		<official-title>To require the Secretary of Commerce to establish a Clean
		  Energy Technology Manufacturing and Export Assistance Program, and for other
		  purposes.</official-title>

		<section id="S1" section-type="section-one"><enum>1.</enum><header>Short
			 title</header><text display-inline="no-display-inline">This Act may be cited as
			 the <quote><short-title>Clean Energy Technology
			 Manufacturing and Export Assistance Act of 2011</short-title></quote>.</text>
		</section><section id="id7A606C493B92459EA5E28F9EBDE2DF39"><enum>2.</enum><header>Clean energy
			 technology manufacturing and export assistance program</header>
			<subsection id="HF1BEC15E9D8544CF9106E34F8F31A732"><enum>(a)</enum><header>Definitions</header><text>In
			 this section:</text>
				<paragraph id="H7B8578B583E3425AA863AAC86126FEB1"><enum>(1)</enum><header>Clean energy
			 technology</header><text display-inline="yes-display-inline">The term
			 <term>clean energy technology</term> means a technology related to the
			 production, use, transmission, storage, control, or conservation of energy that
			 is designed to—</text>
					<subparagraph id="HF8EC244509F849D4BAA1081430FD1DE9"><enum>(A)</enum><text>reduce the need
			 for additional energy supplies—</text>
						<clause id="id7FE9427C32B8470EA3B6B7A1813E9FEA"><enum>(i)</enum><text>by
			 using existing energy supplies with greater efficiency; or</text>
						</clause><clause id="id2045FDCEE597478194A65A772F07EC8C"><enum>(ii)</enum><text>by
			 transmitting, distributing, or transporting energy with greater effectiveness
			 through the infrastructure of the United States;</text>
						</clause></subparagraph><subparagraph id="id990957A5DF824FD5AF19A80F5780D97B"><enum>(B)</enum><text>diversify the
			 sources of the energy supply of the United States to strengthen energy security
			 and to increase supplies of energy with a favorable balance of environmental
			 effects if the entire technology system is considered; or</text>
					</subparagraph><subparagraph id="id9F9249D2C22C430A9EDF72E4501E7D2B"><enum>(C)</enum><text display-inline="yes-display-inline">contribute to a stabilization of
			 atmospheric greenhouse gas concentrations through reduction, avoidance, or
			 long-term sequestration of energy-related emissions.</text>
					</subparagraph></paragraph><paragraph commented="no" id="id41C0C072941B40BB8664DCCE8B049A73"><enum>(2)</enum><header>Small- and
			 medium-sized businesses</header><text>The term <term>small- and medium-sized
			 businesses</term> means businesses with not more than 500 employees.</text>
				</paragraph><paragraph id="idC96BC6A14D9B45809E887B12CBB4C7AC"><enum>(3)</enum><header>Under
			 Secretary</header><text>The term <term>Under Secretary</term> means the Under
			 Secretary for International Trade of the Department of Commerce.</text>
				</paragraph></subsection><subsection id="idBDAFCC00FC1E408A8D72BBFBA7BB9B1D"><enum>(b)</enum><header>Establishment</header><text>The
			 Secretary of Commerce shall establish a Clean Energy Technology Manufacturing
			 and Export Assistance Program, to be carried out by the Under Secretary, for
			 the purposes of—</text>
				<paragraph id="idB71C459E4C7E459EB5C8E03C778D8E2D"><enum>(1)</enum><text>promoting
			 policies to reduce production costs and encourage innovation, investment, and
			 productivity among businesses in the United States that produce or export clean
			 energy technologies or related services;</text>
				</paragraph><paragraph id="idA63F0C1D654F41AFB3A522019E3B6240"><enum>(2)</enum><text>implementing a
			 national strategy with respect to the exportation of clean energy technologies
			 and related services from the United States; and</text>
				</paragraph><paragraph id="id6DEC8C1D82224BC6840F4A8A06630BC2"><enum>(3)</enum><text>ensuring that
			 businesses in the United States that produce or export clean energy
			 technologies or related services, including suppliers of parts for the
			 production of clean energy technologies and engineering and design firms, have
			 the information and assistance necessary—</text>
					<subparagraph id="idA07EEEB713F045A4974CEDA84A26CBC1"><enum>(A)</enum><text>to be
			 competitive; and</text>
					</subparagraph><subparagraph id="idD64ADA825FA146BFA5767F44BF1B109F"><enum>(B)</enum><text>to create and
			 maintain clean energy technology jobs in the United States.</text>
					</subparagraph></paragraph></subsection><subsection id="ID2fb234cb4d9b4c67903140d8268fe4f1"><enum>(c)</enum><header>Assistance</header>
				<paragraph id="id73B05C55A2AA4C3D97A118B1BA8FB9D9"><enum>(1)</enum><header>In
			 general</header><text>The Under Secretary shall, consistent with the National
			 Export Initiative (established by Executive Order 13534 (75 Fed. Reg. 12433)),
			 provide information and other assistance under the program established under
			 subsection (b) to businesses in the United States, particularly small- and
			 medium-sized businesses, to promote the production and exportation of clean
			 energy technologies and related services.</text>
				</paragraph><paragraph id="id82DB2491205741C1A5326FE55F3C12B4"><enum>(2)</enum><header>Types of
			 assistance</header><text>The assistance provided under paragraph (1) shall
			 include—</text>
					<subparagraph id="ID894bd2b5c0354910abe6baf7a9545d45"><enum>(A)</enum><text>analyzing and
			 making recommendations with respect to policies to reduce production costs and
			 encourage innovation, investment, and productivity among businesses in the
			 United States that produce or export clean energy technologies or related
			 services;</text>
					</subparagraph><subparagraph id="ID3a730f5fbdae43c9b37407da05d9082a"><enum>(B)</enum><text>providing
			 information to businesses in the United States with respect to—</text>
						<clause id="IDc77e69e6bce04b0aa56b7c6c95f4932d"><enum>(i)</enum><text>the
			 process of exporting clean energy technologies and related services to foreign
			 countries;</text>
						</clause><clause id="idA5FC2F6FBE8D4E23A0718518D4CBFDA0"><enum>(ii)</enum><text>opportunities
			 for the exportation of such technologies and services to foreign
			 countries;</text>
						</clause><clause id="id3EF0105E31314B28ABD8DCD8A1B18388"><enum>(iii)</enum><text>tailoring their
			 products and activities to the needs of specific markets in foreign countries;
			 and</text>
						</clause><clause id="IDc4ae66d3a6514c979c65f95aaca1844b"><enum>(iv)</enum><text>conducting
			 business in foreign countries, including with respect to the financing,
			 marketing, and assembly of exported products and other logistics with respect
			 to those products; and</text>
						</clause></subparagraph><subparagraph id="IDc1c5b32185e748e1bc37bd30c7e37b9a"><enum>(C)</enum><text>assisting
			 businesses in the United States in expressing their views and providing input
			 with respect to any policy developments relating to the production or
			 exportation of clean energy technologies or related services.</text>
					</subparagraph></paragraph></subsection><subsection id="IDb4b5b812168f49468e3719aac94dd7a5"><enum>(d)</enum><header>Reports to
			 Congress</header>
				<paragraph id="idCF0F8B85D65047ACA5A8196CBD204768"><enum>(1)</enum><header>Report on
			 implementation of program</header><text>Not later than 180 days after the date
			 of the enactment of this Act, the Under Secretary shall submit to Congress a
			 report describing how the program established under subsection (b) will be used
			 to—</text>
					<subparagraph id="idC8BFCAB879E34DEC90CAB57CB0C2554B"><enum>(A)</enum><text>encourage the
			 production and exportation of clean energy technologies and related services in
			 the United States;</text>
					</subparagraph><subparagraph id="HDE661BD9F02B49708AF1849C3D73A2F6"><enum>(B)</enum><text>encourage the
			 creation and maintenance of clean energy technology jobs in the United States;
			 and</text>
					</subparagraph><subparagraph id="HA484D9EF11144A289A13BFDDF2596DD5"><enum>(C)</enum><text>benefit small- and
			 medium-sized businesses in the United States.</text>
					</subparagraph></paragraph><paragraph id="id22C0A300C9A0418BA511E49003B13C01"><enum>(2)</enum><header>Report on
			 effectiveness of program</header><text>Not later than January 1, 2015, the
			 Under Secretary shall submit to Congress a report on the program established
			 under subsection (b) that includes—</text>
					<subparagraph id="idA4697D9FD958472C8FF42C2E702B2BB0"><enum>(A)</enum><text>an assessment of
			 the extent to which the program has been successful—</text>
						<clause id="ID8abc7f8ea758459da970d354821453e3"><enum>(i)</enum><text>in
			 analyzing and making recommendations with respect to policies to reduce
			 production costs and encourage innovation, investment, and productivity among
			 businesses in the United States that produce or export clean energy
			 technologies or related services;</text>
						</clause><clause id="ID620e34bc172e4b9ebc7f6abb279e662e"><enum>(ii)</enum><text>in
			 increasing the competitiveness of businesses in the United States that export
			 clean energy technologies or related services to foreign countries;</text>
						</clause><clause id="IDc193f8a8d1e9417c98e3f3d06b28a19e"><enum>(iii)</enum><text>in assisting
			 businesses in the United States, particularly small- and medium-sized
			 businesses, in exporting clean energy technologies and related services;</text>
						</clause><clause id="IDb4ba89e7b24040aebded2f20bc3c7991"><enum>(iv)</enum><text>in
			 creating and maintaining clean energy technology jobs in the United States;
			 and</text>
						</clause><clause id="ID77aa00cdebac42ccb79008eec3fedafa"><enum>(v)</enum><text>in
			 assisting businesses in the United States in expressing their views and
			 providing input with respect to any policy developments relating to the
			 production or exportation of clean energy technologies or related
			 services;</text>
						</clause></subparagraph><subparagraph id="id049805A31E584D58B105F029D087CF19"><enum>(B)</enum><text>detailed
			 information with respect to the nature, location, and duration of any jobs
			 created or maintained as a result of the program established under subsection
			 (b) and a description of the methodology used by the Under Secretary to compile
			 that information; and</text>
					</subparagraph><subparagraph id="ID7f15c67c89dd4f54b74b93b237a2b9ab"><enum>(C)</enum><text>any
			 recommendations with respect to continuing or improving the program.</text>
					</subparagraph></paragraph></subsection></section></legis-body>
