		<official-title>To amend the Food Security Act of 1985 to require the
		  Secretary of Agriculture to carry out a conservation program under which the
		  Secretary shall make payments to assist owners and operators of muck land to
		  conserve and improve the soil, water, and wildlife resources of the
		  land.</official-title>

		<section id="HF8E903BE3AFA47388C93C91F3D515843" section-type="section-one"><enum>1.</enum><header>Muck soils
			 conservation</header><text display-inline="no-display-inline">Chapter 5 of
			 subtitle D of title XII of the Food Security Act of 1985 (16 U.S.C. 3839bb et
			 seq.) is amended by adding at the end the following:</text>

				<section id="id0D7B0570398B4A019EEE94E8FB49D9C4"><enum>1240S.</enum><header>Muck soils
				conservation</header>
					<subsection id="HBE8EA3E555DC4EA2AFAE38E9617B8CA7"><enum>(a)</enum><header>Establishment</header><text display-inline="yes-display-inline">The Secretary shall carry out a
				conservation program (referred to in this section as the <term>program</term>)
				under which the Secretary shall make payments to assist owners and operators of
				eligible land specified in subsection (b) to conserve and improve the soil,
				water, and wildlife resources of the land.</text>
					</subsection><subsection id="H18345CC5F51D4D4DB938A134A149A9D7"><enum>(b)</enum><header>Eligible
				land</header><text display-inline="yes-display-inline">To be eligible for
				inclusion in the program, the land shall—</text>
						<paragraph id="H0CC7F5BAC0644180B33B414DD85573CF"><enum>(1)</enum><text display-inline="yes-display-inline">be comprised of soil that qualifies as
				muck, as determined by the Secretary;</text>
						</paragraph><paragraph id="HE3BF8F0BCF9B42A8AD3952AD284DD783"><enum>(2)</enum><text>be used for
				production of an agricultural crop;</text>
						</paragraph><paragraph id="HFFF964E93AE847A29E676EA752C035A9"><enum>(3)</enum><text>have a spring
				cover crop planted in conjunction with the primary agricultural crop referred
				to in paragraph (2);</text>
						</paragraph><paragraph id="H3EB333F5A52A43F49032ECC1EF4F0040"><enum>(4)</enum><text>have a winter crop
				planted; and</text>
						</paragraph><paragraph id="H7EAA6258D98D4C64B2385ED27299F92B"><enum>(5)</enum><text>have ditch banks
				seeded with grass that is maintained on a year-round basis.</text>
						</paragraph></subsection><subsection id="H862248E5E1764BC8A484C53D1F69A673"><enum>(c)</enum><header>Payment
				amounts</header><text display-inline="yes-display-inline">The Secretary may
				provide payments of not less than $300, but not more than $500, per acre per
				year under the program.</text>
					</subsection><subsection id="H3DF1A304217246BDB0251F77DA067D00"><enum>(d)</enum><header>Authorization of
				Appropriations</header><text>There is authorized to be appropriated to the
				Secretary to carry out the program $50,000,000 for each of fiscal years 2012
				and
				2013.</text>
