		<section id="HC6165D06FBA14F1394ECC70AAA419403" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the
			 <quote><short-title>End Unnecessary Mailers Act of
			 2011</short-title></quote>.</text>
		</section><section id="HAC265158367C45F8808A759B6514C5D7"><enum>2.</enum><header>Consumer
			 confidence reports by community water systems</header>
			<subsection id="H6FEEA70BF09C4FD297FEEC2CF936489C"><enum>(a)</enum><header>Method of
			 delivering report</header><text display-inline="yes-display-inline">Section
			 1414(c)(4)(A) of the Safe Drinking Water Act (42 U.S.C. 300g–3(c)(4)(A)) is
			 amended—</text>
				<paragraph id="HD93F4304BF00447B96B8925061E0A652"><enum>(1)</enum><text>in the first
			 sentence, by striking <quote>The Administrator, in consultation</quote> and
			 inserting the following:</text>
					<quoted-block display-inline="no-display-inline" id="H929E09DDCD1445C38163138230ED77FD" style="OLC">
						<clause id="H7A714A228A8A4C998C6F685E05E8F2E3"><enum>(i)</enum><header>In
				general</header><text display-inline="yes-display-inline">The Administrator, in
				consultation</text>
						</clause><after-quoted-block>;</after-quoted-block></quoted-block>
				</paragraph><paragraph id="id9E4A2F411E674B349FF674F542E68C19"><enum>(2)</enum><text>in clause (i) (as
			 designated by paragraph (1)), in the first sentence, by striking <quote>to mail
			 to each customer</quote> and inserting <quote>to provide, in accordance with
			 clause (ii) or (iii), as applicable, to each customer</quote>; and</text>
				</paragraph><paragraph id="H3DF97A2FCB934011882B9A97CA332750"><enum>(3)</enum><text>by adding at the
			 end the following:</text>
					<quoted-block display-inline="no-display-inline" id="HE6BB016C09B64491A9C04564FECC4B89" style="OLC">
						<clause id="H059C11A3196B414B9AE8B509A536F296"><enum>(ii)</enum><header>Mailing
				requirement for violation of maximum contaminant level</header><text display-inline="yes-display-inline">If a violation of the maximum contaminant
				level for any regulated contaminant has occurred during the year concerned, the
				regulations under clause (i) shall require the applicable community water
				system to mail a copy of the consumer confidence report to each customer of the
				system.</text>
						</clause><clause id="H7097153393BA462AAF1169B83BDE4C67"><enum>(iii)</enum><header>Mailing
				requirement absent any violation of maximum contaminant level</header>
							<subclause id="id019D0C763E9A4332B883A57981490047"><enum>(I)</enum><header>In
				general</header><text>If no violation of the maximum contaminant level for any
				regulated contaminant has occurred during the year concerned, the regulations
				under clause (i) shall require the applicable community water system to make
				the consumer confidence report available by, at the discretion of the community
				water system—</text>
								<item id="H6BA51343B7554823A340F0BB6AED7F4E"><enum>(aa)</enum><text>mailing a copy of
				the consumer confidence report to each customer of the system; or</text>
								</item><item id="H81A499899C4449C890A59D1FFEAF31B4"><enum>(bb)</enum><text display-inline="yes-display-inline">subject to subclause (II), making a copy of
				the consumer confidence report available on a publicly accessible Internet site
				of the community water system and by mail, at the request of a customer.</text>
								</item></subclause><subclause id="idE47EF3E51E2D43C592EF1B20BCF0EC46"><enum>(II)</enum><header>Requirements</header><text display-inline="yes-display-inline">If a community water system elects to
				provide consumer confidence reports to consumers under subclause (I)(bb), the
				community water system shall provide to each customer of the community water
				system, in plain language and in the same manner (such as in printed or
				electronic form) in which the customer has elected to pay the bill of the
				customer, notice that—</text>
								<item id="H151DEBA017734D35ADB7D870C58C6732"><enum>(aa)</enum><text display-inline="yes-display-inline">the community water system has remained in
				compliance with the maximum contaminant level for each regulated contaminant
				during the year concerned; and</text>
								</item><item id="H2310CAA11B5A4B2087B38ABE29B5AFDA"><enum>(bb)</enum><text>a
				consumer confidence report is available on a publicly accessible Internet site
				of the community water system and, on request, by
				mail.</text>
								</item></subclause></clause><after-quoted-block>.</after-quoted-block></quoted-block>
				</paragraph></subsection><subsection id="idCEAE131E3FA94ACA9BDAF2F993EF5FCC"><enum>(b)</enum><header>Conforming
			 amendments</header><text>Section 1414(c)(4) of the Safe Drinking Water Act (42
			 U.S.C. 300g–3(c)(4)) is amended—</text>
				<paragraph id="idC592941A5A784216BED33991A391C2AE"><enum>(1)</enum><text>in subparagraph
			 (C), in the matter preceding clause (i), by striking <quote>mailing requirement
			 of subparagraph (A)</quote> and inserting <quote>mailing requirement of clause
			 (ii) or (iii) of subparagraph (A)</quote>; and</text>
				</paragraph><paragraph id="id1D6B81718A8543A9A4E38E0421221B57"><enum>(2)</enum><text>in subparagraph
			 (D), in the first sentence of the matter preceding clause (i), by striking
			 <quote>mailing requirement of subparagraph (A)</quote> and inserting
			 <quote>mailing requirement of clause (ii) or (iii) of subparagraph
			 (A)</quote>.</text>
				</paragraph></subsection><subsection id="H362B1B97B0B5411F8DB9C6DFBAA513C1"><enum>(c)</enum><header>Application;
			 administrative actions</header>
				<paragraph id="id242D3993A1E64F3EA18EC0F49DDE5633"><enum>(1)</enum><header>In
			 general</header><text>The amendments made by this section take effect on the
			 date that is 90 days after the date of the enactment of this Act.</text>
				</paragraph><paragraph id="idEDD477FCBB00480BB675A74BE01C82A0"><enum>(2)</enum><header>Regulations</header><text>Not
			 later than 90 days after the date of enactment of this Act, the Administrator
			 of the Environmental Protection Agency shall promulgate any revised regulations
			 and take any other actions necessary to carry out the amendments made by this
			 section.</text>
