		<section id="id1632B0D00FAD4BFC9C3979B199912C00" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the
			 <quote><short-title>Medicaid Restoration for Citizens of
			 Freely Associated States Act of 2011</short-title></quote>.</text>
		</section><section id="id041B26DEB69A4855B7D375F64E29C74A" section-type="subsequent-section"><enum>2.</enum><header>Medicaid eligibility
			 for citizens of Freely Associated States</header>
			<subsection id="ID056EE4C47D9740218D8C7D61E3A3F8C2"><enum>(a)</enum><header>In
			 general</header><text>Section 402(b)(2) of the Personal Responsibility and Work
			 Opportunity Reconciliation Act of 1996 (<external-xref legal-doc="usc" parsable-cite="usc/8/1612(b)(2)">8 U.S.C. 1612(b)(2)</external-xref>) is
			 amended by adding at the end the following:</text>
				<quoted-block id="IDBB2792AC0B6446ADB1A5F4849CF6EA7E">
					<subparagraph id="ID9740E1B7E3BA4822A619790489A8E239"><enum>(G)</enum><header>Medicaid
				exception for citizens of Freely Associated States</header><text>With respect
				to eligibility for benefits for the program defined in paragraph (3)(C)
				(relating to medicaid), paragraph (1) shall not apply to any individual who
				lawfully resides in the United States (including territories and possessions of
				the United States) in accordance with—</text>
						<clause id="id3D9FFAD125E047C88203F2D350AC7FEA"><enum>(i)</enum><text>section 141 of
				the Compact of Free Association between the Government of the United States and
				the Government of the Federated States of Micronesia, approved by Congress in
				the Compact of Free Association Amendments Act of 2003;</text>
						</clause><clause id="id5980905815ED42AAB8EEA9401BE69369"><enum>(ii)</enum><text>section 141 of
				the Compact of Free Association between the Government of the United States and
				the Government of the Republic of the Marshall Islands, approved by Congress in
				the Compact of Free Association Amendments Act of 2003; or</text>
						</clause><clause commented="no" display-inline="no-display-inline" id="id5EAA036C6F9E49C2BA35AF2EC83DDF09"><enum>(iii)</enum><text display-inline="yes-display-inline">section 141 of the Compact of Free
				Association between the Government of the United States and the Government of
				Palau, approved by Congress in
				<external-xref legal-doc="public-law" parsable-cite="pl/99/658">Public Law
				99–658</external-xref> (<external-xref legal-doc="statute-at-large" parsable-cite="stat/100/3672">100 Stat.
				3672</external-xref>).</text>
						</clause></subparagraph><after-quoted-block>.</after-quoted-block></quoted-block>
			</subsection><subsection id="H4D67F963420A4AF2BA2EF591E69B991A"><enum>(b)</enum><header>Exception to
			 5-Year limited eligibility</header><text display-inline="yes-display-inline">Section 403(d) of such Act (8 U.S.C.
			 1613(d)) is amended—</text>
				<paragraph id="HB1075F36CF6F4B02862DF1F15EF9A578"><enum>(1)</enum><text>in paragraph (1),
			 by striking <quote>or</quote> at the end;</text>
				</paragraph><paragraph id="HC14CBB21047444AABDA6EF3DB6A1357F"><enum>(2)</enum><text>in paragraph (2),
			 by striking the period at the end and inserting <quote>; or</quote>; and</text>
				</paragraph><paragraph id="H6074201BEEE047C880E228C0FC6DF278"><enum>(3)</enum><text>by adding at the
			 end the following new paragraph:</text>
					<quoted-block display-inline="no-display-inline" id="HC00B069B68CB490EA31706F3AF2E1791" style="OLC">
						<paragraph id="H9BD42A48A0A248778A4F37BEADA66610"><enum>(3)</enum><text display-inline="yes-display-inline">an individual described in section
				402(b)(2)(G), but only with respect to the designated Federal program defined
				in section
				402(b)(3)(C).</text>
						</paragraph><after-quoted-block>.</after-quoted-block></quoted-block>
				</paragraph></subsection><subsection id="IDA746F0D1072B4106A0CCE70087007EFC"><enum>(c)</enum><header>Definition of
			 qualified alien</header><text>Section 431(b) of the Personal Responsibility and
			 Work Opportunity Reconciliation Act of 1996 (<external-xref legal-doc="usc" parsable-cite="usc/8/1641(b)">8 U.S.C. 1641(b)</external-xref>) is
			 amended—</text>
				<paragraph id="ID5D871131E47D4241B114763586CFC595"><enum>(1)</enum><text>in paragraph (6),
			 by striking <quote>or</quote> at the end;</text>
				</paragraph><paragraph id="IDCBFE3CD706154E3B006436EA6FD2DF58"><enum>(2)</enum><text>in paragraph (7),
			 by striking the period at the end and inserting <quote>; or</quote>; and</text>
				</paragraph><paragraph id="ID8BE5A70520C9412CBA581DC286E9BF99"><enum>(3)</enum><text>by adding at the
			 end the following:</text>
					<quoted-block id="ID87F5DE1EB74C46C6B500B215C317CD20">
						<paragraph id="IDEC1A3815B2394909A3A5C4241D188894"><enum>(8)</enum><text>an individual who
				lawfully resides in the United States (including territories and possessions of
				the United States) in accordance with a Compact of Free Association referred to
				in section
				402(b)(2)(G).</text>
						</paragraph><after-quoted-block>.</after-quoted-block></quoted-block>
				</paragraph></subsection><subsection id="id35D68F18DB0A4BB9B318CF9EF9DE2E5D"><enum>(d)</enum><header>Conforming
			 amendments</header><text>Section 1108 of the Social Security Act (42 U.S.C.
			 1308) is amended—</text>
				<paragraph id="id15A4A48E1E984660B1D868DEF0D6495D"><enum>(1)</enum><text>in subsection
			 (f), in the matter preceding paragraph (1), by striking <quote>subsection
			 (g)</quote> and inserting <quote>subsections (g) and (h)</quote>; and</text>
				</paragraph><paragraph id="idC011560BAB5B42209943CDC4D8A7D2B4"><enum>(2)</enum><text>by adding at the
			 end the following:</text>
					<quoted-block display-inline="no-display-inline" id="idF5FC2B9E3DF54530AEEE19F62D2CAC5E" style="OLC">
						<subsection id="idCB10DAEB482B4261890A6596C6842577"><enum>(h)</enum><text>The limitations
				of subsections (f) and (g) shall not apply with respect to medical assistance
				provided to an individual described in section 431(b)(8) of the Personal
				Responsibility and Work Opportunity Reconciliation Act of
				1996.</text>
						</subsection><after-quoted-block>.</after-quoted-block></quoted-block>
				</paragraph></subsection><subsection commented="no" display-inline="no-display-inline" id="id7FD89A11F52A484DAFB360874D8CC1A9"><enum>(e)</enum><header>Effective
			 date</header><text>The amendments made by this section take effect on the date
			 of enactment of this Act and apply to benefits for items and services furnished
			 on or after that date.</text>
