		<official-title>To amend title 5, United States Code, to limit the number
		  of local wage areas allowable within a General Schedule pay

		<section id="H937F1A97D19A4AA7AF002200C5DB39E1" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the
			 <quote><short-title>Locality Pay Equity Act of
			 2011</short-title></quote>.</text>
		</section><section id="HCF0AACBDD28A43F8BAA09397DCDEDACA"><enum>2.</enum><header>Limiting the
			 number of local wage areas defined within a General Schedule pay
			 locality</header>
			<subsection id="H0C947321CDEE452790C7DFAFD23BE3"><enum>(a)</enum><header>Local wage area
			 limitation</header><text display-inline="yes-display-inline">Section 5343(a) of
			 title 5, United States Code, is amended—</text>
				<paragraph id="HF7668C4D60F54B438F5B047D91FD1D88"><enum>(1)</enum><text>in paragraph
			 (1)(B)(i), by striking <quote>(but such</quote> and all that follows through
			 <quote>are employed)</quote>;</text>
				</paragraph><paragraph id="H9CC5CCAB92FA4FAA9E05BFD0A929C62B"><enum>(2)</enum><text>in paragraph (4),
			 by striking <quote>and</quote> after the semicolon;</text>
				</paragraph><paragraph id="HFBB2FD1DD9A7446F848C23E01801B1E9"><enum>(3)</enum><text>in paragraph (5),
			 by striking the period after <quote>Islands</quote> and inserting <quote>;
			 and</quote>; and</text>
				</paragraph><paragraph id="HE09F1CE78E1144018E63A997140097B7"><enum>(4)</enum><text>by adding at the
			 end the following:</text>
					<quoted-block display-inline="no-display-inline" id="H17B959F8A9DA45DDBCB4D5B93C252ED0" style="USC">
						<paragraph id="H2F6A91D7391B4FF691DEA87C118CCCBD"><enum>(6)</enum><text display-inline="yes-display-inline">the Office of Personnel Management shall
				define not more than 1 local wage area within a pay locality, except that this
				paragraph shall not apply to the pay locality designated as <quote>Rest of
				United
				States</quote>.</text>
						</paragraph><after-quoted-block>.</after-quoted-block></quoted-block>
				</paragraph></subsection><subsection id="H45D4B307E5DA41DFAE81CB78F0A6EE00"><enum>(b)</enum><header>General Schedule
			 pay locality defined</header><text>Section 5342(a) of title 5, United States
			 Code, is amended—</text>
				<paragraph id="HDFB06AD7E5624782AECF9E8C19C22EAB"><enum>(1)</enum><text>in paragraph
			 (2)(C), by striking <quote>and</quote> after the semicolon;</text>
				</paragraph><paragraph id="H6053D3A7DD77457C8402A28D9423C4AE"><enum>(2)</enum><text>in paragraph (3),
			 by striking the period after <quote>employee</quote> and inserting <quote>;
			 and</quote>; and</text>
				</paragraph><paragraph id="H19687491FCB249FDB7861CA6789360B1"><enum>(3)</enum><text>by adding at the
			 end the following:</text>
					<quoted-block display-inline="no-display-inline" id="H0C2AA2320A624AF4A929BE9D51032437" style="USC">
						<paragraph id="H9E0E2E735A674588B6BDAA8038C0C664"><enum>(4)</enum><text display-inline="yes-display-inline"><term>pay locality</term> has the same
				meaning as is given such term in section
				5302(5).</text>
						</paragraph><after-quoted-block>.</after-quoted-block></quoted-block>
				</paragraph></subsection></section><section id="H1FDAFCEA07364A1FA4D6C6B9BBB7249"><enum>3.</enum><header>Regulations</header><text display-inline="no-display-inline">The Director of the Office of Personnel
			 Management shall prescribe any regulations necessary to carry out the purpose
			 of this Act, including regulations to ensure that the enactment of this Act
			 shall not have the effect of reducing any rate of basic pay payable to any
			 individual who is serving as a prevailing rate employee (as defined by section
			 5342(a)(2) of title 5, United States Code).</text>
		</section><section id="H3512EC358741460ABFE1D904D976A844"><enum>4.</enum><header>Effective
			 date</header><text display-inline="no-display-inline">This Act and the
			 amendments made by this Act shall take effect at the start of the first full
			 pay period beginning at least 180 days after the date of enactment of this
			 Act.</text>
