		<official-title display="yes">To authorize the Secretary of Homeland
		  Security, in coordination with the Secretary of State, to establish a program
		  to issue Asia-Pacific Economic Cooperation Business Travel Cards, and for other
		  purposes.</official-title>

		<section commented="no" display-inline="no-display-inline" id="idbe4b8b9f-63d0-45d9-bf7d-991d3d9dd659" section-type="section-one"><enum>1.</enum><header display-inline="yes-display-inline">Short title</header><text display-inline="no-display-inline">This Act may be cited as the
			 <quote><short-title>Asia-Pacific Economic Cooperation
			 Business Travel Cards Act of 2011</short-title></quote>.</text>
		</section><section commented="no" display-inline="no-display-inline" id="idd180553e-3499-4704-9df5-7736cf78306c" section-type="subsequent-section"><enum>2.</enum><header display-inline="yes-display-inline">Asia-Pacific Economic Cooperation Business
			 Travel Cards</header>
			<subsection commented="no" display-inline="no-display-inline" id="id5ab6ff29-5d0f-4e92-8727-d09fa7695c39"><enum>(a)</enum><header display-inline="yes-display-inline">In general</header><text display-inline="yes-display-inline">During the 7-year period ending on
			 September 30, 2018, the Secretary of Homeland Security, in coordination with
			 the Secretary of State, is authorized to issue Asia-Pacific Economic
			 Cooperation Business Travel Cards (referred to in this section as <quote>ABT
			 Cards</quote>) to any eligible person, including business leaders and United
			 States Government officials who are actively engaged in Asia-Pacific Economic
			 Cooperation business. An individual may not receive an ABT Card under this
			 section unless the individual has been approved and is in good standing in an
			 international trusted traveler program of the Department of Homeland
			 Security.</text>
			</subsection><subsection commented="no" display-inline="no-display-inline" id="id9a88347f-c672-4b31-b841-5e2b18b3a250"><enum>(b)</enum><header display-inline="yes-display-inline">Integration with existing travel
			 programs</header><text display-inline="yes-display-inline">The Secretary of
			 Homeland Security may integrate application procedures for, and issuance,
			 suspension, and revocation of, ABT Cards with other appropriate international
			 trusted traveler programs of the Department of Homeland Security.</text>
			</subsection><subsection commented="no" display-inline="no-display-inline" id="id52945700-0c41-4488-be74-255d00b3e36a"><enum>(c)</enum><header display-inline="yes-display-inline">Cooperation with private
			 entities</header><text display-inline="yes-display-inline">In carrying out this
			 section, the Secretary of Homeland Security may consult with appropriate
			 private sector entities.</text>
			</subsection><subsection commented="no" display-inline="no-display-inline" id="id366b9265-e88d-4b43-b301-a054345c2b15"><enum>(d)</enum><header display-inline="yes-display-inline">Rulemaking</header><text display-inline="yes-display-inline">The Secretary of Homeland Security, in
			 coordination with the Secretary of State, may prescribe such regulations as may
			 be necessary to carry out this section, including regulations regarding
			 conditions of or limitations on eligibility for an ABT Card.</text>
			</subsection><subsection commented="no" display-inline="no-display-inline" id="id415735eb-dada-4cf4-ac3f-9b4f2a4e91db"><enum>(e)</enum><header display-inline="yes-display-inline">Fee</header>
				<paragraph commented="no" display-inline="no-display-inline" id="id7cfa6790-70c1-4883-aea9-3ca70ba8d9c7"><enum>(1)</enum><header display-inline="yes-display-inline">In general</header><text display-inline="yes-display-inline">The Secretary of Homeland Security
			 may—</text>
					<subparagraph commented="no" display-inline="no-display-inline" id="id831fe260-35a5-4c01-ae0d-4da58e0710b4"><enum>(A)</enum><text display-inline="yes-display-inline">prescribe and collect a fee for the
			 issuance of ABT Cards; and</text>
					</subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="idfa112e78-8f90-4944-99c1-00fb0f0cd8b1"><enum>(B)</enum><text display-inline="yes-display-inline">adjust such fee to the extent the Secretary
			 determines to be necessary to comply with paragraph (2).</text>
					</subparagraph></paragraph><paragraph commented="no" display-inline="no-display-inline" id="id449a932e-9996-4962-bb68-827fa0fcac5b"><enum>(2)</enum><header display-inline="yes-display-inline">Limitation</header><text display-inline="yes-display-inline">The Secretary of Homeland Security shall
			 ensure that the total amount of the fees collected under paragraph (1) during
			 any fiscal year is sufficient to offset the direct and indirect costs
			 associated with carrying out this section during such fiscal year, including
			 the costs associated with establishing the program.</text>
				</paragraph><paragraph commented="no" display-inline="no-display-inline" id="idbe3c4845-dd6f-455e-adde-a0c1deb99e2b"><enum>(3)</enum><header display-inline="yes-display-inline">Account for collections</header><text display-inline="yes-display-inline">There is established in the Treasury of the
			 United States an <quote>APEC Business Travel Card Account</quote> into which
			 the fees collected under paragraph (1) shall be deposited as offsetting
			 receipts.</text>
				</paragraph><paragraph commented="no" display-inline="no-display-inline" id="id181d5ab0-e761-4c2a-b758-8e5f1b760fd1"><enum>(4)</enum><header display-inline="yes-display-inline">Use of funds</header><text display-inline="yes-display-inline">Amounts deposited into the APEC Business
			 Travel Card Account—</text>
					<subparagraph commented="no" display-inline="no-display-inline" id="id852a5698-9192-4f79-897f-81b7bc18395f"><enum>(A)</enum><text display-inline="yes-display-inline">shall be credited to the appropriate
			 account of the Department of Homeland Security for expenses incurred in
			 carrying out this section; and</text>
					</subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="id5409ae3e-c08f-4667-8c0a-567cb8c6f363"><enum>(B)</enum><text display-inline="yes-display-inline">shall remain available until
			 expended.</text>
					</subparagraph></paragraph></subsection><subsection commented="no" display-inline="no-display-inline" id="id7908d758-ebd0-443f-aaf1-e7cedeaddba3"><enum>(f)</enum><header display-inline="yes-display-inline">Termination of program</header><text display-inline="yes-display-inline">The Secretary of Homeland Security, in
			 coordination with the Secretary of State, may terminate activities under this
			 section if the Secretary of Homeland Security determines such action to be in
			 the interest of the United States.</text>
