		<official-title>To amend the Food, Conservation, and Energy Act of 2008
		  to establish a community-supported agriculture promotion
		  program.</official-title>

		<section id="S1" section-type="section-one"><enum>1.</enum><header>Short
			 title</header><text display-inline="no-display-inline">This Act may be cited as
			 the <quote><short-title>Community-Supported Agriculture
			 Promotion Act</short-title></quote>.</text>
		</section><section id="idE52D5EC6F6DA4FDB93D289F1146CF3BF"><enum>2.</enum><header>Community-supported
			 agriculture promotion program</header><text display-inline="no-display-inline">Subtitle A of title X of the Food,
			 Conservation, and Energy Act of 2008 (122 Stat. 2097; Public Law 110–246) is
			 amended by adding at the end the following:</text>
			<quoted-block display-inline="no-display-inline" id="idADAABD9959DF40B9AF321F1EB7CE32AA" style="OLC">
				<section id="idD4F978C3D47C4B47B3080922EAB1197D"><enum>10110.</enum><header>Community-supported
				agriculture promotion program</header>
					<subsection id="id55B7F845C08D45EA859859E5FCF1C577"><enum>(a)</enum><header>Definitions</header><text>In
				this section:</text>
						<paragraph id="id2FA9F1F024304987B424F03691B5312E"><enum>(1)</enum><header>CSA</header><text>The
				term <term>CSA</term> means a farm operated in a manner consistent with
				community-supported agriculture, as defined by the Secretary.</text>
						</paragraph><paragraph id="ID28afdca512674122a140a96421c6b04e"><enum>(2)</enum><header>Nonprofit
				organization</header><text>The term <term>nonprofit organization</term> means
				an organization, group, institute, or institution that qualifies as an
				organization described in section 501(c) of the Internal Revenue Code of 1986,
				and is exempt from taxation under section 501(a) of that Code.</text>
						</paragraph><paragraph id="id87892B01DE94479AB14DAEB953A7C22E"><enum>(3)</enum><header>Program</header><text>The
				term <term>Program</term> means the Community-Supported Agriculture Promotion
				Program established under subsection (b).</text>
						</paragraph><paragraph id="idEED1328D0A4E43D2A162A87C553C2B38"><enum>(4)</enum><header>Underserved
				community</header><text>The term <term>underserved community</term> means a
				community (including an urban or rural community or an Indian tribe) that, as
				determined by the Secretary, has—</text>
							<subparagraph id="idC0E1E0B3F06740B0BE28DE18C4A796A3"><enum>(A)</enum><text>limited access to
				affordable, healthy foods, including fresh fruits and vegetables;</text>
							</subparagraph><subparagraph id="id5FBEA31D8D564B318A840DF8B232D956"><enum>(B)</enum><text>a high incidence
				of a diet-related disease (including obesity) as compared to the national
				average;</text>
							</subparagraph><subparagraph id="id45C36129BA5240FBBE179B7596DB2D0B"><enum>(C)</enum><text>a high rate of
				hunger or food insecurity; or</text>
							</subparagraph><subparagraph id="id2F7605970FFA4CC1ADBE69B83D9B9270"><enum>(D)</enum><text>severe or
				persistent poverty.</text>
							</subparagraph></paragraph></subsection><subsection id="idC8BB23EEA71842BDAB90B6CC68ED53C2"><enum>(b)</enum><header>Establishment</header><text>The
				Secretary shall carry out a program, to be known as the
				<quote>Community-Supported Agriculture Promotion Program</quote>, to promote
				community-supported agriculture.</text>
					</subsection><subsection id="id1671BFFEAD2C4F5998357B2A7031D2B4"><enum>(c)</enum><header>Program
				purposes</header><text>The purposes of the Program are—</text>
						<paragraph id="ID662c0c10dfa1495f8da6f2c08de3d6fd"><enum>(1)</enum><text>to assist in the
				improvement or expansion of existing CSAs;</text>
						</paragraph><paragraph id="ID6533eb8a458b4cbf9565bab152aa4097"><enum>(2)</enum><text>to assist in the
				development of new CSAs;</text>
						</paragraph><paragraph id="ID0068263ebba44fa7a8bc53ab5d96bb77"><enum>(3)</enum><text>to enhance the
				economic viability of agricultural producers;</text>
						</paragraph><paragraph id="ID76a50b3eeb3346c2b2c4c68ce0c79ebf"><enum>(4)</enum><text>to enhance the
				relationship between consumers and agricultural producers;</text>
						</paragraph><paragraph id="ID932183c400084869ae8938715b11eaa1"><enum>(5)</enum><text>to encourage
				outreach and education activities that develop consumer interest in CSA
				participation;</text>
						</paragraph><paragraph id="ID1b61af4012354f54b9c73a4385e45dd0"><enum>(6)</enum><text>to assist in the
				development, improvement, or expansion of innovative delivery and distribution
				programs that stimulate consumer interest in CSA participation; and</text>
						</paragraph><paragraph id="ID54ac62df4f084eaaaf16002ae2048c1c"><enum>(7)</enum><text>to assist in the
				development, improvement, and expansion of multifarm CSAs that—</text>
							<subparagraph id="IDebb01948307b43d0bfd0fd2c98de0d9f"><enum>(A)</enum><text>allow
				agricultural producers to concentrate on the production of a few crops or the
				development of value-added products; and</text>
							</subparagraph><subparagraph id="ID3a9583fd6c6c45a2b2263b8515f8f75f"><enum>(B)</enum><text>stimulate
				consumer interest in CSA participation by offering an increased variety of
				products.</text>
							</subparagraph></paragraph></subsection><subsection id="id7DFEF9203EDB46D1A0BA98839D0AB184"><enum>(d)</enum><header>Eligible
				entities</header><text>An entity shall be eligible to receive a grant under the
				Program if the entity is—</text>
						<paragraph id="ID362fbc6507ed44eeacfcc2faf3736493"><enum>(1)</enum><text>a nonprofit
				organization;</text>
						</paragraph><paragraph id="ID3f602e8e56934a9bb8403db0a6b3a2ac"><enum>(2)</enum><text>an extension
				service program operated through an institution of higher education (as defined
				in section 101 of the <act-name parsable-cite="HEA65">Higher Education Act of
				1965</act-name> (20 U.S.C. 1001));</text>
						</paragraph><paragraph id="id0E9E3825FAA44448BE80F210285CD18B"><enum>(3)</enum><text>an agricultural
				producer;</text>
						</paragraph><paragraph id="ID2579d47200c34fc1859df417ad768199"><enum>(4)</enum><text>a State or local
				government;</text>
						</paragraph><paragraph id="ID4ea6e992e5f34f9ab302866edaaa1ded"><enum>(5)</enum><text>a public benefit
				corporation; or</text>
						</paragraph><paragraph id="IDf95d7e09d24c45cb8b0d598f0da96373"><enum>(6)</enum><text>such other entity
				as the Secretary may designate.</text>
						</paragraph></subsection><subsection id="idF066E12D73C14802AD16879FE912A745"><enum>(e)</enum><header>Criteria and
				guidelines</header>
						<paragraph id="idD7E21C6066874B9B9E2FFF7D1B058391"><enum>(1)</enum><header>In
				general</header><text>The Secretary shall establish criteria to evaluate and
				rank proposed projects under the Program.</text>
						</paragraph><paragraph id="idE323AC0FB0D542248BAC965228E56E13"><enum>(2)</enum><header>Preference</header><text>In
				developing the criteria, the Secretary shall emphasize support for—</text>
							<subparagraph id="IDd6e46c6d9b194f0bbb4e4eb37ae8e0f4"><enum>(A)</enum><text>public entities
				and nonprofit organizations that propose in an application to provide
				substantial financial and technical assistance directly to CSAs from
				individual- or family-operated farms;</text>
							</subparagraph><subparagraph id="id61D8C2F188C84A2A8C96E809A22FD831"><enum>(B)</enum><text>CSAs from
				individual- or family-operated farms;</text>
							</subparagraph><subparagraph id="id67FF5851305D4A15B519BC2011CBA848"><enum>(C)</enum><text>the expansion of
				CSAs into underserved communities;</text>
							</subparagraph><subparagraph id="idF1043514F66A47E593FD731276DC37FD"><enum>(D)</enum><text>CSAs operated by
				or employing veterans (as defined in section 101 of title 38, United States
				Code); and</text>
							</subparagraph><subparagraph id="IDd1a2dbd8f7804eda9a2dc3819c5c2055"><enum>(E)</enum><text>the development,
				improvement, or expansion of innovative delivery and distribution programs that
				stimulate consumer interest in CSA participation.</text>
							</subparagraph></paragraph></subsection><subsection id="IDced0ab971a654b869b4988c3ae9457ff"><enum>(f)</enum><header>Funding</header>
						<paragraph id="ID49d730d368c74c34b9ceaa861e318ece"><enum>(1)</enum><header>In
				general</header><text>Of the funds of the Commodity Credit Corporation, the
				Secretary shall use to carry out this section—</text>
							<subparagraph id="ID4f557d0511424808b998b71b2b9c147a"><enum>(A)</enum><text>$10,000,000 for
				fiscal year 2012;</text>
							</subparagraph><subparagraph id="ID546b8640001640a396f66e45892ee5e9"><enum>(B)</enum><text>$12,000,000 for
				each of fiscal years 2013 through 2015; and</text>
							</subparagraph><subparagraph id="id23D3DB04ADB24A59B1850AB9EDC553BB"><enum>(C)</enum><text>$15,000,000 for
				each fiscal years 2016 through 2018.</text>
							</subparagraph></paragraph><paragraph commented="no" display-inline="no-display-inline" id="ID4f21639dabc24d2585f6fa627b17c099"><enum>(2)</enum><header>Interdepartmental
				coordination</header><text>In carrying out this subsection, the Secretary shall
				ensure, to the maximum extent practicable, coordination between the applicable
				agencies.</text>
						</paragraph></subsection></section><after-quoted-block>.</after-quoted-block></quoted-block>
		</section><section id="id0B662CFB964F41CCBA5D10E88C9D71AD"><enum>3.</enum><header>Budgetary
			 effects</header><text display-inline="no-display-inline">The budgetary effects
			 of this Act, for the purpose of complying with the Statutory Pay-As-You-Go Act
			 of 2010, shall be determined by reference to the latest statement titled
			 <quote>Budgetary Effects of PAYGO Legislation</quote> for this Act, submitted
			 for printing in the Congressional Record by the Chairman of the Senate Budget
			 Committee, provided that such statement has been submitted prior to the vote on
			 passage.</text>
