		<official-title>To amend title 46, United States Code, to require the
		  Maritime Administrator, in making determinations regarding the non-availability
		  of qualified United States flag capacity to meet national defense requirements,
		  to identify any actions that could be taken to enable such capacity to meet
		  some or all of those requirements, and for other purposes.</official-title>

		<section id="H8D35F93A04D54175A5D20E7FFE686A26" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the
			 <quote><short-title>American Mariners Job Protection
			 Act</short-title></quote>.</text>
		</section><section id="H9E5B0EF7F3C44BEEBCD4219ABC012FA6" section-type="subsequent-section"><enum>2.</enum><header>Identification of
			 actions to enable qualified United States flag capacity to meet national
			 defense requirements</header>
			<subsection id="H97FD54070E2445658449183BFBB5C487"><enum>(a)</enum><header>Identification
			 of actions</header><text display-inline="yes-display-inline">Section 501(b) of
			 title 46, United States Code, is amended—</text>
				<paragraph id="H9467BB65EBAC487ABCB7EDFC737B69D3"><enum>(1)</enum><text>by inserting
			 <quote>(1)</quote> before <quote>When the head</quote>; and</text>
				</paragraph><paragraph id="H95F436469FFE4737BE1B91441F29B54D"><enum>(2)</enum><text>by adding at the
			 end the following:</text>
					<quoted-block display-inline="no-display-inline" id="HF4B2CC5E6CFB44B782FCBE13A9620E2F" style="USC">
						<paragraph id="HD4E8DF2B7079479986C2C28AD9E4E7D7" indent="up1"><enum>(2)</enum><text display-inline="yes-display-inline">The Administrator of the Maritime
				Administration shall—</text>
							<subparagraph id="H53BFB690492643A8B27589349E50A381"><enum>(A)</enum><text>in each determination referred to in
				paragraph (1), identify any actions that could be taken to enable qualified
				United States flag capacity to meet national defense requirements;</text>
							</subparagraph><subparagraph id="H3AD4E32497484D65814DAA8138AD9158"><enum>(B)</enum><text display-inline="yes-display-inline">provide each such determination to the
				Secretary of Transportation and the head of the agency referred to in paragraph
				(1) for which the determination is made; and</text>
							</subparagraph><subparagraph id="H7E416D2518F64DBFA23EA2D8A785B6E7"><enum>(C)</enum><text>publish each such determination on the
				Internet site of the Department of Transportation within 48 hours after it is
				provided to the Secretary of Transportation.</text>
							</subparagraph></paragraph><paragraph id="H194335E8869942A289FEE7C301CAD45C" indent="up1"><enum>(3)</enum><subparagraph commented="no" display-inline="yes-display-inline" id="H0695AAA9EA814FD381F371BC6DD4F322"><enum>(A)</enum><text>The Secretary of
				Transportation, in consultation with the Secretary of Homeland Security, shall
				notify the Committees on Appropriations, Transportation and Infrastructure, and
				Homeland Security of the House of Representatives and the Committees on
				Appropriations and Commerce, Science, and Transportation of the Senate—</text>
								<clause id="H601282AA7E2340CEAAD227E1B61781B6" indent="up1"><enum>(i)</enum><text>of any request for a waiver of the
				navigation or vessel-inspection laws under this section not later than 48 hours
				after receiving the request; and</text>
								</clause><clause id="H7FAA384FF3444987BDF8D8F665D7ECED" indent="up1"><enum>(ii)</enum><text>of the issuance of any waiver of
				compliance of such a law not later than 48 hours after such issuance.</text>
								</clause></subparagraph><subparagraph id="H94E9A62038C543608233F1379B7B3595" indent="up1"><enum>(B)</enum><text>The Secretary shall include in each
				notification under subparagraph (A)(ii) an explanation of—</text>
								<clause id="H442462DDD2334928B733D440E111941B"><enum>(i)</enum><text>the reasons the waiver is necessary;
				and</text>
								</clause><clause id="HBA3745611E1C4E2D961171F427209FC8"><enum>(ii)</enum><text display-inline="yes-display-inline">the reasons actions referred to in
				subparagraph (A) are not
				feasible.</text>
