<paragraph commented="no" display-inline="no-display-inline" id="HBD6CC5D3861D48D48071BFB7EF9A4744"><enum>(1)</enum><header display-inline="yes-display-inline">In general</header><text display-inline="yes-display-inline">The Secretary of Health and Human Services, acting through the Director of the Centers for Disease Control and Prevention, may, subject to the availability of appropriations—</text> 
<subparagraph commented="no" display-inline="no-display-inline" id="HD47E72D78CFE459EAEDED2D6F2A63E9E"><enum>(A)</enum><text display-inline="yes-display-inline">conduct epidemiological studies on the clinical, biological, social, environmental, genetic, and behavioral factors relating to prematurity, as appropriate;</text></subparagraph> 
<subparagraph commented="no" display-inline="no-display-inline" id="HCF2F86A3E21E439F9868363B1DC7B1F0"><enum>(B)</enum><text display-inline="yes-display-inline">conduct activities to improve national data to facilitate tracking the burden of preterm birth; and</text></subparagraph> 
<subparagraph commented="no" display-inline="no-display-inline" id="H5F56DE6EB06E4020AD181CE25EA6C968"><enum>(C)</enum><text display-inline="yes-display-inline">continue efforts to prevent preterm birth, including late preterm birth, through the identification of opportunities for prevention and the assessment of the impact of such efforts.</text></subparagraph></paragraph> 
<paragraph commented="no" display-inline="no-display-inline" id="H740E6DDD276E412882089E11BB0E1466"><enum>(2)</enum><header display-inline="yes-display-inline">Report</header><text display-inline="yes-display-inline">Not later than 2 years after the date of enactment of the PREEMIE Reauthorization Act, and every 2 years thereafter, the Secretary of Health and Human Services, acting through the Director of the Centers for Disease Control and Prevention, shall submit to the appropriate committees of Congress reports concerning the progress and any results of studies conducted under paragraph (1).</text></paragraph></subsection><after-quoted-block>.</after-quoted-block></quoted-block></subsection> 
<subsection commented="no" display-inline="no-display-inline" id="HF6C59462B6844B1EB1A0F5032D4FF724"><enum>(b)</enum><header display-inline="yes-display-inline">Reauthorization</header><text display-inline="yes-display-inline">Section 3(e) of the Prematurity Research Expansion and Education for Mothers who deliver Infants Early Act (42 U.S.C. 247b–4f(e)) is amended by striking <quote>2011</quote> and inserting <quote>2017</quote>.</text></subsection></section>

<subsection commented="no" display-inline="no-display-inline" id="H42ED4FB6DAC4491CB5892476742D6B69"><enum>(a)</enum><header display-inline="yes-display-inline">Telemedicine and high-risk pregnancies</header><text display-inline="yes-display-inline">Section 330I(i)(1)(B) of the Public Health Service Act (42 U.S.C. 254c–14(i)(1)(B)) is amended by striking <quote>or case management services</quote> and inserting <quote>case management services, or prenatal care for high-risk pregnancies</quote>;</text></subsection> 
<subsection commented="no" display-inline="no-display-inline" id="H996C782EB11644E383F37858F296DC81"><enum>(b)</enum><header display-inline="yes-display-inline">Public and health care provider education</header><text display-inline="yes-display-inline">Section 399Q of the Public Health Service Act (42 U.S.C. 280g–5) is amended—</text>

<clause commented="no" display-inline="no-display-inline" id="H2AF622B6AFC24E6982C532AF23EC9BA6"><enum>(i)</enum><text display-inline="yes-display-inline">smoking cessation;</text></clause> 
<clause commented="no" display-inline="no-display-inline" id="HF5DE172E72744ED181DE5CE6FA116AFB"><enum>(ii)</enum><text display-inline="yes-display-inline">weight maintenance and good nutrition, including folic acid;</text></clause> 
<clause commented="no" display-inline="no-display-inline" id="H80A01E0368C649D18360801B456620A5"><enum>(iii)</enum><text display-inline="yes-display-inline">the screening for and the treatment of infections; and</text></clause> 
<clause commented="no" display-inline="no-display-inline" id="HC67F960D0CF54B6DAD97AB1B17609386"><enum>(iv)</enum><text display-inline="yes-display-inline">stress management;</text></clause></subparagraph> 
<subparagraph commented="no" display-inline="no-display-inline" id="H1E977EF24C27450FB364EB9AC3D7F457"><enum>(D)</enum><text display-inline="yes-display-inline">treatments and outcomes for premature infants, including late preterm infants;</text></subparagraph> 
<subparagraph commented="no" display-inline="no-display-inline" id="H7253EA99C3E848DE958E0BC7B2172700"><enum>(E)</enum><text display-inline="yes-display-inline">the informational needs of families during the stay of an infant in a neonatal intensive care unit; and</text></subparagraph> 
<subparagraph commented="no" display-inline="no-display-inline" id="H1127245A81894DC4BDB04A239CD2C222"><enum>(F)</enum><text display-inline="yes-display-inline">utilization of evidence-based strategies to prevent birth injuries;</text></subparagraph><after-quoted-block>; and</after-quoted-block></quoted-block></subparagraph> 
<subparagraph commented="no" display-inline="no-display-inline" id="H522FDD6394EF4B07826F53DE227EACFC"><enum>(B)</enum><text display-inline="yes-display-inline">by striking paragraph (2) and inserting the following:</text>

<paragraph commented="no" display-inline="no-display-inline" id="HB55CA8A63AB84E0D85376489B1FE7457"><enum>(2)</enum><text display-inline="yes-display-inline">programs to increase the availability, awareness, and use of pregnancy and post-term information services that provide evidence-based, clinical information through counselors, community outreach efforts, electronic or telephonic communication, or other appropriate means regarding causes associated with prematurity, birth defects, or health risks to a post-term infant;</text></paragraph><after-quoted-block>; and</after-quoted-block></quoted-block></subparagraph></paragraph> 
<paragraph commented="no" display-inline="no-display-inline" id="HF538CFC447774E70B66954A76FB58F26"><enum>(2)</enum><text display-inline="yes-display-inline">in subsection (c), by striking <quote>2011</quote> and inserting <quote>2017</quote>.</text></paragraph></subsection></section> 
<section commented="no" display-inline="no-display-inline" id="H9A67BAA124204A0FB4D3DE025B9A8A94" section-type="subsequent-section"><enum>103.</enum><header display-inline="yes-display-inline">Other activities</header> 
<subsection commented="no" display-inline="no-display-inline" id="H22242EB441EC4E5BA5EB02D00FA49C27"><enum>(a)</enum><header display-inline="yes-display-inline">Interagency Coordinating Council on Prematurity and Low Birthweight</header><text display-inline="yes-display-inline">The Prematurity Research Expansion and Education for Mothers who deliver Infants Early Act is amended by striking section 5 (42 U.S.C. 247b–4g).</text></subsection> 
<subsection commented="no" display-inline="no-display-inline" id="HA15BAEEDEDD3400CBDC3AAC0681CBD1E"><enum>(b)</enum><header display-inline="yes-display-inline">Advisory Committee on Infant Mortality</header> 
<paragraph commented="no" display-inline="no-display-inline" id="H9B0D52968F694721968593894C2398A5"><enum>(1)</enum><header display-inline="yes-display-inline">Establishment</header><text display-inline="yes-display-inline">The Secretary of Health and Human Services (referred to in this section as the <quote>Secretary</quote>) may establish an advisory committee known as the <quote>Advisory Committee on Infant Mortality</quote> (referred to in this section as the <quote>Advisory Committee</quote>).</text></paragraph> 
<paragraph commented="no" display-inline="no-display-inline" id="H36032FB9DA954526811FF66AA179B9E2"><enum>(2)</enum><header display-inline="yes-display-inline">Duties</header><text display-inline="yes-display-inline">The Advisory Committee shall provide advice and recommendations to the Secretary concerning the following activities:</text> 
<subparagraph commented="no" display-inline="no-display-inline" id="HFCEDE7C788184FEE97AD2068B5484CDA"><enum>(A)</enum><text display-inline="yes-display-inline">Programs of the Department of Health and Human Services that are directed at reducing infant mortality and improving the health status of pregnant women and infants.</text></subparagraph> 
<subparagraph commented="no" display-inline="no-display-inline" id="H0053A860098D4E07B83CF22453193773"><enum>(B)</enum><text display-inline="yes-display-inline">Strategies to coordinate the various Federal programs and activities with State, local, and private programs and efforts that address factors that affect infant mortality.</text></subparagraph> 
<subparagraph commented="no" display-inline="no-display-inline" id="H39D302473C1C47558940B33C35686EF5"><enum>(C)</enum><text display-inline="yes-display-inline">Implementation of the Healthy Start program under section 330H of the Public Health Service Act (42 U.S.C. 254c–8) and Healthy People 2020 infant mortality objectives.</text></subparagraph> 
<subparagraph commented="no" display-inline="no-display-inline" id="HCF7A4A167D2A43789065ECF706A404E3"><enum>(D)</enum><text display-inline="yes-display-inline">Strategies to reduce preterm birth rates through research, programs, and education.</text></subparagraph></paragraph> 
<paragraph commented="no" display-inline="no-display-inline" id="HE90375A9685A4E56AEE56EAE879AC022"><enum>(3)</enum><header display-inline="yes-display-inline">Plan for HHS preterm birth activities</header><text display-inline="yes-display-inline">Not later than 1 year after the date of enactment of this section, the Advisory Committee (or an existing advisory committee designated by the Secretary) shall develop a plan for conducting and supporting research, education, and programs on preterm birth through the Department of Health and Human Services and shall periodically review and revise the plan, as appropriate. The plan shall—</text> 
<subparagraph commented="no" display-inline="no-display-inline" id="HC44183D8C15B4A3CB9AF1C438E5769FF"><enum>(A)</enum><text display-inline="yes-display-inline">examine research and educational activities that receive Federal funding in order to enable the plan to provide informed recommendations to reduce preterm birth and address racial and ethnic disparities in preterm birth rates;</text></subparagraph> 
<subparagraph commented="no" display-inline="no-display-inline" id="H08097A8442624614959A0A4579435E01"><enum>(B)</enum><text display-inline="yes-display-inline">identify research gaps and opportunities to implement evidence-based strategies to reduce preterm birth rates among the programs and activities of the Department of Health and Human Services regarding preterm birth, including opportunities to minimize duplication; and</text></subparagraph> 
<subparagraph commented="no" display-inline="no-display-inline" id="HE4A09169B7A34C80B1FBCE4A82C10D01"><enum>(C)</enum><text display-inline="yes-display-inline">reflect input from a broad range of scientists, patients, and advocacy groups, as appropriate.</text></subparagraph></paragraph> 
<paragraph commented="no" display-inline="no-display-inline" id="H45B93EE16A294808BAD79C5822091351"><enum>(4)</enum><header display-inline="yes-display-inline">Membership</header><text display-inline="yes-display-inline">The Secretary shall ensure that the membership of the Advisory Committee includes the following:</text> 
<subparagraph commented="no" display-inline="no-display-inline" id="HE1B55F3E032D43FEA797CD6393439C7D"><enum>(A)</enum><text display-inline="yes-display-inline">Representatives provided for in the original charter of the Advisory Committee.</text></subparagraph> 
<subparagraph commented="no" display-inline="no-display-inline" id="H0DC153299D1C487C91DF8C967D910D81"><enum>(B)</enum><text display-inline="yes-display-inline">A representative of the National Center for Health Statistics.</text></subparagraph></paragraph></subsection> 
<subsection commented="no" display-inline="no-display-inline" id="HDA1D23C5AE7B4BF299943CF38C12835D"><enum>(c)</enum><header display-inline="yes-display-inline">Patient Safety Studies and report</header> 
<paragraph commented="no" display-inline="no-display-inline" id="HA7DA5619687248C7A432CFBD71889315"><enum>(1)</enum><header display-inline="yes-display-inline">In general</header><text display-inline="yes-display-inline">The Secretary shall designate an appropriate agency within the Department of Health and Human Services to coordinate existing studies on hospital readmissions of preterm infants.</text></paragraph> 
<paragraph commented="no" display-inline="no-display-inline" id="H5C426CF8C0724967A96655B8D2C037EF"><enum>(2)</enum><header display-inline="yes-display-inline">Report to Secretary and Congress</header><text display-inline="yes-display-inline">Not later than 1 year after the date of the enactment of this Act, the agency designated under paragraph (1) shall submit to the Secretary and to Congress a report containing the findings and recommendations resulting from the studies coordinated under such paragraph, including recommendations for hospital discharge and followup procedures designed to reduce rates of preventable hospital readmissions for preterm infants.</text></paragraph></subsection></section></title> 
<title id="H20354AB73B384ADF8247B91387A10160"><enum>II</enum><header>National Pediatric Research Network</header> 
<section id="HB4CE2ECD0B14410498A57A4C9D367CE8"><enum>201.</enum><header>National Pediatric Research Network</header><text display-inline="no-display-inline">Section 409D of the Public Health Service Act (42 U.S.C. 284h; relating to the Pediatric Research Initiative) is amended—</text> 
<paragraph id="HCB89ABA0861C4B93BAAF74591F9E85D3"><enum>(1)</enum><text>by redesignating subsection (d) as subsection (f); and</text></paragraph> 
<paragraph id="H7E6ED8662C3E4DA4A112D4003F9D75CF"><enum>(2)</enum><text>by inserting after subsection (c) the following:</text> 
<quoted-block display-inline="no-display-inline" id="H289D1133A6A94D2EA8D7B697C4B15072" style="OLC"> 
<subsection id="H394655F0E27A4258A9193F84EE181471"><enum>(d)</enum><header>National Pediatric Research Network</header> 
<paragraph id="H3F7891C0A5484DF9B756B10344D68452"><enum>(1)</enum><header>Network</header><text>In carrying out the Initiative, the Director of NIH, in consultation with the Director of the Eunice Kennedy Shriver National Institute of Child Health and Human Development and in collaboration with other appropriate national research institutes and national centers that carry out activities involving pediatric research, may provide for the establishment of a National Pediatric Research Network consisting of the pediatric research consortia receiving awards under paragraph (2).</text></paragraph> 
<paragraph id="H380100FCED0D4AFA84124819878816F3"><enum>(2)</enum><header>Pediatric research consortia</header> 
<subparagraph commented="no" id="H4D6D9DD077F5400ABB008A327D8136BF"><enum>(A)</enum><header>In general</header><text display-inline="yes-display-inline">The Director of NIH may award funding, including through grants, contracts, or other mechanisms, to public or private nonprofit entities—</text> 
<clause id="H0883A3F2817F42D2A0E67E0E09C0BAAF"><enum>(i)</enum><text>for establishing or strengthening pediatric research consortia; and</text></clause> 
<clause id="HCA9D65F8F24F4EA29E77E61A9AE1C159"><enum>(ii)</enum><text display-inline="yes-display-inline">for providing support for such consortia, including with respect to—</text> 
<subclause id="H88DF144DB40041279F480934DCEE9747"><enum>(I)</enum><text display-inline="yes-display-inline">basic, clinical, behavioral, or translational research to meet unmet pediatric research needs; and</text></subclause> 
<subclause id="H55343B6253CF4C469D5F22C20F0DA7EE"><enum>(II)</enum><text display-inline="yes-display-inline">training researchers in pediatric research techniques in order to address unmet pediatric research needs.</text></subclause></clause></subparagraph> 
<subparagraph commented="no" id="HF62B5B2D74264DC884BAF374CD031F04"><enum>(B)</enum><header>Research</header><text>The Director of NIH may ensure that—</text> 
<clause commented="no" id="HB47E66AE85DE4D1ABF5BB3B9B927A114"><enum>(i)</enum><text display-inline="yes-display-inline">each consortium receiving an award under subparagraph (A) conducts or supports at least one category of research described in subparagraph (A)(ii)(I) and collectively such consortia conduct or support all such categories of research; and</text></clause> 
<clause commented="no" id="H48CA3D81370A4E3EB23B92A6E6487336"><enum>(ii)</enum><text display-inline="yes-display-inline">one or more such consortia provide training described in subparagraph (A)(ii)(II).</text></clause></subparagraph> 
<subparagraph id="H2114A0F5CED0427DAA44AD7784E85720"><enum>(C)</enum><header>Number of consortia</header> 
<clause id="HA12D6E701C8E4F48BB7A07B7CF970201"><enum>(i)</enum><header>In general</header><text>The Director of NIH may make awards under this paragraph for not more than 8 pediatric research consortia, with a minimum of one pediatric research consortium that prioritizes collaboration with institutions serving rural areas.</text></clause> 
<clause id="HEC2AE78E8A3A4F4E8750B54EFB6A6057"><enum>(ii)</enum><header>Exception</header><text>Notwithstanding clause (i), the Director of NIH may make awards under this paragraph for more than 8 pediatric research consortia based on a finding of need by the Director. Before making any award pursuant to the preceding sentence, the Director of NIH shall give written notice to the Congress of the Director’s intent to make the award and shall include in the notice an explanation of the Director’s finding of need.</text></clause></subparagraph> 
<subparagraph id="H59D2CD7A32F9430DA2EA92AB6B7FC118"><enum>(D)</enum><header>Organization of consortium</header><text>Each consortium receiving an award under subparagraph (A) shall—</text> 
<clause id="H5FCC6170D7EF412384035F158ADBAF4C"><enum>(i)</enum><text>be formed from a collaboration of cooperating institutions;</text></clause> 
<clause id="HA338A6346EDC4A38AEF64D7786CB4A63"><enum>(ii)</enum><text>be coordinated by a lead institution; </text></clause> 
<clause id="HF458A1F30A9844B99347A0586BF29CA4"><enum>(iii)</enum><text>agree to disseminate scientific findings rapidly and efficiently; and</text></clause> 
<clause id="H5433D11407BF458BAABAE17EB68A8AC9"><enum>(iv)</enum><text>meet such requirements as may be prescribed by the Director of NIH.</text></clause></subparagraph> 
<subparagraph commented="no" id="HF91CF5325B224CF08B72E5EAC9B05D7E"><enum>(E)</enum><header>Supplement, not supplant</header><text display-inline="yes-display-inline">Any support received by a consortium under subparagraph (A) shall be used to supplement, and not supplant, other public or private support for activities authorized to be supported under this paragraph.</text></subparagraph> 
<subparagraph commented="no" id="HC7F8A380D249400CB56C469EDCAA11E7"><enum>(F)</enum><header>Duration of consortium support</header><text>Support of a consortium under subparagraph (A) may be for a period of not to exceed 5 years. Such period may be extended at the discretion of the Director of NIH.</text></subparagraph></paragraph> 
<paragraph id="H0C7B82CED7BF4CA192638748996EC09F"><enum>(3)</enum><header>Coordination of consortia activities</header><text>The Director of NIH shall—</text> 
<subparagraph id="HEA8258B356AE4BCC902398B2B2F3276C"><enum>(A)</enum><text>as appropriate, provide for the coordination of activities (including the exchange of information and regular communication) among the consortia established pursuant to paragraph (2); and</text></subparagraph> 
<subparagraph id="HC4E8368C2D8045A4ABB192010F9FFBDF"><enum>(B)</enum><text>as appropriate, require the periodic preparation and submission to the Director of reports on the activities of each such consortium.</text></subparagraph></paragraph> 
<paragraph id="H5DD72B70247345DFB56DC44D92982418"><enum>(4)</enum><header>Assistance with Registries</header><text>Each consortium receiving an award under paragraph (2)(A) shall provide assistance to the Centers for Disease Control and Prevention in the establishment or expansion of patient registries and other surveillance systems as appropriate and upon request by the Director of the Centers.</text></paragraph></subsection> 
<subsection id="H174AC05CB2974BB49CA84EE736605CA1"><enum>(e)</enum><header>Research on pediatric rare diseases or conditions</header><text display-inline="yes-display-inline">In making awards under subsection (d)(2) for pediatric research consortia, the Director of NIH shall ensure that an appropriate number of such awards are awarded to such consortia that agree to—</text> 
<paragraph id="H512EF1557AAF4E6CBFDEE9B8471D8604"><enum>(1)</enum><text>focus primarily on pediatric rare diseases or conditions (including any such diseases or conditions that are genetic disorders or are related to birth defects); and</text></paragraph> 
<paragraph id="HA3427393343549BC9ED90434F9E0E47A"><enum>(2)</enum><text display-inline="yes-display-inline">conduct or coordinate one or more multisite clinical trials of therapies for, or approaches to, the prevention, diagnosis, or treatment of one or more pediatric rare diseases or conditions.</text></paragraph></subsection><after-quoted-block>.</after-quoted-block></quoted-block></paragraph></section></title>

<subsection id="HC28E97F9C974492597549A2A28ED9D96"><enum>(a)</enum><header>In general</header><text display-inline="yes-display-inline">Section 340E of the Public Health Service Act (42 U.S.C. 256e) is amended—</text> 
<paragraph id="HBE5732E9CFA5412987E84AFD7620756F"><enum>(1)</enum><text>in subsection (a), by striking <quote>through 2005 and each of fiscal years 2007 through 2011</quote> and inserting <quote>through 2005, each of fiscal years 2007 through 2011, and each of fiscal years 2013 through 2017</quote>;</text></paragraph>
