		<official-title>To require an accounting for financial support made to
		  promote the production or use of renewable energy, and for other
		  purposes.</official-title>

		<section id="S1" section-type="section-one"><enum>1.</enum><header>Short
			 title</header><text display-inline="no-display-inline">This Act may be cited as
			 the <quote><short-title>Federal Accounting of Renewable
			 Energy Act of 2011</short-title></quote> or the <quote><short-title>FARE Act of 2011</short-title></quote>.</text>
		</section><section id="idA8C9A5B7E7FD45B7A6D3ABDEAD42073F"><enum>2.</enum><header>Green economics
			 accounting</header>
			<subsection id="ID4ddc6f5236da4a1989de86020df94c32"><enum>(a)</enum><header>In
			 general</header><text>Not later than 60 days after the date of enactment of
			 this Act, the head of each Federal agency shall submit to Congress an
			 accounting for all financial support (including grants, loans, loan guarantees,
			 and direct payments) made by the agency during fiscal years 2009 through 2011
			 to promote the production or use of renewable energy.</text>
			</subsection><subsection id="IDeca6eec1f6c14d95868bc62e630f9c85"><enum>(b)</enum><header>Results</header><text>As
			 part of the accounting for projects described in subsection (a), the Federal
			 agency shall include in the accounting—</text>
				<paragraph id="idE11CFC61F745497988BDE1FF5DDC6125"><enum>(1)</enum><text>a list of the
			 projects that directly led to the production or use of renewable energy (as of
			 the date of the submission of the report);</text>
				</paragraph><paragraph id="ID196b3bf84dcf46fe8bfd7db75927d640"><enum>(2)</enum><subparagraph commented="no" display-inline="yes-display-inline" id="id8027005AC80E4DCF93F5B813A1303AFC"><enum>(A)</enum><text>the quantity of
			 renewable energy or products on the market as a direct result of the financial
			 support provided to the recipient company; and</text>
					</subparagraph><subparagraph id="idEB4A2B9FEF494505B2E831B77F3F3410" indent="up1"><enum>(B)</enum><text>the gross sales of the recipient
			 company during the most recent fiscal year for which data are available;
			 and</text>
					</subparagraph></paragraph><paragraph id="ID8ac408cb3b734ef88dec21a21fdbed84"><enum>(3)</enum><subparagraph commented="no" display-inline="yes-display-inline" id="idC7DC17DE78CD468895FD64BB335E0628"><enum>(A)</enum><text>the total quantity of
			 financial support provided;</text>
					</subparagraph><subparagraph id="id3AB4DB737A474CFFA37E9007E27EE282" indent="up1"><enum>(B)</enum><text>the total number of jobs created as a
			 result of the financial support listed by temporary or full-time employment;
			 and</text>
					</subparagraph><subparagraph id="idDB20ED906FA64DB9BAED3CDA0A4F9ADE" indent="up1"><enum>(C)</enum><text>the average cost to the recipient
			 company of each full-time job created.</text>
					</subparagraph></paragraph></subsection><subsection id="ID995b62f1a7ff4608a7277cd5bc62b677"><enum>(c)</enum><header>Minimum
			 requirements</header><text>In the case of projects described in subsection (a),
			 each accounting required under this section shall provide a full accounting
			 (including applicable percentages) for each project, including—</text>
				<paragraph id="ID2d37d9a8784244c0b5bef1f82f9450a5"><enum>(1)</enum><subparagraph commented="no" display-inline="yes-display-inline" id="idB8D3999E7A664058BDB6837324517EBA"><enum>(A)</enum><text>the applicable
			 employment, sales, and revenue targets submitted by each recipient company
			 before receiving financial support; and</text>
					</subparagraph><subparagraph id="id742E46C433AB4C54A3F2E048B67E3DB5" indent="up1"><enum>(B)</enum><text>a list of the recipient companies that
			 substantially failed to meet the applicable targets;</text>
					</subparagraph></paragraph><paragraph id="IDb94782c8154a4d2ea0b12ef691c5707a"><enum>(2)</enum><text>a list of all
			 recipient companies that received financial support but are no longer in
			 operation or have moved any portion of the operations of the companies to
			 China, as of the date of enactment of this Act; and</text>
				</paragraph><paragraph id="IDcc6e0ff0f95644ea8e302214cea74062"><enum>(3)</enum><text>a list of all
			 venture capital firms that were directly involved in submitting the proposal
			 for any financial support that was ultimately awarded.</text>
				</paragraph></subsection><subsection id="IDd11f34a7f6f74f8c87a3d8e18601f075"><enum>(d)</enum><header>Investigations</header>
				<paragraph id="idB29ABF63F9A845DB9DDBF487B0F8A925"><enum>(1)</enum><header>In
			 general</header><text>If a recipient company received financial support to
			 carry out a project described in subsection (a) and the recipient company is no
			 longer in existence or is unlikely to substantially achieve the purpose of the
			 financial support, the Inspector General of the Federal agency that provided
			 the financial support shall conduct a preliminary investigation of the
			 documents submitted by the company and executives of the company to determine
			 whether the company or executives potentially committed fraud in obtaining the
			 financial support.</text>
				</paragraph><paragraph id="IDc4142490f4a6476a98d236a79801edb0"><enum>(2)</enum><header>National
			 Renewable Energy Laboratory</header><text>The Inspector General of the
			 Department of Energy shall review and submit to Congress a list of the name of
			 each individual who—</text>
					<subparagraph id="idD1952157FB5641FA94C47686FA84AF7A"><enum>(A)</enum><text>is an executive
			 of a recipient company that received financial support from National Renewable
			 Energy Laboratory during any of calendar years 2009 through 2011; and</text>
					</subparagraph><subparagraph id="idCA6E45A0DC0D410DB7275E84037FEC1F"><enum>(B)</enum><text>had an immediate
			 family member who was employed by the National Renewable Energy Laboratory as
			 of the date of receipt of the financial support.</text>
					</subparagraph></paragraph></subsection></section></legis-body>
