		<official-title>To authorize the Secretary of Defense to provide
		  assistance to State National Guards to provide counseling and reintegration
		  services for members of reserve components of the Armed Forces ordered to
		  active duty in support of a contingency operation, members returning from such
		  active duty, veterans of the Armed Forces, and their families.</official-title>

		<section id="HFCA8BF08379D42599A2F9E5BC225A6C8" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the
			 <quote><short-title>National Guard Outreach
			 Act</short-title></quote>.</text>
		</section><section id="HEE883CE8E4034D2F8C3343108CF5798D"><enum>2.</enum><header>Support for
			 National Guard counseling and reintegration services</header>
			<subsection id="H39334710C87C4DC7ACC5D901BF8DF67D"><enum>(a)</enum><header>Assistance
			 authorized</header><text display-inline="yes-display-inline">The Secretary of
			 Defense may provide assistance to a State National Guard to support programs to
			 provide pre- and post-deployment outreach, reintegration, and readjustment
			 services to the following persons:</text>
				<paragraph id="HB3818CD84FFB40D88D9F535DBC702AAD"><enum>(1)</enum><text display-inline="yes-display-inline">Members of reserve components of the Armed
			 Forces who reside in the State or are members of the State National Guard
			 regardless of place of residence and who are ordered to active duty in support
			 of a contingency operation.</text>
				</paragraph><paragraph id="H9B5C9BC6C2D74D5AB41E3E36297B0D44"><enum>(2)</enum><text>Members described
			 in paragraph (1) upon their return from such active duty.</text>
				</paragraph><paragraph id="H312FFB346EDE4D82BDEF27C4FC7525C9"><enum>(3)</enum><text>Veterans (as
			 defined in section 101(2) of title 38, United States Code).</text>
				</paragraph><paragraph id="H7F3BDB9DB4A24A67888F611199969631"><enum>(4)</enum><text>Dependents of
			 persons described in paragraph (1), (2), or (3).</text>
				</paragraph></subsection><subsection id="H24FD6FD78E6E49B3860103D2B992F258"><enum>(b)</enum><header>Elements of
			 programs</header><text>Programs supported under subsection (a) shall use direct
			 person-to-person outreach and other relevant activities to ensure that eligible
			 persons receive all the services and support available to them during
			 pre-deployment, deployment, and reintegration periods.</text>
			</subsection><subsection id="HFBE33BE122ED44258EDF94DCD3EFC459"><enum>(c)</enum><header>Merit-Based or
			 competitive decisions</header><text display-inline="yes-display-inline">A
			 decision to commit, obligate, or expend funds with or to a specific State
			 National Guard under subsection (a) shall—</text>
				<paragraph id="HF18763C9C2ED4713A419B6BBC55AA38B"><enum>(1)</enum><text>be based on
			 merit-based selection procedures in accordance with the requirements of
			 sections 2304(k) and 2374 of title 10, United States Code, or on competitive
			 procedures; and</text>
				</paragraph><paragraph id="H28F91E25F6FC4A8CBC1AB2AFF0399A65"><enum>(2)</enum><text>comply with other
			 applicable provisions of law.</text>
				</paragraph></subsection><subsection id="H4E31A22606D64177A5E36C8C9A776EBF"><enum>(d)</enum><header>State
			 defined</header><text display-inline="yes-display-inline">In this section, the
			 term <quote>State</quote> means each of the several States, the Commonwealth of
			 Puerto Rico, the District of Columbia, Guam, and the Virgin Islands.</text>
