		<section id="H03DA992D48764812BE2447F23508CDF2" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the
			 <quote><short-title>San Juan Mountains Wilderness Act of
			 2011</short-title></quote>.</text>
		</section><section id="HE8E69C12A25C4C7A8B301D0632CF3DE0"><enum>2.</enum><header>Definitions</header><text display-inline="no-display-inline">In this Act:</text>
			<paragraph id="H27229EEF7F2D468ABE5BAD5D3617C5A5"><enum>(1)</enum><header>Covered
			 Land</header><text display-inline="yes-display-inline">The term <term>covered
			 land</term> means—</text>
				<subparagraph id="HBAC55D0EAE244A5796354BCEFA053762"><enum>(A)</enum><text display-inline="yes-display-inline">land designated as wilderness under
			 paragraphs (20) through (22) of section 2(a) of the Colorado Wilderness Act of
			 1993 (16 U.S.C. 1132 note; Public Law 103–77; 107 Stat. 756); and</text>
				</subparagraph><subparagraph id="H5F6657E6D72D4ED6A4E24D283D0168D6"><enum>(B)</enum><text display-inline="yes-display-inline">land in the Special Management Area.</text>
				</subparagraph></paragraph><paragraph id="HA45ACFF0EA9B4AF9B6E307D4D073CBDB"><enum>(2)</enum><header>Secretary</header><text display-inline="yes-display-inline">The term <term>Secretary</term> means the
			 Secretary of Agriculture.</text>
			</paragraph><paragraph id="idC8E900470A99475F8DE15878656A2BD1"><enum>(3)</enum><header>Special
			 management area</header><text>The term <term>Special Management Area</term>
			 means the Sheep Mountain Special Management Area designated by section
			 4(a).</text>
			</paragraph><paragraph id="HCD86F7F617EC4C69BDC326EBD27F02BF"><enum>(4)</enum><header>State</header><text>The
			 term <term>State</term> means the State of Colorado.</text>
			</paragraph></section><section id="H022D690FB7884ED7862F3062C34D14CA"><enum>3.</enum><header>Additions to the
			 National Wilderness Preservation System</header><text display-inline="no-display-inline">Section 2(a) of the Colorado Wilderness Act
			 of 1993 (16 U.S.C. 1132 note; Public Law 103–77; 107 Stat. 756) is amended by
			 adding at the end the following:</text>
			<quoted-block display-inline="no-display-inline" id="id5F1BF3F830AD43079963AF12B3DFEA1F" style="OLC">
				<paragraph id="H6EE94A39F49841A8A847E049EE5477F6"><enum>(20)</enum><header>Lizard Head
				wilderness addition</header><text display-inline="yes-display-inline">Certain
				Federal land in the Grand Mesa, Uncompahgre, and Gunnison National Forests
				comprising approximately 3,350 acres, as generally depicted on the map entitled
				<term>Proposed Wilson, Sunshine, Black Face and San Bernardo Additions to the
				Lizard Head Wilderness</term> and dated December 1, 2010, which is incorporated
				in, and shall be administered as part of, the Lizard Head Wilderness.</text>
				</paragraph><paragraph id="HA096B9802066445BAADB8F01679306EC"><enum>(21)</enum><header>Mount Sneffels
				Wilderness additions</header>
					<subparagraph id="idA35A7AB06E69478491C955AF45EC3D41"><enum>(A)</enum><header>Liberty Bell
				and Last Dollar Additions</header><text display-inline="yes-display-inline">Certain Federal land in the Grand Mesa,
				Uncompahgre, and Gunnison National Forests comprising approximately 8,250
				acres, as generally depicted on the map entitled <term>Proposed Liberty Bell
				and Last Dollar Additions to the Mt. Sneffels Wilderness</term> and dated
				December 1, 2010, which is incorporated in, and shall be administered as part
				of, the Mount Sneffels Wilderness.</text>
					</subparagraph><subparagraph id="H3C1AA5F34F5B4F4DABFC8906885ABA80"><enum>(B)</enum><header>Whitehouse
				Additions</header><text display-inline="yes-display-inline">Certain Federal
				land in the Grand Mesa, Uncompahgre, and Gunnison National Forests comprising
				approximately 13,000 acres, as generally depicted on the map entitled
				<term>Proposed Whitehouse Additions to the Mt. Sneffels Wilderness</term> and
				dated December 1, 2010, which is incorporated in, and shall be administered as
				part of, the Mount Sneffels Wilderness.</text>
					</subparagraph></paragraph><paragraph id="HDB8B6D94BDBB45F5AF9236CDE4F9500F"><enum>(22)</enum><header>McKenna Peak
				Wilderness</header><text>Certain Federal land in the State of Colorado
				comprising approximately 8,600 acres of Bureau of Land Management land, as
				generally depicted on the map entitled <term>McKenna Peak Wilderness</term> and
				dated November 10, 2010, to be known as the <term>McKenna Peak
				Wilderness</term>.</text>
				</paragraph><after-quoted-block>.</after-quoted-block></quoted-block>
		</section><section id="HD57BC1796551414C8DAF80E12D3BF03C"><enum>4.</enum><header>Sheep Mountain
			 Special Management Area</header>
			<subsection id="HCFA50F3810CA45AD834B0748A3A75C19"><enum>(a)</enum><header>Designation</header><text display-inline="yes-display-inline">Certain Federal land in the Grand Mesa,
			 Uncompahgre, and Gunnison and San Juan National Forests comprising
			 approximately 21,620 acres as generally depicted on the map entitled
			 <term>Proposed Sheep Mountain Special Management Area</term> and dated December
			 2, 2010, is designated as the <term>Sheep Mountain Special Management
			 Area</term>.</text>
			</subsection><subsection id="ID61e0791666f243c7a8612a13d2ce5ed3"><enum>(b)</enum><header>Purpose</header><text>The
			 purpose of the Special Management Area is to conserve and protect for the
			 benefit and enjoyment of present and future generations the geological,
			 cultural, archaeological, paleontological, natural, scientific, recreational,
			 wilderness, wildlife, riparian, historical, educational, and scenic resources
			 of the Special Management Area.</text>
			</subsection><subsection id="ID8499af3a4c70468bb2156670749d0d65"><enum>(c)</enum><header>Management</header>
				<paragraph id="ID2cd7b4b9254b477a8c3646de2aae6f51"><enum>(1)</enum><header>In
			 general</header><text>The Secretary shall manage the Special Management Area in
			 a manner that—</text>
					<subparagraph id="IDaa9dc370b1c24854b7b75ed612de6add"><enum>(A)</enum><text>conserves,
			 protects, and enhances the resources and values of the Special Management Area
			 described in subsection (b);</text>
					</subparagraph><subparagraph id="IDed54b5f33b0c434ba49262e5617ba3d1"><enum>(B)</enum><text>maintains or
			 improves the wilderness character of the Special Management Area and the
			 suitability of the Special Management Area for potential inclusion in the
			 National Wilderness Preservation System; and</text>
					</subparagraph><subparagraph id="ID23f8ea22b4f64a1a80dc4dd783346586"><enum>(C)</enum><text>is in accordance
			 with—</text>
						<clause id="ID897214a0424f492e92084d3cf74f4d4d"><enum>(i)</enum><text>the
			 National Forest Management Act of 1976 (16 U.S.C. 1600 et seq.);</text>
						</clause><clause id="ID1c654c0a60694847ae6d89a93539d6f4"><enum>(ii)</enum><text>this Act;
			 and</text>
						</clause><clause id="IDd318f48c71c94c07b89191aeeb2c7835"><enum>(iii)</enum><text>any other
			 applicable laws.</text>
						</clause></subparagraph></paragraph><paragraph id="HE3B21CE3BF13421A83F6519ECADE38BB"><enum>(2)</enum><header>Prohibitions</header><text>The
			 following shall be prohibited in the Special Management Area:</text>
					<subparagraph id="H785F11282B0F4D66A64CB81A2763AEAF"><enum>(A)</enum><text>Permanent
			 roads.</text>
					</subparagraph><subparagraph id="H1DAC72AB581D42BC8F57A99E9E492ACC"><enum>(B)</enum><text>Except as
			 necessary to meet the minimum requirements for the administration of the
			 Federal land and to protect public health and safety—</text>
						<clause id="HDABB8FD2CCAE405D893E68E0A1C274B5"><enum>(i)</enum><text display-inline="yes-display-inline">the use of motor vehicles, motorized
			 equipment, or mechanical transport (other than provided in paragraph (3));
			 and</text>
						</clause><clause id="HA28001D5976D4ED0B185E4E8716E6F18"><enum>(ii)</enum><text>the
			 establishment of temporary roads.</text>
						</clause></subparagraph></paragraph><paragraph id="HC3CE1597620A4A3EBB4C7DF054474DF8"><enum>(3)</enum><header>Authorized
			 activities</header>
					<subparagraph id="id198E5AE0F1914C3FA4847A391623B16D"><enum>(A)</enum><header>In
			 general</header><text display-inline="yes-display-inline">The Secretary may
			 allow any activities (including helicopter access for recreation and
			 maintenance) that have been authorized by permit or license as of the date of
			 enactment of this Act to continue within the Special Management Area, subject
			 to such terms and conditions as the Secretary may require.</text>
					</subparagraph><subparagraph id="id8FE48A35428842998B1EC1CE7F4760BF"><enum>(B)</enum><header>Permitting</header><text display-inline="yes-display-inline">The designation of the Special Management
			 Area by subsection (a) shall not affect the issuance of permits relating to the
			 activities covered under subparagraph (A) after the date of enactment of this
			 Act.</text>
					</subparagraph></paragraph></subsection><subsection id="ID8d5f27537b3040a89c423b3326d98285"><enum>(d)</enum><header>Water</header>
				<paragraph id="ID658a541b88c945b5845919be98f9b08b"><enum>(1)</enum><header>Effect</header><text>Nothing
			 in this section—</text>
					<subparagraph id="ID10056ac269a14b8fa760e4f903dd4672"><enum>(A)</enum><text>affects the use
			 or allocation, in existence on the date of enactment of this Act, of any water,
			 water right, or interest in water;</text>
					</subparagraph><subparagraph id="ID153442b4879140b18326871b146f344f"><enum>(B)</enum><text>affects any
			 vested absolute or decreed conditional water right in existence on the date of
			 enactment of this Act, including any water right held by the United
			 States;</text>
					</subparagraph><subparagraph id="ID80f304e55c63484bb081626a0727de22"><enum>(C)</enum><text>affects any
			 interstate water compact in existence on the date of enactment of this
			 Act;</text>
					</subparagraph><subparagraph id="ID53683fa106b84a889d76989796a6c51c"><enum>(D)</enum><text>authorizes or
			 imposes any new reserved Federal water rights; or</text>
					</subparagraph><subparagraph id="IDc738a02bafaf4546b9aa39cf956d5061"><enum>(E)</enum><text>shall be
			 considered to be a relinquishment or reduction of any water rights reserved or
			 appropriated by the United States in the State on or before the date of
			 enactment of this Act.</text>
					</subparagraph></paragraph><paragraph id="IDbfeef34d00204e6590d407a419d46d44"><enum>(2)</enum><header>State water
			 law</header><text>The Secretary shall follow the procedural requirements of
			 State law in order to obtain and hold any water rights not in existence on the
			 date of enactment of this Act with respect to the covered land.</text>
				</paragraph><paragraph commented="no" id="H1D24EF2ED48D4BB7AB42E20CF326B754"><enum>(3)</enum><header>New or Expanded
			 Projects</header><text display-inline="yes-display-inline">Notwithstanding any
			 other provision of law, beginning on the date of enactment of this Act, neither
			 the President nor any other officer, employee, or agent of the United States
			 shall fund, assist, authorize, or issue a license or permit for the development
			 of any new irrigation and pumping facility, reservoir, water conservation work,
			 aqueduct, canal, ditch, pipeline, well, hydropower project, transmission, other
			 ancillary facility, or other water, diversion, storage, or carriage structure
			 in the covered land.</text>
				</paragraph></subsection></section><section id="H2B42A049A36F4EB5B64398048B46938A"><enum>5.</enum><header>Administrative
			 provisions</header>
			<subsection commented="no" id="H1EBD85F0470D4CE397A045F80FACCAA0"><enum>(a)</enum><header>Authorized
			 events</header><text display-inline="yes-display-inline">The Secretary may
			 continue to authorize the competitive running event permitted since 1992 in the
			 vicinity of the Special Management Area and the Liberty Bell addition to the
			 Mount Sneffels Wilderness designated by section 2(a)(21) of the Colorado
			 Wilderness Act of 1993 (as added by section 3) in a manner compatible with the
			 preservation of the areas as wilderness.</text>
			</subsection><subsection id="H24CE29AD63EE476DBCD0C5A1931A6BBF"><enum>(b)</enum><header>Fish and
			 Wildlife</header><text display-inline="yes-display-inline">Nothing in this Act
			 affects the jurisdiction or responsibility of the State with respect to fish
			 and wildlife in the State.</text>
			</subsection><subsection id="H4B820A11A1DA499DBB83933DA20D50C1"><enum>(c)</enum><header>No Buffer
			 Zones</header>
				<paragraph id="HADCB2FC1B3BF4271A5DBE8B1B36EE147"><enum>(1)</enum><header>In
			 general</header><text>Nothing in this Act creates a protective perimeter or
			 buffer zone around covered land.</text>
				</paragraph><paragraph id="H34561FD1369945B1B37D643A9A8E2934"><enum>(2)</enum><header>Activities
			 outside wilderness</header><text>The fact that a nonwilderness activity or use
			 on land outside of the covered land can be seen or heard from within covered
			 land shall not preclude the conduct of the activity or use outside the boundary
			 of the covered land.</text>
				</paragraph></subsection><subsection id="IDe7afd83cdf7f4e28ab17c2b085779920"><enum>(d)</enum><header>Maps and legal
			 descriptions</header>
				<paragraph id="ID1c5f9cc4ae1e4222b8f7af5c3f3880c9"><enum>(1)</enum><header>In
			 general</header><text>As soon as practicable after the date of enactment of
			 this Act, the Secretary or the Secretary of the Interior, as appropriate, shall
			 file a map and a legal description of each wilderness area designated by
			 paragraphs (20) through (22) of section 2(a) of the Colorado Wilderness Act of
			 1993 (as added by section 3) and the Special Management Area with—</text>
					<subparagraph id="ID6f9fbc52a0c9451b9b6279785559e00a"><enum>(A)</enum><text>the Committee on
			 Natural Resources of the House of Representatives; and</text>
					</subparagraph><subparagraph id="ID1ba51606f99d4253b3a5e88975b30ced"><enum>(B)</enum><text>the Committee on
			 Energy and Natural Resources of the Senate.</text>
					</subparagraph></paragraph><paragraph id="IDa24de211283c47d1abca29917165bb95"><enum>(2)</enum><header>Force of
			 law</header><text>Each map and legal description filed under paragraph (1)
			 shall have the same force and effect as if included in this Act, except that
			 the Secretary or the Secretary of the Interior, as appropriate, may correct
			 clerical and typographical errors in each map and legal description.</text>
				</paragraph><paragraph id="IDd6df1a86b835476fb7e6ffa21e8be9dd"><enum>(3)</enum><header>Public
			 availability</header><text>Each map and legal description filed under paragraph
			 (1) shall be on file and available for public inspection in the appropriate
			 offices of the Bureau of Land Management and the Forest Service.</text>
				</paragraph></subsection><subsection id="ID0364f75d41344033858e1aa88c5b2831"><enum>(e)</enum><header>Acquisition of
			 land</header>
				<paragraph id="ID0132a664800141158c9ff39643b1f1a0"><enum>(1)</enum><header>In
			 general</header><text>The Secretary or the Secretary of the Interior, as
			 appropriate, may acquire any land or interest in land within the boundaries of
			 the Special Management Area or the wilderness designated under paragraphs (20)
			 through (22) of section 2(a) of the Colorado Wilderness Act of 1993 (as added
			 by section 3) only through exchange, donation, or purchase from a willing
			 seller.</text>
				</paragraph><paragraph id="ID4f18cb83badf422e988425d63b3a6476"><enum>(2)</enum><header>Management</header><text>Any
			 land or interest in land acquired under paragraph (1) shall be incorporated
			 into, and administered as a part of, the wilderness or Special Management Area
			 in which the land or interest in land is located.</text>
				</paragraph></subsection><subsection id="idA4870AA5389A461EA14DF046D9C5F7CE"><enum>(f)</enum><header>Grazing</header><text>The
			 grazing of livestock on covered land, if established before the date of
			 enactment of this Act, shall be permitted to continue subject to such
			 reasonable regulations as are considered necessary by the Secretary with
			 jurisdiction over the covered land, in accordance with—</text>
				<paragraph id="id92D65BA120D341E5B47B5C0198D31DF6"><enum>(1)</enum><text>section 4(d)(4)
			 of the Wilderness Act (16 U.S.C. 1133(d)(4)); and</text>
				</paragraph><paragraph id="HD864FF97FF384BA2BF857C577DC495BF"><enum>(2)</enum><text>the guidelines set
			 forth in Appendix A of the report of the Committee on Interior and Insular
			 Affairs of the House of Representatives accompanying H.R. 2570 of the 101st
			 Congress (H. Rept. 101–405) and H.R. 5487 of the 96th Congress (H. Rept.
			 96–617).</text>
				</paragraph></subsection><subsection id="ID033e17ab730245efb84e08e1006fdc7f"><enum>(g)</enum><header>Withdrawal</header><text>Subject
			 to valid rights in existence on the date of enactment of this Act, the covered
			 land and the approximately 6,600 acres generally depicted on the map entitled
			 <term>Proposed Naturita Canyon Mineral Withdrawal Area</term> and dated January
			 26, 2010, is withdrawn from—</text>
				<paragraph id="ID617bc3b1ad394d0eb2f3d821511dd3fd"><enum>(1)</enum><text>entry,
			 appropriation, and disposal under the public land laws;</text>
				</paragraph><paragraph id="ID7ab8dc90bbce496eb8f8ff41dc4cca93"><enum>(2)</enum><text>location, entry,
			 and patent under mining laws; and</text>
				</paragraph><paragraph id="IDe8f76e6ddeeb4dbfa1641b911b18b832"><enum>(3)</enum><text>operation of the
			 mineral leasing, mineral materials, and geothermal leasing laws.</text>
				</paragraph></subsection></section><section id="ID34bce34abaa94671845c7d9c9e5f7ce9"><enum>6.</enum><header>Technical
			 correction</header><text display-inline="no-display-inline">Subtitle E of title
			 II of Public Law 111–11 (16 U.S.C. 460zzz et seq.) is amended—</text>
			<paragraph id="id48DA3C17008D4BDB8899A2F0946961D2"><enum>(1)</enum><text display-inline="yes-display-inline">by redesignating section 2408 (16 U.S.C.
			 460zzz–7) as section 2409; and</text>
			</paragraph><paragraph id="idEC4E34103EAA432AAA4038BD676E5F0E"><enum>(2)</enum><text display-inline="yes-display-inline">by inserting after section 2407 (16 U.S.C.
			 460zzz–6) the following:</text>
				<quoted-block display-inline="no-display-inline" id="idE9590678E1E447F8B67E77BB3E6F63E7" style="OLC">
					<section id="ID89352310f6714686bbc47a52b0e4efd7"><enum>2408.</enum><header>Release</header>
						<subsection id="ID79184d84766e4d9c8c642369bdde52a5"><enum>(a)</enum><header>In
				general</header><text>Congress finds that, for the purposes of section 603(c)
				of the Federal Land Policy and Management Act of 1976 (43 U.S.C. 1782(c)), the
				portions of the Dominguez Canyon Wilderness Study Area not designated as
				wilderness by this subtitle have been adequately studied for wilderness
				designation.</text>
						</subsection><subsection id="ID35042393d91d49d8ab817943c91e0550"><enum>(b)</enum><header>Release</header><text>Any
				public land referred to in subsection (a) that is not designated as wilderness
				by this subtitle—</text>
							<paragraph id="ID7421503c9b9048948ea5232747cf52d0"><enum>(1)</enum><text>is no longer
				subject to section 603(c) of the Federal Land Policy and Management Act of 1976
				(43 U.S.C. 1782(c)); and</text>
							</paragraph><paragraph id="IDee76314b66ff4e99916efba4a1448bbf"><enum>(2)</enum><text>shall be managed
				in accordance with this subtitle and any other applicable
				laws.</text>
							</paragraph></subsection></section><after-quoted-block>.</after-quoted-block></quoted-block>
