			 title</header><text display-inline="no-display-inline">This Act may be cited as
			 the <quote><short-title>Employer Free Speech
			 Act</short-title></quote>.</text>

			 implementation of rule</header><text display-inline="no-display-inline">The
			 proposed rule issued by the National Labor Relations Board entitled
			 <quote>Notification of Employee Rights Under the National Labor Relations
			 Act</quote> (76 Fed. Reg. 54006 (August 30, 2011)) shall have no force or
			 effect.</text>
