		<official-title>To amend the Comprehensive Environmental Response
		  Compensation and Liability Act of 1980 to clarify that manure is not considered
		  a hazardous substance, pollutant, or contaminant under that
		  Act.</official-title>

		<section display-inline="no-display-inline" id="HD2875C7592DF473A9C588E5D28AD7FF1" section-type="section-one"><enum>1.</enum><header>Animal waste</header>
			<subsection id="H0712417FA24C47C6A26ABA22C57F3CCF"><enum>(a)</enum><header>Amendment of
			 CERCLA</header><text display-inline="yes-display-inline">Title III of the
			 Comprehensive Environmental Response Compensation and Liability Act of 1980 (42
			 U.S.C. 9651) is amended by adding at the end the following:</text>
				<quoted-block display-inline="no-display-inline" id="HE5C02C08830C49D6BFA11ED9AB25F099" style="OLC">
					<section id="HA9292CFB8C6746FEAFB5FABB23C3C9FE"><enum>312.</enum><header>Exception for
				manure</header>
						<subsection id="H2C22331C5BB343909408FEB051B5E93B"><enum>(a)</enum><header>Definition of
				manure</header><text display-inline="yes-display-inline">In this section, the
				term <term>manure</term> means—</text>
							<paragraph id="HB78BDF9C30744F30829B3115C24AB887"><enum>(1)</enum><text display-inline="yes-display-inline">digestive emissions, feces, urine, urea,
				and other excrement from livestock (as defined in section 205.2 of title 7,
				Code of Federal Regulations (or a successor regulation));</text>
							</paragraph><paragraph id="HA2D0DFDB56384B6CB965669AD6640165"><enum>(2)</enum><text display-inline="yes-display-inline">any associated bedding, compost, raw
				materials, or other materials commingled with excrement described in paragraph
				(1);</text>
							</paragraph><paragraph id="H2FF900567791423CBF9ADA782EA88AB1"><enum>(3)</enum><text display-inline="yes-display-inline">any process water associated with any
				excrement or other material referred to in paragraph (1) or (2); and</text>
							</paragraph><paragraph id="HB7502DE201EF4EFEBB31E943F9DC2E4C"><enum>(4)</enum><text display-inline="yes-display-inline">any byproduct, constituent, or substance
				contained in, originating from, or any emission relating to, any excrement or
				other material described in paragraph (1), (2), or (3).</text>
							</paragraph></subsection><subsection id="H3358778547A448FB99FCEF8591158370"><enum>(b)</enum><header>Exclusion</header><text display-inline="yes-display-inline">As of the date of enactment of this
				section, manure shall not be considered to be, or included in the meaning of, a
				hazardous substance or a pollutant or contaminant under this Act.</text>
						</subsection><subsection id="HBACE39E728B3421B914D4233FF0D0F92"><enum>(c)</enum><header>Elimination of
				paperwork requirements</header><text display-inline="yes-display-inline">The
				enactment of this section shall not impose any liability for manure under the
				Emergency Planning and Community Right-to-Know Act of 1986 (42 U.S.C. 11001 et
				seq.).</text>
						</subsection><subsection id="H14D1E7EE411E4456946BB0E7286ABDE0"><enum>(d)</enum><header>No effect on
				other environmental law</header><text display-inline="yes-display-inline">Nothing in this section affects the
				applicability of any other environmental statute with respect to—</text>
							<paragraph id="id11DB20BF85F34263A3245BDFA66AFFAD"><enum>(1)</enum><text display-inline="yes-display-inline">the definition of the term
				<term>manure</term>; or</text>
							</paragraph><paragraph id="id2382D7F027624F61BB4A2DB34359BF9E"><enum>(2)</enum><text display-inline="yes-display-inline">the responsibility or liability of any
				person regarding the treatment, storage, or disposal of
				manure.</text>
							</paragraph></subsection></section><after-quoted-block>.</after-quoted-block></quoted-block>
			</subsection><subsection id="HB35835DB165E4CC280A660ED5E725C34"><enum>(b)</enum><header>Amendment of
			 SARA</header><text display-inline="yes-display-inline">Section 304(a) of the
			 Superfund Amendments and Reauthorization Act of 1986 (Public Law 99–499; 100
			 Stat. 1734) is amended by striking paragraph (4) and inserting the
			 following:</text>
				<quoted-block display-inline="no-display-inline" id="id5CC7719B449B4A82B1B7B59991150BB5" style="OLC">
					<paragraph id="idFB928099759447EE8566184204C5F4DD"><enum>(4)</enum><header>Exempted
				releases</header><text display-inline="yes-display-inline">This section does
				not apply to—</text>
						<subparagraph id="idBD337F272A6847C594730009E4138520"><enum>(A)</enum><text display-inline="yes-display-inline">any release that results in exposure to
				persons solely within the site or sites on which a facility is located;
				or</text>
						</subparagraph><subparagraph id="id71C6110FDD23407190685BBC297AB87B"><enum>(B)</enum><text display-inline="yes-display-inline">any release associated with manure (as
				defined in section 312 of the Comprehensive Environmental Response,
				Compensation, and Liability Act of
				1980).</text>
						</subparagraph></paragraph><after-quoted-block>.</after-quoted-block></quoted-block>
