		<section id="H54C60FF4739A4EC8819C5991AE3FE197" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the
			 <quote><short-title>Made In America Block Grant Program
			 Act of 2011</short-title></quote>.</text>
		</section><section id="H9E0BEACB49594616825C91E8B31ABEB9"><enum>2.</enum><header>Establishment of
			 Made In America Block Grant Program</header>
			<subsection id="idEEDD25E6B32343B090654287EF6766B3"><enum>(a)</enum><header>In
			 general</header><text display-inline="yes-display-inline">Not later than 120
			 days after the date of the enactment of this Act, the Secretary of Commerce
			 shall establish a Made In America Block Grant Program (in this Act referred to
			 as the <quote>program</quote>), under which the Secretary may make grants to
			 support the manufacturing industry in the United States.</text>
			</subsection><subsection id="idED69B2EEF1A741498FF7615277AB0C53"><enum>(b)</enum><header>Hollings
			 Manufacturing Partnership Program</header><text>To the degree practicable, the
			 Secretary shall carry out the program through the Hollings Manufacturing
			 Partnership Program.</text>
			</subsection></section><section id="H25C84C92B5B1490E8FC8D8A70CDE6A9D"><enum>3.</enum><header>Grants</header>
			<subsection id="H2B6622BC228A4FB98BB341EE82DD2E87"><enum>(a)</enum><header>Grant
			 uses</header><text display-inline="yes-display-inline">A grant made by the
			 Secretary of Commerce under the program shall be used by the recipient of the
			 grant to assist, through grants made to third parties, any of the following
			 activities:</text>
				<paragraph id="HF14A581EAD4F4B9EA4571B53942B7D5D"><enum>(1)</enum><text>Retooling or
			 retrofitting a small- or medium-sized manufacturer, including with respect to
			 equipment, facilities, infrastructure, or capital.</text>
				</paragraph><paragraph id="H840C59E131354F20A11E0B8C884B13BD"><enum>(2)</enum><text>Diversifying the
			 business plan of a small- or medium-sized manufacturer to advance the
			 production of clean energy technology products or components, energy efficient
			 products or components, high-technology products or components, or other
			 advanced products (as defined by the Secretary).</text>
				</paragraph><paragraph id="H8F82DAF4618B40B9A0E09A18678E5F45"><enum>(3)</enum><text>Improving the
			 energy or process efficiency of a manufacturing facility of a small- or
			 medium-sized manufacturer.</text>
				</paragraph><paragraph id="H7FC965DEBD504743938D6713BA5B1397"><enum>(4)</enum><text>Retraining the
			 employees of a small- or medium-sized manufacturer to—</text>
					<subparagraph id="H7B385535754E499197726E9036B46768"><enum>(A)</enum><text>provide skills
			 necessary to operate new or advanced manufacturing equipment; or</text>
					</subparagraph><subparagraph id="HC852354242724F0495CB758C67BE236C"><enum>(B)</enum><text>sustain or improve
			 the processes of that manufacturer.</text>
					</subparagraph></paragraph><paragraph id="H34D9738C51F940C69B73864B79C77B44"><enum>(5)</enum><text>Training new
			 employees of a small- or medium-sized manufacturer, including through
			 on-the-job training.</text>
				</paragraph><paragraph id="HB661FC98E9BC49EBA1F38B13C11ABF26"><enum>(6)</enum><text display-inline="yes-display-inline">Providing capital and technical expertise
			 to a small- or medium-sized manufacturer to expand the export opportunities of
			 that manufacturer.</text>
				</paragraph><paragraph id="idC8A6BAC980154E25AA465EF2BAC145A1"><enum>(7)</enum><text display-inline="yes-display-inline">Establishing a revolving loan fund to
			 provide loans to small- or medium-sized manufacturers to finance the costs of
			 activities described in paragraphs (1) through (6).</text>
				</paragraph><paragraph id="H2086C9AD13714FAA811E08AA9B985A01"><enum>(8)</enum><text>Such other
			 projects as the Secretary considers appropriate to support the manufacturing
			 industry of the United States.</text>
				</paragraph></subsection><subsection id="HBC4E109EF5234ABAA8FE572070622D11"><enum>(b)</enum><header>Eligible
			 entities</header>
				<paragraph id="H18EF85C32D3144D1BA93B1C939F00204"><enum>(1)</enum><header>In
			 general</header><text>The following entities are eligible to receive a grant
			 under the program:</text>
					<subparagraph id="H97011B15BA6D4C878D54D4321D589A90"><enum>(A)</enum><text>A State meeting
			 the requirements of paragraph (2).</text>
					</subparagraph><subparagraph id="H19FEB78823184747948552B361C9A034"><enum>(B)</enum><text>A covered unit of
			 local government meeting the requirements of paragraph (2).</text>
					</subparagraph><subparagraph id="H0705B1798ED4443CBA212F0ADC4908DE"><enum>(C)</enum><text>An Indian tribe
			 meeting the requirements of paragraph (2).</text>
					</subparagraph><subparagraph id="H75BA0FA585DA4F0EB24DF16D2B2FF7DC"><enum>(D)</enum><text>A State, unit of
			 local government, Indian tribe, or consortium of such entities without regard
			 to whether the requirements of paragraph (2) are met.</text>
					</subparagraph></paragraph><paragraph id="H0C795BAF1EC14847921B195A10E81891"><enum>(2)</enum><header>Unemployment</header><text display-inline="yes-display-inline">An entity meets the requirements of this
			 paragraph if—</text>
					<subparagraph id="HD2E3D7C710C64C46B76F0B2A7A347711"><enum>(A)</enum><text>the entity
			 experienced a seasonally adjusted unemployment rate of at least 10 percent for
			 any 6 consecutive months during the period beginning on January 1, 2007, and
			 ending on December 31, 2010 (as determined by the Secretary of Commerce in
			 consultation with the Secretary of Labor); or</text>
					</subparagraph><subparagraph id="H5B288F86BEA745E59ACD1CBB388F2D53"><enum>(B)</enum><text display-inline="yes-display-inline">the entity experienced a cumulative decline
			 in employment in the manufacturing sector greater than or equal to 15 percent
			 during the period beginning on January 1, 2007, and ending on December 31, 2010
			 (as determined by the Secretary of Commerce in consultation with the Secretary
			 of Labor).</text>
					</subparagraph></paragraph></subsection><subsection id="H14231D4811BB47E9836ED55632CB5FF6"><enum>(c)</enum><header>Allocation of
			 grant funds</header><text>In making grants each fiscal year, the Secretary
			 may—</text>
				<paragraph id="HCF7B03356EB8409A974F11B429527EB3"><enum>(1)</enum><text>use not more than
			 48 percent of the amounts made available for grants under the program that
			 fiscal year to make grants to entities described in subsection
			 (b)(1)(A);</text>
				</paragraph><paragraph id="HE6E491BE63EC42C0B0F576734E4ADD48"><enum>(2)</enum><text display-inline="yes-display-inline">use not more than 48 percent of the amounts
			 made available for grants under the program that fiscal year to make grants to
			 entities described in subsection (b)(1)(B);</text>
				</paragraph><paragraph id="HB9D89170183F4BFEB31EF861B1E515DA"><enum>(3)</enum><text display-inline="yes-display-inline">use not more than 2 percent of the amounts
			 made available for grants under the program that fiscal year to make grants to
			 entities described in subsection (b)(1)(C); and</text>
				</paragraph><paragraph id="HE313C94CACBC43218B0D79FE8ACC7E7A"><enum>(4)</enum><text>use not more than
			 2 percent of the amounts made available for grants under the program that
			 fiscal year to make grants to entities described in subsection
			 (b)(1)(D).</text>
				</paragraph></subsection><subsection id="HE83C1B75295948C792C3D2AACCC00B4D"><enum>(d)</enum><header>Priority for
			 certain entities</header><text display-inline="yes-display-inline">In providing
			 grants to entities described in subsection (b)(1)(D), the Secretary shall give
			 priority to an entity that experienced a seasonally adjusted unemployment rate
			 that was at least 97 percent of the national seasonally adjusted unemployment
			 rate for any 3 consecutive months during the most recently completed fiscal
			 year.</text>
			</subsection><subsection id="H626B59167FF348F3A3FF2C89DABDA0F2"><enum>(e)</enum><header>Prohibition on
			 grants to certain covered units of local government</header><text display-inline="yes-display-inline">A covered unit of local government may not
			 receive a grant under the program if located within a State that has received a
			 grant under the program.</text>
			</subsection><subsection commented="no" id="idE127E19CC0D24D208B47DAA6939935FA"><enum>(f)</enum><header>Use of funds in
			 United States</header><text>A manufacturer who receives an amount from an
			 eligible entity under the program to carry out an activity may only use such
			 funds to carry out such activity in the United States.</text>
			</subsection></section><section id="H833EC09D3C324F25B061448A5B2A4352"><enum>4.</enum><header>Requirements for
			 grant recipients</header>
			<subsection id="HC2407BA9C028415AA48E8836CC267EAF"><enum>(a)</enum><header>Application
			 process</header><text display-inline="yes-display-inline">To receive a grant
			 under the program, an entity eligible for a grant under section 3(b) shall
			 submit to the Secretary of Commerce an application at such time, in such
			 manner, and containing such information as the Secretary may require, but which
			 shall include at least the plan of that entity to carry out, through grants
			 made to third parties, an activity described in section 3(a).</text>
			</subsection><subsection id="H1DEAC1B8AB8D47038C73E2C5F040A57D"><enum>(b)</enum><header>Proposed
			 manufacturing enhancement strategy</header><text display-inline="yes-display-inline">Not later than 6 months after the date on
			 which an entity eligible for a grant under section 3(b) receives notice that it
			 has been awarded a grant under the program, the entity shall submit to the
			 Secretary a proposed manufacturing enhancement strategy, which shall
			 include—</text>
				<paragraph id="HE6FF7CF0E24D4106BD1E24F731A3466A"><enum>(1)</enum><text>a
			 description of the plans of the entity to make grants to third parties with
			 grant funds;</text>
				</paragraph><paragraph id="H38E701CB48D94D7D81FEBF554457CF49"><enum>(2)</enum><text>a
			 description of the goals with respect to such grants, including—</text>
					<subparagraph id="H44D39C635BE24B61B2116F5B1ABA390E"><enum>(A)</enum><text>the number of jobs
			 to be created or retained by third-party grant recipients;</text>
					</subparagraph><subparagraph id="HAA7130411953443197F570677EEACF72"><enum>(B)</enum><text display-inline="yes-display-inline">the sales to be increased or retained by
			 third-party grant recipients;</text>
					</subparagraph><subparagraph id="H4EA8C494599A4E2C8C26B2893BBD5DCF"><enum>(C)</enum><text display-inline="yes-display-inline">the cost savings to be achieved by
			 third-party grant recipients due to energy efficiency savings;</text>
					</subparagraph><subparagraph id="H63F5B5536747434AB0DD4E56C773CD6E"><enum>(D)</enum><text display-inline="yes-display-inline">the workforce training investments to be
			 made by third-party grant recipients, including—</text>
						<clause id="H9D06EA8EE0BD48CDB27E15155A2A2057"><enum>(i)</enum><text>the
			 number of training hours to be provided; and</text>
						</clause><clause id="id90728B4A3B194A52856B05C87A2EE2E1"><enum>(ii)</enum><text>a
			 description of the nationally portable, industry recognized credentials or, if
			 not available, other credentials, related to the targeted industry cluster that
			 the eligible entity proposes to support, develop, or use as a performance
			 measure, in order to carry out the goals of the entity with respect to the
			 proposed manufacturing enhancement strategy;</text>
						</clause></subparagraph><subparagraph id="id92E269F1B60D472B880C74F48F9F2C86"><enum>(E)</enum><text>the amount of
			 capital to be provided to small- or medium-sized manufacturers to expand the
			 export opportunities of manufacturers; and</text>
					</subparagraph><subparagraph id="id75478747FBB240D281F26FF5632897BF"><enum>(F)</enum><text>private
			 investments from the third party recipients or affiliated private investors
			 leveraged by grant funding;</text>
					</subparagraph></paragraph><paragraph id="H23CB013211884F6AB9E48782C51F8E34"><enum>(3)</enum><text display-inline="yes-display-inline">a written assurance that the entity intends
			 to establish a Made In America Partnership Board—</text>
					<subparagraph id="HBEB6936CA5DA4F26B9DC262F8927B955"><enum>(A)</enum><text>to assist the
			 entity in making grants to third parties; and</text>
					</subparagraph><subparagraph id="HB309A05ADEA8446B974DDAC1B110DEC4"><enum>(B)</enum><text>which shall be
			 comprised of, to the extent practicable, representatives of—</text>
						<clause id="H309B128F9FBF4E2AB14A08734DC266C2"><enum>(i)</enum><text>economic
			 development agencies of State and local governments;</text>
						</clause><clause id="H108388AFF297426584A3AA867DB61E51"><enum>(ii)</enum><text>departments of
			 labor;</text>
						</clause><clause id="H3CDF07E492744F9A80FA7ABC7DE87F79"><enum>(iii)</enum><text>workforce
			 investment boards and agencies;</text>
						</clause><clause id="H86B6AE2E7FCD425BB308A436279CEB1C"><enum>(iv)</enum><text display-inline="yes-display-inline">institutions of higher education, including
			 community colleges run by a State;</text>
						</clause><clause id="id703D7CE384504444BE71F9770CA8DF9F"><enum>(v)</enum><text>economic
			 development organizations;</text>
						</clause><clause id="id7B2BF1600CB945E5A66CECC3275C70D7"><enum>(vi)</enum><text>chambers of
			 commerce;</text>
						</clause><clause id="idD99EB89FAF374EA78DDCFAF8A3E1BA84"><enum>(vii)</enum><text>nonprofit
			 organizations;</text>
						</clause><clause id="id86CA9D27731840C9927CEE420987A6C1"><enum>(viii)</enum><text>philanthropic
			 organizations;</text>
						</clause><clause id="id412B32A846F243EF97FE607C39A28DB0"><enum>(ix)</enum><text>industry
			 associations; and</text>
						</clause><clause commented="no" display-inline="no-display-inline" id="id37FEFB73DCB04F01B9A26B591AA5D150"><enum>(x)</enum><text>such other
			 organizations or entities as the entity considers appropriate;</text>
						</clause></subparagraph></paragraph><paragraph id="H9C100139497146B9A8AF5B38638540D1"><enum>(4)</enum><text display-inline="yes-display-inline">a description of the plans of the entity to
			 foster, through the Made In America Partnership Board, collaboration between
			 State and local economic development organizations and agencies, State and
			 local workforce development organizations and agencies, small- or medium-sized
			 manufacturers, and institutions of higher education (including community
			 colleges run by a State) to—</text>
					<subparagraph id="HB3858234124642AF81755A083232B9E8"><enum>(A)</enum><text display-inline="yes-display-inline">improve resource allocation; and</text>
					</subparagraph><subparagraph id="HE2AF9618F96B4339AF07C69B48D797C1"><enum>(B)</enum><text>ensure
			 comprehensive counseling, technical assistance, workforce development, and
			 export assistance are provided to small- or medium-sized manufacturers.</text>
					</subparagraph></paragraph></subsection><subsection id="H814D9F6DB22E493BB8C32BB45D63699B"><enum>(c)</enum><header>Approval of
			 proposed manufacturing enhancement strategies</header>
				<paragraph id="H7779458B6F564EB8B91573825C5F3B93"><enum>(1)</enum><header>In
			 general</header><text display-inline="yes-display-inline">The Secretary shall
			 approve or disapprove a proposed manufacturing enhancement strategy submitted
			 under subsection (b) not later than 90 days after the date on which the
			 Secretary receives such strategy.</text>
				</paragraph><paragraph id="HDE17FA99F4EE48999352907E9715EF20"><enum>(2)</enum><header>Disbursement of
			 grant funds prohibited without approval</header><text display-inline="yes-display-inline">The Secretary shall not disburse to an
			 entity awarded a grant under the program the grant funds relating to that grant
			 until the proposed manufacturing enhancement strategy of that entity has been
			 approved by the Secretary.</text>
				</paragraph><paragraph id="HD0C74F3E9D764EA6B4CBD449D574BB47"><enum>(3)</enum><header>Opportunity for
			 resubmission</header><text display-inline="yes-display-inline">If the Secretary
			 does not approve a proposed manufacturing enhancement strategy submitted under
			 subsection (b), the Secretary shall provide to the entity that submitted the
			 strategy—</text>
					<subparagraph id="HFF415BDF300A4CED887F091A990417DE"><enum>(A)</enum><text display-inline="yes-display-inline">the reasons for disapproval; and</text>
					</subparagraph><subparagraph id="H52ABE17D02894406A9B20299B07916F2"><enum>(B)</enum><text display-inline="yes-display-inline">an opportunity to revise and resubmit the
			 strategy until such strategy is approved.</text>
					</subparagraph></paragraph></subsection><subsection id="HD3B4F83E405D422096A7CB17134336FD"><enum>(d)</enum><header>Local
			 governments</header><text display-inline="yes-display-inline">In developing a
			 proposed manufacturing enhancement strategy under subsection (b), a covered
			 unit of local government shall share information relating to potential grant
			 activities with the State that includes that government to ensure the
			 maximization of resources made available to small- or medium-sized
			 manufacturers.</text>
			</subsection><subsection id="idEA1AFF71B7A842EC91222C4B6E24779C"><enum>(e)</enum><header>Coordination
			 with Hollings Manufacturing Extension Centers</header><text display-inline="yes-display-inline">Each grant recipient shall, to the extent
			 appropriate, coordinate with a Hollings Manufacturing Extension Center as a
			 preferred provider of services to implement the manufacturing enhancement
			 strategy of the recipient.</text>
			</subsection><subsection id="id134D3B27A53243529CDDC044444146F3"><enum>(f)</enum><header>Workforce
			 training investments</header>
				<paragraph id="id6B5EEB1A8BF04BCFB4176E51EF93C634"><enum>(1)</enum><header>In
			 general</header><text display-inline="yes-display-inline">A recipient of a
			 grant under the program may not use more than half of the amount of the grant
			 for workforce training investments.</text>
				</paragraph><paragraph id="id6ED90D0C3AB04A878A86DDC8D7EC417D"><enum>(2)</enum><header>Training and
			 retraining of employees</header><text display-inline="yes-display-inline">Each
			 grant recipient shall, with respect to training new employees and retraining
			 employees of small- or medium-sized manufacturers, help postsecondary
			 educational institutions, training institutions, apprenticeship programs, and
			 other training programs align curricula, entrance requirements, and programs to
			 industry demand and nationally portable, industry-recognized credentials (or,
			 if not available for the targeted industry, other credentials, as the Secretary
			 considers appropriate), particularly for higher skill, high-priority
			 occupations validated by the industry.</text>
				</paragraph></subsection><subsection id="H83F187B1F81E4EF995847A5A5A3F4419"><enum>(g)</enum><header>Administrative
			 expenses</header><text display-inline="yes-display-inline">With respect to a
			 grant, a grant recipient may use for the administrative expenses of the
			 recipient an amount that is not more than the greater of—</text>
				<paragraph id="HD7884A48AD4648F69E02D59A50B38D08"><enum>(1)</enum><text>10 percent of the
			 grant amount received; or</text>
				</paragraph><paragraph id="H2973E2F073E54AE784358734FE05A750"><enum>(2)</enum><text display-inline="yes-display-inline">$75,000.</text>
				</paragraph></subsection><subsection id="H6993C812FA014A84AC9DD50597FC57E4"><enum>(h)</enum><header>Annual
			 reports</header><text>Not later than one year after the date on which grant
			 funds are received by a grant recipient under the program, and annually
			 thereafter, the grant recipient shall submit to the Secretary a report
			 describing—</text>
				<paragraph id="HE715233645AE40B0B7551BC8794F8A1D"><enum>(1)</enum><text display-inline="yes-display-inline">grants made by the grant recipient to third
			 parties with grant funds;</text>
				</paragraph><paragraph id="H91513427AD7B41859C897EE338CBFE3F"><enum>(2)</enum><text>achievements with
			 respect to the goals identified in the proposed manufacturing enhancement
			 strategy of the grant recipient; and</text>
				</paragraph><paragraph id="id7DEC2201A9C441B7AC587B548E83586A"><enum>(3)</enum><text>for each third
			 party recipient, the achievements of such third party with respect to relevant
			 goals specified in the proposed manufacturing enhancement strategy of the grant
			 recipient.</text>
				</paragraph></subsection></section><section id="HA06A23D68ED64D3482DCB5D6C2FE0FC2"><enum>5.</enum><header>State and local
			 advisory committee</header><text display-inline="no-display-inline">The
			 Secretary of Commerce shall establish an advisory committee to advise the
			 Secretary with respect to implementing and evaluating the program, which shall
			 be comprised of—</text>
			<paragraph id="HCC2EBAEA606D451C8184D4CC50090B9F"><enum>(1)</enum><text>individuals
			 representing State and local entities;</text>
			</paragraph><paragraph id="id8306AF63AA674B829313DEA8C073F84C"><enum>(2)</enum><text>individuals
			 representing small- or medium-sized manufacturers; and</text>
			</paragraph><paragraph id="HDD1737EDA5B747ABB8AAB7E46F98B317"><enum>(3)</enum><text>other individuals
			 determined appropriate for inclusion by the Secretary.</text>
			</paragraph></section><section id="H5AE1DEDD5BD940F0B7B010C402EA3606"><enum>6.</enum><header>Review and
			 evaluation</header>
			<subsection id="HACA5FB4C9EE9448FAE46ADE99CAB0E69"><enum>(a)</enum><header>Grant
			 recipients</header><text>The Secretary of Commerce may review and evaluate the
			 performance of a grant recipient under the program as the Secretary determines
			 appropriate.</text>
			</subsection><subsection id="H5D08DBF83A144E9A84FC8BCD9A2F4836"><enum>(b)</enum><header>Ineligibility
			 for future grants</header><text>The Secretary may determine a grant recipient
			 to be ineligible to receive additional grants under the program if the
			 Secretary determines that the grant recipient has failed to achieve compliance
			 with—</text>
				<paragraph id="H7AD18720E65A49AABD74ABAFBA2896A6"><enum>(1)</enum><text>any applicable
			 guideline or regulation of the Secretary relating to the program, including
			 with respect to the misuse or misappropriation of funds provided under the
			 program; or</text>
				</paragraph><paragraph id="H8F5178C1479444B7AFC0A1822D2FDBF0"><enum>(2)</enum><text display-inline="yes-display-inline">the proposed manufacturing enhancement
			 strategy of the grant recipient.</text>
				</paragraph></subsection></section><section id="H4DB4FB654AB245DCA9C717A71EC43378"><enum>7.</enum><header>GAO study and
			 report</header>
			<subsection id="HCF1865BF6FD34776A611210848DAA9BD"><enum>(a)</enum><header>Study</header><text display-inline="yes-display-inline">The Comptroller General shall conduct a
			 study on the program, which shall include an analysis of—</text>
				<paragraph id="H7CED658A5F9949649E1A4A30A6B3461A"><enum>(1)</enum><text>grants made by the
			 Secretary of Commerce under the program;</text>
				</paragraph><paragraph id="H05EA5F4A72FB4D06BA0549FF4BC43322"><enum>(2)</enum><text>grants made to
			 third parties by the recipients of grants made by the Secretary under the
			 program;</text>
				</paragraph><paragraph id="HE0208D5B8CB642D3977F67D7711F27C2"><enum>(3)</enum><text>outcomes relating
			 to proposed manufacturing enhancement strategies submitted to the
			 Secretary;</text>
				</paragraph><paragraph id="HED1B2D7466EC4CACBAD760FFCD5E477B"><enum>(4)</enum><text>administrative
			 costs relating to the program;</text>
				</paragraph><paragraph id="H661AD9F2EBD341789357558DDF7A17C8"><enum>(5)</enum><text>activities of the
			 Secretary, the recipients of grants made by the Secretary, and third party
			 grant recipients under the program, including whether the activities of those
			 entities are accomplishing the purposes of this Act; and</text>
				</paragraph><paragraph id="HEFB6A119FE5446B7BB72B8F6B24A68A8"><enum>(6)</enum><text>other information
			 determined appropriate by the Comptroller General for assessing the performance
			 and financial accountability of the program.</text>
				</paragraph></subsection><subsection id="H54DA46D6BB26449B8B3C287346D7B20B"><enum>(b)</enum><header>Report</header><text display-inline="yes-display-inline">Not later than 2 years after the date on
			 which the Secretary makes the first grant under the program, and every 2 years
			 thereafter, the Comptroller General shall submit to Congress a report
			 describing the results of the study conducted under subsection (a), which shall
			 include any recommendations the Comptroller General determines are appropriate
			 for modifying the program.</text>
			</subsection><subsection id="HA92F5DD814554AE088318C17450760B6"><enum>(c)</enum><header>Access to
			 records</header>
				<paragraph id="H3DE9E42B579B4774ADD9F48AA824CD56"><enum>(1)</enum><header>In
			 general</header><text display-inline="yes-display-inline">For purposes of
			 conducting the study under subsection (a), the Comptroller General, and any
			 duly authorized representative of the Comptroller General, shall be permitted
			 to access, examine, and copy any documents, records, and other recorded
			 information—</text>
					<subparagraph id="H5F108D738E2742DEAAB12B6619D4027D"><enum>(A)</enum><text>within the
			 possession or control of—</text>
						<clause id="H4903B4D81AAE456D88744D28D7FD4EAA"><enum>(i)</enum><text>the
			 recipient of a grant made by the Secretary under the program; or</text>
						</clause><clause id="H82815B21F2F74573ACFEE475E670DCF7"><enum>(ii)</enum><text>the
			 recipient of a grant made by an entity described in clause (i) with grant
			 funds; and</text>
						</clause></subparagraph><subparagraph id="H9ACF00DBA1AE47918B4694D5F1E5AB52"><enum>(B)</enum><text>determined by the
			 Comptroller General, or the duly authorized representative of the Comptroller
			 General, to be relevant to the study.</text>
					</subparagraph></paragraph><paragraph id="H64CF4B26066C49BEACFF5C1783BD2C94"><enum>(2)</enum><header>Proprietary
			 information</header><text>The Comptroller General may not make proprietary
			 information obtained under this section available to the public without the
			 consent of the party to whom the information belongs.</text>
				</paragraph></subsection></section><section id="H79354FA5B46A40D89C5C0438DA85DB28"><enum>8.</enum><header>Definitions</header><text display-inline="no-display-inline">In this Act:</text>
			<paragraph id="H125AB40F3F524975AF09E085E2257BAE"><enum>(1)</enum><header>Covered unit of
			 local government</header><text>The term <term>covered unit of local
			 government</term> means a unit of a government of—</text>
				<subparagraph id="H23721988EE8A45CBADE499072F8D275D"><enum>(A)</enum><text>a
			 municipality—</text>
					<clause id="HA055893857D44F0AAE60DE99C0E71075"><enum>(i)</enum><text>with
			 a population of at least 50,000 individuals; or</text>
					</clause><clause id="HECDDFC1E618B40EA845787DA0204BABB"><enum>(ii)</enum><text>with a population
			 that is less than 50,000 individuals, but that is one of the 10 largest
			 municipalities by population in the State including that municipality;
			 or</text>
					</clause></subparagraph><subparagraph id="H6629B473E23B455EBF5FD53A68AB8510"><enum>(B)</enum><text>a county—</text>
					<clause id="H12F193097252425EAE22B1B396E72204"><enum>(i)</enum><text>with
			 a population of at least 200,000 individuals; or</text>
					</clause><clause id="HCCEB7D793FC54D74B84288407AC02D78"><enum>(ii)</enum><text>with a population
			 that is less than 200,000 individuals, but that is one of the 10 largest
			 counties by population in the State including that county.</text>
					</clause></subparagraph></paragraph><paragraph id="HB2DF5844586B40329D675FFCB4954C0F"><enum>(2)</enum><header>Indian
			 tribe</header><text>The term <term>Indian tribe</term> has the meaning given
			 that term in section 4 of the Indian Self-Determination and Education
			 Assistance Act (25 U.S.C. 450b).</text>
			</paragraph><paragraph commented="no" id="H14FFDA619A3441B5A95891E6C7C56DD1"><enum>(3)</enum><header>Manufacturer</header><text>The
			 term <term>manufacturer</term> shall be defined by the Secretary of Commerce in
			 accordance with the North American Industry Classification System.</text>
			</paragraph><paragraph commented="no" id="id041E4A9155424780B9E301864E7F60C5"><enum>(4)</enum><header>Nationally
			 portable</header><text>The term <term>nationally portable</term>, with respect
			 to a credential, means a credential that is sought or accepted by businesses
			 within the industry sector involved, across multiple States, as a recognized,
			 preferred, or required credential for recruitment, screening, or hiring
			 purposes.</text>
			</paragraph><paragraph id="H230C975E202A4F55BD0E9E3A385637F2"><enum>(5)</enum><header>Small- or
			 medium-sized manufacturer</header><text>The term <term>small- or medium-sized
			 manufacturer</term> means a manufacturer that is a small business concern (as
			 such term is defined in section 3 of the Small Business Act (15 U.S.C.
			 632)).</text>
			</paragraph><paragraph id="HEC97DE0381E04DE2B572253349D07A11"><enum>(6)</enum><header>State</header><text display-inline="yes-display-inline">The term <term>State</term> means each of
			 the 50 States, the District of Columbia, and any territory or possession of the
			 United States.</text>
			</paragraph></section><section id="H6E1D6DF39EFE436AAF8CDDB893776A3E"><enum>9.</enum><header>Authorization of
			 appropriations</header>
			<subsection id="HEB9E9648C83E485498B105EADA09DEE5"><enum>(a)</enum><header>In
			 general</header><text display-inline="yes-display-inline">There are authorized
			 to be appropriated to the Secretary of Commerce for making grants under the
			 program such sums as may be necessary.</text>
			</subsection><subsection id="HD7962E2877DB4DF5BB2D4526B914844D"><enum>(b)</enum><header>Administrative
			 expenses</header><text display-inline="yes-display-inline">There are authorized
			 to be appropriated to the Secretary for administrative expenses relating to the
			 program such sums as may be necessary.</text>
			</subsection><subsection id="H33CC0FE48A1D44C8B4192E8D990C3DA0"><enum>(c)</enum><header>Sense of
			 Congress</header><text>It is the sense of Congress that amounts made available
			 to carry out the program should supplement and not supplant other funding
			 provided by Federal departments and agencies to support the manufacturing
			 industry.</text>
