote>; and</quote>;
			 and</text>
				</subparagraph><subparagraph id="id5B22451EA3464774959B7620B28C7C69"><enum>(C)</enum><text>by adding at the
			 end the following:</text>
					<quoted-block display-inline="no-display-inline" id="idDE880EFF9245408D9522587A726673CB" style="OLC">
						<subparagraph id="IDefcf1587ace34d0f9b3e82c30d87d0db"><enum>(G)</enum><text>a comparison of
				levels for the current fiscal year with proposed spending and revenue levels
				for the subsequent fiscal years along with the proposed increase or decrease of
				spending in percentage terms for each
				function.</text>
						</subparagraph><after-quoted-block>.</after-quoted-block></quoted-block>
				</subparagraph></paragraph></section><section id="ID2486e7e816654c779b1d1eeed77c4aae"><enum>5.</enum><header>Congressional
			 budget office reports to committees</header>
			<subsection id="ID6e9518001e55427a8786efba8fea63d4"><enum>(a)</enum><header>Comparable
			 levels</header><text>The first sentence of section 202(e)(1) of the
			 Congressional Budget Act of 1974 is amended by inserting <quote>compared to
			 comparable levels for the current year</quote> before the comma at the end of
			 subparagraph (A) and before the comma at the end of subparagraph (B).</text>
			</subsection><subsection id="ID8ca052757ccb4b6199d69c15282c47a5"><enum>(b)</enum><header>Sources of
			 spending growth</header><text>Section 202(e)(1) of the Congressional Budget Act
			 of 1974 is amended by inserting after the first sentence the following new
			 sentence: “Such report shall also include a table on sources of spending growth
			 in total direct spending, revenue, deficit, and debt for the budget year and
			 the ensuing 4 fiscal years, which shall include changes in outlays attributable
			 to the following:</text>
				<quoted-block display-inline="no-display-inline" id="idDF428EC26DA44F5C804BC455EA2AAEA3" style="OLC">
					<subparagraph id="idB0389C2BF24F4A38AD717F6F04F80423"><enum>(A)</enum><text>Cost-of-living
				adjustments.</text>
					</subparagraph><subparagraph id="id2ECDE6B5BC0B4A1F9079A240C40E1922"><enum>(B)</enum><text>Changes in the
				number of program recipients.</text>
					</subparagraph><subparagraph id="idCD5EAE20FA5A41BEA21C07210862B8AC"><enum>(C)</enum><text>Increases in
				medical care prices, utilization and intensity of medical care.</text>
					</subparagraph><subparagraph id="idC14E7321825B4FE48CC782DAA7EA3561"><enum>(D)</enum><text>Residual
				factors.</text>
					</subparagraph><after-quoted-block>.</after-quoted-block></quoted-block>
			</subsection><subsection id="IDd9eb21fcdd074041966aeeaa5a7bd61f"><enum>(c)</enum><header>Comparison of
			 levels</header><text>Section 308(a)(1)(B) of the Congressional Budget Act of
			 1974 is amended by inserting <quote>and shall include a comparison of those
			 levels to comparable levels for the current fiscal year</quote> before
			 <quote>if timely submitted</quote>.</text>
