		<section id="S1" section-type="section-one"><enum>1.</enum><header>Short
			 title</header><text display-inline="no-display-inline">This Act may be cited as
			 the <quote><short-title>Growth to Excellence Act of
			 2011</short-title></quote>.</text>
		</section><section id="idA359A4B335BB47AC84AEC068A266A7D6"><enum>2.</enum><header>Accountability
			 Model</header><text display-inline="no-display-inline">Section 1111(b) of the
			 Elementary and Secondary Education Act of 1965 (20 U.S.C. 6311(b)) is
			 amended—</text>
			<paragraph id="idD82FBBE141104A73890EAFE3740E808B"><enum>(1)</enum><text display-inline="yes-display-inline">in paragraph (3), by adding at the end the
			 following:</text>
				<quoted-block display-inline="no-display-inline" id="id48CB6CEC73E34E7F9BA4A87428281FAF" style="OLC">
					<subparagraph id="idA98E349B246D4A8E92B7E638927469BC"><enum>(E)</enum><header>Assessments
				Above and Below Grade Level</header>
						<clause id="id53D0B44F477B40EE99B5ABFDB58388E9"><enum>(i)</enum><header>In
				General</header><text display-inline="yes-display-inline">Notwithstanding any
				other requirement of this paragraph, a State may carry out this paragraph
				through the use of adaptive assessments that—</text>
							<subclause id="idD031C7263C67431680A531D58994CCB1"><enum>(I)</enum><text display-inline="yes-display-inline">are administered through a computerized
				means;</text>
							</subclause><subclause id="id853DEDDA7A194B02A318EE1DC40CEF72"><enum>(II)</enum><text display-inline="yes-display-inline">are aligned with grade-level academic
				content standards; and</text>
							</subclause><subclause id="id99601DBB61844DBB9F78C9199372F4C9"><enum>(III)</enum><text display-inline="yes-display-inline">measure academic growth above and below
				grade level.</text>
							</subclause></clause><clause id="id3DD45699B01D41868D63AD52ED59E122"><enum>(ii)</enum><header>Requirements
				for Adaptive Assessments</header><text display-inline="yes-display-inline">For
				the results of any adaptive assessment to be included in the accountability
				model described under paragraph (12), such results must provide the information
				necessary to determine adequate student growth in accordance with paragraph
				(12)(C)(i).</text>
						</clause></subparagraph><after-quoted-block>;
				and</after-quoted-block></quoted-block>
			</paragraph><paragraph id="id97747533967640F38E40F07E628D9068"><enum>(2)</enum><text display-inline="yes-display-inline">by adding at the end the following:</text>
				<quoted-block display-inline="no-display-inline" id="idB234538A90AB4BA983CFFB52E7647C57" style="OLC">
					<paragraph id="id266E93CC13774457A32AA887ECFA2FA1"><enum>(11)</enum><header>Criteria and
				Implementation of Accountability model</header>
						<subparagraph id="id27537E4E9250402E98B2BB0E0A7634F5"><enum>(A)</enum><header>In
				General</header>
							<clause id="id40E883037B7C488394329640BDA2019F"><enum>(i)</enum><header>Transitional
				Participation</header><text>Prior to a State's adoption of college and career
				ready academic content standards and college and career ready assessments, as
				defined in subparagraphs (B) and (C) of paragraph (13), a State may apply to
				the Secretary to replace the State plan requirements under paragraph (2) with
				the accountability requirements under paragraph (12).</text>
							</clause><clause id="id9BDCC3AA22F04EE8AD4923891698075A"><enum>(ii)</enum><header>Required
				Participation</header><text display-inline="yes-display-inline">After the
				adoption of college and career ready academic content standards and college and
				career ready assessments, as defined in subparagraphs (B) and (C) of paragraph
				(13) and required under this subsection—</text>
								<subclause id="idD8547B428D1844C6AE23F92AB1A0A1CF"><enum>(I)</enum><text display-inline="yes-display-inline">a State shall comply with this paragraph
				and paragraph (12) in lieu of paragraph (2); and</text>
								</subclause><subclause commented="no" id="id722193F830BE48F6A5599F089C01978C"><enum>(II)</enum><text>references in
				this Act to section 1111(b)(2) shall be deemed to be references to this
				paragraph and paragraph (12).</text>
								</subclause></clause></subparagraph><subparagraph id="id1B754FD82B8245599905525B42B728A9"><enum>(B)</enum><header>Criteria</header><text display-inline="yes-display-inline">A State that participates in the
				accountability model described in paragraph (12) shall carry out the following
				activities:</text>
							<clause id="id4E790588DDD5410CB0D4ACA795176020"><enum>(i)</enum><text display-inline="yes-display-inline">Implement challenging college and career
				ready academic content standards, as defined in paragraph (13)(B).</text>
							</clause><clause id="id8430A3C7FEB44F3AACA239C6839ED41D"><enum>(ii)</enum><text>Implement
				college and career ready assessments, as defined in paragraph 13(C).</text>
							</clause><clause id="id5738A9E061DD4002B15777C5AB58B2B6"><enum>(iii)</enum><text>For a secondary
				school, measure graduation rates as defined in section 200.19(b)(1) of title
				34, Code of Federal Regulations.</text>
							</clause><clause id="idAE663602DACE4D3C9CC5FA7C68E48223"><enum>(iv)</enum><text>Assess not less
				than 2 additional indicators of whether students are college and career ready,
				such as—</text>
								<subclause id="id3E30A18C1FB640F29724DBAC973F656A"><enum>(I)</enum><text>student scores on
				the ACT;</text>
								</subclause><subclause id="id945DA5356BF74D56A1234EF75391D575"><enum>(II)</enum><text>student scores
				on the SAT;</text>
								</subclause><subclause id="idB7AEDA91512947CAB57F38A51F8E4AB8"><enum>(III)</enum><text>the percentage
				of students who attend an institution of higher education;</text>
								</subclause><subclause id="id743C6DC0B9634B92A456D0B3AA7DF7C3"><enum>(IV)</enum><text>college
				remediation rates;</text>
								</subclause><subclause id="idB3F0E09F9B884C548DE16BC5B9AE9833"><enum>(V)</enum><text>results from
				Advance Placement or International Baccalaureate exams;</text>
								</subclause><subclause id="id34AE8CC52C1148258B9473930EF99ED5"><enum>(VI)</enum><text>student grade
				point averages at an institution of higher education; or</text>
								</subclause><subclause id="id4F7A9AB807614DD294FC7F158FE87889"><enum>(VII)</enum><text>rates of
				completion of the first year at an institution of higher education.</text>
								</subclause></clause><clause commented="no" id="id2B35D4631FDF47BCB31962BB6D1505D6"><enum>(v)</enum><text>Provide a
				comprehensive State system of accountability for schools that do not meet the
				standard for adequate student growth, as described in paragraph (12), which
				aims to ensure that each student is college and career ready before such
				student graduates from secondary school and which shall include, at a
				minimum—</text>
								<subclause commented="no" id="id3B8151A0AE4447FDBBBC3BF8EBC159A8"><enum>(I)</enum><text>the evaluation of
				each school and each group of students described in paragraph (2)(C)(v)(II)
				against annual progress targets described in subclauses (V) and (VI) of
				paragraph (12)(B)(i) that are aligned with the goal of ensuring that each
				student is college and career ready before such student graduates from
				secondary school;</text>
								</subclause><subclause commented="no" id="idD84D885310A2464080839628E0936280"><enum>(II)</enum><text>a system of
				categorization that will group schools based on—</text>
									<item commented="no" id="id410591E5E66F4E3EAEC90B2976D5AA19"><enum>(aa)</enum><text>how the overall
				performance of students, and the performance of each subgroup of students
				described in paragraph (2)(C)(v)(II), at such school compares to each annual
				progress target described in subclauses (V) and (VI) of paragraph (12)(B)(i);
				and</text>
									</item><item commented="no" id="id6990503DB56F4C68B3DEC50D47CCF0F7"><enum>(bb)</enum><text>if the school is
				a secondary school, how students at such school perform when measured against
				key indicators of college and career readiness, as described in clauses (iii)
				and (iv);</text>
									</item></subclause><subclause commented="no" id="id4AC0F478140A452E8F929E73F23DEBB6"><enum>(III)</enum><text>supports and
				consequences for each school in the State, as appropriate for each school based
				on the categorization described in subclause (II); and</text>
								</subclause><subclause commented="no" id="id5B902350640E425EA509AC461794FD1C"><enum>(IV)</enum><text>incentives for
				schools that consistently exceed the annual progress targets described in
				subclauses (V) and (VI) of paragraph (12)(B)(i).</text>
								</subclause></clause><clause commented="no" id="idF63951A8996C4F78832864E502F43650"><enum>(vi)</enum><text>Adopt
				intervention mechanisms for schools, as described in section 1116.</text>
							</clause><clause commented="no" id="id0878FD2ABD994003A5EF32AD84C088DF"><enum>(vii)</enum><text>Ensure that
				adequate student growth reports are delivered, in a timely manner, to parents
				and teachers (as appropriate) to enable parents and teachers to examine student
				progress toward becoming college and career ready.</text>
							</clause></subparagraph><subparagraph id="id7547041042134F4E95A33AFD217E5355"><enum>(C)</enum><header>Assessments
				above and below grade level</header>
							<clause id="id4C4FD6959FC24E288CB15EC59616B36C"><enum>(i)</enum><header>In
				General</header><text display-inline="yes-display-inline">In carrying out the
				assessment requirements described in subparagraph (B)(ii), a State may use
				adaptive assessments described in paragraph (3)(E).</text>
							</clause><clause id="id9C5A694BB6AD4C1CA2C4494D660888B4"><enum>(ii)</enum><header>Requirements
				for Adaptive Assessments</header><text display-inline="yes-display-inline">For
				the results of any adaptive assessment to be included in the accountability
				model described under paragraph (12), such results must provide the information
				necessary to determine adequate student growth in accordance with paragraph
				(12)(C)(i).</text>
							</clause></subparagraph></paragraph><paragraph id="id38D3AEE128D741BFBB8B9C7DDB13A002"><enum>(12)</enum><header>Accountability
				Model</header>
						<subparagraph id="id41CA8B80A8714F96A1F1806D98DC857D"><enum>(A)</enum><header>In
				General</header><text>Each State that will use an accountability model under
				this paragraph shall submit a plan to the Secretary, which shall demonstrate
				that the State has developed and will implement a single, statewide State
				accountability system that will be effective in ensuring that all local
				educational agencies, public elementary schools, and public secondary schools
				meet the standard of adequate student growth as defined under this
				paragraph.</text>
						</subparagraph><subparagraph id="id5D1FAA2701494BF887FF36EDDBBDA935"><enum>(B)</enum><header>Components of
				the Accountability Model</header>
							<clause id="id7A815EFEB4D9408B8D616EC66D8D78C6"><enum>(i)</enum><header>In
				General</header><text>Each State accountability model shall—</text>
								<subclause id="id0C504D8646144EE28224F9332E53A932"><enum>(I)</enum><text>be based on the
				academic standards and academic assessments adopted under paragraphs (1), (3),
				and (11), and other academic indicators consistent with subparagraph
				(C)(ii);</text>
								</subclause><subclause id="id9A5F20B7DA62429089D5B562581AE205"><enum>(II)</enum><text>take into
				account the achievement of all public elementary school and secondary school
				students;</text>
								</subclause><subclause id="idE8A9B88E1D334CFDA0660765DE94EAFC"><enum>(III)</enum><text>be the same
				accountability model that the State uses for all public elementary schools and
				secondary schools or all local educational agencies in the State;</text>
								</subclause><subclause id="id48A3F2CD39834B54979D8220BFE9F922"><enum>(IV)</enum><text>include
				components that recognize successful schools and that require intervention
				measures in struggling schools, which the State will use to hold local
				educational agencies and public elementary schools and secondary schools
				accountable for student achievement and for ensuring that such agencies and
				schools meet the standard of adequate student growth as described in
				subparagraph (C), in accordance with this paragraph;</text>
								</subclause><subclause id="id87793CFF10104088AD620EFEAE198EA8"><enum>(V)</enum><text>establish annual
				progress targets for each school that aim to reduce by half, in less than 6
				years—</text>
									<item id="id06C91677D52A432E962C7BA584049EBB"><enum>(aa)</enum><text>the difference
				between the percentage of students at the top performing schools in the State
				who meet the college and career ready academic content standards described in
				paragraph (13)(B) or make adequate student growth, as described in subparagraph
				(C), and the percentage of such students at each school that is not a top
				performing school; and</text>
									</item><item id="idD5388E0C432F48418B9D87427CE6FF81"><enum>(bb)</enum><text>for each
				category of students described in paragraph (2)(C)(v)(II), the difference
				between the percentage of students who meet the college and career ready
				academic content standards described in paragraph (13)(B) or make adequate
				student growth, as described in subparagraph (C), at the top performing schools
				in the State, and the percentage of such students at each school that is not a
				top performing school; and</text>
									</item></subclause><subclause commented="no" id="id0F23CDD00FA34C23BAA11032204DBEBA"><enum>(VI)</enum><text>establish annual
				progress targets for each secondary school that aim to reduce by half, in less
				than 6 years, the difference between the percentage of students who graduate
				from such secondary school and 90 percent.</text>
								</subclause></clause><clause commented="no" id="id7A4C466AE5294EC5ABBBFD34A3EB542F"><enum>(ii)</enum><header>Definition of
				Top Performing School</header><text>In this paragraph, the term <term>top
				performing school</term> means a school that is ranked at the 90th percentile
				when all schools in a State are ranked (with separate rankings for elementary
				schools and for secondary schools) from lowest to highest, based on the
				percentage of students at each school who meet challenging college and career
				ready academic content standards.</text>
							</clause><clause id="id8837BD24176A4D17B8B3BA31D489B64A"><enum>(iii)</enum><header>Top
				Performing Schools</header><text>A top performing school shall be considered a
				school that is meeting annual progress targets under subclauses (V) and (VI) of
				clause (i), for such time as the school remains a top performing school.</text>
							</clause></subparagraph><subparagraph id="id0458B225A2F145D8BDE34C1D6F80A8DC"><enum>(C)</enum><header>Adequate
				Student Growth</header>
							<clause id="id3E59070DC8D643ACA7A4DAD76CC5E18B"><enum>(i)</enum><header>In
				General</header><text>The term <term>adequate student growth</term> shall be
				defined by a State—</text>
								<subclause id="id4260AAD29D22448A89A1FEA4990248B0"><enum>(I)</enum><text>to mean—</text>
									<item id="id73490B62C36042708E5F4D1B4A17C886"><enum>(aa)</enum><text>for each student
				at a school who is not on track to being college and career ready in a subject,
				a rate of growth indicating that the student will be on track to being college
				and career ready within 3 years, or by the last year of student testing,
				whichever is earlier; and</text>
									</item><item id="id65831B23D9F34B0D8544FF9D93F3093D"><enum>(bb)</enum><text>for a student
				who is on track to being college and career ready in a subject, but is not yet
				college and career ready, a rate of growth equal to not less than 1 year of
				academic growth;</text>
									</item></subclause><subclause id="id141A8ED308A14DB79E1437C204883655"><enum>(II)</enum><text>in a manner
				that—</text>
									<item id="id0974DFD363FF4F6A8A93740144388559"><enum>(aa)</enum><text>applies the same
				high standards of academic achievement to all public elementary school and
				secondary school students in the State;</text>
									</item><item id="id22A84B69152A476783E57AA1DE21AAD3"><enum>(bb)</enum><text>is
				statistically rigorous, valid, and reliable;</text>
									</item><item id="id54091C98D412420A87B752AF3B77869D"><enum>(cc)</enum><text>results in
				continuous and substantial academic improvement for all students; and</text>
									</item><item id="idE096C46F32794D9DBB821081191B0283"><enum>(dd)</enum><text>measures the
				progress of public elementary schools, secondary schools, local educational
				agencies, and the State based on the academic assessments described in
				paragraphs (3) and (11).</text>
									</item></subclause></clause><clause id="id56D320A36C8E4E68AD70C34E8C2EB369"><enum>(ii)</enum><header>Measures of
				adequate school performance</header>
								<subclause id="id669BE0F5C5AC43EAB13AE6DB49418EBF"><enum>(I)</enum><header>In
				General</header><text>A State may develop a composite measure of a school’s
				adequate student growth, as described under this paragraph, to be used for
				public reporting, that may incorporate 1 or more of the following
				indicators:</text>
									<item id="idAF8BB20905D84A188142389BC634950C"><enum>(aa)</enum><text>Overall student
				cohort proficiency or growth to proficiency on the assessments adopted under
				paragraphs (3) and (11) over a period of 2 or more years.</text>
									</item><item id="id63347DEDB417403490D0CA1AC2DF847A"><enum>(bb)</enum><text>The percentage
				of students who are making sufficient growth to meet the college and career
				ready academic content standards, as described in paragraph (13)(B), before the
				last year that the student is in the student's current school, or in less than
				3 years, whichever occurs earlier.</text>
									</item><item id="id573FC809B0ED4B52BE3AA3846C1525E7"><enum>(cc)</enum><text>Progress in
				closing achievement gaps between each group of students listed in paragraph
				(2)(C)(v)(II) and the overall student population of the school over a period of
				2 or more years.</text>
									</item><item id="id102CAFFC1523493A9E59CFD62621CA3A"><enum>(dd)</enum><text>For secondary
				schools, a continuous and substantial increase in the graduation rate (as
				defined in section 200.19(b)(1) of title 34, Code of Federal
				Regulations).</text>
									</item><item id="id0706DB9127ED415AB0768099578B73A2"><enum>(ee)</enum><text>Year-to-year
				growth and growth to proficiency on the assessments adopted under paragraphs
				(3) and (11).</text>
									</item><item id="idA3C652AB2BC0446D8E6FBE3D0609C871"><enum>(ff)</enum><text>Attendance for
				all public elementary school students.</text>
									</item><item id="id5A44900EBF164A24BE82462A6A6BE1B1"><enum>(gg)</enum><text>The percentage
				of students who earn sufficient credits to be promoted to the next
				grade.</text>
									</item><item id="id50E5F2F5281A4EFFB878D3944A703B24"><enum>(hh)</enum><text>The percentage
				of secondary school graduates who attend an institution of higher
				education.</text>
									</item><item id="id2DFD1BA1F1DA4F80A2BB9A50D6694F6B"><enum>(ii)</enum><text>The percentage
				of secondary school graduates who do not require remediation at an institution
				of higher education.</text>
									</item></subclause><subclause id="id962C4491FC8641C9A17117022BD6CA69"><enum>(II)</enum><header>Validity and
				Reliability</header><text>The State shall ensure that each indicator described
				in this clause is rigorous, valid for the indicator's assigned use, reliable,
				and consistent with any relevant nationally recognized professional and
				technical standards.</text>
								</subclause><subclause commented="no" id="id8639CB3626394F5CB52EF8B57E08846F"><enum>(III)</enum><header>Reporting of
				Indicators</header><text>A State shall publicly report each of the indicators
				that are included within the composite measure of adequate school performance,
				as described in this clause, in the aggregate and disaggregated by each group
				of students described in paragraph (2)(C)(v)(II).</text>
								</subclause></clause></subparagraph><subparagraph id="idA9602AE4A3F340CF82F1B611B6C970C3"><enum>(D)</enum><header>Annual
				Improvement for Schools</header><text>Each year, for a school to meet the
				standard for adequate student growth under this paragraph, not less than 95
				percent of each group of students described in paragraph (2)(C)(v)(II) who are
				enrolled in the school are required to take the assessments, consistent with
				paragraph (3), including subparagraph (C)(xi) of such paragraph, and
				with—</text>
							<clause id="idE89C669714984353AD2E0222F2FFE546"><enum>(i)</enum><text>accommodations
				provided in the same manner as those provided under section 504 of the
				Rehabilitation Act of 1973 (29 U.S.C. 794); and</text>
							</clause><clause id="id1F9D94FDA64E46A9B12F7C33F7FBC6E1"><enum>(ii)</enum><text>accommodations
				and alternative assessments provided in the same manner as those provided under
				section 612(a)(16)(A) of the Individuals with Disabilities Education
				Act.</text>
							</clause></subparagraph><subparagraph commented="no" id="id92B8BCECA57742F981E3723E8AD0BC2B"><enum>(E)</enum><header>Evaluation</header>
							<clause commented="no" id="idBCEA6AF8CEB84688AD7EE168FEB70777"><enum>(i)</enum><header>Secretarial
				Duties</header><text>The Secretary shall—</text>
								<subclause commented="no" id="id057E6865AB38459FA16485B96C215735"><enum>(I)</enum><text>establish a
				rigorous peer-review process, which shall include a diverse board of experts
				and community stakeholders, to assist in the review of State accountability
				model plans, based on the criteria described in subparagraphs (B) and
				(C)(i);</text>
								</subclause><subclause commented="no" id="idFA3F547E007C497F8C485F5CF7AC0DB0"><enum>(II)</enum><text>appoint
				individuals to the peer-review process who are representative of parents,
				teachers, State educational agencies, and local educational agencies, and who
				are familiar with educational standards, assessments, accountability, the needs
				of low-performing schools, and other educational needs of students;</text>
								</subclause><subclause commented="no" id="id9B71468C954449E899662AED1DDE804D"><enum>(III)</enum><text>if the
				Secretary determines that the State plan does not meet the requirements of this
				paragraph, immediately notify the State of such determination and the reasons
				for such determination;</text>
								</subclause><subclause commented="no" id="idE5C76F72B4184AF78FC78BC88E70E98F"><enum>(IV)</enum><text>not decline to
				approve a State's accountability model plan before—</text>
									<item commented="no" id="idCAFA5111921346FA84734E5273C6D46E"><enum>(aa)</enum><text>offering the
				State an opportunity to revise its accountability model plan;</text>
									</item><item commented="no" id="id49DE43D2F5C14848B83323F4143ADF21"><enum>(bb)</enum><text>providing
				technical assistance in order to assist the State to meet the requirements of
				this paragraph;</text>
									</item><item commented="no" id="idC552189E4B1C42BC953D5EC45AC68608"><enum>(cc)</enum><text>providing a
				hearing; and</text>
									</item><item commented="no" id="id2A62987258CE4C57A59008836A060463"><enum>(dd)</enum><text>allowing the
				State to communicate with peer reviewers in order to further explain or justify
				the merits of the State's accountability model plan; and</text>
									</item></subclause><subclause commented="no" id="id87C9F3C51C6F4A2787986BA1E14CD7E0"><enum>(V)</enum><text>have the
				authority to disapprove a State accountability model plan for not meeting the
				requirements of this paragraph, but shall not have the authority to require a
				State, as a condition of approval of the State accountability model plan, to
				include in, or delete from, such plan 1 or more specific elements of the
				State's academic content standards or to use specific academic assessment
				instruments or items.</text>
								</subclause></clause><clause commented="no" id="idB4367CE6F19043D688FB54A4DBE08EBD"><enum>(ii)</enum><header>State
				Revisions</header><text>A State accountability model plan shall be revised by
				the State educational agency if it is necessary to satisfy the requirements of
				this paragraph.</text>
							</clause></subparagraph><subparagraph commented="no" id="id193DCC49722E47D0A58AD6864ACA7B24"><enum>(F)</enum><header>Approved
				Schools</header><text>If, as of the date of enactment of the
				<short-title>Growth to Excellence Act of
				2011</short-title>, a State has already received approval from the Secretary to
				use an accountability model, the Secretary may allow such State a period of not
				more than 2 years from the date of enactment of such Act to transition to the
				use of the accountability model described in this paragraph.</text>
						</subparagraph></paragraph><paragraph id="idC0AD056ED12A41F1BADC77B4D205A80E"><enum>(13)</enum><header>Definitions</header><text>In
				this subsection:</text>
						<subparagraph id="id91D6CAC7BF984C2A987CF4AA915A5458"><enum>(A)</enum><header>College and
				Career Ready</header><text>The term <term>college and career ready</term> when
				used with respect to a student means that the student meets the requirements
				necessary to be admitted into credit-bearing, nonremedial, entry level
				coursework at a State public institution of higher education.</text>
						</subparagraph><subparagraph id="id05CF31B6A73A4A779C8EE2E05887370B"><enum>(B)</enum><header>College and
				Career Ready Academic Content Standards</header><text display-inline="yes-display-inline">The term <term>college and career ready
				academic content standards</term> means challenging academic content standards
				(as required under paragraph (1)) that are—</text>
							<clause id="idF75D508BD364497A9E937D6D4804D4CF"><enum>(i)</enum><text display-inline="yes-display-inline">developed based on evidence that mastery of
				such standards corresponds to being college and career ready without the need
				for remediation; and</text>
							</clause><clause id="idA280FEAA39DB470EB9BD433B2B3A6806"><enum>(ii)</enum><subclause commented="no" display-inline="yes-display-inline" id="id3345520CFA2D49DC9BFCF659845A7350"><enum>(I)</enum><text display-inline="yes-display-inline">common to a significant number of States;
				or</text>
								</subclause><subclause id="id338BECFB2D8F431B91454E54F4280460" indent="up1"><enum>(II)</enum><text display-inline="yes-display-inline">approved by a system of public 4-year
				institutions of higher education in the State, such that mastery of such
				standards leads to placement into credit-bearing, nonremedial, first-year
				coursework for a student admitted to an institution of higher education that is
				part of such system.</text>
								</subclause></clause></subparagraph><subparagraph id="idC565E044464743259B7C7575857601B2"><enum>(C)</enum><header>College and
				Career Ready Assessments</header><text>The term <term>college and career ready
				assessments</term> means an assessment for mathematics and an assessment for
				reading or language arts that—</text>
							<clause id="id6D13340B32934123A28FDE7ABCFF439B"><enum>(i)</enum><text>measures the
				annual academic growth of individual students;</text>
							</clause><clause id="idA9D26898197A4174875275E2B6C26C3F"><enum>(ii)</enum><text>is aligned with
				the college and career ready academic content standards described in this
				paragraph; and</text>
							</clause><clause id="idBA7B0000C040459986A9838BC8E7A544"><enum>(iii)</enum><text>meets the
				requirements under paragraph (3).</text>
							</clause></subparagraph><subparagraph id="id5F7A4AFA7F154C1D88D7A31A48ED08C2"><enum>(D)</enum><header>On track to
				being college and career ready</header><text>The term <term>on track to being
				college and career ready</term> in a subject means that a student is performing
				at or above grade level, such that the student will be college and career ready
				in the subject before graduation from secondary school, as measured by the
				State assessment
				system.</text>
						</subparagraph></paragraph><after-quoted-block>.</after-quoted-block></quoted-block>
			</paragraph></section></legis-body>
