		<official-title>To direct the Secretary of Commerce to establish a
		  competitive grant program to promote domestic regional
		  tourism.</official-title>

		<section id="HB8A52457C1854128A1D88EE8E1BB9C14" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the
			 <quote><short-title>Travel Regional Investment Partnership
			 Act</short-title></quote> .</text>
		</section><section id="H3E49133E5B7F4A1CA910B99B5BC14468"><enum>2.</enum><header>Findings</header><text display-inline="no-display-inline">Congress finds the following:</text>
			<paragraph id="H5F4EE95F740E469BB72FA86C08DD665F"><enum>(1)</enum><text display-inline="yes-display-inline">The importance of travel and tourism cannot
			 be overstated. Travel and tourism employs America.</text>
			</paragraph><paragraph id="H3B8DCBDC9A9C4488B051D01F89ECB498"><enum>(2)</enum><text>Approximately
			 7,720,000 domestic jobs depend on the travel and tourism industry.</text>
			</paragraph><paragraph id="H357FAA78B8C14CDFB3F291BC30CE784F"><enum>(3)</enum><text>The travel and
			 tourism industry accounts for 2.8 percent of the Nation’s gross domestic
			 product.</text>
			</paragraph><paragraph id="HA258B477462E4E14BBD0E3093AE71985"><enum>(4)</enum><text>The travel and
			 tourism industry generates $1,300,000,000,000 in total expenditures.</text>
			</paragraph><paragraph id="HA677B0584FE84AECA8240BBE604B2555"><enum>(5)</enum><text display-inline="yes-display-inline">The travel and tourism industry lost
			 392,000 jobs in 2009.</text>
			</paragraph><paragraph id="H4A07F8170EDE4944BC1E37848138FA1D"><enum>(6)</enum><text display-inline="yes-display-inline">In 2009, tourism output declined by
			 $100,000,000,000.</text>
			</paragraph><paragraph id="HB202384534054475B3189FFE30383811"><enum>(7)</enum><text display-inline="yes-display-inline">Total direct tourism employment decreased
			 by 0.5 percent in 2010.</text>
			</paragraph><paragraph id="H43A6A31930DF4EACB3CDE06A586336C4"><enum>(8)</enum><text>Public-private
			 partnerships have been underutilized in the promotion of travel and tourism and
			 are a dynamic tool in creating new domestic tourism markets and promoting
			 domestic regional tourism growth.</text>
			</paragraph></section><section id="H2182F7CB4D4A4885B536534A06B92427" section-type="subsequent-section"><enum>3.</enum><header>Domestic regional
			 tourism grant program</header>
			<subsection id="H38D454888206466B8AC7756CB0DDA9DB"><enum>(a)</enum><header>Establishment</header><text display-inline="yes-display-inline">The Secretary shall establish a competitive
			 grant program, to be administered by the Office of Travel and Tourism
			 Industries, to promote domestic regional tourism growth and new domestic
			 tourism market creation.</text>
			</subsection><subsection id="HF86216317AE64891B44CFD27BFCCD40E"><enum>(b)</enum><header>Range of grant
			 monetary amounts</header><text>The amount of each grant awarded under this
			 section shall be not less than $100,000 and not more than $1,000,000.</text>
			</subsection><subsection id="H06E8361DBC264CD6A73B585C129FD864"><enum>(c)</enum><header>Grantee
			 eligibility requirements</header>
				<paragraph id="HC071904750D84CFE92F2620CEC3827BC"><enum>(1)</enum><header>Eligible
			 entities</header><text display-inline="yes-display-inline">Grants may be
			 awarded under this section to—</text>
					<subparagraph id="H8B03DC0C11D54514958B499B2022A9FE"><enum>(A)</enum><text display-inline="yes-display-inline">State tourism offices;</text>
					</subparagraph><subparagraph id="idCF106DA8F7C942278AFFA3F3443838FD"><enum>(B)</enum><text display-inline="yes-display-inline">local destination marketing organizations;
			 and</text>
					</subparagraph><subparagraph id="H2E2CDB7996434BBD9C983CC5C881D872"><enum>(C)</enum><text>partnerships
			 between a State or local government and local tourism entities.</text>
					</subparagraph></paragraph><paragraph id="H784D2E0795CD47FD8D737B3BBABABFB3"><enum>(2)</enum><header>Regional
			 diversity</header><text>In awarding grants under this section, the Secretary
			 may consider—</text>
					<subparagraph id="idDE38B4840A1A4EC8838F9115848B4F9C"><enum>(A)</enum><text>giving priority
			 to regions with low contributions to tourism marketing;</text>
					</subparagraph><subparagraph id="IDc1436041d917486cb8ed2748c44aa93b"><enum>(B)</enum><text>maintaining
			 regional diversity of grant recipients; and</text>
					</subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="IDf76500f7b5ee421488b4f9f98f5a363f"><enum>(C)</enum><text>providing
			 benefits to rural and less-marketed destinations.</text>
					</subparagraph></paragraph><paragraph id="id6D2A42EB3DD94E36B6B2D423606A70AB"><enum>(3)</enum><header>Use of
			 funds</header><text>Grants awarded under this section may be used to—</text>
					<subparagraph id="id33E3F6407CBE46A8A7A25B553BFE931E"><enum>(A)</enum><text>promote domestic
			 regional tourism growth; and</text>
					</subparagraph><subparagraph id="id7BE6A2CE20D44A3787EC0CB42D6982BE"><enum>(B)</enum><text>create new
			 domestic tourism markets.</text>
					</subparagraph></paragraph><paragraph id="id015E6AA4D88B45DE8DCF98C8A81F449E"><enum>(4)</enum><header>Application
			 process</header>
					<subparagraph id="H2933140ADB41499BADB09B7AFA3B8278"><enum>(A)</enum><header>Submission</header><text>An
			 eligible entity seeking a grant under this section shall submit an application
			 to the Secretary at such time, in such form, and with such information and
			 assurances as the Secretary may require.</text>
					</subparagraph><subparagraph id="HCF35E6FB3A3A44F795169D7C630DF36B"><enum>(B)</enum><header>Contents</header><text>Each
			 application submitted under subparagraph (A) shall include—</text>
						<clause display-inline="no-display-inline" id="HC039E40509D248B48842732DF5D41F72"><enum>(i)</enum><text display-inline="yes-display-inline">a description of the tourist promotion
			 activities to be funded by the grant; and</text>
						</clause><clause id="HE5E413466E4A43D09B55AD00C5C000B2"><enum>(ii)</enum><text display-inline="yes-display-inline">in the case of a partnership between a
			 State or local government and local tourism entities—</text>
							<subclause id="HED6B893226B0445FAB6938E7AB0ED26A"><enum>(I)</enum><text>a
			 list of the specific tourist entities that such government has partnered with
			 to promote tourism within the relevant domestic region;</text>
							</subclause><subclause id="idA2E41EC9A09844B1B36EF351E8AC6DAC"><enum>(II)</enum><text>the details of
			 the partnership agreement;</text>
							</subclause><subclause id="idCEEFF288FBB84A468BD50DFB8E762EC7"><enum>(III)</enum><text>specific
			 information explaining how such partnership will increase regional tourism;
			 and</text>
							</subclause><subclause id="idA46D7730E9B34004AA8792546EB8977F"><enum>(IV)</enum><text>the anticipated
			 positive impact of the partnership on job creation and employment in the
			 relevant domestic region.</text>
							</subclause></clause></subparagraph></paragraph></subsection><subsection id="H795DBC689006484CA20F596BC8CDE24E"><enum>(d)</enum><header>Matching
			 requirement</header>
				<paragraph id="H619CCCEFEB53406EBE40B813017CE6DD"><enum>(1)</enum><header>Non-federal
			 funds</header><text display-inline="yes-display-inline">As a condition for
			 receiving a grant under this section, the grant recipient shall provide, either
			 directly or through donations from public or private entities, non-Federal
			 matching funds, in cash or in-kind, in an amount equal to the amount of the
			 grant.</text>
				</paragraph><paragraph id="HA498BC9B63594E8785509C5672BE12FD"><enum>(2)</enum><header>Special rule for
			 in-kind donations</header><text>Of the amount of non-Federal matching funds
			 required under paragraph (1), not more than 25 percent may be provided through
			 in-kind contributions.</text>
				</paragraph></subsection><subsection id="H20334E7AF30E4EA1A1F0C3E7347A8AC2"><enum>(e)</enum><header>Reports</header><text>Not
			 later than 6 months after the last day of each fiscal year in which grants are
			 awarded by the Secretary under this section, the Secretary shall submit a
			 report to Congress that details—</text>
				<paragraph id="H3C45D42B9C18458BA2995963706B44F6"><enum>(1)</enum><text display-inline="yes-display-inline">travel-generated expenditures;</text>
				</paragraph><paragraph id="H3CCC366E2FA24ACDB7D62FE06F921717"><enum>(2)</enum><text display-inline="yes-display-inline">travel-generated tax receipts; and</text>
				</paragraph><paragraph id="H6C31E3B2445447EB983B2C996FEFEE18"><enum>(3)</enum><text display-inline="yes-display-inline">travel-generated employment.</text>
				</paragraph></subsection><subsection id="H8E689CA862FA42A5910B2B09FEDF7533"><enum>(f)</enum><header>Definitions</header><text display-inline="yes-display-inline">In this section:</text>
				<paragraph id="H8215CC3D60AD4E4FB5DC46E8ECFF2241"><enum>(1)</enum><header>Local tourist
			 entity</header><text display-inline="yes-display-inline">The term <term>local
			 tourist entity</term> means any public or private sector business engaged in
			 tourism-related activities.</text>
				</paragraph><paragraph id="HF4560F65D22C4BC58D616053C1B647A0"><enum>(2)</enum><header>Secretary</header><text>The
			 term <term>Secretary</term> means the Secretary of Commerce.</text>
				</paragraph></subsection><subsection id="HCDCD82214B5441B295E0F4FFC89A191A"><enum>(g)</enum><header>Authorization of
			 appropriations</header><text display-inline="yes-display-inline">There is
			 authorized to be appropriated, for each of the first 5 fiscal years beginning
			 after the date of the enactment of this Act, $10,000,000, which shall be used
			 for grants under this section and shall remain available until expended.</text>
